세계 선복량 증가와 항해장비의 발달 및 해기교육의 강화에도 불구하고 해양사고는 지속적으로 증가하고 있으며, 특히 사회 환경적으로 막대한 영향을 미치는 충돌사고가 차지하는 비중이 줄어들지 않고 있다. 중앙해양안전심판원에서 발간한 최근 5년간 자료를 분석한 결과 하급 항해사(3급이하 면허소지자)와 관련된 사고가 규모면에서나 양적인 측면에서 상당한 비율을 차지하였고, 해양사고의 원인에서도 기술적인 측면보다는 해기사의 운항과실이 훨씬 높은 비중을 차지하였다. 이와 같은 항해사의 과실에 의해 발생되는 사고를 줄이기 위해 국내외 해기 교육기관의 교육 현황 및 프로그램 내용을 분석하여, 현행 해기교육시스템의 문제점 도출과 함께 충돌 방지를 위한 해기교육 프로그램 개선 방안을 제안하였다.

최근 들어 선박직원법상 승무기준의 개정의 필요성에 대한 강력한 주장이 수산업계에서 제기되었다. 수산업계에서는 승무기준완화 입장을 유지하는 반면 노동계와 해기사협회 및 통신사협회는 현행유지 내지 기준의 강화를 주장하였다. 본 연구는 선박안전운항을 확보하기 위하여 선박직원법상 소형선박조종사 승무기준의 타당성과 그 개선 방안을 연구 제시하고자 한다.

As the trend of ship's automation has spreaded over from 1950's , it caused shipping industries to develop new concept of ship's officer to operate new type of ships with high technologies. As a result, French started the education of Dual Purpose Officer (DPO) from 1967 for mariners who has skills and knowledge in navigation and engineering area. these experiments were concerned mainly with an improved carrier structure for officers, efficiency in ship's operation and subsequent cost saving, and in these years, many advanced countries in shipping business have been interested in the DPO system and adopted it especially in the Northern Europe and Japan. In Jorea there were researches for DPO based on experience of those in foreign countries in the middle of 1980's and established it with revision of relevant domestic regulation in 1990. Korean shipping industry will meet first graduates from DPO program in the near future but it seems that there were not sufficient studies to prepare actual practice. In the paper it was tried to analyze korean DPO system in the structure of education and certification by comparing them with foreign one and found that curriculums of the two maritime universites in Korea are quite suitable under circumstances of domestic shiping industry but some amendments are needed in relevant regulations.

The authors investigated the present status of employment of graduates from ship-boarding departments, Department of Fishing Technology, of Marine Engineering in National Fisheries University of Pusan from 1974 to 1988 by communication of every kind. The prospects of the graduates were studied on the bases of the present status of employment The results obtained can be shown as follows ; 1. In Department of Fishing Technology, the number of graduates who are engaged in major field is 562 (81%) among total members of graduates 693, and fishing vessel officer and fisheries company officer is 308(55%), 215(38%) respectively among the above members of employment in major field. 2. In Department of Marine Engineering, the number of graduates who are engaged in major field is 468(74%) among total members of graduates, 634, and engine and machinery field officer, merchant vessel officer is 331(71%), 89(19%) among above members of employment in major field respectively. 3. Developement of deep sea fisheries and industry of engine and machinery seems to graduates easy to get their jobs in major field.

The marine traffic accidents go on increasing owing to the increment of marine traffic capacity, and the solutions about these matters are vigorously considering by many researchers. When the watch officer navigates to the narrow channel, bend or an area obscured by an intervening obstruction and around the harbour limit he must follow the planned track. The watch officer can safely navigate along the course laid down only when he alters his course in advance before the new course distance earlier than the course alternation point. If we call this point to be changed in advance a turning bearing, the turning bearing is decided according to the direction and the range from the clearing objects. The turning bearing helps the watch officer to determine whether the ship is at wheel-over position or not. The author in this paper suggest how to make and use a curve graph which is decided according to the direction and the distance from the clearing objects. If the watch officer utilize this curve graph he can judge swiftly and precisely whether his ship is at the wheel - over position or not.

항해장비의 성능이 고도화되고 있으나 해기사의 항해기기 운용능력, 즉 해양사고 저감을 위한 항해사의 위험 예견 능력과 회피의무의 중요성은 지속적으로 증대되고 있다. 이 능력과 의무는 항해사의 인지능력으로도 표현할 수 있다. 해기능력이 상이한 각 선교팀이 선박 조종시뮬레이터로 인명구조조선을 실시하여 나타난 선박의 항적을 기반으로 인지상황 발생 초기대응별 사례를 분석하고, 단계별 항적, ROT 값 등 분석 자료를 인지교육모델, 해기사의 상황인식평가 기초자료로 활용하고자 한다.

가상 현실 기술을 적용한 선박 시뮬레이터 시스템의 설계 기법에 관하여 기술한다. 일반적으로 선박은, 선장, 항해사, 도선사, 조타수 등의 다중 작업자에 의해 조종된다. 이 연구에서는 이러한 선박의 특수 환경을 고려하여 가상 현실 선박 시뮬레이터에 적합한 다중 크라이언트-서버 네트워크와 하드웨어 구성을 제안하였다.

본 연구는 젊은 해기사의 승선기피 현상이 뚜렷해지는 현 상황에서 코로나19(COVID-19) 기간 중의 위탁승선실습교육의 만족도를 조사하고 실습교육 개선 방안을 제시하는데 있다. 나아가 위탁승선실습교육의 만족도 향상을 통해 해양대학교 재학생의 향후 해기사로의 진로의식을 고취하고자 한다. 위탁승선실습을 다녀온 목포해양대학교 재학생들을 대상으로 설문조사를 실시하였으며 설문지는 교육운영, 구성내용, 담당사관, 시설 및 교육환경, 교육효과, 교육만족도, 진로의식 등 7가지 요인을 포함하고 있다. 설문 분석 결과 교육운영과 교육효과 요인에 대한 만족도가 상대적으로 낮았고 성별과 실습선종별로 만족도에 차이가 있었다. 또한 가설검증을 수행하여 위탁승선실습교육의 구성내용이 교육만족도와 진로인식에 유의미한 영향을 미치지 못하였다는 것과 교육만족도와 진로의식 사이에 강한 상관관계가 존재함을 밝혔다. 위탁승선실습 전에 이루어지는 교육 및 홍보에 대한 개선과 담당사관이 교육자적인 마인드를 가지고 위탁승선실습생을 체계적으로 지도할 수 있도록 담당사관을 대상으로 한 지도 방법 교육 및 위탁승선실습생 교육 계획 수립 등이 필요함을 제시하였다.

Students of the Mogpo Merchant Marine College must complete one year's shipboard training course according to IMO(International Maritime Organization) regulations as an obtaining matter of Certificate of Competency. The purpose of this shipboard training course lies int he student's acquiring practical knowledge and sill as a part of a course of study and, in the future, fostering essential adaptability and leadership, especially in bad circumstances on the sea. The shipboard training course has two kind that the students can be trained either on the training ship or on a merchant ship of the shipping company. In this paper, I only thought over the legal status of apprentice officers on the merchant ship and analyzed the problems practicably during shipboard training. This paper is made up of five chapters. The first chapter contains the purpose contents and method of this study, in the second, the meaning of shipboard practice education and training, in the third, the legal status of apprentice officers on merchant ship, in the fourth, the analysis of the provisions of the seamen act applied to apprentice officers on a merchant ship. And in the last chapter 5, the contents mentioned is summarized and directions are presented to amend the provisions of the seamen act applied to apprentice officers. The conclusions are as follows. 1.In case of shipboard training on overseas employment ship, the seamen act applied to the manning agent employing the apprentice officers should be reinforced. 2. The provisions of disembarkation in mid course by discipline of the seamen acts Article 24 should be relaxed. And the provisions in relations to seamen's duty to be a reason of discipline applied to apprentice officer among the provisions for ship's public order maintenance should be abolished. 3. The provision of repartriation completely should be applied to apprentice officers and the provisions of a journey expenditure during their embarkation or disembarkation have to be established. 4. The apprentice officers in shipboard training also need securing a basic wages provision to be criterion of an accident compensation. 5. The apprentice officers in shipboard training should not be in charge of third officer's or third engineer' study.
