A Study on Impact of Geopolitical Risk on Port Throughput in Korea (지정학적 위기가 항만 물동량에 미치는 영향에 관한 연구)

  • This study examined the impact of geopolitical risk on port throughput in Korea. With a high trade-to-GDP ratio, Korea has an open economy. The vast majority of its exports and imports are serviced by maritime transport. Therefore, cargo volume of Korean seaports is highly likely to be affected by changes in global economy resulting from escalation in geopolitical risk. In this regard, this study investigated the relationship between geopolitical risk and port throughput in Korea during the period of 1995-2022. Results indicated that the impact of geopolitical risk on port throughput was not statistically significant. However, the relationship varied by export, import, and ports. Especially, it was revealed that cargo volume of Korean ports was negatively associated with the level of geopolitical risk.   • In line with the low growth trend of the global economy, shipping companies and port companies are experiencing various management difficulties. However, at this time when the growth trend is stagnating, attempts to solve the breakthrough in growth with the technology of the 4th industrial revolution are occurring in various industries and technologies. In this study, in order to facilitate the construction of smart ports in the future, we will look at the current port system in Korea, and in the sense of the need for a basic study to diagnose the direction for more smooth policy introduction and technology introduction, Related exploratory studies were conducted. To achieve the purpose of this study, various previous studies were reviewed, news articles related to ports, reports of the Ministry of Oceans and Fisheries, and foreign literature were reviewed in a variety of ways, and based on this, we intend to present smart port introduction tasks and improvement plans.

  • Major advanced ports around the world are preparing for environmental regulations such as increased efficiency of ports and low emission of pollutants in ports by utilizing fourth industrial technologies and ICT technologies such as AI, big data, self-driving cars and connected cars. It is also investing in developing fully unmanned terminals to solve the problem of workforce reduction caused by avoidance of 3D industries. However, the introduction of advanced technology is being delayed in domestic ports, which has led to a drop in port efficiency. In addition, port safety accidents have also occurred frequently, seriously affecting port marketing. Thus, the characteristics and types of each container terminal in Korea were analyzed and the factors for introducing autonomous cooperative driving were classified into five section factors and 15 division factors. Hierarchically classified factors will be surveyed on workers working in shipping lines, port construction, container terminals and related ministries.

  • At the 104th IMO MSC, it was decided to make a code for the operation of MASS(Maritime Autonomous Surface Ship). In addition, the government announced a roadmap for preemptive regulatory innovation for autonomous ships and identified 31 related regulatory issues and suggested improvements to revitalize the autonomous ship industry. This study aims to analyze the ship turning left on the route as a study on how to operate the route system when operating MASS. We intend to derive the current congestion degree of the special area of Busan New Port through maritime traffic survey and use simulation to derive the congestion degree of the special area due to the size of ships and increase in traffic volume. We would like to propose an appropriate amount of traffic (the number of L-converted). It is believed that the research results can be used as basic data for route operation when operating not only current ships but also MASS.

A Study on Revitalization of Gwangyang Port Marine Industry Cluster Through Attracting R&D Enterprises (입주기업 확대를 통한 광양항 해양산업클러스터 활성화 방안)

  • Gwangyang Port Marine Industry Cluster is the only marine industry cluster in Korea that is currently in operation, but despite the implementation of various revitalization policies since its opening, the occupancy rate has been low so far. Accordingly, this study aims to identify the constraints of the current system that hinder the inducement of tenant companies and to suggest revitalization measures. For this purpose, this study analyzed the current status of research and development(R&D) projects in the port, shipping and logistics sector, which is a core industry of the Gwangyang Port Marine Industry Cluster. And a survey was conducted on companies with potential to move in. As a result, the proportion of R&D in the core industry sectors is lower than in other sectors, and most of R&D projects are being carried out mainly by small and medium-sized enterprises. In addition, the low need for port facilities and low accessibility to Gwangyang Port were derived as constraints. Considering the results, this study suggests four revitalization measures to induce tenant companies as follows. First, it is necessary to expand the scope of core industries from the current shipping, ports, and logistics to the entire maritime and fisheries, so that companies performing R&D in the industry can move in. Second, the industry code currently specified as a qualification need to be revised to include both the industry of the enterprise carrying out R&D projects and the core industry. Therefore, this study suggests an expanded industry code list that can replace current list. Third, a transition of tenant recruitment system from the regular system(once or twice a year) to the occasional system is proposed so that companies can move in flexibly when demand arises. Finally, in order to overcome geographically low accessibility, technology development support projects specialized in R&D that prospective tenant companies actually need are needed rather than financial support.

A Strategic Approach to Competitiveness of ASEAN's Container Ports in International Logistics (국제물류전략에 있어서 ASEAN의 컨데이너항만 경쟁력에 관한 연구)

  • The purpose of this study is to identify and evaluate the competitiveness of ports in ASEAN(Association of Southeast Asian Nations), which plays a leading role in basing the hub of international logistics strategies as a countermeasure in changes of international logistics environments. This region represents most severe competition among Mega hub ports in the world in terms of container cargo throughput at the onset of the 21 st century. The research method in this study accounted for overlapping between attributes, and introduced the HFP method that can perform mathematical operations. The scope of this study was strictly confined to the ports of ASEAN. which cover the top 100 of 350 container ports that were presented in Containerization International Yearbook 2002 with reference to container throughput. The results of this study show Singapore in the number one position. Even compared with major ports in Korea (after getting comparative ratings and applying the same data and evaluation structure), the number one position still goes to Singapore and then Busan(2) and Manila(2), followed by Port Klang(4), Tanjugn Priok(5), Tanjung Perak(6), Bangkok(7), Inchon(8), Laem Chabang(9) and Penang(9). In terms of the main contributions of this study, it is the first empirical study to apply the combined attributes of detailed and representative attributes into the advanced HFP model which was enhanced by the KJ method to evaluate the port competitiveness in ASEAN. Up-to-now, none have comprehensively conducted researches with sophisticated port methodology that has discussed a variety of changes in port development and terminal transfers of major shipping lines. Moreover, through the comparative evaluation between major ports in Korea and ASEAN, the presentation of comparative competitiveness for Korea ports is a great achievement in this study. In order to reinforce this study, it needs further compensative research, including cost factors which could not be applied to modeling the subject ports by lack of consistently qualified in ASEAN.

  • In general, most of the firms do not settle down in one place for their pursuit of profit. There are many reasons for the relocation of the firms; procurement of raw material, market area, transportation cost and housing cost. The aspect of national policy, firm relocation has been systemically promoted for the purpose of logistics system efficiency. Nowadays balanced regional development has been issue. Another aspect, many countries have struggled for the preoccupancy of new place because of its production cost saving and curtailment of expenditure. The aim of this article is qualitative and quantitative analysis of relocation influence factors of domestic goods firms in Korea. This article dynamically analyzed the relocation influence factors for domestic goods firms in Korea. For the analysis this article made use of complementary survey (2006) out of the 3rd national logistics survey (2005). The complementary survey conducted pre-business district, business period, relocation reason, etc. This article dynamically analyzed from the three aspects; observation of average residence time in one business district, relocation factors, influence of market area. Analysis shows that relocation of firm is very high rate and the reasons of relocation play compositeness role. The results of determinants of location, firms approach the established market area closely and the firm's relocation is influenced by market area.

Study on the Forecasting and Relationship of Busan Cargo by ARIMA and VAR·VEC (ARIMA와 VAR·VEC 모형에 의한 부산항 물동량 예측과 관련성연구)

  • More accurate forecasting of port cargo in the global long-term recession is critical for the implementation of port policy. In this study, the Busan Port container volume (export cargo and transshipment cargo) was estimated using the Vector Autoregressive (VAR) model and the vector error correction (VEC) model considering the causal relationship between the economic scale (GDP) of Korea, China, and the U.S. as well as ARIMA, a single volume model. The measurement data was the monthly volume of container shipments at the Busan port J anuary 2014-August 2019. According to the analysis, the time series of import and export volume was estimated by VAR because it was relatively stable, and transshipment cargo was non-stationary, but it has cointegration relationship (long-term equilibrium) with economic scale, interest rate, and economic fluctuation, so estimated by the VEC model. The estimation results show that ARIMA is superior in the stationary time-series data (local cargo) and transshipment cargo with a trend are more predictable in estimating by the multivariate model, the VEC model. Import-export cargo, in particular, is closely related to the size of our country's economy, and transshipment cargo is closely related to the size of the Chinese and American economies. It also suggests a strategy to increase transshipment cargo as the size of China's economy appears to be closer than that of the U.S.

A Study on the Advance Transportation System for Inter Terminal Transshipment: Focused on the Busan New Port (타부두 환적화물에 적합한 운송수단에 관한 연구;부산항 신항을 중심으로)

  • The purpose of this study was to identify evaluation factors and analyze the relative importance among factors to select a suitable transportation method for transferring the increasing amount of transshipment at multiple terminals at the Busan new port. To accomplish this, the evaluation factors were selected through a literature survey and brainstorming of a group of experts associated with the port operation, and were classified into five major factors and 15 middle factors. The evaluation factors classified hierarchically were surveyed relative to workers in organizations such as shipping companies, port corporations, container terminals, and related ministries. The importance of each factor was calculated using the hierarchical analysis process (AHP). As a result of the importance analysis, priority was assigned in order of safety, productivity, investment efficiency, operational efficiency, and policy conformity. Through this, it was necessary to select a suitable transportation method for the transshipment cargo in terminals while focusing on the cargo and terminal security and preventing accidents. As a result of calculating from six ITT transportation candidates, the priority was determined in order of monorail, Autocon, and so on as ITT transportation suitable for the Busan new port..

A Study on Eco-Port Policy of Japan and Its' Implications (일본의 친환경항만정책과 시사점)

  • Recently, international society strongly concerns global green house effect. As a result each nation introduces green policy for their economy and sustainable development. The emissions of carbon dioxide come from various sources, such as ports and port activities. Especially, port is a logistics hub for shipping, road and railways. Therefore, successful reduction of emissions in the port may encourage other transportations to reduce emissions. Korea as developing country is excused from Annex I countries which committed themselves to reduce four greenhouse gases. However, Korea is going to be placed in Annex I countries in 2013. Korean economy is heavily dependent on international trade and especially, 99.8% of its international trade cargoes is transported through the ports. Therefore, Eco-port plays a very important role in future Korean sustainable development. By introducing the most advanced port pollution regulations, Japan has taken a immediate step for Eco-port policy. International trade is very significant in Korea as well as in Japan, both nations have similar industrial structure. Therefore, Korea should pay attention to Japanese Eco-port policy and activities. This paper examines Japanese Eco-port policy and its' implications in order for Korea to find the most efficient way to reduce the emissions as Korea should reduce greenhouse gas emissions in post kyoto system.
