농촌지역활성화를 위한 기업의 지역사회투자활동과 중간지원조직의 역할: 농촌사랑국민운동본부의 1사1촌 운동을 사례로 (A Study on the Revitalizing Community through Corporate Community Investment: In Case of 1 Company - 1 Village Campaign)

  • 본 연구는 국내 대표적인 지역사회공헌프로그램인 1사1촌 자매결연 활동에 참여하고 있는 기업들을 대상으로 자매결연의 교류현황을 살펴보고, 1사1촌 자매결연활동을 주관하는 중간지원조직으로서의 농촌사랑국민운동본부의 기능을 평가하였다. 분석결과, 기업은 농촌 지역의 어려움을 인식하고 개선시키기 위한 목적으로 1사1촌 활동을 전개하고 있었으며, 일손돕기와 같은 단순교류 활동이나 농산물 직거래 활동이 주요 교류활동으로 나타났다. 농촌사랑국민운동본부의 역할에 대한평가는 자매결연 초기에 필요한 정보제공 및 중개기능이 높게 평가되었으며, 결연 이후 지속적인 참여를 유도하기 위한 네트워크 및 교류촉진 기능은 낮게 평가되었다. 향후 1사1촌 자매결연 운동이 보다 실질적인 지역사회투자활동으로서 발전하기 위해서는 농촌마을과 기업의 중개 및 중재기능을 보완하고 마을과 기업의 특성에 맞는 맞춤형 프로그램의 개발이 요구되는 바이다. 또한 기업 및 농산촌 마을 이해관계자들을 대상으로 협의회를 구축하고 학습 및 교류 기회를 제공하여 정보를 공유하고 네트워크를 구축할 수 있는 기회를 증진시켜야 할 것이다. 이밖에 농촌의 사회, 경제 문화, 환경의 다각적인 접근을 통해 농촌지역 문제를 해결할 수 있는 실용적인 솔루션을 개발하여 지역경제활성화 및 고용창출의 효과를 극대화시켜야 할 것이다.

Using the Perceptions of Residents to Determine Key Priorities for Planning a Community Garden

  • The purpose of this study is to establish how community garden spaces should be used to restore communities engaged in village-rehabilitation projects. To achieve this purpose, we have analyzed the perceptions of local residents conducting a town-development project. The community reviewed the benefits of having a garden to improve the residents' quality of life and comfort. Given the role of gardens in revitalizing communities, it is necessary to build spaces where residents can relax and enjoy community life. Those who participated in this study hoped that their community garden would provide shade and relaxation, a children's play area, green spaces, and places for conversation. The space and facilities provided by community gardens vary, in accordance with the expectations and needs of each community. It is therefore inappropriate to apply uniform garden designs to all community gardens. Between 20% and 25% of a community garden should be allocated to each of the following: community space, ornamental space, and space for relaxation. As plants that provide shade and help to maintain the ecosystem are strongly preferred in community gardens, all plants should be chosen for their environmental benefits and functionality, rather than aesthetics. Residents may be willing to participate in a range of activities, including community events, the cultivation of plants, and garden management. Towns must therefore set up programs to support these activities. It is essential to continue studying and investigating the formation of community spaces and facilities, reflecting the characteristics of each community.

일본 중산간지역 직불제 추진 실태 및 시사점 (Direct Payment Policy in Less-favored Areas and Its Challenges in Rural Japan)

  • The study aims to explore the individual and group agreement of the direct payment of less-favored areas in Japan. This study was conducted by literature review, specialist interview and field visiting. The results of this study were as follows. First, direct payment policy in Japan was consisted of three components which were to maintaining multiple functions, to reorient agriculture sector, and to revitalizing the community activities. Second, the purposes of direct payments with conversion program is to reorient agriculture and revitalize the community activities which were changed from sustaining existing agriculture. Third, the conditions of group agreement is to make a agreement that a group of farmers should make a five-year agreement stipulating activities necessary to prevent the abandonment of farmland and to be more than one hector, and good agricultural practice or other activities favorable or friendly to environment should be implemented. As individual and group agreement, the land area of direct payment was 662,000 ha in less favored areas. In conclusion after direct payment in less favored areas, the abandonment of farmland was mitigated, and the agricultural production activities and community activities had become more vigorous through the discussion for planning their own land in the village.

도심 재활성화를 위한 사회자본 및 파트너십 형성 (The Formation of Social Capital and Partnerships for Downtown Revitalization)

  • 최근 선진국을 중심으로 로컬 커뮤니티 활성화에 관한 관심이 증폭되고 있다. 미국의 경우에는 커뮤니티 개발 조합 조직 체계 구축을 통한 로컬 커뮤니티 활성화가 활발히 진행되고 있다. 본 논문에서는 사회자본 및 공공-민간 파트너십 형성을 통한 로컬 커뮤니티 재활성화 또는 도심 재활성화의 성공 사례를 미국 필라델피아를 중심으로 분석하고자 하였다. 웨스트 필라델피아 및 유니버시티 시티 사례를 통해 로컬 커뮤니티 활성화를 위한 커뮤니티 개발 조합 참여주체 간의 성공적 파트너십 형성 및 네트워킹을 통한 성공적 지역사회 개발의 시사점을 도출하고자 하였다. 사례연구가 시사하는 한국에서의 정책적 실천적 함의로서는 로컬 스케일에서의 커뮤니티 활성화와 거버넌스로부터 시작되어 지역발전 및 국토균형개발로의 긍정적 파급효과를 기대하는 상향식 조직체계 구축 및 전략 수립이 요구된다는 것이다.

  • The purpose of this study is to explore the key elements of the regional innovative milieu by analyzing the role of regional innovative elements and case organizations that promoted the emergence of 'Songakdongnesaramdeul (the people of the Songak town),' and to present pertinent policy implications. For the purpose, this study set the "Songakdongnesaramdeul," a residential community organization founded for regional innovation to revitalize the village community, as a case organization from the perspective of regional innovation system theory. The result of the study showed that creating an innovative milieu through the creation of various innovation elements to revitalize the village community is crucial. Especially, this study confirmed that the existence of regional development organizations is the key element of the innovative milieu. such as case organization that contributes to regional development while promoting interaction between actors, common learning and systemization, and new value creation activities. The implications derived through the study can be summarized in four points. First, a variety of means to promote the formation of subjects in response to the public debate of the village agenda is needed. Second, it is highly important to create innovative elements, for example, organizations and programs, resources, and spaces that promote regional innovation. Third, forming a close network between various innovative resources existing in the region and establishing regional capabilities that allow to mobilize and utilize such innovative resources are important. Fourth, the establishment of a promotion mechanism such as a case organization is suggested as a major task, to revitalize the village community. Specifically, forming and revitalizing numerous private-based community organizations with regional developmental capabilities to establish local governance also has significant importance. In this vein, based on the point of view of the regional innovation system theory, the establishment of regional policies to construct a regional innovation milieu, such as creating innovative elements that can actively promote the regeneration of the village community and establishing a promotion system, can be presented as major tasks.

Influence of Community Vegetable Gardens on the Settlement in Residential District and Community Spirit of Local Residents from Perspective of Urban Regeneration

  • Urban problems raised by the concentration of population in urban areas have caused residents to migrate to other regions while causing other problems such as deteriorated infrastructure, traffic and environmental pollution problems in existing urban areas. As an alternative to improve this phenomenon, urban regeneration has emerged, and under the assumption that creating community vegetable gardens is effective in revitalizing cities considering their physical, social and cultural environment, frequency and descriptive analyses were conducted on the vegetable gardens in Jungnosong-dong, Wansan-gu, Jeonju-si, Jeollabuk-do, Korea to examine differences in the components of the surrounding environment and the settlement, and community spirit of the two groups comprised of 30 and 35 persons who did not and did participate in gardening respectively. Regression analysis were conducted to determine whether there were changes in community spirit after participating in gardening. As a component of the surrounding environment, gardening and fence management were found to be important for both the groups, and they seemed to have high satisfaction with their residence because they wanted to continue to live in their neighborhood. Overall, the satisfaction evaluation results showed that those who participated in gardening showed a higher satisfaction level than those who did not. Based on the changes in community spirit after participating in the activity, it was found that there was a high level of perception in all the components, indicating that the gardening had a positive effect on the cultivation of community spirit. As such, the spaces called vegetable gardens are not only for doing physical activities but also as shared conversation topics, and through the activities in the gardens, changes in the awareness of local residents can be brought about through the formation of social networks and natural communication between neighbors. It can be concluded that they encourage residents to actively participate in improving the urban environment through activities such as planting.

  • This study aims to make a revitalizing plan for managing and maintaining of facilities which were installed after the rural development projects. The survey was conducted to examine some issues of operating facilities from the developing plan. There were some factors that should be considered in the establishment stage of the project plan when promoting rural development projects. Among them, the preservation and maintenance of rurality, consistency with business plans, connectivity with local resources, and ease of maintenance were less reflective than its importance. And for each facility, systematic consulting on appropriate scale and operational management plans and detailed planning is needed.. It's also necessary to plan action so that the local community can lead. The current or future rural development project will be succeeded when local governments support to strengthening their local groups or people's abilities.

  • This study aimis to identify policy priorities for promoting youth activities through the Importance-Performance Analysis (IPA). IPA is used to identify policy priorities for promoting local youth activities. The IPA tabulated result is presented in a two-dimensional grid to showing for promoting local youth activities, The require concentrate support part is divided into 3 parts. Problem solve supporting at work development of leisure activities programs, leisure activities programs developing and development of leisure-related professionals. And leisure-related professionals developing. The next parts that require continuous management were divided into four parts. The next parts that require continuous management is divided into four parts. Creating rental housing for young people, support for housing expenses supporting, loans supporting, and Holiday guaranteed. Based on the factors that support youth activities that make up the IPA matrix, the implications of revitalizing local youth activities is presented as below. First, ensuring employment of local youth and efforts to create sustainable jobs. Second, continuous efforts to improve the housing conditions of local youth, and third, policy support is needed for local youth to do various leisure activities.

건강가정지원센터의 가족품앗이사업 활성화를 위한 정책적 제안 - 지역화폐 도입을 중심으로- (A LETS (Local Exchange and Trading System) Policy Proposal for Revitalizing the Healthy Family Support Center's Family-Cooperative Activities (Pumasi) Project)

  • The first local exchange trading system(LETS), established in Comox Valley in Canada, aimed at facilitating the regional economy. However, in Korea, LETS was adopted to encourage mutual aid and promote community spirit among residents. This study examines the feasibility of LETS as a revitalization initiative for Pumasi and suggests a number of policies that can be implemented to support the project. The findings are as follows: First, the LETS credit system was found to complement social capital initiatives among Pumasi participants in the early stages of the Pumasi project. Second, combining LETS and Pumasi initiatives was found to consolidate community spirit and encourage a cooperative way of life among participants due to the fact that LETS enlarges the scope of local residents' participation and diversifies the services being exchanged. A number of policy suggestions are made for combining LETS with Pumasi. First, the project must define a vision of its long-term purpose and outcomes. Second, local residents should be employed as assistants to facilitate the project. Third, Pumasi participants should ensure that childcare exchange services are of the highest quality by providing an educational program on parenting. Fourth, the project manager's employment conditions and working environments must be guaranteed.

  • 급격한 도시화에 대한 문제점으로 구도심 지역 커뮤니티의 쇠퇴와 학교시설의 노후화로 인한 해결책으로 학교시설 복합화에 대한 필요성이 점점 증가하고 있다. 또한, 학교시설 복합화는 현재 가속화되고 있는 추세이며, 이에 따른 다양한 정책이 제시되고 있지만, 아직까지도 학교시설을 복합화할 때, 추가되는 복합시설로 인하여 기존의 학교시설에 대한 다양한 문제점들이 발생할 수 있으며, 이를 완화하기 위해서는 추가적인 동선의 구축, 적합한 형태의 복합화 유형 적용 등이 필요하다. 본 연구는 복합화 사업 유형을 다양한 주제의 유형으로 분류하여 각 유형별 지역 커뮤니티 활성화 요소에 대한 관계를 연구하였고, 이를 통하여 지역 커뮤니티의 활성화를 위한 초등학교 복합화 사업의 바람직한 추진 방향을 제시하였다.
