장애인 건강검진 접근성 저해요인과 개선방안 도출에 대한 질적 연구 (Accessibility Factors to Health Check-Ups for People with Disability: A Qualitative Study)

  • Background: The purpose of this study was to identify factors inhibiting access of people with disability to health check-ups as well as identify pertinent solutions for improvement. Methods: Twenty-three people with disability older than the age of 19 who took respective health check-ups within the last 3 years were selected as participants. For the data collection, the 1:1 intensive interview was used. The data were analyzed by the grounded theory by Corbin and Strauss. Results: The results comprised nine categories, 23 subcategories, and 179 concepts. The central phenomenon was 'failure to obtain check-ups.' Causal conditions were observed as a 'lack of communication method,' 'physical difficulties,' and 'staff unfamiliar with people with disability,' Interventional conditions comprised 'physical accessibility,' 'staffs' competency,' and 'assistant manpower.' The active strategy was included 'to investigate the professional medical institution,' 'to find the medical institution of convenient traffic accessibility,' 'to overcome communication difficulties through equipment,' and 'to overcome linguistic barriers through sufficient communication.' Whereas, 'utilization of ancillary equipment,' 'the education of staffs on people with disability,' 'universal design manual,' and 'customized check-ups' were included in the passive strategy. Such processes arose in the contextual conditions of 'lack of expectations for daily lives' and 'lack of government support.' As a consequence, the subjects participated experienced the 'disadvantages,' 'discrimination,' and 'reduced reliability of the health check-ups.' Conclusion: The subjects who participated in this study emphasized 'staffs familiar with people with disability' and 'systems customized for people with disability' are mandatory to secure complete health check-ups for people with disability.

  • This paper combines research in the areas of replacement and machine interference. Although over the past three decades there has been a great deal of research in the area of optimal replacement for stochastically deteriorating equipment and research dealing with machine interference problems : there has been a lack of research when these two areas are combined. However, the melding of these two well-known areas yields a very practical problem which demands theoretical investigation. In this paper we derive the steady state probabilities with a control limit policy for a two-machine one repairman problem. The control policy is a simple age dependent control described by the control limit, $t^{*}$. Once $t^{*}$ is fixed, the steady state probabilites that one, two, and no machines are working will be obtained.

Strategic Considerations for Development of the ICT Industry in Korea: Exploratory Research Using Input-Output Analysis

  • This study compares the economic impacts among ICT sectors and derives strategic considerations for development of the ICT industry in Korea. Prior to analysis, this study classified ICT industry into four sectors: ICT equipment, components, service, and SW/system. This study conducted Input-Output Analysis on the four ICT sectors. An Input-Output Analysis is a quantitative economic technique that represents the direct and indirect interdependencies between different industries of a national economy. Features of each ICT sector were observed in the results. Within the ICT equipment sector, production is decreasing, import dependence is increasing, and employment size is very low, relative to the overall ICT industry. The component sector accounts for the over half of the output and value added of the ICT industry, but domestic production has recently declined. The subsector experienced decreasing production and increasing imports relative to the other ICT subsectors. In the service sector, output is small but its production and employment impact is very high. The fourth sector, ICT SW/system, has very low impact on production but high impact on employment. These features suggest two strategies to develop the ICT industry in Korea. First, the ICT component and service sectors should be promoted to stimulate growth of the national economy. Second, to encourage employment growth, policies should promote the ICT SW/system and service sectors.

Planning of Nuclear Medicine in Turkey: Current Status and Future Perspectives

  • Background and Purpose: An analysis of the current nuclear medicine (NM) status and future demand in Turkey in line with the international benchmarks was conducted to establish a comprehensive baseline reference. Methods: Data from all NM centers on major equipment and manpower in Turkey were collected through a survey and cross-checked with the primary research and governmental data. Data regarding manpower currently working were obtained from the relevant academic centers and occupational societies. Results: The current numbers of NM laboratories, NM specialists, gamma cameras, PET/CT scanners, radioiodine treatment units for thyroid cancer are 217, 474, 287, 75 and 39, respectively. There was personnel and equipment need underestimated in the field compared to developed countries. Equipment insufficiency was more significant in the Ministry of Health (MoH) hospitals. These gaps should be eliminated with strategic planning of equipment and NM laboratories. Currently, the number of the PET/CT devices is at the level of the developed countries. The number of specialists in the field should reach the expected goal in 2023. By 2023, Turkey will need around 820 NM specialists, 498 gamma cameras and 99 PET/CT devices. In addition, further studies should be made regarding other related staff, particularly for health physicians, radiopharmacists and NM technicians. Conclusion: There is an insufficiency of personnel and equipment in Turkey's NM field. Comprehensive strategic planning is required to allocate limited resources and the purchase of the equipment and employment policies should be structured as part of "National Special Feature Requiring Health Service Plan".

4차 산업혁명에서의 위성통신의 활용 방안 연구 호주 정책 사례를 중심으로 (Research on Utilization of Satellite Communication in 4th Industrial Revolution: Case Study of Australian Policy)

  • 4차 산업혁명이 산업인터넷의 확산을 통해 이루어지는 과정에서 정책 입안자는 필연적으로 두 가지 장벽에 마주치게 된다. 하나는 기존 장비들을 스마트화된 장비들로 대체하여 물리망을 구축하는 일이고 다른 하나는 이 물리망에 알맞은 연결성을 제공하는 일이다. 호주는 국가 광대역 통신망 사업을 진행하면서 국내 통신 인프라를 하나의 회사로 집결시키고 위성통신을 적극 채용하면서 스마트화를 진행하는 사업자들에게 해당 사업장의 물리적 위치와는 관계없이 현존하는 모든 형태의 통신을 제공할 수 있게 정비하는 한편 기존 장비를 대체하는 사업장에 대한 지원 사업도 벌이고 있다. 또한, 호주의 위성 활용 정책을 통해 위성통신의 활용이 호주광대역 통신망 사업에 영향을 미치면서 새로운 통신 위성을 발사하는 등 위성통신의 품질의 향상을 꾀하면서 동시에 위성통신을 활용한 여러 4차 산업혁명 사업을 진행하고 있으며 본 논문은 이 사업들의 분석을 통해 위성통신이 4차 산업혁명에서 어떤 역할을 하는 지를 분석하였다.

기초과학연구의 연구사업비 모형설정 (A Cost Model for Basic Research Grants and Cooperative Agreements)

  • This study develops principles for determining and managing costs applicable to grants and cooperative agreements for basic research. We investigated financial management policies of funding agencies and foundations in the United States, United Kingdom, Canada, Germany, Japan and Korea. Also we surveyed opinions of researchers and research fund administrators in Korean universities. Based on our review of funding agencies and our survey, the recommended management policies for grants and cooperative agreements are as follows: (1) Cost Structure. Cost of a sponsored agreement is comprised of the allowable direct costs and allocable portion of the allowable indirect costs. Direct costs can be further divided into salaries and wages, equipment, and other direct costs. (2) Salaries and Wages. Salaries and wages applied to a grant are paid for services rendered to the project during the period of performance of the particular agreement. In order to give researchers financial incentive, researcher allowance can be paid up to 30% of his/her regular salary. (3) Equipment. Any property purchased with grants which has an acquisition cost of 5,000,000 won or more per item and a normal life expectancy of two years or more is defined as equipment. Expenditures for special purpose equipment are allowable provided the acquisition of items is necessary for the research supported by the grant. (4) Other Direct Costs. Other direct costs are comprised of travel (both domestic and foreign), materials, other costs. Other costs may not exceed 30% of total other direct costs. (5) Indirect Costs. Since there is no clear consensus on indirect costs and additional budget is necessary to support actual indirect costs, the practical policy at the moment is to give a research support expense in lieu of indirect costs. In the future, however, some form of actual indirect costs should be supported. This study develops principles for determining and managing costs applicable to grants and cooperative agreements funded by the Ministry of Science and Technology. This research can be applied to other governmental agencies to give consistency and uniformity in administration of grants and cooperative agreements.

The Impact of Minimum Wage Policy on Employment in Myanmar

  • Purpose: The purpose of this paper is to analyze the impact of the minimum wage policy and the employment labor force in Myanmar by exploring firms' actions such as installing supplementary machines to substitute for labor resources and by addressing gender issues in employment. Research design, data, and methodology: This paper applies a fixed-effect estimation method by using the World Bank's enterprise panel data set surveyed in Myanmar. Results: Findings suggest that the minimum wage reduces both full-time and part-time employment, while the first minimum wage policy increases overall female employment. The adverse impacts are more pronounced for female employees of Joint Venture enterprises and enterprises located in the less-populated regions. Investment in capital such as equipment and machinery increase to substitute for labor after the minimum wage policy implementation; as a result, full-time employment slightly decreases. Conclusions: Appropriate measures concerning the minimum wage policy must be prepared by the government and institutions related to the labor union to serve the well-being of employees. Government of Myanmar should fix the minimum wage in a reasonable period based on the fiscal year for both employers and employees to prevent possible issues and losses resulting from the minimum wage being set.

첨단기술을 이용한 시설물 점검 및 진단장비 성능인증체계에 대한 연구 (A Study on the Performance Certification System of Inspection and Diagnostic Equipment for Infrastructure using Advanced Technologies)

  • 연구목적: 지속가능한 기반시설 관리 기본법 시행으로 시설물관리가 강화되면서 다양한 시설물 진단장비가 필요할 것으로 예상되고 있다. 다양한 융합장비에 대한 시장요구에 맞춰 합리적인 수준의 인증제품 공급하기 위한 인증제도가 필요하다. 본 논문에서는 첨단 기술을 이용한 시설물 진단장비에 대한 인증체계 도입방안에 대하여 연구하였다. 연구방법: 기존 국내 유사인증제도에 대한 상세분석 및 비교를 통하여 인증제도의 기본적인 요소와 체계 및 절차에 대하여 검토하였다. 또한, 카탈로그방식, 최소성능기준(표본조사, 전수조사)에 대하여 진단장비 개발자(제조자), 발주자, 장비사용자를 대상으로 설문조사를 실시하였다. 연구결과: 설문결과 발주자는 최소성능기준 전수조사 방식을 선호하였으며, 장비사용자 역시 최소성능 전수조사 방식과 표본조사를 거의 비슷한 비율로 선호하였다. 반면, 장비개발자는 카탈로그방식을 선호하였다. 결론: 진단장비의 사용자 입장인 발주자와 사용자는 품질에 대한 신뢰가 중요하므로 최소성능기준제시를 선호하였다. 반면, 개발자(제조자)는 다양한 제품의 개발에 규제가 되므로 자기인증방식인 카탈로그방식을 선호하였다. 현재 사용자가 요구하는 최소성능기준 방식의 도입에 필요한 최소성능기준에 대한 구체적 방안이 마련되지 않은 상황이다. 또한 구체적인 최소성능기준 마련에도 상당한 기간의 연구가 필요하므로 무리하게 인증 제도를 도입하는 것은 바람직하지 않다. 따라서 현실적으로 국내 시설물진단 및 검정장비 시장의 안정적이고 지속적인 발전을 위해서는 카탈로그 방식을 중심으로 일정기간 제도를 운영하는 것이 적절하다. 또한, 향후 필요에 따라서 최소성능기준에 대한 구체적 방안이 마련되면 시장에 대한 영향을 최소화 하는 범위에서 인증 제도를 확대 및 발전시켜 나가는 것이 효과적이다.

지능정보사회에서의 청소년 활동정책 개선방안: 프로그램, 설비·시설, 지도자를 중심으로 (The improvement measures for youth activity policies in the intelligent information society: focusing on programs, equipment and facility operation and leaders)

  • 이 연구에서는 지능정보사회에 적합한 청소년 역량함양을 위해 청소년 활동시설의 프로그램, 설비·시설, 지도자에 변화를 가져올 수 있는 청소년 활동정책의 개선방안을 제시하고자 하였다. 이를 위해, 지능정보사회에서의 사회변화 전망에 따른 청소년 활동정책의 변화방향에 대한 문헌연구, 청소년 활동시설의 대응실태 파악 및 활동정책의 발전방안 모색을 위한 온라인 설문조사와 전문가 의견조사를 실시하였다. 이를 바탕으로 다음과 같은 17개 정책과제들을 제시하였다. 먼저 프로그램분야에는 1) 지능정보기술 관련 프로그램의 확대, 2) 진로체험교육프로그램에서 진로탄력성관련 내용의 강화, 3) 스팀·메이커관련 프로그램의 체계적 도입 및 확산 등 9개 과제를 제시하였다. 다음으로 설비·시설분야에는 1) 지능정보기술 관련 외부기관과의 협력네트워크 강화, 2) 활동프로그램 개발·개선·운영에서 AR·VR 기술의 적용 확대, 3) 청소년활동 분야의 빅데이터 구축 등 5개 과제를 제시하였다. 마지막으로, 지도자분야에는 1) 활동시설 지도자 대상 지능정보사회관련 정보제공 확대, 2) 청소년 지도자 대상 지능정보사회관련 직무모형 개발 및 직무연수 실시 등 3개 과제를 제시하였다.

저압직류전기설비 표준화 정책 도입의 필요성 및 제안에 관한 연구 (A Study on Proposal and Necessity to Adopt the LVDC Standardization Policy)

  • Recently, LVDC(Low Voltage Direct Current) has been came into the newly spotlight with HVDC(High Voltage Direct Current) and as increasing digital load, DC power supply and high quality of demand is also getting extended. In accordance with the report of EPRI(Electric Power Research Institute), they expect digital load will grow to 50% of whole load in 2020. Subsequently, the use of DC equipment will grow dramatically. Therefore, the careful adoption of LVDC standardization policy is urgently required for the safety of people, prevention of confusion and occupancy of the market.
