국가화재안전기준(NFSC)의 제·개정 시스템 개선에 관한 연구 (A Study on the Systemic Improvement for the Enactment and Revision of the National Fire Safety Code)

  • 화재안전기준은 소방시설법 시행령 별표1에서 규정하고 있는 소방시설에 대한 설치방법 및 기술적 기준을 규정한 것으로 공공의 안전확보와 화재예방을 위한 근간으로서 그 역할을 수행하여왔다. 그러나 현행의 화재안전기준은 성능 기준과 기술기준이 혼재되어있는 형태로 장기간의 개정 절차와 제도적인 경직성으로 인해 기준의 제·개정이 신속하게 진행되기 어렵다. 또한, 기준을 제·개정하고 유지관리 할 수 있는 전문적 상임 독립기구의 부재로 인해 전문성 유지에 한계가 있으며 그 외에도 총의(總意)성, 공개성, 일관성이 결여되는 문제가 있다. 따라서, 이러한 문제점을 극복하기 위해 본 연구에서는 화재안전기준의 변천 및 운영 현황, 법적 성질 및 법적 현황 그리고 제·개정 시의 문제점을 살펴보고 국내·외 유사 기술기준의 운영사례를 비교 분석하여 화재안전기준의 제·개정 시스템을 개선하고자 하였다. 이것을 나타내면 다음과 같다. 첫째, (현(現))국가화재안전기준을 법적 성능 기준과 기술적 세부기준인 기술기준으로 분류한다. 둘째, 기술기준의 제·개정 주체를 기존의 국가에서 민간으로 이양시킨다. 셋째, 기술기준을 사용자 중심의 코드 시스템으로 정비하는 것이다.

미세가공 정전용량형 초음파 탐촉자 개발(I) - 진동 막 거동 분석 (Development of Capacitive Micromachined Ultrasonic Transducer (I) - Analysis of the Membrane Behavior)

  • 본 연구는 고효율 비접촉 초음파 송수신이 가능한 미세가공 정전용량형 초음파 탐촉자(cMUT)를 개발하기 위한 기초연구로 수행되었다. cMUT의 주요 구성요소인 미세 진동 막의 거동-총진 주파수, 막 변위, 막 붕괴 변위, 막 붕괴전압-을 이론적인 해석과 유한요소해석을 이용하여 분석하였다. 진동 막의 두께와 크기, 희생층 두께, 전극의 두께와 크기 등과 같은 cMUT의 설계인자를 검토하였다. 분석결과 진동 막의 공진주파수는 진동 막의 두께가 증가함에 따라 증가하였으며 직경에 따라서는 감소하였다. 직류 바이어스 전압이 증가함에 따라 진동 막의 변위는 증가하였으며 진동 막의 붕괴전압을 분석하였다.

  • 본 연구는 선행연구의 결과를 바탕으로 cMUT를 개발하여 그 특성을 분석하기 위하여 수행되었다. 미세 반도체 제작공정을 적용하여 cMUT를 제작하여 단면특성을 측정하여 분석하였다. 제작된 cMUT의 미소 진동 막의 변위를 측정할 수 있는 마이켈슨 위상변조 간섭계를 구성하여 측정결과와 이론적인 해석결과와 비교하였다. cMUT의 초음파 특성을 분석하기 위하여 송수신 시스템을 구성하였다 비접촉 방법으로 cMUT에 의해 발생되는 초음파 신호를 수신하여 수신파형의 특성을 분석한 결과 양호한 주파수 특성을 나타내었다. 본 연구에서 개발된 cMUT는 향후 비접촉식 초음파 응용분야에 다양하게 활용될 것으로 판단된다.

유해·위험물질 취급 화학실험실 관리 기준 정립 및 체계 개선에 관한 연구 (Study on Establishment of management standards of Chemistry laboratory handling harzadous substances and improvement of system)

  • There are more than 30,000 chemical substances handled in domestic university laboratories. Among them, hazardous materials are selected and managed as designated substances by the standards of 19 Ministries and 16 Acts. However, domestic safety-related laws and regulations are used to manage industrial risk factors based on industrial activities. In case of installing a university chemical laboratory in accordance with the installation standards applicable to general workplaces. It is not suitable to use as a laboratory installation standard that can be applied to a chemical laboratory installed at a university such as a problem occurs in applying to a university using a small quantity of dangerous substances in a small amount. In order to establish the laboratory structure and facility standards that are appropriate for the laboratory characteristics and apply systematic laboratory safety, the National Security Administration shall apply the special handling standard of chemical experiment to places where handling less than 30 times the designated quantity of chemical substances for chemical experiments. On August 2, 2016, the regulations for the enforcement of the Dangerous Goods Safety Management Act and the standards for the structure and facilities of the university chemical laboratory were enacted. In this study, we investigated the domestic chemical substances laws and regulations to determine the chemical substances that are over-regulated in the relevant laws, and define them as substances against accidents. The management criteria for the substances were analyzed. The R value for the designation of the designated quantity by the concept of the space in the management standard was calculated.

Influence of Safety Valve Pressure on Gelled Electrolyte Valve-Regulated Lead/Acid Batteries Under Deep Cycling Applications

  • Cycle life tests have been carried out to evaluate the influence of safety valve pressure on valve regulated lead/acid batteries under deep cycling applications. Batteries were cycled at 5 hour rates at 100% DOD, and safety valve pressure was set to 1.08 and 2.00 bar, respectively. The batteries lost 248.3 g and 235.3 g of water for each case after about 1,200 cycles, but the cyclic performances of the batteries were comparable. Most of the gas of the battery during discharging was hydrogen, and the oxygen concentration increased to 18% after 3 hours of charging. The micro structure of the positive active materials was completely changed and the corrosion layer of the positive grid was less than $50{\mu}m$, regardless of the pressure of the safety valve after cycle life tests. The cause of discharge capacity decrease was found to be water loss and the shedding of the positive active materials. The pressure of safety valve does not give little effect to the cyclic performances and the failure modes of the gelled electrolyte valve-regulated lead acid batteries.

  • For the world's safest air traffic, safety-related areas through the large investment made in a sufficient safe level, but the airport's lack of safety management is concerned about the safety. Airside area is essential area for the flights, and activities of safe management in airside area is very important. Grafting of airside safety management and IT, importance of the safety and efficiency is growing. Advanced airports of world has applied GIS over 10 years ago, and through applying GIS, Airports GIS has been a specialized area. Therefore, this research is for geographic information standards and related laws, providing a guideline of regulations and standards for AIXM (Aeronautical Information Exchange Model), RTCA DO-272A (USER REQUIREMENTS FOR AERODROME MAPPING INFORMATION), FAA Advisory Circular 150/5300 -18A (General Guidance and Specifications for Submission of Aeronautical Survey to NGS: Field Data Collection and Geographic Information System Standards), and by analyzing aviation information and air map(notice "Civil Aviation Safety Authority No. 2009-1"), provide the direction of standardization for air map.

이륜자동차 스탠드/번호판/튜닝금지 안전기준에 관한 연구 (Investigation of Safety Standards for Motorcycle Stand, Rear Registration Plate and Anti-tampering Measures)

  • Recently, many drivers of two-wheeled motorcycles in leisure and express delivery industries etc. brought increasing issues for the motorcycle safety. This paper has studied the structural safety of two-wheeled motorcycles considering the regulations for stand, rear registration plate and anti-tampering measures. The authors have investigated and compared a variety of international and domestic regulations and specifications for structural safety of those components. Detailed experimental procedures of stand, mounting for rear registration plate and anti-tampering measures are proposed to secure the two-wheeled motorcycle safety and the outcomes of this study can be used to confirm the Korean motor vehicle safety standards.

  • Fire and smoke can from a small ignition source develop rapidly. Active systems in combination with Passive Fire Protection measures will offer highest safety standards to the building's developers and occupants. Nevertheless, the fire growth is very unpredictable and it is therefore essential at the planning stage that tested solutions are well selected according to National codes and later on installed by qualified contractors to ensure optimum performance. This demonstrates that Passive Fire Protection as safety measure cannot be neglected. Recent fire cases all over the world still proof that fire can develop any time and any where even in countries of high safety standards.
