Consultation Program for Pharmaceutical Development-Lessons from Foreign Countries' Experiences (주요국의 의약품 사전상담제도 현황과 정책적 함의)

  • Consultation program for pharmaceutical development is a new system in which pharmaceutical companies meet and discuss scientific and/or regulatory issues with drug regulatory authority in the research process and before submitting new drug applications. This program helps pharmaceutical companies reduce uncertainties in the research and development and increase the possibilities of getting drug marketing approval. Developed countries such as US, EU, and Japan have implemented various forms of pre-submission meetings or consultation programs since the mid-1990s. The rapid development of technology in pharmaceutical R&D increases the importance of communication between drug development companies and drug regulatory authority in Korea, too. In designing the consultation program, it is desirable to focus on the stages of clinical trials which take the longest period of time and the biggest amount of money in the pharmaceutical R&D process. We suggested that results or recommendations by drug regulatory authorities in pre-submission meetings or consultations be formally documented and considered in review process. Explicit scientific reasons are required for changing the results from consultations.

A Study on Developing the Participatory Educational Program of Agricultural Safety and Health for Farmers (농업인을 위한 학습자 참여형 안전보건 교육 프로그램 설계)

  • The purpose of this study was to develop a participatory education program of farmer's safety and health. After investigating the concept and status of agricultural safety and health to identify the problem of farmer's safety and health, we made the model in 3 steps, consist of analysis, design, and development, based on the instructional system design and the participatory instructional method. We also applied the participatory instructional method to the program to facilitate a change in practice by making farmers understand the contents. The findings of this study revealed the followings: 1) we developed the education program focused on characteristics of farmers as learners; 2) the education program was developed based on the model for developing education programs and the specific procedures that we made up; 3) we designed the program in modules to increase the availability; 4) we raised the content validity of the learning contents in the safety and health education program targeting farmers; 5) manuals and supplementaries for teachers were developed from learner's textbooks.

  • Work breakdown structure is a central element in project management and systems engineering. Composing a quality work breakdown structure is essential for the success of any project. In this paper, extensive use of work breakdown structure during phase one of KSLV-II launch vehicle development program is presented. The advantages and disadvantages of applying WBS-centric program and systems engineering management to the project are reviewed.

  • Space development program is a large and complex system consisting of a multi-disciplinary high-end technologies and it is important to implement a program management system connected with systems engineering as well as to develop critical technologies. Major organizations in space fields carry out effective budget execution management and operation according to the strategy and objective of space development using information systems. Korea Space Launch Vehicle II(KSLV-II) has adopted a cost management plan using a system engineering to complete the program within the assigned schedule and budget. This paper introduces the budget execution management system applied to KSLV-II budget management and the budget execution dashboard system for supporting program decision making.

Development of Integrated Operating Program for Inshore Test Miner and its Simulator (근해역 시험집광기용 통합운용 프로그램 및 시뮬레이터 개발)

  • This paper presents development results of integrated operating program and its simulator for an inshore test miner. The inshore test miner drives on the seabed and collects manganese nodules. For operating the test miner, integrated operating program (IOP) is needed for remote control and monitor of the miner in real-time. However, it is hard to develop the practical IOP for the test miner system, because the system is big, expensive, and unique. So a simulator was developed as a test substitute in order to save time and to reduce cost. Using test results of the simulator, the IOP of the test miner was developed. The developed IOP consists of remote program, host program, monitoring program and database program. The operating program was developed using PXI and Labview of NI. The experimental results are presented to show the applicability of the developed program.

  • This study is to implement a model of CPC-mentoring program based on the mentoring theory and research environment analysis as well as to present the operation case of teaching and learning in colleges. Major research results should use the practical research methods utilizing the statistical program in order to verify the effectiveness of the program of CPC-mentoring program by comparing the before with the after of running the CPC-mentoring program of the research objects, comparison group (61 people) and experiment group (33 people). After running the CPC-mentoring program, whether there was a certification's acquisition or not of the comparison group and the experiment group, a statistically significant difference between the comparison group 34.3% (21) and the experiment group 72.7% (24), (p<0.05) was shown. The goal of the students participating in the CPC-mentoring program was to help one another in order to obtain certification. moreover, by engaging in mutually developing human relationship activities thru various methods, such as adaptation of college life, development of sociality, graduation, etc., good cooperative relationships with one another as well as further development of the relationship was formed. CPC-mentoring program is neither doing only people that want nor being effective for people only that want. A successful matching will naturally lead to all success since mentoring is human relationships is the misunderstanding. The role of a mentoring coordinator(professor) for the operation of a successful CPC-mentoring program and for the application method of detailed CPC-mentoring program was set. In addition, by considering the connectivity with the counseling guidance (shared and individual guidance) of students, which is the characterization direction of technical department of the college, it is expected to make a positive contribution if utilized in a multilateral manner.

  • Artificial reef in Thailand was trend to deploy and development artificial reef program to enhancing fisheries product and also use artificial reef for solve coastal problem. Artificial reef in Thailand was present in type of shallow water artificial reef by use concrete dice as dominant structure. To development artificial reef program for more benefit such as deep water artificial reef program that might provide more fisheries product for commercial fisheries and apply for use in many purposes especially for manage coastal environment in Thailand can be suggestion by cases of study. But all of that have to use more knowledge and concerning from government and organization that was responds in artificial reef program to decide the future of artificial reef program in Thailand.

Quality Management Model for Research and Development of Defense Weapon Systems (국방 무기체계 연구개발을 위한 품질경영 모델 제안)

  • Quality management is essential to achieve the desired quality throughout a program. Especially in phase of research and development(R&D) of a program, that is an effective and efficient way to achieve the quality goals and improve the quality of a program in total life cycles. For applying the quality management to a R&D program, characteristics of the program should be considered in various aspects. In this study, the characteristics of developments of defense weapon systems were analyzed and the meaning of quality in that field was defined. And then, application methods of the quality management were established and the quality management model with four view points(external, organization, programs, practices) was proposed. In addition, detailed tasks of the quality management activities were described and some examples of applying the model were introduced.

  • Each 3D visualization program has its own different structure as for the purpose. This paper describes the design and development of an on-line 3D core data visualization program, $RocDis^{TM}$, for the nuclear simulator. It is possible to analyze the inside of the core status including neutron flux, relative power, moderator and fuel temperature in 3D distribution. Some of other essential information, axial flux distribution etc. could also display in 2D graphs. This program would be design, tuning and training for the simulator core model.

Development of Forest-based Health Promotion Program for Vulnerable School Children (취약계층 초등학생 대상 산림치유 프로그램 개발)

  • Purpose: The purpose of this study was to develop a forest-based health promotion program for vulnerable school children. Methods: The specific process for program development involved establishing a program goal, assessing the needs of the participants, analyzing existing programs and constructing a forest-based program. Results: Each session of the program, which consisted of a total of 10 sessions, included 40 to 50 minutes of indoor education for children's physical and psychosocial health and 60 to 70 minutes of forest experience activities with nursing student mentors. For the application of the program, guidelines for mentor selection and prior education, physical environment check, children's safety, criteria for evaluation of the program effects and operation of the program were developed. Conclusion: This study presents the specific procedures and contents for developing a forest-based program for vulnerable school children. The results of this study will provide useful data to develop a community-based program to promote the physical and psychosocial health of vulnerable school children.
