At this point in time South Korea is rapidly metastasizing to a aging society. A major cause of aging can be summarized as increased life expectancy, decrease of nuclear family and birthrate, and South Korea's progress is faster than any other country. From the 1970s, western society has changed social welfare to deinstitutionalization and community care because of problems about economic reason and facilities protection, so the type of elderly social service has also changed from the facility welfare service which is accommodated old people in certain facility to community welfare service which provides various welfare services with living together. Public facilities for low income group which are supported by government are lower, 6.6%, than the United States or Japan, 50%. They are divided into private manage facilities and subscription elderly facilities. These subscription elderly residential facilities show poor administration because of focusing on development and market analysis for investment returns. Therefore, in order to vitalize the elderly welfare residential facilities in Korea, we need plans about systematic services facilities for welfare and phased medical treatments. Therefore, the purpose of this study is that (1) the types and functions of residents for community elderly residential facilities in elderly welfare policies of U.S., and supported policies are researched as a transcendental model, (2) data about operating system with the principles of the market is analyzed, and (3) basic data about welfare facility plan for community residential elderly people is provided.

The purpose of this research is to explore the best examples from Japan to derive spatial and institutional characteristics. This study used the field survey method for 6 elderly welfare facilities in Japan. The characteristics of local friendly facility are as follows; First of all, since elderly care facilities in South Korea are separated from local community and facility plans are large-scaled and unified which are disconnected from local area, this research set aging in community, multi-function, diversity, and intergeneration into the concept that is necessary for local friendly facilities. Secondly, residential environment plan's basic directions are 1) plan that minimizes facilities-like atmosphere, 2) spatial plan that focuses on the elderly dignity and privacy, 3) comfortable and enjoyable communal living space plan, 4) local friendly and communicating plan, 5)plan that minimizes staff's care giving burden. Thirdly, the rooms necessary for local friendly facility model are composed of bedroom, dining room, kitchen, living room, garden, toilet, laundry room, bathroom, corridor, and office based on the legal installation standards.

Canada is a democratic country, yet it keeps a social democratic system in which the government is in charge of welfare of its people. And this is one of the most significant features about the country. Her public and private pension system has been effective since the 1920s, securing its people's fundamental income. In particular, the public medical system applies to its every citizen and performs its role. This system is called the National Medical System as well as "MEDICARE" named after its related law. However, there has been a significant change in the national medical and welfare policy due to the budget deficit. In other words, the policy was mainly implemented to welfare facilities in the past, but the policy changed to a welfare policy for the elderly with a concentration on the support for self-reliance of senior citizens since the reform. The purpose of this study is to provide data and implications for Korea through the analysis of the current situation and distinct features of the housing welfare system in Canada. This study has researched the literature on the subject with an analytic focus on three aspects that are the fundamental frame of the system, essential content (support for self-reliance and facility composition), and distinct features of the housing for the elderly. In other words, they are, first, how the fundamental frame of the housing welfare system for the elderly is composed; second, how the service for self-reliance welfare and facility service are composed; and third, what their scale and distinct spatial features of general houses for the elderly with self-reliance are. A comparative study was conducted in detail on courses and characteristics of the housing welfare system for senior citizens in Canada and the USA of North America. In particular, it reveals the scale and distinct spatial features of public houses for the elderly with self-reliance in British Columbia (BC) which is one of the main provinces of Canada.
This study aims to establish a research model to analyze the structural relationship between the working environment of the elderly medical welfare facility workers, the trust of the manager, and the quality of service. As a result, first, it was found that there was a significant causal relationship among service quality in the working environment of the elderly medical welfare facility workers. Second, it was found that there was a significant causal relationship between the working environment and the trust of managers of the elderly medical welfare facility workers. Therefore, in order to achieve the goal of the elderly medical welfare facility and improve the quality of service, it is necessary to create a working environment and establish a trust relationship among members. In addition, in order to cultivate competency and provide high-quality services for the elderly medical welfare facility workers, managers need to understand the individual characteristics of members, and to assign duties according to roles, accurate division of duties and personnel management are required.
Korea is rapidly becoming an aging society as much as it takes the first place among OECD countries, and as the life expectancy of Korea gradually increases, the proportion of the elders in society increases. Accordingly, the happiness of the elders is contributed to the overall social atmosphere and happiness, however, the lower quality of life of the elders due to physical, psychological and social changes can be developed into social problems such as depression and rising suicide rate. As a result, there is a social interest in improving the quality of life and satisfaction of the elders, and the senior citizen center is receiving renewed attention as a form of welfare facility that can play a pivotal role in the social activities of the elders. In recent years, efforts to improve the environment of the senior citizen center have been made due to the growing role of it, however, there is a controversy over whether the quality of the indoor environment is user-friendly or not due to the limitations of material resources and human resources. It is considered that the quality of the color environment should be improved in the senior citizen center in the way that the color environment is not only an indoor environmental factor which gives high psychological and mental effects to users but also a way to improve the environmental satisfaction at the lowest cost. Previous studies on the facilities related to the elders have been actively carried out, but they were very sporadic and there was very little information about the color environment in the related laws or in the guideline presented by cities. It is necessary to integrate guidelines that are scattered within a comprehensive range without any specific target in order to grasp the current status of the color environment and to properly evaluate it. In addition, considering that the senior citizen center is an important leisure facility for the elders that functions in a residential area with a nationwide network, the results of this study are expected to contribute to the environmental improvement of existing senior citizen center which will be activated in the future by enabling the improvement of psychological satisfaction of the elders.
Japan is a super-aged society where the proportion of the people aged over 65 is exceeded 20%. Therefore, there are many accidents that occur in long-term care facilities in Japan, and there are many civil litigations. The Japanese court has acknowledged in many cases that the long-term facility is responsible for the damage to the elderly who is injured in the facility. The cases can be divided into ① tumbling down, ② wandering, ③ suffocation, ④ bedsore, and ⑤ accidents among the facility-users. In most cases, the court found that the facility violated its obligation to protect their users. This is not only the case where the manager or the employee of the facility violates the obligation to watch and care for the elderly, but in some cases, the failure to maintain the human and material system itself is recognized. The basis for such judgment is whether the facility can predict the possibility of an accident and whether the facility has taken measures to prevent accidents. Also, the Japanese court recognizes the transfer of burden of proof in order to expedite the victims' rights. However, the liability of the facility for damages should not be so heavy that it would be hesitant to allow a person to enter the facility and make a contract.
Due to the shortage of elderly care services in urban areas, multi-functional welfare facilities are proven to be very effective for delivering various service needs of elderly in Japan. Introduction of new longterm care policy for elderly in Korea would change many aspects of elderly care service facilities. Especially elderly home care services like adult daycare centers will expand drastically after beginning of elderly longterm care insurance. The purpose of this research is to study and analyze multi-functional welfare facilities in Japan focusing on the types of day service in those facilities. Planning of daycare centers in multi-functional welfare facilities for the elderly can be classified to 8 types. Those types are daycare centers with senior housing, longterm care insurance facilities, senior centers, small multi-function facility, medical facilities, educational facilities, community facilities and general housing projects. Each type has different benefits for the networking of services for the elderly. Design of daycare centers in multi-functional welfare facilities have distinctive features in entrance and user approach, space allocation and circulation planning. The study of daycare centers and multi-function planning should be followed to make better home care environments for the elderly in Korea.
The purpose of this study was to analyze characteristics such as spatial composition, areas, location of functional unit space and comparing the type and the number of operating programs by type of managements of multipurpose senior center in Youngnam metro area. first, the consignation management facilities had functional unit space of 152 things and the direct management facilities had 115 things. When comparing average areas composition ratio, direct management is public welfare, social education, public part, medical and rehabilitation order and consignation management is public part, social education, public welfare and rest part order. Second, medical part must be located around the first floor or the elevator, because many people can frequently use this area at the same time. Third, as a result of analysis of management programs indicated that the total number of programs is as a whole 74 things a range of $min12\~max20$ in the each direct management facilities and 111 things a range of $min20\~max24$ in the each in the each consignation management facilities. This fact shows that consignation management provided many people with more various programs than direct management. Finally, the number of staff in the direct management is less than consignation management. When comparing programs per staff and space, the direct and consignation management each appeared (2.74, 0.64) and (1.35, 0.73). This fact implied that the consignation management was more specialized than direct management in the service and function.
This study analyzed mediating effect of job satisfaction between directors' leadership and workers' organizational commitment in senior clubs. A survey of 288 workers in Chungcheong and Daejeon was conducted. The statistical analysis methods were frequency, correlation, confirmatory factor analysis, and bootstrap. The analysis result was that directors' leadership had positive effect on workers' organizational commitment and mediating effect of job satisfaction was verified. For improving directors' leadership, it is necessary to develop various leadership education and training programs, to induce voluntary participation in the programs, and to include the participation of leadership program in facility evaluation. To advance workers' job satisfaction, we need various exchange programs with colleagues and peer groups, mentoring and rest service to manage emotional labor, and professional job education and supervision.

This study was conducted in order to empirically analyze factors affecting the quality of life in the elder resulting from the use of elderly leisure facilities in the community. For this purpose, we surveyed the elder using the senior health town of Gwang-ju Metropolitan City to see whether the quality of life in the elder is influenced by factors such as facilities' environment within the health town, the capacity for the staff and instructors, and the elders' satisfaction with programs. The results of this study are expected to provide practical solutions for enhancing the quality of life in senior users. The survey was performed with 1,038 elders aged over 60 who were using the senior health town of Gwang-ju Metropolitan City by using a self-administered questionnaire and being interviewed with surveyors. The period of the survey was from the 10th to 15th of December, 2010. According to the results of this study, variables affecting the elders' quality of life were academic qualification (B= .074, p<0.05), instructors satisfaction (B=.172, p<0.001), staff satisfaction (B=.104, p<0.01), and facilities and environment satisfaction (B=.217, p<0.001). That is, the lower academic background they have, the higher instructors', staff's, facilities and environment's satisfaction are, the quality of life in the elder was positively affected. In particular, facilities and environment's satisfaction show a relatively high effect and this suggests the necessity to modernize cultural and leisurely facilities in community for senior citizens and create pleasant environment in order to improve the quality of life in the elder.
