A Study on the Status and Improvement of Maritime Training Program for Preventing Marine Accidents (해양사고 예방을 위한 해기교육 프로그램 현황 및 개선방안 연구)

  • In spite of advanced navigational devices and reinforced mandatory standards of officers' education, the number of ship's accidents are increasing. The accidents caused by minor license officers are more than the number of accidents caused by superior license officers. There are many cases of collisions in the past 5 years released on Marine Accidents Inquiry Agency. Especially, officer's negligence from the consequences of the neglect of any precaution which may be required by the ordinary practice of seamen is the main reason behind ship's collisions. For reducing ship's accidents caused by human error, this paper suggests to develop effective training program using analysis date of domestic and foreign education system as a reference.

  • The necessity of improving manning standards in the Ship Officer's Act has recently been strongly advocated by the fisheries industry. The fisheries industry maintained the position of the relaxation cf current manning standards. However, the Labor unions, Marine Officers Association, and Radio Officers' Association persisted to strengthen the standards or to keep the current standards. This paper studies the appropriateness of current manning standards and proposes its improvement scheme to secure the safe operation of vessels.

  • As the trend of ship's automation has spreaded over from 1950's , it caused shipping industries to develop new concept of ship's officer to operate new type of ships with high technologies. As a result, French started the education of Dual Purpose Officer (DPO) from 1967 for mariners who has skills and knowledge in navigation and engineering area. these experiments were concerned mainly with an improved carrier structure for officers, efficiency in ship's operation and subsequent cost saving, and in these years, many advanced countries in shipping business have been interested in the DPO system and adopted it especially in the Northern Europe and Japan. In Jorea there were researches for DPO based on experience of those in foreign countries in the middle of 1980's and established it with revision of relevant domestic regulation in 1990. Korean shipping industry will meet first graduates from DPO program in the near future but it seems that there were not sufficient studies to prepare actual practice. In the paper it was tried to analyze korean DPO system in the structure of education and certification by comparing them with foreign one and found that curriculums of the two maritime universites in Korea are quite suitable under circumstances of domestic shiping industry but some amendments are needed in relevant regulations.

  • The authors investigated the present status of employment of graduates from ship-boarding departments, Department of Fishing Technology, of Marine Engineering in National Fisheries University of Pusan from 1974 to 1988 by communication of every kind. The prospects of the graduates were studied on the bases of the present status of employment The results obtained can be shown as follows ; 1. In Department of Fishing Technology, the number of graduates who are engaged in major field is 562 (81%) among total members of graduates 693, and fishing vessel officer and fisheries company officer is 308(55%), 215(38%) respectively among the above members of employment in major field. 2. In Department of Marine Engineering, the number of graduates who are engaged in major field is 468(74%) among total members of graduates, 634, and engine and machinery field officer, merchant vessel officer is 331(71%), 89(19%) among above members of employment in major field respectively. 3. Developement of deep sea fisheries and industry of engine and machinery seems to graduates easy to get their jobs in major field.

A Study on the New Course Distance and the proper time to alter course (신침로거리와 전타시점에 관한 연구)

  • The marine traffic accidents go on increasing owing to the increment of marine traffic capacity, and the solutions about these matters are vigorously considering by many researchers. When the watch officer navigates to the narrow channel, bend or an area obscured by an intervening obstruction and around the harbour limit he must follow the planned track. The watch officer can safely navigate along the course laid down only when he alters his course in advance before the new course distance earlier than the course alternation point. If we call this point to be changed in advance a turning bearing, the turning bearing is decided according to the direction and the range from the clearing objects. The turning bearing helps the watch officer to determine whether the ship is at wheel-over position or not. The author in this paper suggest how to make and use a curve graph which is decided according to the direction and the distance from the clearing objects. If the watch officer utilize this curve graph he can judge swiftly and precisely whether his ship is at the wheel - over position or not.

  • The performance of navigational equipments is advanced, but the importance of the practical capability of bridge device by ship's officer, ie the ability of risk prediction and the obligation of avoidance for reducing sea accident, has been constantly augmenting. This abilities and obligation may be represented in the cognitive competence of navigational officer. Different levels of ship's bridge team was carried out rescue maneuvering by ship handling simulator and then it analyzed the resulting of initial response in cognitive progress by case based on trajectory. Further, the data will be used as training and evaluation model of cognitive situation.

Study on the Satisfaction on Onboard Training in Shipping Companies during the COVID-19 Situation - Focusing on the Cadets of Mokpo Maritime University - (코로나19 상황에서의 위탁승선실습 교육만족도 분석 - 목포해양대학교 위탁승선실습생을 중심으로 -)

  • In the current situation where clearly the ship officer is avoiding boarding, the purpose of this study is to investigate the satisfaction of onboard training in shipping companies during the COVID-19 situation and to suggest plans to improve onboard training. Furthermore, by improving satisfaction, students of maritime university can improve their career awareness as a ship officer in the future. The survey was conducted with the cadets of Mokpo Maritime University after completion of onboard training in shipping companies. The questionnaire contains seven factors: education administration, education contents, officer, facility, education ef ect, education satisfaction and career awareness. The survey analysis results indicated that the satisfaction with education administration and education effect was relatively low, and the satisfaction differed by gender and vessel type. In addition, hypothesis verification revealed that the education contents did not have a positive effect on education satisfaction and career awareness. Furthermore, a great correlation existed between education satisfaction and career awareness. We suggested that education and promotion must be improved before onboard training. In addition, the officer must be educated on the method to teach cadets and establish a training plan such that the officer can systematically guide the cadets with an educator mindset.

A Study on the Legal Status of Apprentice Officers on the Merchant ship (위탁승선실습생의 법적지위 -목포해양전문대학생을 중심으로-)

  • Students of the Mogpo Merchant Marine College must complete one year's shipboard training course according to IMO(International Maritime Organization) regulations as an obtaining matter of Certificate of Competency. The purpose of this shipboard training course lies int he student's acquiring practical knowledge and sill as a part of a course of study and, in the future, fostering essential adaptability and leadership, especially in bad circumstances on the sea. The shipboard training course has two kind that the students can be trained either on the training ship or on a merchant ship of the shipping company. In this paper, I only thought over the legal status of apprentice officers on the merchant ship and analyzed the problems practicably during shipboard training. This paper is made up of five chapters. The first chapter contains the purpose contents and method of this study, in the second, the meaning of shipboard practice education and training, in the third, the legal status of apprentice officers on merchant ship, in the fourth, the analysis of the provisions of the seamen act applied to apprentice officers on a merchant ship. And in the last chapter 5, the contents mentioned is summarized and directions are presented to amend the provisions of the seamen act applied to apprentice officers. The conclusions are as follows. 1.In case of shipboard training on overseas employment ship, the seamen act applied to the manning agent employing the apprentice officers should be reinforced. 2. The provisions of disembarkation in mid course by discipline of the seamen acts Article 24 should be relaxed. And the provisions in relations to seamen's duty to be a reason of discipline applied to apprentice officer among the provisions for ship's public order maintenance should be abolished. 3. The provision of repartriation completely should be applied to apprentice officers and the provisions of a journey expenditure during their embarkation or disembarkation have to be established. 4. The apprentice officers in shipboard training also need securing a basic wages provision to be criterion of an accident compensation. 5. The apprentice officers in shipboard training should not be in charge of third officer's or third engineer' study.
