건축물 건설공사 시 화재안전계획 수립에 관한 연구 (A Study on the Fire Safety Plan for Building Construction)

  • Recently buildings are constructed in larger and higher scales and becoming more complex. However from small to large scale buildings and on construction sites there still are fire safety accidents that occur continuously. Therefore to improve fire safety plan, examining the actual fire safety management and understanding fire risk analysis Using Fire Modeling through Computer Simulation. On this study, the permissible evacuation times were estimated for smoke fall, temperature, CO concentration, viability, etc. Fire safety management plans for fire safety were suggested.

AHP를 활용한 안전한 제품을 공급하기 위한 기업의 전략적 실행방안 (Strategic Action Plan for Companies to Supply Safe Products Using AHP Technology)

  • Purpose: In this study, the detailed implementation plan for product safety evaluation and management suggested by KS A ISO 10377 to reduce the risk of harm to consumers and users is presented so that companies can strategically implement it. Methods: In order to achieve the purpose of this study, the upper elements and detailed execution plans shown in KS A 10377 are classified into hierarchies and set as a decision hierarchy. A pairwise comparison is performed to derive it. Results: Among the top factors, 'design safety (D)' was the most important factor, with 0.314. Therefore, ensuring safety in the design stage that can prevent defects in advance is the most important action plan for companies to supply safe products. Conclusion: The results of this study, it is intended to help companies and related organizations more easily understand and continuously apply KS A ISO 10377.

베이지안넷 기반의 프로젝트 일정리스크 평가 (Project Schedule Risk Assessment Based on Bayesian Nets)

  • The project schedule risk in the engineering and facility construction industry is increasingly considered as important management factor because the risks in terms of schedule or deadline may significantly affect the project cost. Especially, the project-based operating companies attempt to find the best estimate of the project completion time for use at their proposals, and therefore, usually have much interest in accurate estimation of the duration of the projects. In general, the management of projects schedule risk is achieved by modeling project schedule with PERT/CPM techniques, and then performing risk assessment with simulation such as Monte-Carlo simulation method. However, since these approaches require the accumulated executional data, which are not usually available in project-based operating company, and, further, they cannot reflect various schedule constraints, which usually are met during the project execution, the project managers have difficulty in preparing for the project risks in advance of their occurrence in the project execution. As these constraints may affect time and cost which role as the crucial evaluation factors to the quality of the project result, they must be identified and described in advance of their occurrence in the project management. This paper proposes a Bayesian Net based methodology for estimating project schedule risk by identifying and enforcing the project risks and its response plan which may occur in storage tank engineering and construction project environment. First, we translated the schedule network with the project risks and its response plan into Bayesian Net. Second, we analyzed the integrated Bayesian Net and suggested an estimate of project schedule risk with simulation approach. Finally, we applied our approach to a storage tank construction project to validate its feasibility.

  • In railway business plan, operations require a strategic and sustained level of planned investment to ensure assets are fit for purpose over the whole of their planned life. Therefore it is essential that operator can confidently plan and predict capital investment requirements over a number of years. This research addresses that how the London Underground apply a systematic risk based approach to their health and safety planning and investment decision making. Through this case study, we investigate the elements of management system that includes arrangements for the ongoing identification of hazards, assessment of risks and the implementation necessary control measures. Risk based business planning processes are also addressed.

  • Many developed countries use risk based safety management system. Currently many research efforts are made for the application of risk concept in safety management within the boundary of the railway safety act 2005. But results of these efforts can be applied around 2008 due to many background data and analysis techniques. For the prompt and efficient construction of mid and long term safety plan$(2006\~2010)$ various reports on safety issues and expert opinions are analysed in this study without risk analysis. Identification of railway safety issues are summarized and effective measure are proposed in this study.

  • This paper considers a six sigma project for reducing the project costs through project risk management. The project follows a disciplined process of five phases: define, measure, analyze, improve, and control. A risk management process map is used to identify process input and output variables. Seven key process input variables are selected by using C&E diagram and X-Y matrix and finally four vital few input variables are selected by the related statistical analysis. The optimum alternatives of the vital few input variables are obtained by the method of PUGH matrix. The process is running on control plan and we obtained substantial project cost reductions in early stage of the control phase.

  • 최근 부동산 경기 침체에도 불구하고, 부동산 PF(Project Financing)시장은 대규모 프로젝트를 수주하기 위한 경쟁이 매우 치열하다. 부동산 PF사업은 사업성공 시 높은 수익률을 보장하지만, 사업초기단계부터 사업을 위협하는 많은 리스크가 존재한다. 부동산 PF사업 리스크에는 금융리스크, 건설리스크, 법적리스크, 기타리스크가 있으며, 각 항목별 발생 가능한 리스크 요인을 파악 후, 각 요인에 따른 관리 방안을 강구해야 한다. 본 연구는 각 항목별 리스크 요인을 도출하기 위해서 부동산 PF 사업에 참여하는 시행사, 건설회사, 금융기관의 실무자를 대상으로 설문조사를 실시하였고, 각 요인에 따른 리스크 관리 방안을 제시하였다. 주요 관리 방안은 사업의 적정수익률 확보와 차입금 상환에 대한 조치이고, 사례연구를 통해 주요 관리 방안의 적합성을 검증하였다. 본 연구에서 제시된 리스크 요인과 관리방안은 부동산 PF 사업 수행 시 발생하는 리스크를 관리하는데 도움을 줄 것으로 기대된다.

A Framework of Managing Supply Chain Disruption Risks Using Network Reliability

  • This paper discusses how to manage supply chain disruption risks from natural disasters or other low-likelihood-high-impact risk drivers. After the catastrophic earthquake in Eastern Japan and the severe flood in Thailand, most companies have been attempting to re-establish the business continuity plan to prevent their supply chain from disruption. However, the challenges for managers and individual risks are often interrelated, and thus, actions that mitigate one risk can end up being no contribution as a whole. In this paper, we describe a framework for assessing how much impact individual mitigation strategies have on the entire supply chain protection against disruption, using network reliability. We propose three categories of risk-mitigation approaches: Stabilization, Absorption, and Duplication. We analyze the situation under which each of these strategies is the best suitable. With a clear understanding of relations between these mitigation strategies and the entire supply chain risks, managers can select effective risk-reduction approaches to their supply chain.

주택재개발사업 시행단계의 위험요인 분석 (Risk Factor Analysis in the Implementation Phase of the Housing Redevelopment Project)

  • 주택재개발사업에는 다수의 이해관계자들이 참여하기 때문에 사업기간 동안 분쟁의 발생은 필연적이라고 볼 수 있으며, 이들의 의견조율이 매우 중요하다. 본 논문은 주택재개발사업을 효율적으로 추진하기 위하여 조합이 직접적으로 참여하는 시행단계의 위험요인을 분석하였다. 주택재개발사업 시행단계에서 발생했던 분쟁사례와 관련 연구를 검토 및 분석하여 50개의 단계별 위험요인을 식별하였으며, 전문가 면담을 통하여 총 26개의 최종 위험요인을 선별하였다. 위험요인의 정량적인 분석을 위해 설문조사를 실시하여 AHP기법을 이용한 각 위험요인의 중요도를 산출하였으며, 각 단계의 중요도를 합산하여 최종 중요도와 우선순위를 나타내었다. 분석 결과 관리처분계획단계의 '관리처분계획의 부적정성'과 사업시행인가단계의 '사업시행계획의 부적정성'이 가장 중요한 요인으로 나타났다. 분석된 위험요인의 활용도를 높이기 위해, 사전에 위험요인을 인지하여 이를 예방할 수 있는 체크리스트를 제안하였다. 본 연구의 결과를 토대로 주택재개발사업의 시행단계 위험요인을 적극 관리한다면 사업을 더욱 효율적으로 추진할 수 있을 것으로 기대된다.

플랜트 유틸리티 시공에서 리스크 관리에 관한 연구 (On the Analysis of Risk Management for a Utility Construction Work in Plant Projects)

  • From 2000, the world plant market, especially plant developing business related to oil and gas, has been increasing. Domestic construction companies advance to overseas plant construction market actively, and proportioning to this, an importance of utility construction is increasing. However, the project becomes large and high-tech, and many companies experience difficulty of project management due to relatively high risk of overseas construction. In this study, we built the standard process with which domestic company can evaluate the risk of overseas plant utility construction. Primary factors for risk evaluation is derived, classification system is made out, primary factor is analyzed, and counter plan is suggested. And thorough management of risk is performed by risk management organization that manages the risks, risk control methods, reports and monitors through risk sheet and risk action log from the start of project to the end.
