The purpose of this study is to find out what the main agenda of social formation is and how it changes through the media by utilizing the news big data of COVID-19 which is spreading recently, and to suggest the direction of future reporting. In order to achieve the purpose of the research, 47,816 cases of news big data reported from December 31, 2019 to March 11, 2020 were divided into four periods based on the fourth stage of the crisis warning for infectious diseases, and a total of 20 topics were derived. Based on the results of the Topic Modeling analysis, this study proposed the following. First, it is necessary to refrain from provocative expressions such as "anxiety" and "fear" and use neutral and objective reporting terms. Second, more in-depth and contextual news production is required, breaking away from simple event news production. Third, it is necessary to prepare detailed crisis communication manuals for each situation related to infectious diseases. Fourth, we need reports that focus on citizens-led efforts to overcome the crisis. This research has the academic significance that it is the first paper to analyze news big data on COVID-19 using the Topic Modeling Analysis method, and the policy significance that can be used as the basis for developing national crisis communication policy.

Comprehensive review of the literature was conducted to determine 1) selected risk factors and its impact that affect pregnancy outcome such as smoking, alcohol consumption, and substance abuse 2) these factors can facilitate future strategies for health promotion and prevention for both pregnant women and fetus. Review of literature were extracted from searching MEDLINE(1966 - Oct. 2000). CINAHL (1982 - Oct. 2000) and the domestic literature. The following factors were identified: 1. The effects of risk behaviors on pregnancy. ${\cdot}$Maternal smoking was associated with the occurrence of premature or LBW delivery, fetal growth retardation, extremities defects, heart defects and sudden infant death syndrome. ${\cdot}$Maternal alcohol consumption was associated with spontaneous abortion, premature or LBW delivery, morphologic/neurologic problems, especially fetal alcohol syndrome. ${\cdot}$Heroin was associated with withdrawal after birth in which were born to heroine addicts for gestational age and lung maturation in animal studies. ${\cdot}$Cocaine was associated with spontaneous abortion, abruptio placenta and a poor response to environmental stimuli. ${\cdot}$So far, the effects of caffeine on pregnancy was controversial, but severe caffeine consumption was associated with premature or LBW delivery, spontaneous abortion, still birth and dystocia. 2. Intervention methods and its effects identified were as follows ${\cdot}$Conducted intervention for smoking, alcohol and drug consumption were single or combined. ${\cdot}$Intervention methods were counseling, phone contact, mailing, use of educational videotape, booklet, support person and alternatives such as nicotine patch. ${\cdot}$The interventions increased the rates of smoking cessation during pregnancy and awareness of the risk of drug consumption, and decreased amount of alcohol consumption. ${\cdot}$The intervention outcome found positive effect on birth weight and length. 3. Our recommendations were as follows ${\cdot}$The personal and social cognition should be enhanced through education and the mass media. ${\cdot}$It's necessary to educate and give information of preconceptional care, planned pregnancy and early prenatal care for optimal pregnancy outcome. ${\cdot}$It's necessary to develop comprehensive assessment tool which is reliable and valid on smoking, alcohol consumption and substance abuse to identify supportive or interventional program.
In current society, the digital era that makes enormous amount of data, and the diversified city, the smart space, which has characteristics of creating, collecting and representing data, is appeared. After 2012, in the social media environment called hyper-connected society with wide-spread smart phone, people started to get interested in public data and big data by generalized mobile device and SNS. At first, development of forming platform of data was focused, but now, many different idea from diverse area have been suggested about data analysis and usage to visualize the space intellectualization service. To focus on the visualization process to increase the usage of this public data for ordinary people more than specialized people, this research grasps the present condition of open data and public data service from the current public data portal and considers the applicability of them. As the result of research, the analysis and application of data to ordinary people decrease the use of paper documents, and this research will help to develop the application which is fast and accurate about individual behavior and demand to utilize public data service in intellectual space.
The purpose of this study is to investigate the actual attitude of the major newspapers and broadcastings about public health policy during last $17^{th}$ presidential election and $18^{th}$ election for a member of the National Assembly and apply it to the study of procedure of making decision of policy as a fundamental data. Two researchers surveyed and analyzed all articles from three broadcasting stations, KBS, MBC, and SBS, and from four newspaper companies, Donga, Jungang, Chosun, and Hangyoreh. Among the major articles, the articles related to policies are ranked in last (10.8%). And among the reported 284 articles related to the policies, the social section (75 articles, 26.4%) and the economic section (73 articles, 25.7%) took part of over 50% of all. However, the articles related to public health policy took part of only 9.9% (28 articles). Among the articles of public health policy, the articles related to the cost of the medical service were ranked in the first (39.3%). Therefore, to solve the problems of the major public health policy, it needs effort to develop the public health policy and use the media to realize the developed policies.
The carelessly and illegally copied contents are raising serious social problem as internet and multimedia technologies are advancing. Therefore, development of video copy detection system must be settled without delay. In this paper, we propose the hierarchical video copy detection method that estimates similarity using statistical characteristics between original video and manipulated(transformed) copy video. We rank according to luminance value of video to be robust to spacial transformation, and choose similar videos categorized as candidate segments in huge amount of database to reduce processing time and complexity. The copy videos generally insert black area in the edge of the image, so we remove rig black area and decide copy or not by using statistical characteristics of original video and copied video with center part of frame that contains important information of video. Experiment results show that the proposed method has similar keyframe accuracy to reference method, but we use less memory to save feature information than reference's, because the number of keyframes is less 61% than that of reference's. Also, the proposed method detects if the video is copied or not efficiently despite expansive spatial transformations such as blurring, contrast change, zoom in, zoom out, aspect ratio change, and caption insertion.
In Korea, since the mid 1990s, the subtitles are largely employed on television programs especially on diverting programs like talk shows and game shows. The functions of these subtitles are different from those of the traditional subtitles. The traditional subtitles are used to give credits, explain an action, or represent dialogue, to be brief they are used to give informations. But the new type of subtitles are used to amuse the public. Not only the new subtitles represent words of the guests but also they present opinions or judgements of the program producer. They show also what to give attention to, what the guest feels and finally what to laugh at. These subtitles are very well received by the public. So they are employed more and more frequently by lots of programs. These subtitles will be ratted comic subtitles because their principal function Is to raise a laughter and to make fun. The purpose of this study is to attempt to find some particularities concerning the uses of the comic subtitles on Korean television. The study suggests that the comic subtitles call for the very known social codes because they should be understood clearly by the public. The forms and styles of the codes employed in the comic subtitles are very similar to those used in the comics. Some graphic codes especially developed in the comics are employed with success in the comic subtitles. The comic subtitles are aiming to amuse and provoke a laughter by written text and visual codes usually employed in the comics. But why does the program producer use the comic titles for make the public laugh? Laugh is not a emotional reaction but a act caused by the intellectual judgement. Written text and visual codes employed in the comic subtitles permit to judge the situation intellectually because they give to the public a moment for think about what they treat. They permit the public to see more clearly the situational relations which can provoke a laughter. The comic subtitles constitute now one of the main elements on Korean television. It means that the insertion of writing in the audiovisual media is popular in Korea. The study suggests that there is something in Korean culture which can favours this insertion : in Korea, writing has never been separated from painting. It seems that in Korea, there has been no clear separation between written culture and visual culture. But this point must be approached more carefully and needs profound researches.
As the digital information infrastructure is established for the public library system in the contemporary age, expectations and demands surrounding the public library system are growing rapidly as the place of exchange and enjoyment of information and culture, and as the place of life-long learning. In addition, a new kind of information & culture services are needed to meet the demands of contemporary men and women, who are exploring information as the information environment undergoes rapid changes - from increase in the volume of digital publications, to increase in the usefulness of online information resources, to strides made in the media industry. The public library will continue to play its role and function by providing to all users all available information, whether it's available online or offline, whether it's in a physical format or in a digital format. As such, design and management of a space appropriate as a new information environment are needed. It is deemed that an information infrastructure for Daegu that can improve the quality of life in the region and can increase user accessibility to information in this information age is needed, as well as reorganization of the pertinent environment. Therefore more public libraries have to be built in Daegu as a necessity, and it is urgently needed that the information services be expanded through an organic linkage between local libraries such as between the central library and the branch libraries. This paper aims to provide basic data for building of public libraries in Daegu. To establish an information infrastructure for Daegu, a direction is given for the establishment of a local network of public libraries and ways for improvement are explored. This paper is significant in that, first, it helps in the planning of a local network of public libraries, which plays a crucial role in improving accessibility to information as well as the level of their use; and second, it helps in setting up guidelines for spatial configuration of the user space. As for the method, quantitative review of the information environment is to be done by analyzing the present situation of the public library network in Daegu from the perspectives of region, facility, and space, in order to present a method of user-centered spatial configuration that meets the changes in social roles and forms of information in the contemporary society.
This study was conducted to examine community residents' knowledge level and related factor on electronic wave in order to provide basic data for development of education and publicity program. 2,000 people, who lived in five big cities and five small and medium cities, were selected ad subjects of this study. The data were collected from May 1, 200 I to August 31, 2001. The results of this study are as follows. According to the average knowledge level of harmful affect of electronic wave on health in general characteristics, female was higher(37.40 ± 5.24 points) than male; ‘forties’ was highest(37.77 ± 5.69 points); ‘married spouse’ was high(36.84 ± 5.59 points); ‘living in small-ta-medium city’ was high(36.84 ± 5.32 points). ‘university graduate’ was highest(37.41 ± 5.32 points) in education level, ‘middle class’ was high(36.61 ± 4.96 points) in economic status, ‘professional technician’ was higher(36.68 ± 6.55 points) than other occupations in occupational type. According to the knowledge level of harmful affect of electronic wave on health in health condition by self-judgment, ‘good health condition’ was highest(36.77 ± 4.99 points). In the case of the knowledge level of those who visited medical institutions for last one year, ‘never visited’ was highest(37.19 ± 5.02 points). In the kind of medical institutions, ‘those who visited general hospital’ was highest(36.58 ± 5.63 points). In the way of knowledge obtainments of electronic wave through education and publicity media, ‘school education’ was highest(37.55 ± 5.19 points). According to the score of awareness level of disease incidence related to electronic wave, allergy and erethism was highest(57.8 points on the basis of 100 points). It appeared in order of leukemia, skin disease or skin cancer, dementia, various cancers, cataract, and brain tumor. The variables which significantly influenced knowledge level of harm of electronic wave were knowledge obtainments of electronic wave, age, economic status, daily TV watching period, sex, period of daily cellular phone use, period of working with computer, and daily VTR watching period. The knowledge of community residents concerning harmful affect of electronic wave on health is needed because people's opportunity of exposing to electronic wave is increasing. Especially, it is the demands of the times to provide information on knowledge of each equipment which generate electronic wave. The government, the product manufacturing companies, related social organizations, and education institutions must make efforts to develop the education program which is needed to make people have right knowledge and attitude.
The communication environment made by digital technologies has made it possible to exchange information and deliver messages fast and easily among people of various classes in virtual space beyond time and space. Net-generation, who is accustomed to this virtual space, couldn't be satisfied with the linear text-oriented language any more, and began to make signs by use of computers in order to differentiate itself from others and to express its desires. Among the signs, emoticon created by joint of popular culture and digital communication centering around young generation is a new visual sign and emotional sign that can deliver a sender's feelings contained in a message. This paper has studied social phenomena, their relationships with emoticon and background of its creation through documentary review of media development, changes in the communication environment and popular culture. Furthermore, it has analyzed the meaningful action and roles of emoticon as a sign in terms of semiotics and also, studied a possibility of using emoticon as a new emotional sign. The study results say that emoticon can play the roles of a non-linguistic sign just like general signs that make mutual exchange through meaningful action, and also that it can be used to effectively deliver messages not only in virtual space, but also in advertising, posters, magazines and CI. However, emoticon is better at emotional expressions yet than other textual signs or visual signs, but in order to position itself as a universal and popular sign, emotional expressions should be clear, any difference in understanding messages should be removed, and message delivery should be more efficient.

Smart phone zombie or Smombie means pedestrians who walk without attention to their surroundings because they are focused upon their smart phone. Because the traffic accidents and injuries caused by Smombie have been increased rapidly in recent years, the social attention and policies are needed to prevent it. This study was conducted to analyze Smombie's current status and some solutions used before and to propose new improved method through the latest ICT trend. In this study, we did the field survey to check Smombies at several places in Seoul through people counting, and found that a lot of pedestrians still use the smart phone while walking. And we analyzed many case studies about some solutions to prevent Smombies previously. The case studies include legal regulations, government policies, smart phone app services and facilities that are used before. We studied them through internet searches and reference studies and we also checked the current operating situation as visiting several places that the solutions actually has been operated. Therefore, we found there are some limitations in previous solutions in terms of effectiveness and management. To consider new solution that can be expected to overcome the limitations, we analyzed the latest ICT trends focused on features to utilize the Smombie prevention, especially video recognition and digital signage. In these days, video recognition has been developed rapidly with assistance of AI technology and it can recognize the specific pedestrian's characteristics such as holding smart phone as well as hair style, clothes, backpack and etc. On the other hands, the digital signage is the convergence device that includes big display, network connection and various IoT sensors. It can be used as public media in many places for public services as well as advertising. Through these analysis results, we show the requirements and the user scenario for the improved method to prevent Smombie. Finally, we propose to develop R&D technology to recognize Smombie exactly as pedestrian attributes and to spread creative contents to increase pedestrian's interest and engagement for Smombie prevention through digital signage.
