정부출연연구소의 지식관리 성과 평가항목 및 측정지표 개발 (Development of Evaluation Items and Measurement Indices for Knowledge Management Performance of Government-funded Research Institutes)

  • KAs information and knowledge are increasingly becoming more important in the knowledge-driven society, knowledge management, as a very important management paradigm, is securing firm position in private and public sectors. Complying with this paradigm, government-funded research institutes in science-technology sector are actively utilizing knowledge management by employing knowledge management system and evaluating its applications' performance. The purpose of this study is to develop evaluation items and measurement indices to rationally measure knowledge management performance of the government-funded research institutes and to verify the feasibility of applying these evaluation items and indices. To achieve this research goal, the evaluation model of knowledge management performance was constructed by reviewing and integrating the existing studies, and subsequently, evaluation areas, evaluation items, measurement indices were derived from this evaluation model. Also, the feasibility analysis on the evaluation items and measurement indices was performed by means of FGI(Focus Group Interview) with the knowledge management experts belonging to Korean government-funded institutions in science-technology sector. The implications of this study are as follows : in theoretical perspective, this study has proposed a criterion frame to evaluate knowledge management performance, and has rationally drawn evaluation items and measurement indices from the criterion frame. And in practical perspective, this study has improved the validity and practicality of the measurement indices, which can lead to more reasonable and easier evaluation of knowledge management performance of the government-funded research institutes.

  • Smart sensors and biochip technologies have received a great deal of attention in recent years not only because of the enormous potential markets in the healthcare expenditures but more importantly because of its great impact on the quality of human life in the future. Collaborative research among BT (Bio Technologies), IT (Information Technologies) and NT (Nano Technologies) will bring us a new paradigm of the healthcare services. Examples include disease prediction based on the genetic tests, personal medicines, point-of-care analysis, rapid and sensitive infectious disease diagnostics, environmental monitoring for chemical or biological warfares, intelligent drug delivery systems etc. In this report, recent accomplishment in the research area on biosensors, DNA chips, Protein Chips and Lab-on-a-chips are reviewed.

An Introduction of Machine Learning Theory to Business Decisions

  • In this paper we introduce machine learning theory to business domains for business decisions. First, we review machine learning in general. We give a new look on a previous framework, version space approach, and we introduce PAC (probably approximately correct) learning paradigm which has been developed recently. We illustrate major results of PAC learning with business examples. And then, we give a theoretical analysis is decision tree induction algorithms by the frame work of PAC learning. Finally, we will discuss implications of learning theory toi business domains.

In order to get functional understanding of un-annotated genes, a number of frontiers in structural biology proposed a new paradigm for structural research on the basis of given information. Structural biologists believe that the whole characters of the living cells come from the protein functions, which could be regulated by three-dimensional protein structures.

Among these, a concept of sustainable development is the most important one to resolve conflict and nurture mutualism between science/technology(SCI/TEC) and society/environment(SOC/ENV). Human Cytomegalovirus Inhibition of Interferon Signal Transduction

  • Cytomegalovirus (CMV), a beta-herpesvirus with worldwide distribution, exhibits host persistence, a distinguishing characteristic of all herpesviruses. This persistence is dependent upon restricted gene expression in infected cells as well as the ability of productively infected cells to escape from normal cell-mediated anti-viral immunosurveillance. Type I (IFN-α/β) and type II (IFN-γ) interferons are major components of the innate defense system against viral infection. They are potent inducers of MHC class I and II antigens and of antigen processing proteins. Additionally, IFNS mediate direct antiviral effects through induction effector molecules that block viral infection and replications such as 2′, 5-oligoadenylate synthetase (2, 5-OAS). IFNS function through activation of well-defined signal transduction pathways that involve phosphorylation of constituent proteins and ultimate formation of active transcription factors. Recent studies have shown that a number of diverse viruses, including CMV, EBV, HPV mumps and Ebola, are capable of inhibiting IFN-mediated signal transduction through a variety of mechanisms. As an example, CMV infection inhibits the ability of infected cells Is transcribe HLA class I and II antigens as well as the antiviral effector molecules 2, 5-OAS and MxA I. EMSA studies have shown that IFN-α and IFN-γ are unable to induce complete signal transduction in the presence of CMV infection, phenomena that are associated with specific decreases in JAKl and p48. Viral inhibition of IFN signal transduction represents a new mechanistic paradigm for increased viral survival, a paradigm predicting widespread consequences in the case of signal transduction factors common to multiple cytokine pathways.

  • 이미 석유화학산업 등 대규모 산업공정에서 널리 활용되고 있는 공정분석화학 및 공정분석기술의 역사는 오래되었지만, 최근 "공정분석기술(Process Analytical Technology: PAT)"의 새로운 개념이 매우 빠르게 일부 산업분야의 생산공정에 보급되고 있다. 본 총설에서는 이미 오래 전부터 대규모 연속식 생산라인에서 널리 활용되어 왔던 공정분석화학 및 공정분석기술의 신개념 첨단 분석기술로서의 태동 배경과 용어 정의 등을 명확히 하였다. 또한, 공정최적화를 위한 공정분석화학 혹은 공정분석기술의 기본개념, 계량화학 등의 공정분석화학 핵심요소, 국내외 산/학/연의 기술 및 활동 현황 등에 관하여 다루었고, PAT에서 주로 활용되고 있는 공정분석기기의 종류와 현황, 그리고 미래 유망기술 및 활용분야에 대해서도 소개하였다.

  • As technology advanced dramatically in the late 20th century, a new era of science arrived. The emerging era of scientific discovery, variously described as e-Science, cyberscience, and the fourth paradigm, uses technologies required for computation, data curation, analysis, and visualization. The emergence of the fourth research paradigm will have such a huge impact that it will shake the foundations of science, and will also have a huge impact on the role of data-information infrastructure. In the digital age, the roles of data-information professionals are becoming more diverse. As eScience emerges as a sustainable and growing part of research, data-information professionals and centeres are exploring new roles to address the issues that arise from new forms of research. The functions that data-information professionals and centeres can fundamentally provide in the e-Science area are data curation, preservation, access, and metadata. Basically, it involves discovering and using available technical infrastructure and tools, finding relevant data, establishing a data management plan, and developing tools to support research. A further advanced service is archiving and curating relevant data for long-term preservation and integration of datasets and providing curating and data management services as part of a data management plan. Adaptation and change to the new information environment of the 21st century require strong and future-responsive leadership. There is a strong need to effectively respond to future challenges by exploring the role and function of data-information professionals in the future environment. Understanding what types of data-information professionals and skills will be needed in the future is essential to developing the talent that will lead the transformation. The new values and roles of data-information professionals and centers for 21st century researchers in STEAM are discussed.

서비스발전정책의 정책흐름 및 정책담화 분석과 서비스 패러다임으로의 변화 (Analysis of Policy Streams and Policy Narratives for Paradigm Change in Service Development Policy in Korea)

  • 1970년대 유통근대화정책에서 비롯되어 1990년대 서비스무역시대의 시작에 따른 경쟁력강화정책, 외환위기 당시의 구조조정정책, 21세기 이후의 서비스전문인력 양성과 서비스 R&D, 정책의 부침에서 최근 박근혜정부의 서비스발전정책에 이르기까지의 정책발전을 정책변동 이론의 주요 모델인 정책흐름모형과 정책내러티브의 틀 속에서 바라보았다. 지식기반의 확충에 따라 차원에서 서비스정책내러티브는 발전하여 왔으나 이명박 정부 이후 정책창의 닫힘이라는 현상이 서비스정책의 후퇴와 실패를 가져왔다고 진단한다. 정책창이 닫히는 주된 원인은 보수정당의 집권에 따라 산업화 시대의 자본-노동의 대립이라는 낡은 정책갈등이 격화되었기 때문에 탈산업화 담론인 서비스정책내러티브가 채택되기 어려워지기 때문으로 보인다. 성공적 서비스 발전 정책을 위한 정책창을 열기 위해서는 단순한 서비스내러티브의 추구를 넘어서 서비스패러다임으로의 전환을 도모해야 한다.
