문화관광부의 도서관발전종합계획(2003-2011)에 대한 타당성 평가에 관한 연구 (A Study on Propriety Evaluation on Library Development Plan of the Ministry of Culture and Tourism with SMART Method)

  • 본 연구는 정부 차원의 도서관발전계획인 문화관광부의 '미래형 지식정보서비스 기반 구축을 위한 도서관발전종합계획(2003-2011)'을 평가한 것이다. 이를 위하여 정책평가방법의 하나인 SMART 평가기법을 도입하여 도서관발전종합계획의 미래비전, 발전목표, 역점 추진과제, 주요 사업내용에 대하여 각각의 구체성. 측정가능성, 달성가능성, 적실성, 시간계획성 정도를 측정, 평가하였다. 본 연구의 결과. 얻어진 결론은 다음과 같다. 첫째, 도서관발전종합계획의 구성 요소별 평가결과, 미래 비전은 3.05, 발전목표는 3.09, 역점 추진과제는 3.15, 주요 사업내용은 3.12이었다. 둘째 SMART 평가 요소별 평가결과, 구체성은 3.09, 측정가능성은 2.99. 달성가능성은 3.12, 적실성은 3.24, 시간계획성은 3.10으로 나타나, 적실성은 우수한 반면에 측정 가능성에는 문제가 있다. 셋째, 발전목표의 평가결과, '지식과 정보가 함께하는 문화사랑방'이 '첨단기술이 어우러진 정보도서관'보다 우수하다. 넷째, 역점 추진과제의 평가결과, '도서관 콘텐츠 확충을 통한 이용자서비스의 내실화'는 우수한 반면에 '전문 인력양성 및 확충을 통한 도서관기능의 활성화'에는 문제가 있다. 다섯째, 주요 사업내용의 평가결과, '도서관 정보서비스의 고도화'는 우수한 반면에 '관종별 도서관의 기능 강화' '민관협력 파트너십 구축' '국민 독서문화 진흥'에는 문제가 있어 향후 이에 대한 수정과 보완이 필요하다.

  • 스마트플랫폼이란 기존 플랫폼과 첨단 IT기술을 결합함으로써 물리 및 가상공간을 초연결 환경으로 구현한 진화된 플랫폼이라 정의된다. 초연결로 언급되는 정보와 정보, 인프라와 인프라, 인프라와 정보, 공간과 서비스가 연결은 사용자의 삶의 질과 환경을 획기적으로 변화시켜 주는 고품질의 서비스 구현 및 제공을 가능하게 한다. 특히 스마트 정부와 스마트 헬스케어 구현으로 사회안전망과 개인건강관리 수준을 획기적으로 개선시킨 효과를 모두에게 제공하고 있다. 이 과정에서 생산되고 소비되는 수많은 정보들은 그 자체로서 혹은 빅데이터 분석을 통해 공공 및 개인의 기본권을 위협하는 요인으로 작용할 수 있다. 특히 스마트시티의 생태계를 형성하는 핵심기능으로서의 스마트플랫폼은 자연스럽게 지속적으로 확장되어 가기 때문에 그에 따르는 데이터의 처리운용과 네트워크 운영 상 커다란 보안 부담에 직면하고 있다. 이 논문에서는 스마트시티의 핵심 기능으로서의 플랫폼 구성 요소와 그에 대한 적절한 보안위협 및 대응 방안을 연구한다.

Core-A: A 32-bit Synthesizable Processor Core

  • Core-A is 32-bit synthesizable processor core with a unique instruction set architecture (ISA). In this paper, the Core-A ISA is introduced with discussion of useful features and the development environment, including the software tool chain and hardware on-chip debugger. Core-A is described using Verilog-HDL and can be customized for a given application and synthesized for an application-specific integrated circuit or field-programmable gate array target. Also, the GNU Compiler Collection has been ported to support Core-A, and various predesigned platforms are well equipped with the established design flow to speed up the hardware/software co-design for a Core-A-based system.

  • An amazing growth in the field of Internet of Things (IoT) and Blockchain based smart cities from both industry and academia has been witnessed in the recent years. There are many smart applications such as intelligent transportation, smart banking, improving the life style of citizen, energy consumption and managing the waste in the city, handling home needs are supporting the Smart city concept. These applications are profoundly supported by the advanced technologies like Blockchain as well as IoT in the recent past. Smart cities can be supported by the Blockchain core concepts such as secure, transparent, decentralized and immutable nature. Still, Blockchain and IoT technologies implementation in smart cities are in their early stages and significant research efforts are desirable to integrate them. This review article explores the roles and responsibilities of Blockchain and IoT in building smart cities.

New Hypervisor Improving Network Performance for Multi-core CE Devices

  • Recently, system virtualization has been applied to consumer electronics (CE) such as smart mobile phones. Although multi-core processors have become a viable solution for complex applications of consumer electronics, the issue of utilizing multi-core resources in the virtualization layer has not been researched sufficiently. In this paper, we present a new hypervisor design and implementation for multi-core CE devices. We concretely describe virtualization methods for a multi-core processor and multi-core-related subsystems. We also analyze bottlenecks of network performance in a virtualization environment that supports multimedia applications and propose an efficient virtual interrupt distributor. Our new multi-core hypervisor improves network performance by 5.5 times as compared to a hypervisor without the virtual interrupt distributor.

  • The Smart UAV Program was motivated by a huge potential market, a various application and future core technologies. The Smart UAV system is defined as the advanced air vehicle with the smart technology such as collision awareness and avoidance, healthy monitering and self-recovering, intelligent active control. Due to the broad interest by government, industry and academia, Smart UAV development center and government steering committee were established. The organization of Smart UAV program consists of domestic/international companies and academia. in this paper, the process and application of system engineering was introduced for Smart UAV development program.

Sensors, smart structures technology and steel structures

  • This paper deals with civil infrastructures in general, sensor and smart structure technology, and smart steel structures in particular. Smart structures technology, an integrated engineering field comprising sensor technology, structural control, smart materials and structural health monitoring, could dramatically transform and revolutionize the design, construction and maintenance of civil engineering structures. The central core of this technology is sensor and sensor networks that provide the essential data input in real time for condition assessment and decision making. Sensors and robust monitoring algorithms that can reliably detect the occurrence, location, and severity of damages such as crack and corrosion in steel structures will lead to increased levels of safety for civil infrastructure, and may significantly cut maintenance or repair cost through early detection. The emphasis of this paper is on sensor technology with a potential use in steel structures.

  • Smart machines are one of the topics of our society recently. A smart machine should have a wiser or smarter function than the past. In the modern society, the environment of each family is being improved toward the direction of smart home. In this environment, smart speakers are now increasingly serving as interfaces for controlling various devices in the home, from devices that listen to conventional music. In this paper, we review the technology development trends of domestic and foreign smart speaker market, and describe the core technologies required. In Korea, while SKT and KT are dominant in the speaker market, major IT companies such as Amazon, Google and Apple are focusing on launching related products and technology development.

Low-latency SAO Architecture and its SIMD Optimization for HEVC Decoder

  • This paper proposes a low-latency Sample Adaptive Offset filter (SAO) architecture and its Single Instruction Multiple Data (SIMD) optimization scheme to achieve fast High Efficiency Video Coding (HEVC) decoding in a multi-core environment. According to the HEVC standard and its Test Model (HM), SAO operation is performed only at the picture level. Most realtime decoders, however, execute their sub-modules on a Coding Tree Unit (CTU) basis to reduce the latency and memory bandwidth. The proposed low-latency SAO architecture has the following advantages over picture-based SAO: 1) significantly less memory requirements, and 2) low-latency property enabling efficient pipelined multi-core decoding. In addition, SIMD optimization of SAO filtering can reduce the SAO filtering time significantly. The simulation results showed that the proposed low-latency SAO architecture with significantly less memory usage, produces a similar decoding time as a picture-based SAO in single-core decoding. Furthermore, the SIMD optimization scheme reduces the SAO filtering time by approximately 509% and increases the total decoding speed by approximately 7% compared to the existing look-up table approach of HM.

지능형 스마트 홈네트워크를 위한 IoT기반 자동조절시스템 설계 (A Design of IoT based Automatic Control System for Intelligent Smart Home Network)

  • 사물인터넷(IoT)는 지능형 스마트 홈 네트워크를 구축하는데 매우 중요한 핵심기술이며 유비쿼터스 환경에서 스마트폰, 클라우드 컴퓨팅 등과 연계되어 중요한 역할을 담당할 것으로 전망된다. 본 논문에서는 인간의 자율 신경계에 의한 내부 조절 시스템을 연구하여 그의 핵심 메커니즘을 지능형 스마트 홈 네트워크를 위한 IoT 기반 자동조절 시스템을 설계하는데 응용하였다. 구성된 기기들이 연결되어 상호작용함으로써 온도, 습도, 조도가 자율적으로 조절되는 메커니즘을 제안하고 이를 적용하여 조절과정을 시뮬레이션 하였다.
