A Study on Model for Developing SOP with Public Safety Communications (재난통신 표준운영절차(SOP) 개발 모델 연구)

  • This paper presents methodologies and strategies for developing standard operating procedures (SOPs) that are essential for practical use of disaster communication systems. Therefore, the various factors related to the SOP of the public safety network(SafeNet) are identified and analyzed, and the processes and strategies for the effective development of the SOP are developed and presented based on the analysis. In addition, the proposed SOP is reflected in LTE, which is public safety network implementation technology, and suggests how priority and QoS that are the basis of radio resource allocation should be operated.

  • 국가과학기술종합정보서비스(NTIS: National Science & Technology Information Service)는 국가R&D 사업정보를 한 곳에서 서비스하는 국가R&D 지식포털이다. NTIS의 효율적 기획 및 업무운영 총괄을 위하여 NTIS 표준운영절차(SOP: Standard Operating Procedures) 수립의 필요성이 증대되었다. 본 연구에서는 본 연구에서는 선진이론 모델 및 국내사례를 분석하고, NTIS 구축에 참여한 내부의 환경적 요건과 운용체계 요구사항을 고려하여, NTIS 운용체계에 가장 실무적으로 적합한 NTIS SOP를 수립하였다. 이와 더불어 NTIS 운영주체간 NTIS SOP 정보의 효율적 공유를 위하여 NTIS SOP 공유시스템을 구축함으로써, 업무별 권한별로 NTIS SOP를 공유하고 활용할 수 있도록 하였다.

Development of the structural health record of containment building in nuclear power plant

  • The main objective of this work is to propose a reliable routine standard operation procedures (SOP) for structural health monitoring and diagnosis of nuclear power plants (NPPs). At present, NPPs have monitoring systems that can be used to obtain the quantitative health record of containment (CTMT) buildings through system identification technology. However, because the measurement signals are often interfered with by noise, the identification results may introduce erroneous conclusions if the measured data is directly adopted. Therefore, this paper recommends the SOP for signal screening and the required identification procedures to identify the dynamic characteristics of the CTMT of NPPs. In the SOP, three recommend methods are proposed including the Recursive Least Squares (RLS), the Observer Kalman Filter Identification/Eigensystem Realization Algorithm (OKID/ERA), and the Frequency Response Function (FRF). The identification results can be verified by comparing the results of different methods. Finally, a preliminary CTMT healthy record can be established based on the limited number of earthquake records. It can be served as the quantitative reference to expedite the restart procedure. If the fundamental frequency of the CTMT drops significantly after the Operating Basis Earthquake and Safe Shutdown Earthquake (OBE/SSE), it means that the restart actions suggested by the regulatory guide should be taken in place immediately.

  • Standard Operating procedures (SOPs) provide a degree of assurance that an operation will be performed consistently by different people and also consistently by the same person at different times. An SOP is a written set of instructions that someone should follow to complete a job safely, with no adverse effect on personal health or the environment, and in a way that maximizes operational and production requirements. Basic categories of SOPs include purpose, scope, reference document, definition, responsibility, procedure, and so on. In this work, we introduce SOPs for bioprocess.

  • Standardization of drug deals with confirmation of drug identity and determination of drug quality and purity. Unani herbal formulations are used in traditional medicine for the treatment of various diseases. Cancer is a disease which causes abnormal, uncontrolled growth of body tissue or cells, which tend to proliferate in an uncontrolled way. Spread of cancer from site of origin to other organs of the body is called metastasis. It is a hyper proliferative disorder involving, transformation, dysregulation of apoptosis, invasion and angiogenesis. The present study aimed to standardize a classical Unani formulation (CUF) described as anticancer properties. The CUF has been used for anti-cancerous activity (Dāfi'-i-saraṭān) in human population by Unani physicians for centuries. The standardization parameters carried out for classical Unani formulation are pharmacognostical studies, physicochemical parameters, high-performance thin layer chromatography (HPTLC), microbial load, aflatoxins, and heavy metals revealing specific identities and to evaluate Pharmacopoeial standards. Experiment and the data obtained established the Pharmacopoeial standards for this formulation for identification and quality control purpose. The CUF has been successfully standardized and standard operating procedures (SOPs) for its preparation has been laid down which may serve as a standard reference in future. The standardization data of this formulation may be used as a standard guideline for preparation of the formulation in future.

  • Objectives : This study is to report the proceeding of the project sponsored by the ministry of science and technology of Korea for the stroke study titled as 'fundamental study for standardization and objectification of differentiation and pattern identification of symptoms of Oriental Medicine in stroke'. Methods and Results : We works for clinical research and molecular epidemiology center and we are in charge of the development of case report form, education of the investigators, data entry, data validation, and analysis. In the process of this project, we need to development of standard operating procedures for development and education for the case report form. Conclusions : This study is to let researchers for Traditional Korean Medicine and clinical research know how to develop of case report form and standard operating procedures in clinical researches and maintain the resource document and data.

  • Disasters in South Korea are taking on more diverse and intricate aspects than before, while being affected by the industrial development and deterioration of the cities. Therefore, it is urgently needed for success in disaster countermeasures to secure emergency communications operating system which would make it possible to share various information between the control tower and field personnel quickly and accurately. This study proposes a method of improving the national emergency communications operating system based on the Federal disaster management system, emergency communications system, and Standard Operating Procedures (SOPs) employed in the US, which is the leading country in the field of disaster management. First, the organization of the emergency communications needs to be more systematized than in the past. The organization of the emergency communications of the central and local governments have to be administered according to their different roles and objectives. Furthermore, they must cooperate with each other based on interoperability. Second, emergency communications councils need to be established, composed of representatives related to disasters, and national and regional units need to be formed and operated separately. Third, the SOPs should not only cover both the operational and technical elements, but also assign the roles and responsibilities to the members of the disaster communications system. These improvements will assure the correct functioning of the disaster communications system in the field, which is expected to increase the probability of success in disaster countermeasures.

A Study on the Development of Training Content Scenarios for On-Site Commanders Engaged in Firefighting Activities (소방활동 현장지휘관 훈련용 콘텐츠 시나리오 개발에 관한 연구)

  • This study examines the development of content scenarios to facilitate the training of on-site commanders in firefighting activities. To establish the training content scenario system, the three core competencies of the on-site commanders were set as situation judgment, communication, and decision-making. A system of scenarios was established to actively reflect these three core competencies when designing the scenarios. All the contents of these scenarios are based on Standard Operating Procedures (SOP). The scenarios comprise 14 stages that are divided into four steps with the exception of stages 1 and 14, which mark the beginning and end of the training. It consists of the situation setting stage and the first, second, and third decision-making stages. Specifically, situation judgment and communication are important factors in each stage.

  • Backgrounds : Taiwan has similar national health insurance (NHI) system for traditional medicine with South Korea. Recently, new quality improvement policies for traditional medicine is being attempted in Taiwan. Objectives : This study aimed to review the Taiwanese NHI system for Chinese Medicine (CM) and introduce quality improvement policies. Methods : Research articles, reports, government publications and year books which handled traditional medicine system and NHI system in Taiwan were searched and collected. The authors analyzed and summarized the contents in a qualitative manner. Results : In Taiwanese NHI system, CM procedures and medication for outpatients are reimbursed through a mix of fee-for-service and global budget payment system. CM shares 4% of total expenditure of NHI in Taiwan. Mostly, the expenses for procedures are reimbursed regardless of disease type, however, in the specialized program for quality improvement, CM doctors have to comply with standard operating procedures (SOPs). Conclusions : Taiwanese NHI system implemented SOP-based new reimbursement system for CM. Yet, the scientific evidences for SOPs are not sufficient, it can be useful references when we develope disease related reimbursement system for Korean Medicine in South Korea.

The Use of Rapid Intervention Crew in Korean Fire Service (화재 현장 소방관 구출을 위한 긴급대응팀 운영실태에 관한 연구)

  • Objectives: Rapid Intervention Crews (RIC) are indispensable for rescuing firefighters who are lost or trapped. They are included in Disaster Scene Standard Operating Procedures. This study was conducted to examine the use of RIC at emergency scenes in South Korea. Methods: We conducted a nationwide survey of 4,913 firefighters in South Korea. The firefighters' experiences of use of RICs were assessed by asking, "How often are RICs available at fires?" Results: A full 40.8% of firefighters answered that they 'never' have RICs available at fires. Another 8.4% responded that they 'always' have RICs available, which is much lower than the rate among US firefighters (19.9%). RICs are available more often for firefighters in the capital area than for firefighters outside the capital area (13.4% vs. 5.1%, p<0.001). The larger the jurisdiction served, the more likely the firefighters were to have RICs available (p<0.001). Conclusions: These results imply that firefighters in South Korea are at risk. It is necessary to recruit personnel to improve the use of RICs and to explicitly include RICs in SOPs, training, and business plans.
