A Study on Enforcement Effects of Radiation Safety Control Regulations for Diagnostic X-ray Equipments (진단용 방사선안전관리 현황에 관한 연구)

  • The purposes of this study are to analyze the realities after enforcements of safety control regulations for diagnostic X-ray equipments and to suggest means for an improvement of low radiation safety control. A questionnaire survey for medical radiologic technologists was carried out to determine enforcement effects of the safety control regulations. The results of analysis from the survey are as follows. That is, most of the respondents realized the importance of the radiation safety control system, but about a half of them revealed that the regulations were not well observed in accordance with their purposes. Only 43.9% of the respondents took an active part in quality control and safety control of radiation. And respondents responsibility, sex, age, and knowledge for safety control were important indicators for observations of the regulations. Trainings for the safety control regulations are needed to ensure safety control and proper usage of diagnostic X-ray equipments. And management of organizations using diagnostic X-ray equipments have to understand and stress the importance of radiation safety control system.

  • In spite of the increasing construction of segmental PSC box girder bridges, the techniques associated with real-time monitoring, construction control and safety assessment during construction have been less developed compared with the construction techniques. Thus, the development of an integrated system including real-time measurement and monitoring, control and safety assessment system during construction is necessary fur more safe and precise construction of the bridges. This study presents a prototype integrated monitoring system for preventing abnormal behavior and accidents under construction stages, that consist of behavior control system for precise construction, reliability-based safety assessment system, and structural analysis. Also, a prototype software system is developed on the basis of the proposed model. It is successfully applied to the Sea-Hae Grand Bridge built by FCM. The integrated system model and software system can be utilized for the safe and precise construction of segmental PSC bridges during construction.

  • Related to the on-going "Train Control System Project of Pilot Line Construction for Urban MAGLEV Train", activities by each phase shall be conducted to achieve SIL4 level and obtain safety certification from the Independent Safety Assessment(ISA), based on the IEC standards((IEC 62278/62279 and IEC 62425) for the first time in Korea. This thesis describes the introduction of IEC standards, system assurance activities (such as plan, analysis, test, verification and validation) in compliance with requirements management and project life-cycle and relations with the safety assessment activities; and certification activities (such as document reviews and audits) through system RAMS activities, software quality assurance activities and safety assessment, for the purpose of achieving a successful safety certification at the time of completing the project as system assurance activities including software and safety certification activities in order to acquire the safety certification for train control system which does not exist at all in domestic cases. It is believed that overall system safety assurance activities in this project will contribute to develop more upgraded products of the domestic train control system on the quality and safety point of view, find overseas markets and establish a bridgehead in the future.

  • The government of South Korea has made great efforts in the area of railway safety management by means of a railway safety law and an integrated railway safety plan established in 2004 after the Daegu subway fire accident. However, after certain railway incidents, a reactive railway safety management system has been implemented that has led to fatal accidents caused by the collision, derailment, and fire every year. Hence, this study is intended to propose a framework that integrates data from distributed detection devices into a real-time railway safety monitoring and control system for proactive safety management. Furthermore, we will provide a future development direction for safety performance monitoring indicators to determine whether the railway safety monitoring and control system works effectively. The proposed framework is expected to be a cornerstone for the real-time railway safety monitoring and control system to be implemented in the future.

  • Interlocking signalling system plays key role as core system to manage railway operation. The core role of railway operation is to control routing, displaying signal and regulation for train. Interlocking system relate tightly to railway accident because collision and derailment is sometime taken place wrong route setting and signal displaying. Safety activity for interlocking system is inevitable to avoid the accident over its life cycle. The safety activity includes hazard identification and analysis, safety requirement allocation, safety plan, safety activity and ao on. The safety activity need a broad wide range work. In this paper, we concentrate on hazard identification for generic interlocking system and programmable electronic interlocking system and compare between two results. The hazards will be used for safety activity.

  • Non-functional requirements plays a critical role in designing variety of applications domain ranges from safety-critical systems to simple gaming applications. Performance is one of the crucial non-functional requirement, especially in control and safety systems, that validates the design. System risk can be quantified as a product of probability of system failure and severity of its impact. In this paper, we devise a technique to do the performance analysis of safety critical and control systems and to estimate performance based risk factor. The technique elaborates Petri nets to estimate performability to ensure system dependability requirements. We illustrate the technique on a case study of Nuclear Power Plant system. The technique has been validated on 17 safety critical and control systems of Nuclear Power Plant.

  • ADAS(Advanced Driver Assistance System) which is developed for alleviating driver's load has become improved with extending it's role. Previously, ADAS offered simple function just to make driver's convenience. However, nowadays ADAS also acts as Active Safety system which is made to release and/or prevent accidents. Longitudinal control system, as one of major parts of Active Safety System, is assessed as doing direct effect on avoiding accidents. Therefore, many countries such as Europe and America has pushed longitudinal control system as a government-wide project. In this paper, it covers the result of evaluation system and vehicle evaluation for development study in FCW, ACC and AEB.

  • In this paper, we select evaluation criteria by construction progress, classify into several categories, and regard potential danger which often occurs, as a evaluation criterion. Further step is to allow workers or collaborated companies to express their expert opinions or experiences and to encourage quality and process control and autonomous safety control by applying PSM method. The reason why PSM method should be quantitative and substantial progress is because it contributes Korean constructing companies to enhancing their safety control ability and to taking an equal stance just like developed countries,' thereby strengthening there competitive edges. Boost of safety control system by PSM method will make an enormous contribution to preventing construction accidents on the site by establishing and securing an autonomous safety control system.
