Three-Round Delphi Study on the Value of Rural Residence in Later Life (노년기 농촌생활의 가치에 대한 델파이연구)

  • In this study was investigated the value of rural residence in later life from the personal, regional, and national perspective. For this purpose, a three-round Delphi technique was used to collect data through a series of surveys to obtain the consensus of a group of 38 experts in value of rural residence in later life in the future. In the first round was sent to them unstructured questionnaire and in the second and third round, the summarized results of the first and second round were delivered to rate the importance of each item for confirmation and validation of the results. Data were analyzed using content analysis and descriptive statistics. The major findings of this study are as follows: First, the personal, regional, and national value of rural residence in later life was selected 7 domains 23 items, 4 domains 22 items, and 3 domains 20 items respectively. Experts consented that the value from the personal perspective will be the highest among 3 perspectives. Second, as the value of rural residence from the personal perspective, it was showed nature-friendly life, physical health emotional serenity, lower expenditure, enjoyable filming, feeding the safe food, and etc,. As the value of it from the regional perspective was showed usage of retirees' speciality and experience to community development and the increase of recreational function in the rural. Also, from the national perspective, it was showed the sustainability of the rural, the establishment of welfare base, balanced development between regions. Based on these results, policy implications were discussed.

A Review on Rural Development Policies of the Participatory Government (참여정부 농촌개발정책의 회고)

  • This study has been carried out in order to examine the characteristics and rationales of the rural development policies of the President Roh Moo-Hyun's 'Participatory Government. The study is summarized into two different directions: characterization and rationalization. Characteristics of the government's rural development policies during the President Roh Moo-Hyun's 'Participatory Government (2003-2008) were three folds. First, the government has been more concerned with rural income level problems than those of living-environment standards. Second, the effect of the government's rural development policies has depended heavily upon both 'green tourism' and 'regional renovation'. Third, it has emphasized the applications of bottom-up approach particularly. This study found out a couple of problems about the rationales of the recent rural development policies; First, the developmental potentials and effects of policy measures which designate the rural green tourism, the regional renovation, and the bottom-up approach etc. were all over-estimated. Second, the structure of recent rural development policies was not vivid enough. Policy targets and measures have been proposed very vaguely; therefore, they have caused difficulties in identifying the actual feasibility and appropriateness of the rural development policies.

  • The purpose of this research was to develop evaluation index of regional development for producing potential values of rural regions besides agriculture on a commercial scale. Rural regions have potential values such as preserved nature and spatial advantages and so on. For regional development, potential values should be synthetically evaluated by objective and standard index for supporting decision. For evaluation of plural functions of rural regions, evaluation index of rural regions was developed based on rural amenity. Applicability of evaluation index was studied using GIS and natural break method.

  • The island areas have disadvantageous conditions compared to inland areas due to the characteristics which are separated, surrounded by seas, isolated. However, as the problems with separation that ultimately caused regional underdevelopment in island areas have been eased by the artificial works linking an island to land and the societal perspective on littoral districts has changed from productive view to consumptive view, the population trend in the island areas has been differentiated according to the regional conditions. But it is the reality that the population trend in the island areas has almost never been analyzed. In this regard, this study tried to analyze the overall demographic transition in eup/myon-level island areas and provide the basic data to establish flexibly and accurately regional development policies for island areas in rural As a result, as the regional conditions of island areas become more various, the potential and conditions of development have been differentiated and these trends will be more intensified. In response, the regional development policies for island areas in rural have to be reorganized actively.

  • This paper is intended to review the major problems of rural settlement development and attempts to find the direction to enhance the effectiveness of rural settlement development policies and strategies. Small amount of financial resources being mobilized, similar policies for rural settlement development have been implemented sectionally by the respective sectoral goverment bodies. It has resulted in a lot of coulict and ineffectiveness in the process of rural settlement development To rationalize the rural settlement development, there should be some change in the current practice of the project: integration of development efforts, consideration of regional situation and settlement system, and introduction of principles and criteria suitable for rural settlement planning.

  • This study is aims to voluntary participation in rural development projects, voluntary participation by analyzing the individual competence factors, how the what and how much influence affect the continued involvement and participation as a concept of strengthening community capacity the plan for it to present. The results of survey, through factor analysis and reliability analysis for extracting the components of individual competence areas and life satisfaction, self acting capacity, was extracted with recognized competence, was the factor analysis and reliability analysis for ongoing involvement and participation. Personal competence was a multiple regression analysis, the participation of three elements as independent variables as dependent variables to evaluate the impact of continuing involvement, and the resulting Regional and life satisfaction (${\beta}=0.301$) have the greatest impact It showed. In addition, regional analysis and life satisfaction (${\beta}=0.247$) on the impact of enlargement on the individual capabilities showed the highest participation. The elements of local life satisfaction and personal competencies exerts the greatest influence on the continued involvement and participation in the study was obtained. It based on the results in rural development for the voluntary participation and participation of the population should be considered with a plan to enhance the regional and life satisfaction, "the software business, which is carried out in rural areas developed for them by local residents the measures to increase life satisfaction will be provided.

A Study on the Planning for Rural Housing Complex Considering Regional Characteristic - Focused on Nok-dong district, Ian Myoun, Sang-Ju, Gyeong Buk (지역적 특성을 고려한 농촌주거단지계획 연구 - 경북 상주시 이안면 녹동마을 사례를 중심으로)

  • This study is about land use and site plan for resident redevelopment for districts with existing residents. The study suggests development direction focusing on preserving the regional characteristics, and presentation of suburban-style housing complex reflecting on the future tenant's individuality and demand. The preexisting development approach for suburban-style housing complex which was planned by the developer, failed to recognize taste of the future tenants. Profitability being the priority, it also resulted in a serious environmental disruption. In this development however, through a systematic direction for site development and site analysis, conducting surveys through future tenants, attempted for a continuous growth of the community. The study is presented covering the following areas; site's pathway system, nature conservation plan, lot plan, land use and arrangement plan, and community facility.

  • Government has propelled strongly the Agricultural - cum - Industrial region development project in the nation wide. This project will not only provide employment opportunity for rural inhabitants, but also be designed to activate the rural economy. In addition, it will lead to a balanced development between the urban and rural areas. Under this project, building sites of 3 to 30 hactres will be established in the rural area in order to settle factories which are suitable to the rural condition. In this report, the researches which relating to the achievement conditions of planning, design and constructions of the building sites and the contribution conditions of Agri. - cum - Industrial Region development projects, activated to the rural economy and regional development in the Kyungpook regional areas, were surveyed and studied. On the average evaluation studies the results are as follows : 1. The achievement conditions of the planning, design and construction of the building sites. Very good 27.0 % Good 47.0 % Fair 24.0 % Poor 2.0 % 2. The contribution conditions of the Agri - cum - Industrial factories managements. Very good 17.0 % Good 41.0 % Fair 32.0 % Poor 10.0 %

  • There are recently many studies on evaluating the economic value of multi-functionality of rural areas. However, the regional difference of economic value leads a problem of different evaluation on its economic value for each region in its application to government policy. This problem causes an increase in cost because it creates restriction in policy decisions which put their importance on the time of their execution. This study investigates the propriety of value transfer using Meta Analysis after evaluating the social and cultural value of rural areas among their functions based on CVM model. It finds that the regional difference in the willingness to pay is 0.13% to 31.42%.

  • Development of transportation and communication technology has affected our daily life and has caused to separate residential places from working places. Particularly in rural areas, the life zones are incorporated into larger towns or urban areas due to their lack of cultural, social and economic infrastructures. Thus, the analysis of the depended region and the life zone is important for the planning of regional revitalization programs and related project. The purpose of this study is to propose a regional dependency model (RDM) using the origin-destination(O-D) matrix of commuters and compare it with the Nystuen & Dacey model for regional correlation. The regional characteristics are analysed and our RDM were tested using the commuting data on Seoul metropolitan area(Seoul, Gyeong-gi, Incheon) and Chungchung area. The regional correlation model can only explain the determination of regional interaction without considering the direction of regional correlation but our model can show the direction of regional dependencies.
