The purpose of this study is to search to roles and qualifications of a school library supervisor. The results of the study. The school library supervisor serves as a professional, advisor and director for planning, structuring, implementing, evaluating of a library program, and for curriculum management, personnel administration, program administration. And to accomplish this, the school library supervisor should posses competencies and vision essential fr priorities and the leadership qualities. Therefore to perform a roles, put the systematic a n.0, pparatus for the school library full-service su n.0, ppervisor and the full-service supervisor should a n.0, ppinted 'library professional'.

학교도서관은 교육적 만남과 문화적 소통의 장이다. 2007년에 제정된 "학교도서관진흥법"은 기본법인 "도서관법"과의 통일성 부재, 업무주체, 전문인력 배치, 내용과 범위설정 등의 많은 문제를 야기하고 있다. 이 연구에서는 "학교도서관진흥법"이 제정된 과정과 법안의 제안과 개정의 목적, 주요내용을 살펴본다. 그 결과 제정된 진흥법안의 문제점을 분석하여 바람직한 개정방안을 제시하고자 한다.

This study is to analyze correlations between 14 factors related to university libraries and the number of professional staff, nonprofessional staff, and total library staff. The results of this study are summarized as follows: 1. In the case of 1992, there are high positive correlations between the number of library staff and 10 of 14 variables : the number of undergraduate enrollments, graduate enrollments, departments, faculty members, school employees and volumes in library, size of library building, total university expenditure and library materials expenditure (coefficient: 0.70-0.99). However, there are little significant correlations between the number of library staff and 2 variables : library open hours and university expenditure per student. Among the above factors, the correlations of the total university expenditure and the library expenditure show a significant difference more than ones of the other factors. 2. In the case of the analysis by 3 years interval in 1984-1992, there are high positive correlations between the number of total library employees and 7 of the above 9 variables, excepted to library open hours and 4 factors related to expenditure (coefficient : 0.73-0.93 in 1984;0.77-0.88 in 1988;0.70-0-92 in 1992). But there are little significant differences among the correlation coefficients by each year. 3. In the results of the correlation analysis between the professional staff and the nonprofessional staff, the number of graduate enrollments, departments, volumes in library and school employees, library expenditure and total university expenditure show higher positive correlation to the professional staff than the nonprofessional staff. However, the number of undergraduate enrollments, faculty members, volumes added in library and volumes loaned, size of library building and library materials expenditure show little significant differences in the correlation coefficients between the professional staff and the nonprofessionalstaff.

The purpose of this study was attempted to investigate the professional perception of the public library directors in Korea, and to measure and to compare the perceptional difference between Directors that have or have not of Librarian's license. The authors obtained data through questionaires by mail to 188 directors of public Libraries. The number of respondents which become available for analysis was 188 and the response rate was 58.8%. The Major findings of this study are summarized as follows: 1. The professional perception of public Library Directors differs from the qualification for a librarian. 2. The Librarian's license made difference with regards to perceptional attitudes, consciousness of services, satisfying on job situation of Directors. 3. The professional perception of public Library Directors may have influence on each others of a school career, task work, colleague understandings on the gob situations. 4. but the difference have no significance statiscally. 5. Thus we need to study other types of organization and influencial variables for generalization of this study.

한국학교도서관협의회는 우리나라의 사서교사직을 대표하는 전문직 단체이다. 이 연구의 목적은 한국학교도서관협의회가 현안문제를 보다 적극적으로 해결해 나갈 수 있도록 전략계획을 수립하는 것이다. 이를 위해 학교도서관의 현안문제와 조직내부의 환경을 분석한 후 전체 사업범위를 명확하게 규정하였고, 규정된 사업 중에서 전략계획이 필요한 12개 사업을 추출하였다. 추출된 사업에 대해서 회원들의 중요도를 조사하여 최종적으로 한국학교도서관협의회가 중점을 두어야할 4개의 전략사업을 선정하였다. 선정된 사업은 학교도서관진흥법의 개정, 초 중등교육법의 개정, 사서교사 고충사례 조사 및 대응, 우수 교육사례 모집 및 배포이며, 각 사업에 대해 달성목표, 집행부별 세부 목표, 추진절차 등을 포함한 전략계획을 수립하였다.

이 연구는 미국의 사서교사 전문성과 관련된 기본 배경을 이해하고, 현재 미국에서 활용되고 있는 국가 수준과 주정부 수준의 사서교사 평가기준과 도구 그리고 자기평가 도구를 분석하는 것을 주요 목적으로 설정하고 있다. 연구결과는 다음과 같다. 미국은 국가 수준의 학교도서관 기준에 맞추어 사서교사 양성, 자격기준, 평가기준의 일관성 있는 전문성 계발 구조를 갖추었으며, 국가 수준의 사서교사 전문성 기준은 미국 전문교사자격 기준위원회의 자격기준과 미국학교도서관협회에서 발표한 "평생교육을 위한 학습" 기준의 사서교사 평가도구가 대표적으로 제시되고 있다. 미국의 여러 주정부에서는 국가 수준의 학교도서관 기준을 바탕으로 주정부의 실정에 맞는 사서교사 평가기준과 도구를 개발하여 실제 평가에 활용하고 있다. 더불어 미국학교도서관협회는 2012년에 사서교사의 자기평가 도구인 "사서교사 평가의 21세기 접근법"을 발표하여, 사서교사가 국가수준의 기준에서 제시한 전문성에 도달할 수 있는 실천적 방향을 안내하고 있다.

본 연구는 제7차 교육과정에 따라 변화한 학교도서관 환경변화에 따라 학교도서관 운영전문가의 역할이 무엇인지 제시하는데 그 목적이 있다. 이를 위하여 우선, 학교도서관 사서 배치관련 법규 및 사서교사 배치현황을 분석하고, 비정규직 사서업무에 대한 면담 분석 및 정규직 사서교사, 비정규직 사서, 도서관 담당교사가 실제 수행하고 있는 업무에 관한 인식을 비교 분석하여 바람직한 학교도서관 운영전문가의 역할을 제시하였다.

The purpose of this study is to survey the development trends of school libraries in the western world namely U. S. A., Canada by analyzing such items as education and environment, staff, policy, standard and professional organization, and to find out how and why they were able to maintain efficient library services. The major findings are summarized as follows : (1) There are school district supervisor whose functions are to direct and supervise the school libraries in the district. (2) The school district supervisor, school administrator, Teacher and Teacher librarian all recognize the importance of its educational role and cooperate together for the development. (3) They gether statistical data on school library for continuous revision of statement, guideline and standard. (4) Not only the educational organization and the library organization but also the private foundation conduct systematic research and extend financial aid for the development of school library. (5) The Compulsory Codes and pertinent laws have been enacted to promote school library development.

본 연구는 단순한 지식을 전달하는 장소에서 탈피하기 위하여, 학교도서관의 문제점을 분석하고 자율적이고 창의적인 능력을 신장시키기 위한 학교도서관 운영 방안을 제시하였다. 구체적으로 학교도서관 기본 시설 확충 및 예산, 사서교사 배치 및 제도적 장치 정비, 사서교사의 전문적이고 능동적인 활동, 교과목 교사와 협동체제 구축으로 협동수업의 전개 방범을 제시하여 학교도서관의 활성화를 기하는데 도모하였다.

The school library in Korea, with its short history, has not been fully awared of its importance yet. As a result, most of school libraries in Korea have not been fundtioning as the center of educational activity which is closely connected with learning process and as the place of the extension of classroom, but as the place of storing books. Besides the importance of materials and facilities, the educational function of school libraries can be fully achieved only when each school librarian clearly understands his work and duties, and accomplishes them successfully. This study, which are based on analysis of literature investigations and precedent studies, are summarized as follow: 1. There is an absolute lack of the number of school librarians (or alternative teachers) in comparison to the number which is specified in the regulations of Library Law. 2. There is no a n.0, ppropriate legal foundation for employment of school librarians and library assistants, and of their o n.0, pportunities for promotion. 3. The school library in korea has been stayed so far on its infantile, namely 'the period of material arrangement', in the aspect of the function. 4. The administrative organization of the school library has not gained much recognition of its professional character. And even more the position of the school library today is not enough clear to be stable in the total school system. By solving these factors step, the newly reformed school library in Korea will play a great role in improving her education by the hand of school librarians whose spirits are re-filled with willingness and creativity.
