Apartment Reconstruction project causes lots of conflicts among stakeholders who don't have professional knowledge on a complicated work-flow In case these conflicts occur, the project might not be well by the damage passed to parties, and so the project cost might be increased, the project might be delayed and hazy as well if the conflicts are not resolved quickly. However, the damage would be indirectly and directly brought to the main parties in apartment reconstruction project because the conflicts aren't managed. Thus, an effective conflict assessment should be preceded, and a process and a system for managing the conflicts should be developed to prevent and settle the conflicts. The purpose of this study classifies the conflicts which are occurred on each phase of the project based on principal facts, and presents the process to develop conflict management system through conflict assessment to each stakeholder.
Public conflicts in the port sector can cause additional social costs and delay the supply of port infrastructure, which can negatively affect local industries and national competitiveness. Although the importance of conflict management in the port sector is gradually increasing, there is still no systematic conflict management countermeasure. Therefore, in this study, the limitations of the current conflict management system in the port sector were considered, and a Delphi survey was conducted targeting experts and stakeholders in the port sector and conflict management. In addition, criteria for diagnosing conflicts in the port sector, causes of conflicts, proactive management measures, and ex post solutions were derived. The results of the Delphi survey analysis showed that the biggest causes of conflict were the absence of stakeholder opinion collection, consultation, and communication tools. Preliminary conflict management measures including a public deliberation process to collect local opinions and discuss development directions before deciding on specific issues, and ex post conflict resolution measures including investigation of causes of conflicts and objective personnel management in the process of preparing alternatives (e.g., securing reliability) were determined as the most important factors. In addition, based on the results obtained in this study, conflict management techniques for each phase of the port development project were presented. These findings are expected to be used as a useful reference material to reflect the port sector, which has not been included in the "Public Institution Conflict Management Manual (2016)" of the Office for Government Policy Coordination.
ICT development has led the government to provide more personalized services which means that the government has to collect more private information to satisfy the information demand from citizen. It is a dilemma because the more tailored information services may arise conflict against the right of private information protection which is one of the side effect by ICT. In this study, we analyzed the case of NEIS which still represents the issue of privacy conflict among each stakeholder's perspectives. To analyze the case, we used the frame analysis which is used as a tool for analyzing the case of public conflict. Through the analyses and discussions, we found the policy implication for the future ICT policies which can mediate the conflict between a data opening and the protection of privacy. Finally, we suggest a new governance approach for the better ICT policy contrary to top-down approach.
The main purpose of this study is to seek better approach which explains reciprocal causality associated with factors causing social conflict and improving social integration respectively. Throughout this study, there are several important implications how social conflict can be solved in South Korea. In particular, government and policy makers in political sector should create an environment of social integration through political reforms by switching from vertical structure to horizontal structure and by encouraging ordinary people to actively participate in the policy-making processes and political activities. In economic sector, government and stakeholder associated with a certain economic issue should induce a change in the economic environment for social integration, focusing on distribution of wealth and employment stability. In social and cultural sectors, it is necessary to solve social and cultural problems (e.g., generation gap and conflict between the young and the old, multi-ethnic families, and lack of communication) by exploring better ways to establish an altruism and to interact with each other. In psychological sectors, PsyCap(Positive Psychological Capital) will help ordinary people to crate positive thinking and lead to social integration. For instance, political leaders having PsyCap are able to communicate with the people and can help the people to build positive main influencing on social integration. Finally, the improvement of the system is required because the improvement of insufficient system is the basis for reasonable and equitable social integration.
Several offshore wind power conflicts occur due to the problems in which the site selection process led by private operators is improperly managed. To review the institutional improvement measures that solve this problem, domestic and foreign institutions and operational cases were comparatively analyzed, focusing on key actors from the multi-level governance perspective. First, the status of the site selection process in the Republic of Korea, major issues in stakeholder conflicts, and discussions on the planned site system-related laws (draft) were reviewed. Next, the site selection process and relevant cases in Germany, the Netherlands, and Japan were analyzed. In all these countries, site selection is done by the central government. In Germany and the Netherlands, maritime-related ministries establish overall offshore wind power site plans and conduct strategic environmental assessments for these plans. Futhermore, in the process of determining each individual site, extensive site investigation including environmental assessments are conducted. This aspect needs to be supplemented in the discussion on the direction of institutional improvement in the Republic of Korea.
The purpose of this study is to analyze the status of the joint forest project, which is one of the national forest management system, by using stakeholder participation, transparency of decision making, accountability of actors and stakeholders, The questionnaire survey was conducted using the 5 - point scale and the written form. As a result of the questionnaire survey, various stakeholder participation items had the highest opportunity to participate with an average of 3.3 and the lowest score with 2.3 points for establishing conflict and conflict resolution structures. Transparency was analyzed to be 3.4 points for the project disclosure, 2.7 points for information sharing and education promotion activities for local residents, 3.3 points for the detailed role of the project implementer, and 2.7 points for internal and external monitoring and evaluation of the project with various stakeholders. The results of this research, analyzed through the participatory forest management index, are deemed to be used as basic data for the establishment of a plan for the revitalization of national forest participation management.

Startup must be agile and be able to handle extreme changes, survive unpredicted threats, and capitalize on emerging business opportunities. Agile teams continually sense changes for competitive action and marshal the necessary knowledge. While team members share their knowledge, there must be emerging various type of conflicts in teams. This study examines the relationship among the conflict, knowledge sharing and agility in startup context. At the same time, we tested the roles of shard vision both moderating variable between conflict and knowledge sharing, and antecedent for knowledge sharing. Different two types of conflict, task conflict and relationship conflict, knowledge sharing, agility, and different impact of shared vision are identified from literatures and tested. 182 data points were collected from under 5-year old startup's representatives to test these hypotheses. PLS data analysis indicated that the task conflict and shard vision positively effect on knowledge sharing, and then knowledge sharing has statistically significant effect on agility. And the impact of conlict has been weakened by shared vision's moderating effect. Based on the results, we proposed practically several team management skills for startup managers, leaders and stakeholder, and explained theoretical contributions.
Documenting environmental conflicts will be a priority target for documenting localities, because those conflicts are critical events that make intensive 'place experiences' of local residents. This study is to design a narrative structure for documenting conflicts in the process of Transmission Towers Construction in Miryang. This study begins with analysing the characteristics of environmental conflicts, and draws a conflicts documentation model including basic rules, narrative structure and development process. Basic rules are set up as mixed documentation of memory and evidence, application of 'frame', and dynamic description. Based on the rules, this study suggests a dynamic and open narrative framework adopting the metadata model of ISO 23081. This model is applied to documenting Transmission Towers Construction Conflicts in Mi-ryang. The full narrative and 'frame' of the conflicts are set after analysing development and issues of the conflicts, stakeholder, and properties of each conflict problem. Records descriptions are related to the context(each event occurred in the conflicting conditions, mandates, and stakeholder) descriptions to make multiple narratives in digital environments. Event description contains elements for articulating the 'frame' of each party of the conflict. The merits of this model are; i) to accumulate the adequate context information systematically by adopting dynamic narrative model, and ii) to acquire the new items and connect them to related items easily and consistently through multi-entity description. This documentation model of environmental conflicts may support to shape the collective memory of community, and to achieve good governance by managing conflicts in the process of locating non-preferred facilities with due regard to values and perceptions of residents and communities.
The purpose of this study is to identify the conflict frames in the process of designating the national geopark, among local residents, geology experts, and local public officials. For this purpose, the progress of the public hearing on the implementation of the national geopark in Buan and Gochang were recorded with prior consent from the participants and transferred in text form. Subsequently, we developed a reference frames for analyzing conflict frames through literature review, and analyzed the conflict frames by three researchers based on this. These analyzed conflict frames were again analyzed by using semantic network analysis. The results are as follows. In the Buan area, 'Sagree' frame, 'Snot' frame, and 'Sdisagree' frame showed high eigenvector centrality, and 'Gharm' frame and 'Cmeconomy' frame were closely connected to the 'Snot' frame located at the center of the semantic network. In the Gochang area, 'Aresource' frame, 'Cmexample' frame, and 'Gharm' frame showed high eigenvector centrality, and 'Gharm' frame and 'Cmproblemsolution' frame were closely connected to the 'Snot' frame located at the center of the semantic network. Through these results, we could see that there is still the conflict about the certification of national geopark between stakeholders in Buan, and that Gochang's stakeholders are proudly aware of their own resources. The Buan's stakeholders focused on economic gains in resolving conflicts, while Gochang's stakeholders focused on problem solving. This result of this study provides information in conflict from the national geopark in other regions.

This research purposes to design a methodological framework to suggest the optimal method to resolve the conflicts of stakeholders surrounding the water use charge of the Han River region, and to use the analysis results to provide the direction of policy. For this, it was preceded that the process of understanding the mechanisms of the multifaceted conflict between decision makers taking different positions over water use charge of the Han River region, and an optimal method to resolve the conflict of water use charge of the Han River region was derived by using a graph model for conflict resolution(GMCR). According to the analysis results, the optimal state to find a solution to the water use charge of the Han River is that the Seoul-Incheon-Gyeonggi region pays the charge according to the original rate while Seoul-Incheon requesting discount the water use rate. In addition, the Han River management committee should establish policies desired by Seoul-Incheon-Gyeonggi region including rationalization of the decision-making structure to determine the rate of water use charge, making the basis to support the Han River management fund system for the Seoul-Incheon region, and transparent management of the Han River management fund system considering the characteristics of beneficiary regions and residents. This study is expected to provide objective decision-making information in establishing environmental policy directions related to conflict resolution in the water use charge of the Han River region and to offer a methodological basis for similar follow-up studies related to conflicts derived from sharing nature environment.
