Because voyages of large ship applies electronic chart, electronic chart standardization takes a peak importance in navigation safety. Currently the standard electronic chart follows the form S-57 but is currently establishing S-100 as the new Transfer Standard for Digital Hydrographic Data. S-100 was determined by IHO about Transfer Standard for Digital Hydrographic Data in 2010 years. Hence as S-100 takes place as the new standard for the safety of ocean vessel activities, the electronic chart, which was previously based on S-57, would be in avail only after it follows the new S-100 form. This paper discusses analyzations of metadata thorugh S-57 record and field, and study a system which creates S-100 Metadata.

ECDIS라 함은 국제해사기구의 ECDIS 성능 표준과 그 밖에 다른 표준을 준수하는 항해용 전자해도 시스템으로 정의되며 전자해도와 각종 항해관련 정보를 제공하여 안전한 항해를 하고자 하는 것이 목적이다. 최근에 IHO에서는 더욱 더 안전한 항해와 전산환경의 변화로 인하여 기존의 전자해도 S-57 표준과는 다른 확장된 개념의 S-100 표준을 공표 하였다. 이 연구에서는 차세대 전자해도 표준에 맞는 ECDIS S/W 구성을 형상화하여 차세대 ECDIS S/W 의 모델로 제시하고자 한다.

해양데이터 표준인 S-57을 대체하고, S-57 의 한계를 극복하기 위해 개발된 표준인 S-100은 유연성이 부족한 S-57표준의 한계점을 극복하고 다양한 도메인들의 데이터들을 조화롭게 표현하기 위해 개발을 시작하였다. 현재 몇몇의 국제기구에서 다양한 S-100 기반 제품이 생산됨으로 해서 S-100의 개념 중 하나인 '조화로운 데이터 표현'에 대한 화재가 떠오르고 있다. IHO에서는 이러한 문제해결방법을 상호운용성(Interoperability)라고 명명하고, S-100기반 제품들을 조화롭게 표현하는 방안을 4단계로 구성하여 제시하고 있다. 본 논문에서는 IHO에서 제공하는 상호운용성 표준을 분석하고, 4단계 중 제품간 객체 의미 분석을 통하여 객체의 표현법을 지정하는 2단계까지를 구현하였다. 또한 구현을 통하여, 상호운용성 표준 개발 상황을 확인하고, 향후 진행방향에 대하여 연구하였다.

해상에서의 데이터는 디지털 수로데이터 교환 표준인 국제수로기구(IHO, International Hydrographic Organization)의 S-57을 기반으로 제작된다. 그러나 S-57은 지리정보 외의 정보를 표현하는데 한계를 나타내었다. S-57의 한계를 극복하기 위하여 다양한 해양데이터를 활용할 수 있는 시스템 체계로 수로 데이터를 위한 데이터 모델과 규격을 정의하는 S-100을 제정하였다. S-100을 기반으로 하여 수로데이터를 위한 표준으로 S-101을 제정하고 있으며, 데이터 검색 및 활용을 위한 메타데이터도 포함하여 구성하였다. S-101의 개발에 따라 S-57전자해도를 S-101전자해도로 변환이 요구되고 있으며, 이와 함께 메타데이터에 대한 변환도 필요하다. 본 논문에서는 S-57의 메타데이터 요소와 S-101의 메타데이터 요소를 비교 분석하여 메타데이터 변환모델을 제시하였다.

IHO S-57 is the standard intended to be used for the exchange of digital hydrographic data between hydrographic offices, and for the distribution of hydrographic data to manufacturers. mariners and other data users. But it was primarily developed to meet the ENC requirement called for in an IMG-compliant ECDIS. As presently structured, it cannot support .future requirements such as gridded bathymetry or time-varying information. To improve this limitations, IHO is developing new digital hydrographic standard, S-100. In this paper, we analyze the S-100 standards and propose the method for development of digital hydrographic data according to S-100.

With recent technological advances in the shipbuilding industry, vessels have been improved in size and performance. As a result, an accident such as grounding, caused by a single ship-to-ship collision, could lead to a large-scale maritime disaster. Considering the seriousness of the situation, the international community has been consistently updating the standards for Electronic Navigational Chart(ENC) to improve the maritime safety. S-57, the existing ENC standard governed by the International Hydrographic Organization(IHO), includes standards for generating conventional binary-type ENC data sets. The S-57 standard, however, has not been updated since the release of Version 3.1 in December 2000. Since then, the standard has failed to reflect technological development regarding maritime spacial information, which has been consistently improving. In an effort to address this concern, the IHO designated S-100, i.e., the next-generation ENC production standard. S-100 differs from S-57 in data exchange type. Contrary to the conventional ENC standards, which use binary-type data, S-10X, based on the next-generation ENC standards, uses ENC data composed of Feature Catalogue, Portrayal Catalogue, and GML. Considering this fact, it is necessary to update S-58, the ENC validation check standard, or designate a new standard for ENC validation checks. This study is developed own software to implement validation checks for new types of data, and identified improvement points based on the test results.

S-57 포맷으로 기술된 전자해도는 바다에 대한 디지털 지도로서 해안선, 수심, 항로표시 등과 같은 다양한 정보를 표현하고 있다. 이러한 전자해도는 주로 선박의 항해라는 특수한 목적으로만 사용되어 왔고, 전용의 시스템을 통해서만 이용할 수 있는 단점이 있다. 또한, S-57이라는 특수한 포맷으로 기술되어 있기 때문에 다양한 활용이 어렵다는 문제점을 가지고 있다. 이러한 전자해도를 손쉽게 이용하고 해양정보시스템의 기반 데이터로 활용하기 위해서는 범용의 표준 포맷으로 변환할 필요가 있다. 이러한 범용 표준으로 OGC(Open Geospatial Consortium)에서는 지리정보를 효과적으로 표현할 수 있는 XML(eXtensible Markup Language) 기반의 GML(Geography Markup Language) 표준을 발표하였다. 이에 본 논문에서는 선박의 항해에만 제한적으로 사용되던 전자해도를 손쉽고 다양한 활용이 가능하도록 GML로 변환하고 관리하는 방법을 제한한다. 즉, S-57 포맷의 전자해도를 GML 포맷으로 변환하고, 변환된 GML을 데이터베이스로 관리하는 시스템을 설계하고 구현하였다.

On the advent of digital era, ECDIS has emerged as a new navigation aid that should result in significant benefits to safe navigation. More than simply a graphics display, ECDIS is a new concept navigation system capable of providing integrated information of geographical and texual data. As an official vector data for ECDIS, ENC consists of spatial and feature data to describe objects in form of points, lines and areas. IHO published International Standards for ENC, such as S-52(Specification for Chart Content and Display Aspects of ECDIS and S-57(IHO Transfer Standard for Digital Hydrographic Data). This paper deals with the implementation of an EUC representation system which meets S-52 presentation specification and S-57 transfer standards by analyzing S-57 data structures and converting then to an appropriate internal data structures and representing them onto screen adopting S-52 presentation specification.

As the technical standard of hydrographic data was transferred from S-57 to S-101, a standard system was set up for producing the next generation ENCs but also various maritime safety information. ECDIS that display a S-57 ENC and include a navigation support function, should be developed considering new standard. S-10X data and e-Nav information can be used in this system. In this study, an implementation mechanism of S-100 standard was analyzed for design of navigation support system based on S-100. From the results, it was designed as loading module of S-10X data, display module of SENC, navigation supporting module. Also, this study considered a next generation ENC, a bathymetric grid data, an electronic nautical publication as an input information.
