In order to reduce marine accidents using advanced information and communication technology, various research and development projects are conducted globally on e-Navigation related technologies and services. Existing studies do not provide policy measures for LTE-M. In order for these technologies and services to be installed on vessels and to contribute to the prevention of accidents at sea, the law should be expand operational organizations and systems. In particular, communication equipment and related technical standards should be prepared, and its digital communication technology (LTE-M, VDES, Digital-MF / HF, etc.) In this study, we conducted short, medium, and long term performance assessment of the identification system and the policy for effective implementation of Korean e-Navigation. We presented a visible plan of the relevant policy. For example, e-Navigation core services, e-Navigation communication networks and operating systems, e-Navigation international standard leading technologies and e-navigation services activated in the field. To do this, we conducted research based on the progress data of the Korean e-Navigation project, which was led by the Ministry of Maritime Affairs and Fisheries, and conducted research discussions with practitioners and experts in related fields. As a result of this study, it is expected that the proposed policies will contribute to the reduction of marine accidents, the promotion of the maritime industry and the development of additional government policies for national security.
Recently, the search for the whereabout of the huge Bell Imperial-Dragon-Temple becomes a great issue. If it happens to be found out and ringing at the original location of the Bell in Kyungjoo City, the Bell might be a great national treasure and lasting to the eternity with her beautiful sound. The Bell was so huge that the total weight of the raw material put into crucibles was 497,581 Kun (289 tons), the shoulder weight 10.3 Chuk (3.14 m) and the maximum thickness 9 Chon (27.4 cm). The Bell was erected in 754 in Shilla Dynasty and was assumed to be lost during the war time by the 3rd invasion of Mongolians (1235~8). However, the author found out that the huge Bell was recast into a new small Bell (8.1 ton) in 1103 by the people of Koryu Dynasty and then the new small Bell was hung in the same position as in the original huge Bell. 135 years later, the new small Bell was carried out by Mongolian forces as a spoil of war from Kyungjoo to the Bay Tonghaegoo, through the saddle point of Mountain Toham, Yangbuk and Riber Great Bell. At the bay, Mongolian forces wished to bring back the Bell to Mongolia by a ship, but they dropped the Bell into the sea by accident. So, if this was the case, the bell at the seabed may be the new small bell (7.4 ton) but not the original huge Bell (41.0 ton) For the evaluation of missing data of the two bells, the author sets up two equations relating all the dimensions and their weights, which seems to be a useful guide to the design of bells. The results of the evaluation of the Bells are as follows. In managing shipping business, the concept of seaworthiness of the vessel has developed in accordance with the development of the shipping industry. However, despite of the development of the vessel's seaworthiness, marine accident has continuously occurred at sea. International Maritime Organization(IMO) has paid attention to the research and investigation of Human Error in shipping operations in addition to physical seaworthiness of the vessel. In 1994, IMO adopted the "International Management Code for the Safe Operation of Ships and for Pollution Prevention(ISM code)" of "SOLAS 1974" Annex, to take countermeasure against this human error. In 1999, Korea adopted the 'ISM Code' and then enacted the Maritime Safety Act (previously Maritime Traffic Safety Act). The Maritime Safety Act regulates necessary qualifications of the Human Resources of shipping companies for establishment and implementation of the safety management system. However, there has been a discrepancy between shipowners and ship management companies in interpreting the legislative texts, finally causing confusion. In this paper, I would like to examine the deficiencies in the regulation on the standard of qualifications of the Designated Person under the Maritime Safety Act and thereby suggest any possible improvements in it.

The ocean is a harsh environment and Korea Coast Guard officers often face the threat of death or going missing in the line of duty. In order to promptly identify unknown bodies during mishaps, Korea Coast Guard Research Center has established an identification system using the DNA of its officers. This collected DNA can also be entombed in National Cemeteries when the remains are not recovered. The storage, disposal and quality control of the materials are overseen by the Governing Committee according to the Enforcement Rules for the Human Biological Materials Storage Project for the Identification of Officers Killed or Gone Missing in Action. Approximately 700 bodies are found per year along the Korean coast. An alternative method should be put in place for when identification through fingerprints and teeth are not applicable due to severe decomposition or partial recovery. We believe it would greatly contribute to helping identify the unknown bodies if the storage project could expand its data to include marine industry workers, relevant researchers and those involved in marine leisure activities.

Screw-failure accidents in small ships frequently occur in coastal waters. In particular, vessels' propulsion systems are frequently coiled due to objects such as fish-nets and ropes that float on the sea. The failure of the ship's propulsion system can cause primary accidents such as ship operation delays and drifting due to loss of power; furthermore, the possibility of secondary accidents such as those involving operators in the underwater removal of rope stuck in a propeller. Ships that do not have the proper tools to solve these problems must be either lifted onto land to be repaired or divers must dive directly under the ship to solve the problem. Accordingly, some small vessels have been equipped with rope-cutter devices on the propeller shaft to prevent ship propeller system accidents in recent years; however, they are not being applied efficiently due to the cost and time of installation. To solve these problems, this study develops an underwater rope-cutter device and controller for the removal of propeller and shaft foreign material in small vessels. This device has simple structures that use the principle of a saw. Meteor gears and crank pins were used for the straight-line rotation of saw blades of the underwater rope-cutters to allow for long strokes. Furthermore, the underwater rope-cutting machines can be operated by being connected to the ship battery. The user, a non-professional, can ensure convenience and stability by applying reverse current prevention and a speed control circuit so that it can be used more conveniently and safely.

Exposure to cold sea water can be life-threatening to the drowned individual. Although appropriate life jacket can be usually be provided for the buoyance at the drowning accident, heat loss can make the drowned individual experience the hypothermia. Inflatable life jackets filled with inflatable air pocket can increase the thermal protection as well as the buoyancy force. Because it is important to know how the human body behaves unde the different life jacket, present study compares the thermal insulation capacity of solid type life jacket with that of inflatable life jacket. In order to represent the insulation capacity of life jacket, thermal resistance is estimated based on the assumption of steady-state. Also, a transient three-dimensional thermal distribution of the thigh is analyzed by using finite element method implementing the Pennes bioheat equation. The finite element model is a segmental, multi-layered representation of the body section which considers the heat conduction within tissue, bone, fat and local blood flow rate.
In the case of oil spill accident at sea, information concerning the movement of spilled oil is important in making response strategies. Aircrafts and the satellites have been utilized for monitoring of spilled oil. In these days, numerical models are using to predict the movement of the spilled oil. In the future a coupling method of modeling and remote sensing data should be needed to predict more correctly the spilled oil. The purpose of this paper is to present an application of satellite image data to an oil spill prediction model as an initial condition. Environmental Fluid Dynamics Computer Code (EFDC) was used to predict the movement of the oil spilled from Hebei Spirit incident occurred in Taean coastal area on December 7,2007. In order to make the model initial condition and to compare the model results, two satellite images, KOMPSAT-2 MSC and ENVISAT ASAR obtained on December 8 and 11, were used during the period of the oil spill incident. The model results showed an improvement for the prediction of the spilled oil by using the initial condition deduced from satellite image data than the initial condition specified at the oil spill incident site in the respects of the distributed spilled area.
As we can see at the oil spill occident on the coast of Taean, the viscosity of the spilled oil becomes thicker as time goes by. It becomes waste oil with the form of tar. It moves to other areas following a tide. When the temperature of the water goes up, the viscosity becomes lighter and forms oil film. It repeats the process spreading to and polluting extensive areas where the tide reaches. People have used hand nets to collect waste oil of tar at the sea. But it is very difficult for them to collect the tar type waste oil spread on large areas before it reaches to the beach. This paper tried to find a way to collect the tar type waste oil efficiently. It used absorption mat of boom type that uses the attachment characteristics of the tar type waste oil and floating waste recovery device of net type. It tested the possibility of using the devices at the oil spill accident on the beach of Taean. The result showed that net type recovery device was much more efficient in collecting the waste oil in short time than the hand net system of people. It confirmed that the net type recovery device could be used to collect tar type waste oil.

Korean seafarers have played a key role throughout the country's history and economic development. They have been a major source of foreign remittance into the nation as well as a pivotal sector in emergency logistics during war times. However, the current number of Korean seafarers in decreasing due to low job attractiveness and retention rate onboard. This is a major problem for the national and international shipping industry as youth seem not to be interested in working onboard for long periods of time. The purpose of this study is to 1) determine what the public opinion about seafarers in Korea is and 2) find out what factors mostly stand out in the public opinion about seafarers profession. The paper suggests that three main types of opinion groups emerged. The first type is labeled as 'high risk, high workload and high stress' as respondents recognized a high possibility of accident onboard and, at the same time, acknowledged that seafarers can be fatigued and stressed. The second type was named as 'Dangerous, Dirty, Difficult', as seafarers' image was mainly associated to fishing vessels and not to merchant and passenger ships. The third type recognized that the social position of the seafarers was low due to 'low social recognition'. The study suggests that all three types have a negative image of seafarers' job. Based on the results of this study, it is necessary to establish various policies and marketing tools to improve the negative job image linked to seafarers by the public opinion. If the public image of seafarers can be improved and attractiveness rose, it is expected a higher number of seafarers will pursue and keep a career at sea.

From finding to lack, to remedy a problem, Korean society and record information management part shall be reinforcing directions and competency of the solution with various angles. Practical union and assistance of record information management part for Sewol ferry disaster, at first it be a help to recognize officially evidence for the accident. Secondary it producing and using better than current state of the area's record information part. Finally it may be actively comprise and implement our competency and emotion.
