검시제도(檢視制度)의 개혁(改革) 방안(方案) - 검시 관여자(檢視 關與者)의 전문성(專門性)을 중심으로 - (Reform of Medicolegal Death Investigation System in Korea - On the Professionalism of involved Personnel -)

  • The reform necessity of medicolegal death investigation system is continuously issued. The problems from the current death investigation system are discussed, specially on the professionalism of the involved personnel such as policemen, doctors, prosecutors. Death investigation exists not only to prosecute the criminals but also primarily to protect the general public's health, safety, and welfare. The reform proposals of death investigation system are followed as below. Statutes require that the prosecutor be notified of certain deaths. All deaths that may reasonably result from anything other than natural disease should be investigated. A death certificate is a legal document which authenticate a death, therefore it is issued by the doctor. The postmortem examination must be rearranged on the university base and performed by the qualified doctors who are trained at least in pathology. The police officer specified in death investigation and forensic identification should be encouraged to keep doing their special work in many ways.

Conceptual application methodology of 22.9㎸ HTS cable in metropolitan city of Republic of Korea

  • As the power demand has increased and power industry deregulation has progressed, the transmission and distribution system will have more complicated problems by the influence of investment reduction and NIMBY phenomena for overall power system. It is expected that the route length per MW demand will reduce gradually from 0.6[C-km/MW] to 0.53 [C-km/MW] in 2010. This comes up to a real serious problem of system planning and operational viewpoints. HTS technologies related to power system have properties to solve these complex transmission and distribution constraints, especially for metropolitan area, in the future. As the HTS technology has developed, the HTS cable technology can be the most effective alternative to solve the future expected power network constraints. This paper describes the application methodology of developing 22.9㎸ HTS cable by CAST for practical distribution system. 22.9㎸ HTS cable under development with step-by-step application methodology can substitute the existing and planning conventional 154㎸ cable. If this scheme is applied, part of downtown 154㎸ substation of metropolitan city such as Seoul can be changed into 22.9㎸ switching station. It can give great economic, environmental and additional benefits to all of the concerned authorities.

SOME FACTORS INFLUENCING TRI-L-ALANINE DISAPPEARANCE AND RUMEN BACTERIAL GROWTH YIELD IN VITRO

  • A series of in vitro incubation studies with washed rumen bacteria were conducted to determine the influence of incubation time and concentrations of peptides, alanine, ammonia nitrogen and carbohydrate on the rate of peptide disappearance and on bacterial growth. Disappearance rate of tri-alanine (ala3) under various conditions was between 30.6 and $58.2mg\;hr^-$ per gram bacterial dry matter. Ala3 was removed from the incubation medium in an almost linear fashion as incubation time and ala3 concentration was increased. Washed rumen bacteria utilized ala3 faster than di-l-alanine (ala2) at all concentrations. Adding 9mM carbohydrate significantly increased ala3 disappearance, but level of ammonia nitrogen had no influence on ala3 disappearance. The presence of alanine in the medium significantly lowered ala3 utilization by rumen bacteria. Bacterial dry matter and nitrogen growth yield were not influenced by alanine and peptides when incubation medium already contained a sufficient level of ammonia nitrogen. Increased ammonia nitrogen in the presence of ala3 did not stimulate bacterial growth. Carbohydrate significantly increased bacterial dry matter and nitrogen growth as expected. Results indicate that the rate of peptide utilization by rumen bacteria may be altered by type and concentration of peptides, and energy supply, and this may be mediated through changes in numbers and type of bacteria.

도시 교통량 특성을 반영한 이동통신 시뮬레이터의 설계 및 구현 (A Design and Implementation of the Mobile Communication Simulator with Urban Traffic Characteristics)

  • Traditionally, Mobile Teletraffic model consists of two sub-models, i.e. the network traffic model and the traffic source model. In this paper, we present the traffic source model by developing MobCall (Mobile Call Simulator) which analyses various mobile wireless environments based on regional characteristics that the base stations are located. User mobility is presented by regional average vehicle speeds and the transportation share rate. Moreover, the user mobility on subway, which is increasing in urban area, is considered in MobCall. And also, user's movements on highway are considered in MobCall. The object-oriented simulation platform, C++SIM, is used to implement MobCall. Using MobCall, the accumulated number of calls in residential and commercial regions, the handoff rate with respect to traffic sources of Seoul, the handoff rate on highway, and the handoff rate according to the call duration are presented. MobCall enables the simulation of dynamic handoff buffering and functional entity control of one base station according to the changes in user's calling pattern at the design phase. Also, when a new town is under construction by a detailed plan, MobCall is used to design the mobile network with regional characteristics and user mobility considered.

AHP와 QFD를 이용한 철도기술 개선에 관한 실증적 연구 (An Empirical Study of Railroad Technology Improvement Using AHP and QFD)

  • Purpose: This study aims to determine the needs of customers who use railroads as a mode of transportation and propose customer-oriented improvements in railroad technology by making connections between customer needs and railroad technology. Methods: We primarily used two methods for this study, AHP and QFD. First, AHP was used to evaluate the relative importance among the different components of railroad technology. Second, the QFD was applied to make a link between customer needs and railroad technology. Results: Railroad technology is largely divided into development, maintenance, and support. Empirical results showed the following improvement priorities in development, vehicle, system, line, signal/communication, power, and structure, in maintenance, vehicle, signal/communication, line, process, power, and structure, and in support, safety/precaution, management, environmental energy, operations/logistics, and station. Conclusion: Recognizing limitations in measuring the level of railroad technology when using the existing 'Technology Growth Model,' we used AHP and QFD to explore improvement directions for customer-oriented railroad technology. By offering customer-oriented services based on this study, railroad service providers will be able to acquire competitive advantage in the market.

악천후시 GPS PWV의 측정 정밀도 검증 및 GPS PWV 변화도 작성 (Precision Evaluation of GPS PWV and Production of GPS PWV Tomograph during Foul Weather)

  • GPS/Meteorology technique for PWV monitoring is currently actively being researched an advanced nation. But, there is no detailed research on an evaluation of precision of GPS derived PWV measurements during the period of foul weather condition. Here, we deal with the precision of GPS derived PWV during the passage of Typhoon RUSA. Typhoon RUSA which caused a series damage was passed over in Korea from August 30 to September 1, 2002. We compared th tropospheric wet delay estimated from GPS observation and radio-sonde data at four sites(Suwon, Kwangju, Taegu, Cheju). The mean standard deviation of PWV differences at each site is ${\pm}$0.005mm. We also obtained GPS PWV at 13 GPS permanent stations(Seoul, Wonju, Seosan, Sangju, Junju, Cheongju, Taegu, Wuljin, Jinju, Daejeon, Mokpo, Sokcho, Jeju). GPS PWV time series shows, in general, peak value before and during th passage of RUSA, and low after the RUSA. GPS PWV peak time at each station is related to the progress of a typhoon RUSA. We obtained very similar result as we compare GMS satellite image with tomograph using GPS PWV and we could present th possibility of practical use by numerical model for weather forecast.

Effects of Protease Inhibitors and Antioxidants on In Vitro Survival of Porcine Primordial Germ Cells

  • One of the problems associated with in vitro culture of primordial germ cells (PGCs) is the large loss of cells during the initial period of culture. This study characterized the initial loss and determined the effectiveness of two classes of apoptosis inhibitors, protease inhibitors and antioxidants, on the ability of porcine PGCs to survive in culture. Results from electron microscopic analysis and in situ DNA fragmentation assay indicated that porcine PGCs rapidly undergo apoptosis when placed in culture. Additionally,? 2-macroglobulin, a protease inhibitor and cytokine carrier, and N-acetylcysteine, an antioxidant, increased the survival of PGCs in vitro. While other protease inhibitors tested did not affect survival of PGCs, all antioxidants tested improved survival of PGCs (p〈0.05). Further results indicated that the beneficial effect of the antioxidants was critical only during the initial period of culture. Finally, it was determined that in short-term culture, in the absence of feeder layers, antioxidants could partially replace the effect(s) of growth factors and reduce apoptosis. Collectively, these results indicate that the addition of ?2-macroglobulin and antioxidants can increase the number of PGCs in vitro by suppressing apoptosis.

종합병원 민원접수자의 불평유형과 불평행동 및 재구매의사간의 관계 (The Relationship of Complaining Type, Complaining Behavior, and Subsequent Purchase Intention of the Visitors to the Help-desk Centers in General Hospitals)

  • The purpose of this study is to identify and clarify the factors which affect the complaining type, the complaining behavior, and the subsequent purchase intention. The data in this study is collected through questionnaires from patients with grievances who visited the help desk centers of :1 general hospitals in Seoul. Total 70 questionnaires were collected. The conclusions from this study can be summarized as follows; 1. The complaining type(related with medical service) have relatively correlation with the having of occupation among demographic characteristics and select motivation of hospital. 2. The complaining type(related with medical service) has an effect un the official complaining behavior. And the older persons take action with the official complaining behavior. 3. The complaining type(related with medical service) has an effect on the negative purchase intention. Therefore the most important thing in hospitals management is that hospitals improve their medical service quality. And hospital managers should station the complaining center and try to ease the complaining behavior and negative purchase intention.

345KV 송전선의 과도안정도계산 I (A study on transient stability of 345 KV power transmission line)

  • This is preliminary study concerning the future construction and operation of 345KV power transmission line in Korea which will be added to the existing 161KV power system by the end of 1970 in order to increase the power carrying capacity between Seoul and Pusan area; 350 kilo meters aparts, in accordance with the ambitious second five years power development schedule of Korea Electric Company. The result of this study says that an intermidiate switching station should be installed at the middle position of the line to improve the transient stability of the system, considerable amount of capacitors or synchronous condenser are to be installed to reduce the voltage drop at receving end of line during the heavy load hours, and also in some measure to avoid the voltage rise by self-excitation of power generators during the light load hours and while energizing the line. This is the first attempt to realize the EHV power transmission line in Korea so that the additional study is necessary on the kind and size of conductors, the necessary number of insulators and the suitable clearance distances between conductor and steel tower or earth from the technical and economical view points. These are necessary steps to be taken by the writer before getting into the calculation on the transient stablity of the power system.

수요의 지역차를 고려한 대체연료 충전소 최적입지선정 : 플로리다 올랜도를 사례로 (Location of Refueling Stations for Geographically Based Alternative-Fuel Vehicle Demand)

  • 초기 대체연료차 시장은 고비용으로 인해 수요 잠재력의 지역차가 존재할 것이며 효율적 입지모델은 이러한 지역차를 고려해야 한다. 본 논문은 지역차를 고려한 대체연료차 수요 모델을 기종점 통행량에 통합하는 방법을 제안하며 이를 통해 대체연료차 통행량을 추정한다. 추정된 통행량은 주어진 수의 시설물이 기종점 통행량을 최대로 포괄할 수 있도록 하는 입지모델 (Flow Refueling Location Model)에 입력되어 대체연료 충전소 최적 입지 대안을 제시한다. 사례지역은 플로리다 올랜도 대도시권이며, 수요 추정 및 통행량 통합 시나리오의 결과를 비교 분석한다.
