A Study on Competitiveness Changes of Specialty Construction Firms Under No Restriction in General and Specialty Contracting (겸업제한 폐지에 따른 전문건설업체의 경쟁력 요소 변화에 관한 연구)

  • Recently, the restriction of contracting business between general and specialty contractors are deregulated, which means the elimination of the traditional market entry block in the Korean construction industry. It could be a threat and/or an opportunity to construction firms, and requires establishing new business strategies in order to obtain relative competitiveness between the general and the specialty. Under this change in the industry, this research performed to provide some suggestions for specialty firms in setting up their new business strategies by analyzing various changes of their competitiveness elements. This study extracted 20 core competitiveness elements from major 6 competitive categories required in doing specialty contracting business, and their relative importance between the 20 elements were measured. It was found that the specialty's relative competitiveness has been greatly changed and affected by the deregulation of the protective business restriction.

A Study on the Evaluation of Safety Culture in Specialty Contractor (전문건설업 안전문화 평가에 관한 연구)

  • Specialty contractor facilities, which involve a combination of welding and commissioning, face a high risk of serious accidents such as fire, explosion, and suffocation associated with welding work, nitrogen, and argon use. In such facilities, the organizational safety culture has considerable impact on the frequency of accidents. In this study, a safety culture evaluation was conducted on specialty contractors. NOSACQ-50, a standardized survey method on safety culture, was selected as an assessment tool to evaluate the safety culture in specialized construction companies that could not afford to invest heavily in safety. The self-administered questionnaire survey was conducted with 201 workers of four construction companies and the results were analyzed. It was found that in companies with low safety culture, the occurrence of irrationality was 66.0%, while in companies with high safety culture, the occurrence of irrationality was 42.6%. Thus, the difference in the occurrence of irrationality by safety culture was statistically significant. The difference in safety culture level according to the experience of occurrence of irrationality was also significant. It was also found that the higher the belief in safety management authorization, safety responsibilities of managers, worker safety priorities, and safety system effects, the lower the probability of irrationality.

  • After rapid economy growth, Korean economy and Korean enterprises are aware of the importance on Mutual Cooperation. However, Korean society is not ready to proceed Mutual Cooperation and there are no theoretical model yet. Therefore, this study will suggest the theoretical basis for Mutual Cooperation, though identifying the most commonly used factors of three reliable sources: Mutual Cooperaton Manual(Ministry of Construction and Transportation 2006), selected distinguishing Mutual Cooperation Cases by Ministry of Construction and Transportation and Mutual Cooperaton Manual of other leading fields. through this study, it is expected to find reliable factors to evaluate Mutual Cooperations between General Contractor and Specialty Contractor.

  • Standard production unit system and historical cost data are the most typical data base for calculating budget price in construction. However, these construction cost estimation methods are difficult to calculate proper construction cost because definition, additional allowance or modification criteria is not clear in construction within one day. Therefore, this study identifies problems for standard production unit system and historical cost data and suggests the improvements for them. For the objectives, this study analyzes frequency after implementing survey for 44 specialty contractors in placing at kyeonggi-province. As the results of the study, labor costs in standard production unit system and equipment costs in historical cost data and in construction of pavement and maintenance by project type was exceeded at most high rate against construction cost estimation methods. Based on this result, standard production unit system and historical cost data need to be modified by three improvements such as classification by project scale. These will be baseline data for improvement of construction cost estimation methods for less than one day workload.

  • Formwork accounts for a large proportion of the framework in high-rise construction projects in terms of the duration and cost. Especially, slab formwork has a significant influence on these factors. However, the current selection of formwork method in general contractors depends on the decisions of few experienced engineers, and layout planning of the formwork in specialty contractors requires lots of time by different floor types. As a preliminary study for developing an optimum layout model in slab formwork of high-rise building construction, this study proposes the process of the optimum layout model and determines a fitness function for use of the genetic algorithm aimed at table formwork.

  • At the end of 2014, ordering organizations, 25 general contractors and 80 specialty contractors were certified by the KOSHA 18001 for the establishment of safety & health management system. However, safety management departments in the certified companies have been disrupted due to the financial difficulty and CEO's indifference, which has resulted in the cancellation of more than 30% of the certifications. Furthermore, the KOSHA 18001 due to the shortage of internal evaluators in KOSHA and the increase of applications for new certification & the extension of the certification is placed in a difficult situation in the near future. Therefore, it is necessary to enhance the KOSHA 18001 by solutions such as introducing outside evaluators, which is the key point of this study. This study was performed through the questionnaire survey & the interviews with the construction companies, ordering organization and KOSHA 18001 specialists The content is centered on the introduction of external evaluators. As a result, the introduction of external evaluators is necessary through amending certification regulation because only internal evaluators cannot afford to process all the new application and the extension of existing certifications.

IMPACTS OF DESIGN-BUILD DELIVERY SYSTEM ON THE CONSTRUCTION INDUSTRY IN TAIWAN

  • Although the design-build (DB) delivery system has been taking great strides in the world and relevant researches have also been quite abundant, few studies have dealt with its potential impacts on the construction industry as a whole. This research first identified the potential entry barrier factors, which may hinder the market access, based on the theory of industrial economics and characteristics of DB project. Then through a nation-wide questionnaire survey involving 103 construction contractors and engineering consultants, the influences of each factor on company's competitiveness and corporate strategies were scrutinized, and consequently, the evolution of the construction industry was examined. It is found that as opposed to the traditional design-bid-build delivery system, the DB delivery system elevates competitive advantages of large organizations in terms of the financial capability, working experience, human resource, and administrative strength, and among them, the financial strength was concluded to be the most significant force in differentiating corporate strategies and widening the gap of competitiveness between companies. It is inferred if the government extensively adopts DB delivery system, large organizations that already possess the competitive advantage tend to obtain both design and construction abilities, and dominate the DB market. Small and medium sized companies will find little room to maneuver and be forced to become specialty sub-contractors.

  • This study aims at improving the limitations of current construction processes. Previous solutions to improve construction processes have been focused on the improvement of local processes. This paper proposes a method to improve global effectiveness of construction processes through ascertainment of communication among the process participants. This paper provides two case studies: Deck plate installation processes and Duct installation processes. The case study illustrates a way to improve global effectiveness by incorporating downstream participants such as specialty contractors in upstream construction processes such as design and planning.

  • Gas & Oil plant construction projects are increasing recently all over oil-producing countries. An EPC (Engineering, Procurement and Construction) company, which participates in the plant projects, should possess pertinent engineering licenses and EPC management skills to create high added-value. Nonetheless, there exist various risks involved in the EPC life cycle process due to such characteristics of construction projects as long duration of construction time and complicated processes along with the procured goods or services subjected to various logistics. The objective of this paper is to analyze the overall EPC life cycle for proper process and to examine various information and document. Additionally, the principal data for the analysis of the EPC process are derived from personal interviews with experts and specialty contractors of the plant projects. The results of this study would be widely used as a guide for efficient and effective management of overseas gas plant projects.

  • On March, 2013, the Government announced the Multiple Prime Contract method will be expanded in public building construction projects. The applying multiple prime contract method has been immersing issue among all stakeholders of construction project. The owner conducts the role of a general contactor as well as owner's original responsibility while construction works being executed by specialty contractors. If the owner has not experience of project management, it should be bring about increasing management cost due to the interface problems among prime contractors. With this reason, it is difficult to administrate the multiple prime contract. So far there has been no methodology of predicting management cost in the multiple prime contract. Therefore, this study aims to enable the operation of efficient multiple prime contracts by developing a model to predict their management costs.
