A Study on the Improvement of Planning and Monitoring for the Rural Center Village Development Project (농촌중심지 마을만들기를 위한 계획수립과 모니터링 개선 방안)

  • After it was reorganized as the rural center revitalization project recently, there is an opinion that the nature of the project was changed to solve long-time aspired projects of some districts unlike various projects according to the previous project purposes. Therefore, this study analyzes the current status of revitalization project plans and operation monitoring to make rural center villages, establishes plans that can be applied to the rural center village revitalization project and suggests the improvement plans for monitoring. With the necessity of connectivity with centrality analysis for long-term and sustainable growth of the rural center revitalization project, the analysis on the 8 districts' centrality analysis and the function of the master plan were compared and analyzed, but there is not enough interrelation. Regarding the consulting methods for weak districts to activate facility operation after the project is implemented, the field consulting performed by the collaboration of Gyeongsangnam-do government, Gyeongnam Rural Revitalization Support Center and Gyeongnam branch of Korea Rural Community Corporation shows 87.6% of satisfaction level, which indicates it is the most effective. Based on the above results, it is necessary to reinforce the methods on resident demand survey, dimension and the reflection process of the project when preliminary plans are established for effective implementation of the rural center village revitalization project. It is also necessary to revise relevant standards not to change preliminary plans excessively during the master plan establishment process, and to oblige preliminary investigation of experts. The joint monitoring and consulting systems of experts and local governments should be applied from the establishment stage of the master plan, so that it can be sustainable rural center village revitalization project.

  • This study aimed to present a plan that introduces the concept of 'RURITAGE' into the 'Rural Convention' by analyzing the contents of the EU's 'RURITAGE' and the 'Rural Convention.' For this study, the contents and reports discussed on the 'RURITAGE' homepage were analyzed. Also, the applicability was reviewed by analyzing the 'Rural Convention' report and guideline. 'RURITAGE' was resources and heritage, currently possessed by the region rather than large-scale development. 'The Rural Convention' was intended to solve the problem of point-projects through mid-to-long-term planning, integrated support system for construction, and spatial analysis of rural spatial. It was also a policy to increase the satisfaction of the residents with the quality of life by guaranteeing a certain level of living services anywhere in the country. The 'Rural Spatial Strategic Plan' and 'Rural Living Area Revitalization Plan', included in 'the Rural Convention' are judged to be difficult to immediately introduce the concept of 'RURITAGE' due to the limitations of the projects that can implement projects. However, the notion of 'RURITAGE' can be reflected to 'Rural Spatial Maintenance Plan' seamlessly, which will be prepared in the 'Rural Living Area Revitalization Plan'.

A Study on the Level of Value of Rural Adolescents (농촌 청소년의 가치 수준에 관한 연구)

  • This study intended to enhance the quality of life of rural adolescents through survey 185 young people in YeonChun County, in the course of measuring the level of life of adolescents and finding several variables related with the level and drawing some applications for enhancement. As a result of this study we had some findings 1) the most young people were belonging to the second (vital feeling value) level and third (mental value) level 2) Sex, religion, tendency oriented to other person were three related variables with the level. The more the people having other-oriented tendency the higher the level of value. Female, Christian is higher in the level. 3) Many adolescents showed little hearty satisfaction concering their own life 4) The level of act in their real life were corresponded with the level of value 5) Characteristics of high value-level adolescents against low value-level ones were that they had high level of value-recognition, less family member. The hit ratio was 83.7 percent. On the basis of this study the following suggestions for the improvement of quality of life for youth in the rural area in the future. First, we should make a great effort in value education in order to clearly get the goal of the true life. The quality improvement such as the education of mental life and religion for the young people by developing programs to continously improve the value of life. Second, the necessity of behavior guiding other oriented tendency should be emphasized. We should connect adolescents with value recognition through more interest in actions. And third, it is necessary to make a professional effort for the improvement of level of value, that is, an in depth study of the theoretical systemization.

Changes in the work arrangements and new lifestyles after the COVID-19 pandemic: Evidence based on survey data from the Japanese Cabinet Office (코로나19 팬데믹 이후 일하는 방식의 변화와 새로운 라이프 스타일의 탐색 -코로나19 팬데믹 이후에 실시된 일본 내각부 조사자료를 중심으로-)

  • This study compared working arrangements, interest in rural migration, and life satisfaction in Japan in two periods: immediately after the COVID-19 (2019 coronavirus disease) pandemic and two years after the global outbreak. The comparison was based on data from the "Survey on Changes in Attitudes and Behaviors in Daily Life under the Influence of Novel Coronavirus Infection, 2020, 2021", which was conducted four times by the Japanese Cabinet Office directly after the COVID crisis (May 2020 and September 2021). The respondents who participated in both the first and fourth surveys were employed individuals aged 20 years or older. The results are as follows. First, the proportion of Tokyo residents engaging in telework immediately after the COVID-19 pandemic was 36.1%, which is higher than the levels observed nationwide. Second, individuals involved in telework and those working under flexible arrangements were more highly interested in moving to rural areas than those who commute to work. Third, among people engaged in telework, life satisfaction diminished immediately after the COVID-19 pandemic compared with the period before this crisis. After two years of the pandemic, however, life satisfaction among this group improved. Changes in working arrangements due to the pandemic can be expected to promote migration, as well as help revitalize regions and encourage the discovery of new lifestyles.

An Analysis on Consumers' Awareness of a Rural Specialties Exhibition Shop and the Design Development : Focusing on Rural Tourism Village (농촌 농특산품 전시판매시설 디자인 소비자 의식 분석 및 디자인 개발 - 농촌관광마을을 중심으로 -)

  • This, an association research for design-improvement and model-development of exhibition shops at rural tourism communities, is to secure objective data by analyzing customers' awareness-tendency of and demand for agricultural-specialty exhibition shops. Survey-questions for finding out consumers' awareness-tendency and demand were determined through brainstorming of a professional council, 30 rural communities of which visit-rate by consumers is considerably high were selected for the recruit of 200 consumers. For investigation and analysis, survey and in-depth interview were carried out at the scene with the application of frequency analysis and summarization of their opinions, which revealed that they have a strong will to visit the rural tourism communities for the purchase of agricultural specialties along with the experience of learning-program and on-the-scene direct dealing and that their viewpoint on the direct dealing at the scene was very positive. Also it was confirmed hat their satisfaction with the purchase of agricultural specialties by on-the-scene direct dealing, their pleasure at the purchase, their satisfaction with services and their intention for re-purchase of them were very high while their satisfaction with the exhibition shops was very low. With on-the-scene survey, the consumers' opinions could be listened to in depth. Almost all of them said their satisfaction with the trip to those rural tourism communities was considerably high since they could go to those communities themselves to relieve the stress from their modern life, to experience healing and to see the goods on the scene. Their satisfaction also was attributed to the fact that they have enough trust in purchase along with feeling the warm-heartedness of rural residents. As to their awareness of exhibition shops, they showed a positive response to the on-the-scene direct dealing at rural communities while they, thinking that the space in those exhibition shops was not sufficiently wide, demanded for more systematic counters in more accessible and affordable exhibition shops so that they might be more satisfied with the exhibition shops. Their demand for the necessity of exhibition shops selling agricultural specialties was found to be over 80%, which indicates that the necessity is very high. As to the suitability of function, they have the opinion that the business at those shops had better be focused on sales since they have the understanding of information when they take a trip to the rural communities, while there was another opinion: since agricultural products are seasonal items they should be exhibited and sold at the same time. More than 90% of the respondents had a positive viewpoint on direct dealing of agricultural specialties on the scene, which showed that their response to it was very high. They preferred the permanent shops equipped with roll-around table-booths. In addition, it was revealed that they want systematic exhibition shops in rural communities because they frequent those communities for on-the-scene direct purchase. The preferred type and opinion resulting from estimation of consumers' demands have been reflected for development of practical designs. The structure of variable principles has been designed so that the types of display-case and table-booth might be created. The result of this study is a positive data as a design model which can be utilized at rural communities and will be commercialized for the verification of its validity.

Gambling Behavior, Gambling-related Problem, and The Satisfaction with Life among the Residents Who Live in the Location of Casinos (카지노 유치지역 주민의 도박참여 및 도박중독 실태와 삶의 만족도: 강원도 폐광지역을 중심으로)

  • The purpose of this study was to explore whether or not the increased availability of legalized gambling leads to increase in the prevalence of gambling-related problems, and the relationship between gambling behaviors and gambling-related problems and residents' perceptions of their own satisfaction with life among the residents who live at the location of casinos. Three casino communities, designated by a special law as run-down mining areas, were chosen for the survey research. One community consisted of two towns, Kohan and Sabuk in Chongsun county at which the casino is located. The other communities were Taeback city and other rural areas in Chongsun county. 559 samples from three communities completed self-administered questionnaires(gambling behavior participation, K-NODS, perceived impacts coward casino development, and scales of the satisfaction with life). Results were as follows; it was found that there was a positive relationship between gambling behaviors and gambling-related problems, and a negative relationship between gambling-related problems and the satisfaction with life. While residents who live Kohan and Sabuk community were likely to perceive negative impacts of the casino development, the residents in Taeback city were likely to perceive the casino development positively. It was found that the increased casino accessibility led co the increase in the gambling problems; the prevalence rates of pathological gambling in Kohan and Sabuk community were higher than both in Taebak city and in more rural areas in Chongsun county. The nagative impacts of legalized casino industry on community where the casino located were discussed.

  • The area to be surveyed is the three-seat of Myeon office in Hwasun-gun, Jeollanam-do, where population is declining. Satisfaction with the use of local residents of rural central areas providing life services in the back area was identified, focusing on sustainable development and the compact cities. Based on the results of the study, the recommendations are as follows. First, the local spaces to be surveyed need a shift to a walk-centered choice and social structure, not a must-oriented, activity-centric structure. This not only improves the neighborhood of rural areas, but also increases the frequency of pedestrian exchange and helps keep the community afloat. Second, it could enhance the convenience of residents by reviving stocks in existing commercial areas and integrating public services. Finally, it has the effect of taking care of the socially disadvantaged and immigrants in terms of space welfare, and securing jobs through locally customized community businesses.

Aspects of the Community Sense and the Effects of Variables on It in Rural Married Immigrant Women (농촌 여성결혼이민자의 공동체 의식 특성과 변인들의 효과 연구)

  • This study aimed at identifying the effect of the variables that influence the community sense in rural married immigrant women and investing it's aspects. The following is the findings of this study. First, the women in religion or with higher life satisfaction in rural regions have a high probability of belongs to the group developed a strong sense of community. Second, the regression analysis showed that the consciousness of community participation(${\beta}$=.55) was the most significant factor influencing on the level of community sense in rural married immigrant women, followed by the women's self-esteem(${\beta}$=.24), and the positivity in agricultural participation (${\beta}$=.09). Third, the consciousness of community participation highly correlated with the positivity in local society participation(r=.36). Based on these research results, self-esteem and local society participation are important to improve the women's community sense in rural areas. Therefore we should be focused to develop the plans improving the women's self-esteem and social participation.

The Leisure Activity and the Degree of Satisfaction for the Life by Aged persons in a Rural Area (일부(一部) 농촌노인(農村老人)의 여가활동(餘暇活動)과 생활만족도(生活滿足度)와 관련성(關聯性))

  • This study was attempted to find the mutual relationship between leisure activities and life satisfaction by the aged persons in a rural area. The data was obtained by interview with questionnaire and the data from 209 persons aged over 65, residing in Dohwa-myeon and Podu-myeon, Koheung-kun, Chollanam-do were analysed. The survey was carried out from Feb. 16th to May 3rd in 1998 and the results are as follows: 1. The survey showed that the major leisure activities were TV watching followed by talking with friends, club activities, taking a walk, visiting friends' or relatives' home and breeding domestic animals. 2. The types of leisure activities were classified into 8 patterns as active self-enlightenment, passive self-enlightenment, temporal amusements, passive self-activities, cozy introspective activities, friend oriented activities, family oriented activities and religious activities. Among the above 8 patterns active self-enlightenment type contributed most to the life satisfaction. 3. The major factors affecting leisure activities were sex, age, average income, religion and educational status. And the major factors affecting life satisfaction were sex, age average income, educational status and a state of health. In conclusion the more the aged persons participated in leisure activities, the better they felt life satisfaction.

The Impact of the Relationships among the Motivation, Benefits and Satisfaction derived from Rural Outdoor Recreation for Urban Residents (도시민의 농촌 야외여가활동의 동기, 여가혜택과 만족간의 영향 관계)

  • This study was performed to identify the tendency and benefits of outdoor recreation in rural areas. The preferences and importance of the benefits of outdoor recreation activities in rural areas were simultaneously compared and analyzed through the discussion of a four quadrants portfolio map using importance-performance analysis. The social benefits in quadrant i had the characteristics of 'sharing nice experiences with others', 'having contact/interchange with others', 'colleagueship/helping each other', 'being together with friends', and 'making new friends.' These social benefit types were perceived as very important characteristics, but the real level of achievement was rather low. Thus it seems necessary, in the process of program development, to apply the social benefit types to the characteristics of the participants. The experience of nature and relaxation benefits in quadrant ii had the characteristics of 'relaxation and recreation', 'understanding nature', 'nature experience', 'getting away from everyday life', and 'experiencing new things.' These benefits and experience of nature were regarded as very important characteristics by the participants in outdoor recreation and, at the same time, their real achievements were highly recognized, thus they seemed to be proper types for the goals involved in developing an outdoor recreation activity program in rural areas. The personal and challenge benefits in quadrant iv had the characteristics of 'training of mental ability', 'improvement of self-esteem', 'fitness', 'increase in determination', 'possible danger', 'achievement', 'excitement', and 'adventure.' These benefits had less importance to the participants, but had relatively high achievement, thus it might be important to make further suggestions for the direction of development according to the participants' tendency, seasons and facilities.
