A Study on the Container Tax Collection of Busan City (부산시의 컨테이너세 징수에 관한 연구)

  • Busan Port which is the representative social overhead capital facilities for international trade of goods has been the driving force for economic development in Korea. Therefore, the central government should play the major role in building a rear road to Busan Port in order that it may function as a mojor port of Northeastern Asia through the systemization of mutual assistance among connected facilities, completely equipped with port-related facilities befitting to the principal port of imports and exports. In this study, the validity of container tax is being examined, analyzing container tax which Is considered as an obstacle to the development of Busan Port and its purpose, and grasping the present conditions by the realistic speculation on container tax issues and its abolition. First, the port rear road as a social overhead capital facilities, which connects port and expressway, should be considered as part of port, and port is social overhead capital invested by government. Second, the susan City imposes on container tax. As a result, a shipper and a shipping company are paying a double charge by paying container tax with port dues. Third, someone argues that port rear road is constructed as container truck generates much traffic, but it is unreasonable to conclude that container truck is seed of traffic jam because according to traffic survey of Busan City, container truck occupies only 1.45% of total traffic Forth, it has bad influence upon the competitiveness of Busan Port as Northeastern logistics base, as other ports who are competing with Busan Port like Singapore. Comparison of Efficiencies of Container Ports in the East Asia, Europe, and North America (동아시아 유럽 북미 컨테이너항만의 상대적 효율성 비교 분석)

  • Countries around the world are propelling policies and strategies to strengthen the competitiveness of their own ports as they recognize the roles and importance of the ports in the international trade and logistics. The main objective of this study is to compare efficiencies of major container ports and analyze the factors that affect the efficiencies in the three regions of East Asia, Europe, and North America, which cover most of world container shipping. We employ DEA models in analyzing the efficiencies of 45 container ports using 5 input and 2 output variables. We also carry out regression analyses to estimate the impacts of each factor on the throughput (TEU), overall technical efficiency (OTE), pure technical efficiency (PTE), and scale efficiency (SE). The analysis results show that East Asian ports, despite being smaller in average size, make greater output and achieve higher technical and scale efficiencies than European or North American ports.

  • Wind energy began to receive attention as a new alternative fuel since 20 years ago and is growing as a booming global business model. Global wind power generation in the world has been continuously increasing for the past 10 years, accounting for over 30% of cumulative rate compared to total power generation. Global demand for wind power generation is gradually expanding due to restriction on carbon emission and environmental problems caused by increased greenhouse effect. Accordingly in this study, current transportation routes are classified into three types including access-priority route, economics-priority route, and convenience- priority route depending on distribution characteristics of wind power equipment in order to suggest transportation methods other than ships. The three types of transportation route that this study declared can make the Wind power equipment manufacturing companies can judge not only the duration of transportation but also effectiveness and economic feasibility. It means that the manufacturers can analyze and compare the effectiveness and economic feasibility, which are proceed by the shipping company and freight forwarder until now days.

  • This paper presented a approach to the measurement of efficiency in container terminals in Korea. To perform this objective, it used Data envelopment analysis(DEA) which has particular applicability in the service sector. DEA as mathematical programming techniques enables relative efficiency ratings to be derived within a set of analysed units. So this paper investigated the efficiency employing DEA-CCR and DEA-BCC Model on data for 15 container terminals from 1998 through 2005. Results of this paper, suggested to some plan for operation strategy in Container terminals.

  • According to the issue "global warming", many regulations and agreements with countries in the world are becoming set and it is being fulfill now. Under the progress of Post Kyoto Protocol agreement, It will be sure that Korea rave a duty to reduce $CO_2$ emission from 2013. For them, Korea have to make a strategies about the Climatic Change Convention for all industries. Recently, a great attention about $CO_2$ emission in the world is focused on port, shipping line and airline. Most countries are establishing policies to prevent environment from these industry fields, but Korea has not yet made for them. Thus, Korea need to collect $CO_2$ emission data not only the routes of container from port but also activities in the port. In this paper, an estimation of $CO_2$ emission under the route of container transportation at Korea by using O/D analysis will be addressed. And then, it will be used to make a optimal routes of container transportation which can reduce $CO_2$ emission in future.

Estimating the Expected Number of Re-handles for Empty Containers during Loading Operation (적하작업을 위한 공 컨테이너 기대 재취급 횟수 추정)

  • This paper assessed the impacts of the specification of the yard, handling equipment, and operation approaches on the expected number of re-handles during the loading operation for empty containers. When the various types of empty containers from multiple shipping liners are placed in separate spaces from each other, then the storage space cannot be fully utilized. So as to increase the utilization of the storage space, empty containers from multiple vessel liners are stored together incurring additional re-handles during the loading operation. Several formulas are derived for the estimation of the expected number of handles, including re-handles, for empty container retrieval from a bay. Transfer cranes and top handlers are utilized as handling equipment and various retrieval strategies are examined. Numerical analysis was conducted to assess the effects of various designs and operational parameters of the container stacking yard on the expected number of handles.

  • In the era of the 4th industrial revolution, automated technology innovation is emerging, and container terminals are being developed to introduce automation equipment and systems. With the advent of ultra-large vessels, terminals around the world are seeking to build port infrastructure by combining automated technology in order to attract more cargo and to enhance competitiveness to provide prompt service. To introduce automated technology that is emerging as a high-tech industry, this study proposes a structural equation model for the decision to introduce automated container terminal and conducts a questionnaire survey on workers engaged in terminal operators for empirical analysis. This paper presents the role and direction of guidelines for introduction of automated container terminal through decision model.

  • Modeling and Simulation (M&S) systems which deal with situational complexity often require human involvement due to the high-level decision-making that is necessary for ship movement, navigation, control center management, shipping company logistics, meteorological system information, and maritime transportation GIS. In order to properly simulate maritime traffic, it is necessary to accurately model the human decision-making process of the ship officer, including aspects of the ship officer's behavioral tendencies, personal navigation experience, and pattern of voyage errors, as this is the most accurate way in which to reproduce and predict realistic maritime traffic conditions. In this paper, which looks at agent-based maritime traffic simulation, we created a basic survey in order to conduct behavior analysis on ship operators' collision avoidance strategies. Using the information gathered throughout the survey, we developed an agent-based navigational behavior model which attempts to capture the behavioral patterns of a ship officer during an instance of ship collision. These results could be used in the future in further developments for more advanced maritime traffic simulation.

A Study on the Transfer of Container Management Responsibilities to Drivers in the Inland Transportation of Containers (컨테이너 내륙운송에 있어서 운전기사에 대한 컨테이너 관리의 전가문제에 대한 고찰)

  • Road transportation accounts for the largest share of cargo transport in Korea. Inland transportation is not only the beginning and completion point of container transportation, but it is also very complex and has many workers. The main job of container drivers, who play a key role in inland logistics, is to transport containers from ports and terminals to destinations. However, in addition to the main role, various container management obligations, such as cleaning containers and managing damaged containers during the transportation process, are implicitly transferred to container drivers. However, little research has been conducted on this issue. This study identified the working environment of container drivers and empirically analyzed the current status of container management responsibilities by drivers. Furthermore, it analyzed whether there was a difference in the degree of container management requirements by shipping company, terminal, and shipper. Differences in requirements for region(Busan, Kwangyang, Pohang) were analyzed, and improvement measures for the problem of transferring container management were also presented.
