해외의 스포츠시설 안전관리 네트워크 및 시스템 현황 (Safety Management Network of Sports Facilities Abroad and System Status)

  • 해외의 선진국 사례를 중심으로 스포츠시설 안전관리 네트워크 및 시스템 현황을 분석하여 한국 스포츠시설 안전관리 법적 규제를 마련하고, 안전관리 매뉴얼을 구축하는데 중요한 기초 자료를 제공하는 데 목적이 있다. 또한 스포츠시설 안전관리에 대한 정보를 토대로 각국의 스포츠시설 안전관리 시스템과 대처방안에 대한 구체적인 벤치마킹을 실시하였다. 그 결과, 미국은 국토안보부(DHS)를 필두로 국가의 안전을 위협하는 것으로부터 수호하고자 하는 포괄적인 국가 전략을 감독하고 조직화하고 있는 것으로 나타났다. 독일은 법 규정의 제도화, 스포츠시설 안전 가이드라인, 스포츠시설 안전관리전문가 육성시스템 등 미국과 호주보다 더욱 현실적이고 입체적인 대안을 마련하고 있다. 호주는 주요위험시설(MRF)의 운영자들에게 실용적인 지침을 제공하고 있으며, 특히 비상사태 운영시스템(EMS)을 통해 대규모 재난뿐만 아니라 위험 물질 등에 대한 계획과 협력을 다루고 있다.

프레스 보유 사업장에서 재해 발생 사업장과 무재해 사업장의 안전관리 시스템 비교 (A Comparison of Safety Management System between Accident-occurred Companies and Accident-free Companies in which Press Machine are Used)

  • Notorious press machine bothers employers by causing so many industrial accidents which are mostly of caught-in or between type. In 2008, press machines caused 1665 cases of such type of accidents, which reached about 11% of all those. Even though various approaches has been adopted to prevent those press machine accidents, up to now, no one was found to be satisfactory. In this study, two kinds of companies, accident-occurred and accident-free by press machine, were surveyed to find out positive and negative factors for accidents prevention. 400 companies which experienced accidents in 2008 and 200 companies which did not experience accident at all during the same period were selected for this survey. Most of these companies are small companies that employ less than 50 employees. Even though small companies are exempted from legal obligations to have a safety management system for accident prevention, we surveyed about safety management systems of those companies because of its crucial importance for accident prevention including whether they appointed safety managers and various supervisors. Awareness and efforts for safety of employers and employees were also measured. Results were analysed by the method of cross tabulation analysis. Main findings of this study are as follows. Most accident-occurred companies did not appoint any safety manager or supervisor. While it is recommended that the workplace of high accident rate have a safety manager. In addition, as less employers' effort for safety was made in accident-occurred companies in order to prevent accidents during press processing, the author proposes an amendment to the relevant law. Finally, the most referred reason for the negligence of hazard is the cumbersomeness in installing safeguards.

  • CTQ's choice is an important process for quality improvement. It is difficult to get customer satisfaction if CTQ is not chosen properly in view of improvement effort. However, case study or research about the supporting method for CTQ choice is not yet fully accomplished. In this paper, we propose an effective method for CTQ choice considering customer requirement through QFD as well as safety by using AHP which is one of strategic decision-making techniques for product safety. Also we show an empirical study on its application to the auto test robot system of mobile phone development.

안전약자의 재난안전분야 자원봉사활동 참여활성화 방안 연구 (A Study on the Revitalization of Disaster Vulnerable Population's Social Activity in the Safety Fields)

  • Individuals who are vulnerable during disaster - including elderly, people with disabilities, children, pregnant women and etc - have a strong desire to protect themselves when disaster strikes since they are less capable to deal with the impact of disaster. Their experience and effort to keep them safe can be used as a resource to reduce the impacts of disaster not only for them but also for the community as a whole. Therefore, voluntary disaster management program will contribute to our society as a tool to respond effectively to disaster not only to meet the vulnerable's special needs but also to enhance community safety and public interest. This paper suggests a model that able "disaster vulnerable population" to take a leadership role in identifying risk and vulnerability factors, recommending disaster management strategy, and through that, contributing to enhance society's disaster plan. Therefore, this study aimed to surveyed individuals including "disaster vulnerable population" in order to assess the vulnerable's participation in disaster related volunteer work and surveyed associated institutions(volunteer centers, community centers) in order to research currently existing relevant programmes and the participation of "disaster vulnerable population" in such programmes. Also conducted focus group interview to explore voluntary program which will possibly integrate "disaster vulnerable population" into disaster management activities. As a result, three types of voluntary disaster management programs - education, public-relations, and activity - were suggested.

A COMPARISON OF OLD AND NEW OSHA REGULATIONS ON CRANES AND DERRICKS USING COMPREHENSIVE GAP ANALYSIS

  • Aiming at reducing deaths and injuries involving construction crane operations, OSHA has recently updated its 40-year-old crane safety standards with new rules addressing the use of cranes and derricks in construction. The goal of this change in rule is to deal with the leading causes of fatalities related to crane and derrick operations. Employers in the construction industry are mandated to ensure that employees in the work zone are trained to recognize hazards associated with the use of the equipment and any related duties that they are assigned to perform. However, those responsible at construction sites for the supervision and management of safe crane operations often lack the integrated knowledge of the standards, regulations and best practices for conducting or supervising daily, monthly, or quarterly inspection of cranes. As such, proper planning, management and implementation of crane operations, including inspections are just as paramount to reducing accidents on the construction site. It is important that engineers responsible for the management and planning of crane operations understand the latest OSHA crane and hoisting standards to ensure a safer work environment is maintained. Many on site engineers overseeing crane operations do not have adequate training, experience, and knowledge of the inspection requirements to assess safe crane operation and too often rely on the crane operator's judgement. This paper highlights recent research effort in defining significant changes in new crane and hoisting standards and provides basis for safety construction operations.

주요국 식품안전 조직 및 주요정책 (Selected countries' food safety agencies and policies)

  • he safety and quality of the food supply are governed by a complex system and food safety management is one of the most important tasks of every government and government agency. Different types of policies have been developed and emplyed to address current and upcoming challegnes. In many counties including South Korea, much effort has been made to reform food safety system including organizational transformation and policy change. Food safety agencies including their history in four countries -U.S., England, Japan, and EU- are reviewd and major policies which have been recently employed by thses four contries are also examined. Additionally, the report of EU food safety and nutiriton in 2050 is introduced and scenarios of future change and policy responses in the report are exmained. Lastly, insight into this issue is given based on review of organizational transformation and major policies in four countries.

이례상황 스트레스에 따른 심리적 피로가 안전행동과 사고에 미치는 영향: A지하철 기관사를 중심으로 (The Effect of Psychological Fatigue Caused by Emergency Stress on Safety Behavior and Accidents: Focused on the Subway Train Drivers)

  • This study highlights the theme of human error of train drivers, conducting empirical analysis on the relationship between emergency stress, psychological fatigue, safety behavior, and accident. The hypothetical test results based on questionnaires received from 223 train drivers working at A subway firm indicate that emergency stress shows a significant positive effect on psychological fatigue, which in turn shows a significant negative influence on safety behavior. And safety behavior is shown having a significant negative relationship with accident. These results suggest the necessity of corporate-level approaches to depict the drastic causes of drivers' emergency stress, and to effectively manage this stress, as well as the necessity of making effort to enhance safety behavior, and to prevent or reduce accidents.

건설안전을 위한 P.S.M. 기법에 관한 연구 (A Study on the P.S.M. system for the Construction Safety)

  • In order to introduce P.S.M. system adequate to domestic construction first, many cases similar to advanced foreign P.S.M. system have been collected and compared to the domestic situation. Then, the current safety management status of bridges, subways, apartment and office building construction are investigated while visiting interview, using questionnaire at site have being done. The potential hazard and measurement have been investigated for each kind of works, and the domestic introducing method of P.S.M. system is analyzed with expert discussion. In order to represent how to make out P.S.M. plan, the questionnaire is made out using each five place for bridge, subways, apartment and office building. As the weight factor for potential hazard of each work obtained from more than forty site places, is produced and shown. Also, a direction the recommendation is suggested to improve tool in each construction site with work schedule. It is thought that proposed schedule contributed to keeping in safe business administration of each company in decreasing many effort at the construction site.

A plant-specific HRA sensitivity analysis considering dynamic operator actions and accident management actions

  • The human reliability analysis is a method by which, in general terms, the human impact to the safety and risk of a nuclear power plant operation can be modelled, quantified and analysed. It is an indispensable element of the PSA process within the nuclear industry nowadays. The paper herein presents a sensitivity study of the human reliability analysis performed on a real nuclear power plant-specific probabilistic safety assessment model. The analysis is performed on a pre-selected set of post-initiator operator actions. The purpose of the study is to investigate the impact of these operator actions on the plant risk by altering their corresponding human error probabilities in a wide spectrum. The results direct the fact that the future effort should be focused on maintaining the current human reliability level, i.e. not letting it worsen, rather than improving it.

  • 안전성 향상을 위한 노력에도 불구하고 연구실험실에서의 화재, 폭발 등 각종 사고가 지속되고 있으며, 이에 따른 인명 및 재산 손실 또한 상당한 수준에 이르고 있다. 실험실 사고는 비슷한 유형의 사고가 주기적으로 반복되는 특성을 가지고 있으며, 안전성 향상을 위한 예방적 차원의 안전관리 체계가 절실하게 요구된다. 연구실험실 종사자들은 앞으로 국가의 과학기술 발전에 이바지할 젊은 과학자들로서 국가적 관점에서 상당한 손실이 아닐 수 없다. 따라서 본 연구에서는 과거의 사고 및 연구실 안전관리에 대한 연구의 분석결과를 기반으로 연구실험실에 상존하는 잠재적 위험성 저감 및 안전성 향상을 위해 요구되는 안전관리 중점요소들을 파악하였다. 궁극적으로 근본적인 실험실 안전성 향상을 위해 실험실 안전관리 매뉴얼, 실험실과 관련한 관리 시스템, 교육관리 시스템, 화학물질관리 시스템 및 실험실 자체안전점검 시스템으로 이루어진 화학 및 화학공학 실험실에 적합한 실험실 안전관리 시스템을 제안하여 실험실의 안전성 향상을 꾀하고자 하였다.
