  • This research develops a methodology for standard design of spatial Database utilizing the disaster ethnography. Especially, the disaster response operation is sensitive to the size of the disaster, location, damage situation, resource a variability, etc. Moreover, there are many unknown and unexpected factors that will affect the disaster response strategy. But, the future Crisis Management Systems is needed that past disaster teaching. In another words, from now on the response systems need to prepare several scenarios and spatial data and manual etc. before the disaster. Then, this research is the experimental research which examined the relationship between the disaster-ethnography and the GIS spatial data of disaster.

Deployment of Network Resources for Enhancement of Disaster Response Capabilities with Deep Learning and Augmented Reality (딥러닝 및 증강현실을 이용한 재난대응 역량 강화를 위한 네트워크 자원 확보 방안)

  • In this paper, a disaster response scheme based on deep learning and augmented reality technology is proposed and a network resource reservation scheme is presented accordingly. The features of deep learning, augmented reality technology and its relevance to the disaster areas are explained. Deep learning technology can be used to accurately recognize disaster situations and to implement related disaster information as augmented reality, and to enhance disaster response capabilities by providing disaster response On-site disaster response agent, ICS (Incident Command System) and MCS (Multi-agency Coordination Systems). In the case of various disasters, the fire situation is focused on and it is proposed that a plan to strengthen disaster response capability effectively by providing fire situation recognition based on deep learning and augmented reality information. Finally, a scheme to secure network resources to utilize the disaster response method of this paper is proposed.

A Study on the Influence of Sender Characteristics and Disaster Messages on Members' Response Behavior in Response to COVID-19: Focusing on the Mediating Effect of Public Relations (코로나19 대응에서 발신자 특성과 재난 메세지가 구성원의 반응행동에 미치는 영향에 관한 연구: 공중관계성의 매개효과를 중심으로)

  • Purpose: For effective crisis communication in the event of a disaster, we present policy measures by exploring what activities are required of companies on a daily basis. Method: Employees working for L company were surveyed about the disaster response department, disaster message, and perception of the company during the company's response to COVID-19, as well as the level of response behavior of the employee. Results: First, caller characteristics did not have a significant effect on behavioral changes of members. Second, while the disaster response message within the company had no effect on the members' normative behavior, it had a positive effect on the discretionary behavior. Third, caller characteristics and disaster response messages had a positive effect on public relations, and public relations appeared to mediate caller characteristics and members' discretionary behavior. Conclusion: Studies on disaster response messages are required in the disaster control tower inside the company in normal times, and activities to build a member-friendly corporate culture for strengthening public relations are needed.

  • This study was attempted to understand the relationship between disaster awareness, disaster attitude, and disaster response ability of the general public, and to be used as basic data to raise awareness of disasters and prepare countermeasures. This study was conducted from July 16 to July 31, 2021 for a total of 250 ordinary people living in K-do and D metropolitan cities. As a result of this study, it was found that it had an effect between disaster awareness, disaster attitude, and disaster response ability. Specifically, it was found that the general public's awareness of disaster had a significant effect on disaster attitude (necessity for disaster preparation, disaster management) (p<.001). In addition, among the sub-factors of disaster attitude, disaster management was found to have a significant effect on disaster response ability (p< .01). Therefore, specific and periodic education should be prepared to increase the ability to cope with disasters by increasing the general public's awareness of disasters.

Ego-resilience, Disaster-Experience and Core competencies of Disaster response between Paramedic Students' and Nursing Students'

  • This study was attempted to provide fundamental data in a disaster response education program by comparing the differences between students of the paramedic and nursing in ego-resilience, disaster-experience and core competencies of disaster response. The data is collected from March 2 to April 2, 2019, on a total of 358 students (196 paramedic students and 162 nursing students) based in Jeolla Province. The structured questionnaire were used as research tools and the collected data were analyzed by using the SPSS program as frequency, percentage, t-test, ANOVA and Pearson's correlation coefficient. The average score of total ego-resilience among the subjects was 86.97 out of 125 points. The number of paramedic students who experienced or witnessed the disaster situation in person was 11.2%, and the number of nursing students was 11.7%. The core competence of disaster response was 3.21% in paramedic students and 3.16% in nursing students. The ego-resilience of the paramedic and nursing students according to their general characteristics is statistically significant differences (t=2.797, p<.005) and the paramedic students has an average score of 3.52 points, which is higher than the nursing students (3.42 points). General characteristics and experience in disasters are statistically significant differences (t=2.797, p<.005), paramedic students had more disaster experiences (3.11 points) than nursing students (2.67 points). It indicated the static correlation relationship between ego-resilience, disaster experience and core competences of disaster response (p<.000). Through this study, the paramedic students were found to be more ego-resilience, more disaster experience and more critical capacity for disaster treatment than nursing students.

A Study on the IT-Based Response System Development for Mt. Baekdu Volcanic Disaster (백두산 화산재해대응시스템 개발방안 연구)

  • The Korea had been known as a safe region in volcanic disaster. However, precursor phenomena for volcanic eruption in mountain Baekdu have been frequently reported in these days. Therefore, the number of volcano experts, who warn the volcanic eruption in the Korean peninsula, has been increased. This paper describes the plan for developing volcanic disaster response system for mountain Baekdu. First, disaster prevention business system of National Emergency Management Agency(NEMA) and related IT-based systems are analyzed. Second, business processes for volcanic disaster response are derived based on the business system. Third, The system architectures are designed referred to related disaster response system, and required spatial information is investigated. Finally, we implement the pilot system to test the suggested volcanic disaster response system. Applying suggested volcanic disaster response system to NEMA, additional test and system supplementation should be carried out. We expect that the complete volcanic disaster response system, which will be implemented based on this research, will minimize the volcanic disaster damage in the area of Korea, China, and Japan.

A Study for Designing a Forest Disaster Response Platform (산림재난 대응 플랫폼 설계를 위한 기초연구)

  • Recent climate change has led to an increase in the probability of forest disasters (forest fires, landslides). However, disaster systems providing information for forest disaster response lack unified information provision. Therefore, this study aims to provide essential disaster information from a unified system for swift disaster response. To achieve this goal, we conducted a fundamental study on the necessary components for designing a forest disaster platform, explored methods for visualizing platforms enabling swift response and information provision during forest disasters through case studies, and presented the findings. Our results indicate that both domestic and international forest disaster response platforms commonly utilize spatial information to provide location-specific information. Key components identified for designing a response platform for forest disasters include constructing forest disaster big data, including climate information for target areas, developing technology for integrated diagnosis of forest disasters at each stage, and designing tailored safety care services for disaster areas.

  • Purpose: This study focus on the disaster response process in the disaster field manuals. The process reflects the several kinds of disaster situation scenarios under the defined disaster types. Method: Firstly we defined the situation concept from the emergency types. And then, we makes each disaster response process based on the situations. Results: There are several kinds of the disaster response process in a disaster fields manuals. The most of the process has the duplicated SOP's among the situation types. In this paper, we developed the situation code sand then apply the codes to the process. As a result of the work, we defined one the disaster response process which includes the situational code in the each SOP. Conclusion: This study developed the several kinds of the disaster response process based on the disaster situation types. It makes that we can easily respond to the disaster.

Research on disaster management personnel improvement measure of local government

  • The purpose of this study is to examine the disaster management system of local governments by diagnosing the current status of disaster management experts in Korea, deriving problems and improvement measures, and looking at local governments' total labor cost system. The status and status of disaster management personnel were compared and analyzed to find ways to improve the local government's disaster management response system under the Framework Act on Disaster and Safety Management in Korea. Considering Korea's reality, because national security and disaster management exist together, we devised a plan to improve on-site response capabilities and seek solutions by deriving the problems of the currently operating security and safety-related organizations.

Measures for Improving Response of Autonomous Police Against Mass Disasters (자치경찰의 대형재난 대응 개선방안)

  • Purpose: The purpose of this study is to examine the actual disaster response and suggest improvement measures for introduction of an autonomous police system Method: This study suggests the improvement measures by reviewing police disaster response manual, related statistical data, and statutes comprehensively Result: The introduction of autonomous police system enabled effective management of police based on circumstances of each region. However, there are still doubts on police response against situations that require large number of personnel. According to analysis on roles of autonomous police during the mass disasters, the autonomous police controlled disaster site to prevent secondary damage, prevented additional disaster damages, and rescued people. However, it is hard for the autonomous police to respond against the mass disasters due to its structure. Conclusion: To improve the response of autonomous police against mass disasters, this study suggested on disaster scene control and secondary damage prevention by the police, cooperative disaster response with regional autonomous police, and utilization of control tower.
