Development of a Risk Analysis Assessment Models for the Construction Projects (건설공사의 위험도 분석평가 및 모델개발)

  • Even though the recent construction safety disasters not only result in the loss inside construction sites but also become to a large public disasters, safety activities are managed in an irrational way and safety rules are ignored in the construction sites which leads to occur same type of disasters repeatedly. In this paper, a fuzzy set theoretic approach to risk analysis is proposed as an alternative to the techniques currently used in the general construction projects safety. Then the concept of risk evaluation using linguistic representation of the likelihood, exposure and consequences is introduced. A risk assessment model using approximate reasoning technique base on fuzzy logic is presented to drive fuzzy values of risk and numerical example for risk analysis is also presented to illustrate the results.

  • This study performed qualitative and quantitative risk assessment of equipment for evaluating the protocol of hydrogen refueling stations and suggested measures to improve safety. Hazard and operability study was performed for qualitative risk assessment, and Hy-KoRAM was used for quantitative risk assessment. Through a qualitative risk assessment, additional ventilation devices were installed, simultaneous venting of the storage container was prohibited, and the number of repeated refilling of the evaluation equipment was identified to manage the number of fillings of the container. Through quantitative risk assessment, the area around the device was set as a restricted area when evaluating the station, and measures were suggested to reduce the frequency of accidents.

Improvement for practical application of Risk Assessment in shipbuilding industry (조선업 위험성평가 실용을 위한 개선 방안)

  • Subcontracting business than the contracting business in shipbuilding industry is a lot of hazardous job and highly accident because of highly work intensity. In order to prevent the accidents, there is a need to analyze characteristic. of shipbuilding, to apply measures of risk assessment. In this paper, I suggested an improvement of the risk assessment through the actual condition research in shipbuilding industry. In the research method, I analysed accidents occurred until 2011-2013. Carried out the actual site survey while two weeks in May 2014. As a result, 1) The main pattern were caught-in or between, fall on the high level according to analyzed accidents. 2) To apply the weight show clear of magnitude for risk assessment. 3) Risk estimation of risk assessment is desirable to be quantization by accidents analysis, and to be greater than or equal to 4 steps.

Development of the Safety Management Risk Assessment Factors and Indicators for Coastal/Offshore Fishing Vessels (연근해어선의 안전관리 위험성평가 인자 및 지표개발)

  • Although the Korean government (Ministry of Ocean and Fisheries) and related organizations are enforcing many policies to improve the marine safety of vessels with weak safety management, the effectiveness of each policy is deficient due to the lack of a risk assessment method for ship safety management. Most previous studies in Korea of the risk assessment of ships only dealt with fragmentary risks of individual marine accident risks, so a new assessment method for comprehensive marine accident risk is needed. Examples of comprehensive risk assessments for ship safety management are the selection method for inspection targets by the Port State Control and the Norwegian Maritime Authority. In this study, indicators for the comprehensive risk assessment of ship safety management were developed for and applied to coastal/offshore fishing vessels that occupy a high proportion of the registrations and marine accidents in Korea. As a result, the risk of each ship was confirmed quantitatively, and a ranking of the weakness factors for ship safety management was identified.

Sample Size Estimation for Risk Assessment and Monitoring Based on Heavy Metal Monitoring Data from Food Items (위해평가 및 모니터링 수행을 위한 표본크기 추정연구: 식품 중 중금속 모니터링 데이터를 중심으로)

  • This study aimed to calculate the required sample size to monitor food items during risk assessment studies. Based on a data set from a previous study (2,400 data points for heavy metal assessment from 17 food items), the required sample size was estimated by using a single equation with the standard deviation value, error range, and 95%-99% confidence intervals. The required sample size was calculated with each of the heavy metals for the assessment. The results showed that cadmium, lead, and mercury of required sample sizes for further monitoring were range of 7-90, 7-1, 062, and 11-238, respectively. We found that the required sample size varied depending on the standard deviation of the previous monitoring data. This study provides a basic method to determine the minimum sample size required in food monitoring to devise practical sampling strategies.

A Study on the Priority for the Hazard and Risk Evaluation of Chemicals (HREC) According to the Industrial Safety and Health Act (ISHA) (산업안전보건법 상 관리수준 검토를 위한 화학물질 유해성.위험성 평가대상 후보물질 선정에 관한 연구)

  • Object: The aim of this study is to suggest a list of priority chemicals for the Hazard & Risk Evaluation of Chemicals (HREC) controlled by the Industrial Safety and Health Act (ISHA). Method: Screening assessment was done for 642 chemicals whose exposure threshold limit values were set by the Ministry of Employment and Labor (MOEL). Hazard data were collected from Korea Occupational Safety & Health Agency (KOSHA) and/or other toxicity database. Exposure data were obtained from KOSHA internal database. The hazard and exposure scores of chemicals were listed by order of priority in accordance with GHS classification and exposure index data. Result: From the result of screening risk assessment for 642 chemicals, we extracted a list of 13 priority chemicals for HREC performed by the ISHA. A priority list of 27 chemicals which have carcinogen, mutagen and/or reproductive toxicity but not controlled by the ISHA was suggested for additional evaluation as "chemicals for special management".

Expected Damage Analysis of Risk Exposure Object by Violation Rate of Safety Distance in Explosion of Ground Type Magazine (지상형 탄약고 폭발 시 안전거리 위반율에 따른 위험노출대상의 피해 수준 분석 연구)

  • Of the Korean military's 3,959 ammunition depots, 1,007 - more than 25% - violate safety requirements for distance and equipment. There is a risk of explosion in old depots that are vulnerable to various interior and exterior accidents. This paper examines 10 scenarios, with varying values for ammunition amount and safety distance. The study calculated the overpressure that can be applied to risk-exposure objects, based on the safety distance; expected damage was predicted using constructed spatial information from 3D explosion simulations. The simulations confirmed that explosion overpressure increased the most when the safety distance violation rate increased from 80% to 90%. It also confirmed that secondary damage such as fire and explosion can cause casualties and property damage when the violation rate is 60% or higher. The results show that building collapse becomes a risk with a violation rate of 70% or higher. We conclude that taking ammunition depot safety distance violation into account when planning military facilities and their land utilization could better protect life and property.

  • In this study, a new technique for detecting near miss using 4M risk assessment method is suggested. Until now, the safety education with instances of near miss has just been progressed in most industrial settings, without any systematic guideline. By menas of appling 4M risk assessment method, the organized technique, which could effectively manage the fundamental prevention of industrial accident in advance, is developed. The organized technique of near miss-management suggested in this study will take an effective role in basically expanding the application of risk assessment method, as well as in contributing the activity of zero-accident as a safety guideline in hazardous workshops.

  • In railway system, the first step of safety managements is the identification of current safety level. Among many safety indexes, risk concept is the prevailing and most effective one in many developed countries for the safety management. But many requirements such as, accident classification rule, risk levels or broadly acceptable regions, safety cost benefit analysis, VPF, equivalent fatality and failure database are needed for the application of risk concept in railway. Basic requirements for the application of risk concept on railway safety improvements are derived in this study.

Safety Management Information System in Plants Construction Work (플랜트 건설공사의 안전관리 정보시스템 개발)

  • There are insufficient models that find problems and solutions for accident prevention through risk assessment and suggest safe work process and work instruction from foundation works to finish work for accident decrease. This paper presents a quantitative risk assessment model by analysis of risk factors in each process such as appurtenant works, temporary works, structural works, equipment work, finishing work and etc based on accident examples and investigation on actual condition in plants construction work. In addition, the safety management system was developed to perform risk assessment of plants construction and use it for effective safety training for labor.
