A Study on the Process of Establishing the Public Libraries and Its Changing Sociological Role in Changwon City (창원지역 공공도서관의 성립과정과 사회적 역할 변화과정)

  • This paper tries to interpret the processes of establishing the public libraries in Changwon City and its changing sociological roles. The roles of the public libraries are changing according to the aspects of the communities. Thus roles of the libraries in Changwon have also changed with the various changes in Korean society. The periods are divided into three: before the declaration June 29(1980-1987); the appearances of civil libraries and local community libraries(1988-1998); the maeul (which means small community) libraries that the citizens have established and participated. By the three periods this paper interprets the processes of establishing the libraries and their changing in Changwon City.

  • Through the UN 2030 Agenda adopted by the United Nations, sustainable development is bringing about many changes around the world. While discussions continue on the roles of libraries in supporting sustainable development in library communities, specific discussions on this have not been made enough. This study reconsidered the roles and functions of libraries to support sustainable development and discussed approaches to which libraries can perform in terms of informational, social, cultural, and environmental aspects. It also proposed a plan to allow libraries and librarians to lay the groundwork for supporting the sustainable development of society by reconsidering the roles of librarians as the core of all library activities to support sustainable development.

  • The study is to suggest the roles of school library professionals upon changes of school libraries according to the 7th Korean Educational Curriculum. With this purpose, it investigates the policies and current status of allocations of school library professionals, and the interview of non-regular librarian about works. The study also compares job understanding of teacher-librarians, teachers managing school libraries and that of non-regular librarians in school libraries. It suggested the desirable roles of school library professionals.

  • As society has more interest in reading activities, it has become possible to secure social value of libraries through the promotion of reading. In this regard, the study aimed to analyze social tasks that the libraries face and suggest concrete methods through bibliographical examination. Currently, various regions of the nation have an increasing interest in libraries, particularly, children's libraries. The public libraries can expand their social roles by meeting these social requests. As a variety of activities by the public libraries to promote reading have helped people recognize the importance of libraries, more aggressive reading promotion activities are considered to help expand the roles of the public libraries and secure social base. Accordingly, the libraries need to take the initiative in implementing various measures by establishing a committee to adjust various reading promotion activities in the government and the public and private sectors, coming up with legal base, pursuing development of voluntary reading promotion programs, establishing an information network for reading and books, publishing book reviews, leading campaign for reading and reading promotion activities, supporting reading at home and expanding award system with regard to the promotion of reading.

  • Traditional role of library is focused on the book collection and its reference service. However, library should be stressed the need of educational activity in the future. This study described to classify the roles of public library, which are book collecting and its reference services, educational activities, event place service for region community. Observation survey on the public libraries in Boston and its Vicinity shows that public libraries have various children's programs and they are getting more important roles. Public libraries of case study have done not only the roles for reference service space but also the informal lifelong education institute for region community. Library as the informal lifelong education institute deserve special emphasis on the development of education program.

  • This paper tries to interpret the processes of small libraries changing sociological role and its direction of movement in Masan City.   • Public libraries have been well adapted for the changes in lifestyle and socio-cultural environments brought by the rapid advancement of information technology, the development of mass communities, and the increase in leisure activities. Government and local communities demand public libraries to take in charge of providing lifelong education for the Public. Many Public libraries have worked as a center for life-long education, while carrying out various functions and services in close relation with the life of community members. Public libraries are in a very poor condition, lacking the facilities, professional workforce, budgets, and so on, which are sufficient to strengthen their role as a center for life-long education. In this study, the roles of public libraries in developing life-long education are examined as follows : First, the concepts and directions of life-long education are discussed : second, the roles of public libraries in facilitating life-long education are examined and third, the categories of life-long education programs of public libraries are suggested.

  • This study aims to seek the role model of the regional central library as the chosen one to activate the regional public libraries by the newly revised law of library. We examined its roles in terms of supports and cooperations on the basis of the survey of the opinions and realizations of librarians working in Jeonbuk area and the analyses of the environmental factors specific to Jeonbuk. And conclude that as the cooperative roles, the regional central library can function as a hub library for the five specific regions in Jeonbuk; as the supportive roles, it can support the educational and cultural activities planning at the regional public libraries by building a pool for knowledge and information in Jeonbuk region.

Analysis of Librarians' Perception of Teaching and Learning Support Services of Academic Libraries (대학도서관 교수·학습지원 서비스에 대한 사서 인식분석)

  • This study analyzed the respective teaching and learning-related services offered by the Centers for Teaching and Learning and the academic libraries to find the proper roles of libraries regarding this type of service. We interviewed librarians to collect the data. The content analysis of the qualitative interview data enabled us to identify the librarians' perceptions of teaching and learning support, service provision method, strengthening relationships with other academic units, recognition of libraries' roles within the universities, and generating more investment for the libraries. Finally, the analysis led to six suggestions for libraries' teaching and learning support functions, such as advertising the availability of specific academic discipline or unit-oriented library services, strengthening librarian's capabilities as educators, bolstering digital information literacy of the faculty members and students, injecting libraries' views into the development and maintaining fundamental knowledge-related programs, emphasizing the notion of human-centered libraries, and finding new ways to utilize library space.

Public Libraries' Response to COVID-19 Pandemic and Expected Roles in Upcoming Disasters: A Case Study of South Korea (국내 공공도서관의 코로나19 팬데믹 관련 대응 및 재난발생시 기대되는 역할 연구)

  • In 2020, the novel coronavirus disease (COVID-19) struck the world. This study examined Korean public libraries' responses during the COVID-19 pandemic to determine their working practices, service patterns, applied strategies, and roles played. The study administered an online survey to 317 public librarians in South Korea. The results indicated that librarians reported significant transitions regarding the services provided. However, only 15.5% of the survey respondents reported that they had experienced trainings/workshops for library staff members. Survey participants also identified challenges such as the limitations of non-face-to-face services, complaints from library patrons, and overwork due to epidemic prevention. When it comes to the expected roles of public libraries in upcoming disasters, the study contends that information providers, who guide the public through various information resources, would play the most critical role. An analysis of a few open-ended questions' answers proliferated the highlighted findings. Based on the key findings, this paper also discussed implications for information professionals and future research.
