Related to the on-going "Train Control System Project of Pilot Line Construction for Urban MAGLEV Train", activities by each phase shall be conducted to achieve SIL4 level and obtain safety certification from the Independent Safety Assessment(ISA), based on the IEC standards((IEC 62278/62279 and IEC 62425) for the first time in Korea. This thesis describes the introduction of IEC standards, system assurance activities (such as plan, analysis, test, verification and validation) in compliance with requirements management and project life-cycle and relations with the safety assessment activities; and certification activities (such as document reviews and audits) through system RAMS activities, software quality assurance activities and safety assessment, for the purpose of achieving a successful safety certification at the time of completing the project as system assurance activities including software and safety certification activities in order to acquire the safety certification for train control system which does not exist at all in domestic cases. It is believed that overall system safety assurance activities in this project will contribute to develop more upgraded products of the domestic train control system on the quality and safety point of view, find overseas markets and establish a bridgehead in the future.

Recently, the risk of safety accidents in the coastal zone has been increased due to revitalization of marine leisure and tourism. The effective measures, however, to prevent safety accidents in the coastal zone have not taken with increasing rate of the accidents. The nature of land and sea should be taken into account properly when the countermeasures to prevent the safety accidents in the coastal zone are devised, since the characteristics of land and sea are mixed in the environmental condition of the coastal zone. Through the field survey, this study analyzes the current problems on the safety in the coastal zone. Also, it suggests the future direction of the safety standards in the coastal zone on the basis of the safety improvement direction in the coastal zone.

This study focuses on analyzing medical device standards and regulatory requirements in the medical device industry, based on the Medical Device Act in Korea. The objective of this analysis is to determine whether the domestic standards for medical devices in Korea align with international and regional standards. Furthermore, it aims to identify the current application of domestic standards in ensuring the safety and essential performance of medical devices. The analysis revealed that out of a total of 281 domestic standards, 127 standards reference international standards. In terms of the application of domestic standards to specific items, there were 473 types of instruments/machines, 30 types of medical supplies, and 45 types of dental materials. However, the level of compliance with international standards among the domestic medical device standards was only 21%. Upon detailed analysis, general and collateral standards accounted for 24%, while particular standards accounted for 19%. This indicates a significant deviation from the latest international standards. On the other hand, the level of compliance with international standards was analyzed to be 60% for particular standards and 72% for general and collateral standards in Korean industrial standards (KS). Considering these results, the disparities between domestic standards and international standards underscore the need for discussions on domestic medical device regulation and standardization. In conclusion, this study emphasizes the significance of maintaining up-to-date medical device standards and ensuring their alignment with international standards to ensure the safety and quality of medical devices. The findings highlight the necessity for further efforts to strengthen the domestic standardization system in order to promote the development of safe and high-quality medical devices.

The grounding of an electrical system is one of the essential elements for public safety. Domestic practice of grounding system design has been to get grounding resistance values which are classified by facilities or equipment in the regulations. But the concept of grounding system design of IEC is, as a main factor of safety index, to consider touch voltage and step voltage instead of the resistance value itself. Recently IEC actively develops or revises safety related standards which are essential for the grounding system performance. In this paper, we present the recent trend of the international standards on the safety criteria for Electric Shock Protection.

This paper discusses the standards for disaster prevention and safety management of rail tunnel. The purpose is to establish safety management standards and methods of disaster prevention for each underground traffic spaces, after the full revision of the cause of accidents and its effects, the function and selection of safety equipment, and the efficiency and convenience of maintenance, standards based on prevention and reduction is proposed to reaction to disaster.

In spite of frequent defect in industrial boilers, life assessment or diagnostic method for them has not been actively studied. In this research, SS400 carbon steel used in industrial boilers is simulated with artificial aging heat treatment. To do qualitative life assessment, differences in micro-structures and hardness of SS400 by the degradation time are studied. In addition, variation in material properties by aging was observed with the tensile test at room temperature and $179^{\circ}C$ and changes in ductile to brittle transition temperature was observed with the charpy impact test performed at several test temperature.

This paper dealt with developing conceptual model for making public policy on consumer product safety. The matters of consumer safety, public health and environmental protection are essential parts of making policy for consumer products. Moreover, policy authority should consider all measures based on consumer safety. In the process making regulations, policy authority has to have some methods to prevent errors on treating eligible persons as persons disqualified under uncertainty decision making of public policy. To recognize and ensure fairness on public policy, policy authority needs to establish basic policy making and fundamental concepts. Therefore, we developed conceptual model for consumer products safety, CPSPcon in this paper. The conceptual model is one part of SSM(Soft System Methodology) and can support specific policy target. The CPSPcon model can assist in evaluation of responses to an adapting or considering model.

In this study, international standards in disaster management and the management of the relevant International Standards Organizations(ISO), in particular ISO / TC 292 (Security- Safety) research subcommittee to look at international standards of relevant international standards for disaster management trends, each international domestic law related to the standard were researched. National Disaster Management Authority as a Ministry of Public Safety and Security (formerly the National Emergency Management Agency) has continued to prepare a plan for applying national disaster management relevant to the international standards. As the disaster management international standard continues to be established, disaster management agencies need to continue to keep pace with the international community to find ways to introduce international standards.

Purpose: This study aimed to identify the current status of school safety education and the differences in knowledge and practice of middle school students. Methods: A structured questionnaire was distributed to 418 middle school students in J province. The questionnaires consisted of 35 questions on the status of school safety education as well as the four school safety education domains of first aid, disaster safety, traffic safety, and daily life. Data were analyzed using frequency analysis, cross-tabulation analysis, a t-test, analysis of variance, and Pearson's correlations. Results: Awareness regarding the top seven standards for school safety and interest in school safety education were both relatively low. Among all the different kinds of safety accidents, those related to school violence(33.8%) and life safety(24.9%) were experienced the most in school. A more pleasant school life and better peer relationships led to interest in school safety(p=.000)(p=.000), awareness regarding the top seven standards for school safety(p=.022)(p=.009), adoption of coping measures(p=.000)(p=.000), and practice(p=.000)(p=.000) in case of safety accidents(p=.000)(p=.000). Conclusion: To increase awareness regarding the seven standards for school safety education and raise interest in safety education, it is necessary to cultivate experts and actively utilize them and to prepare systematic and continuous school safety education programs.
