Throughout the upper processes, this paper showed a method which is available for acquiring ITS traffic information of associated government agencies. In addition to the connection method of ITS traffic information network, resolutions for the problems caused by connection of ITS network were come up with. • Nowadays, proactive intelligence activities are required because of enhanced nation wide threats of terrorism and complexity of multidimensional factors of national security. South Korea not only need to draw up plans of information sharing among agencies for more effective national intelligence activities, but also have to evaluate the structure of Domestic Intelligence Agency and its right direction of activities. In this vein, this paper conducts comparative studies of structures and range of activities of intelligence Agencies by reviewing U.K, U.S.A, and France cases and suggests a potential model of 'domestic information specified agency' that we can adopt and methods to share information among agencies. The focus of this paper is on the reviewing of necessity of establishing new 'domestic information specified agency' which will mainly conduct anti-terrorism and counterintelligence activities, and its appropriate form. After reviewing the cases of U.K, U.S.A. and France, we conclude that overcoming the people's distrust about an invasion of freedom and rights caused by centralized and integrated independent intelligence agency is a prerequisite. Disputable issues of FBI, DHS, and South Korea's intelligence agency cases suggest that plans for restoring trust have to be considered if a new 'domestic information specified agency' is established in NIS. If it is established under government ministries such as MSPA focusing on implementing anti-terrorism and counterintelligence activities, organizations such as NCTC, NIC, that can carry out information sharing and cooperating with agencies concerned have to be established. Additionally, measures to solve structural problems caused by carrying out law enforcement functions by domestic information specified agency should be considered.

  • Given that household food security issues have become the concern of the Korean society, this study aimed to develop food security measures for the Korean population. Based on the literature reviews on previously developed food security measures, the 18-item US household food security survey module (US HFSSM) was adapted. The developed food security measures was assessed by qualitative validity method. It was evaluated and modified by face validity by expert focus groups belong to university, public health center, and government agencies and by cognitive interview by 40 subjects with low household income who live in an urban community and are participants in welfare programs of local districts. Then, it was reviewed and revised by the National Institute of the Korean Language and the advisory committee for nutrition survey of Korean National Health and Nutrition Examination Survey (KNHANES). The results showed that the developed questionnaire items were well adapted by expert focus groups and general subjects, showing the feasibility of measuring food security with the developed measures although there were discrepancies in some expressions of questionnaire items between experts focus groups and general subjects. The study to assess reliability and quantitative validity of the developed food security measures should be further needed to examine its application for KNHANES.

Explanatory variables include administrative resources, organizational culture, litigation cost, and the complexity of FOIA requests. The study will analyze quantitative secondary data from official statistics of federal agencies and the 2006 Federal Human Capital Survey as well as qualitative data from semi-structured interviews of FOIA officers. The results of statistical analyses are as follows : FOIA funding significantly affects median processing time and number of requests pending. There is a significant relationship between bureaucratic culture and number of requests pending, but not between bureaucratic culture and number of requests pending. There exists a significant relationship between the cost of FOIA litigation to federal agencies and the performance of FOIA implementation. There exists a significant relationship between the complexity of FOIA requests and the performance of FOIA implementation. This study also has important implication in South Korea, which has been under a sharp confrontation with North Korea for more than 50 years. As illustrated by the conflict between people's right to know and national security during the investigation of recent Sinking of the ROKS Cheonan, efforts should be made to prepare legal and institutional mechanism for freedom of information policy which can maintain a balance between conflicting values as well as efficient information disclosure in Korea.

  • This study aims to verify the relationship between customer orientation and job stress due to the degree of emotional labor on security agents. Objects of study are from 10 security companies, randomly selected from those registered on the Regional Police Agencies in Daejeon and Chungnam, from November 10th to 20th, 2013; thirty agents from each company, or three-hundred in total, were selected as research subjects by random sampling method. Twenty-five subjects were excluded for poor response contents and/or low reliability. Thus, only 275 subjects were included in actual analysis. The research tool was the questionnaire which was re-composed on the basis of domestic/overseas preliminary studies, while the data was processed through the frequency analysis, the reliability analysis, the confirmatory factor analysis and structure model analysis, using SPSS version 19.0 and AMOS 17.0 statistics package. Through the data analysis following the research methods above, the conclusion was acquired as follows. First, as job stress of security agents decreased, customer orientation increased. Second, the group of security agents with lower level of emotional labor positively affected job stress and customer orientation.
