Taking note of growing tendency of academic interests and policy applications with regard to social economy, this study aims to suggest economic geographical agenda for social economy. It is presumed that the orientation of social economy toward pursuing social value will exhibit unique spatial characteristics. Elements containing spatial implications have been identified through a review of hierarchial concepts including social innovation, social economy organization and social enterprise. Three approached are suggested as tools of understanding the spatial context of social economy: spatial characteristics inspiring social entrepreneurship, place-based context of decision-making by social economy organizations, and spaces formulated by interactions between the demand for solving social problems and the supply of economic resources. The investigation of social innovation clusters is required to focus on the differentiated characteristics from normal industrial clusters. It is also suggested that the concept of embeddedness be applied in the search of the essence and elements of social economy's ties with local community.

As the global demand for satellite IoT services using small satellites increases, interest in their frequency requirements has also increased. Consequently, International Telecommunication Union Radiocommunication Sector (ITU-R) preparatory studies for WRC-23 include AI 1.18, which considers new frequency allocations for narrowband mobile satellites. This agenda item was issued in accordance with Resolution 284 (WRC-19), and contributions and reviews by government and satellite operators are underway at ITU-R SG4 WP4C with the aim of completing the study in 2023. Resolution 248 (WRC-19) considers the conditions for transmission of candidate bands and satellites and terminals for narrowband mobile satellite, and all contributions should satisfy narrowband mobile satellite system characteristics parameters within these conditions. However, among the current transmission specifications, there are several views on the exact definition of satellite e.i.r.p., and the derivation schedule of characteristic system parameters for the study is slower than that of the original work schedule. The goal of this paper is to examine the outline of WRC-23 AI 1.18 and the main content of Resolution 284 (WRC-19) and to determine the status of studies related to WRC-23 AI 1.18. The ITU-R's study on this agenda includes updating work schedules, developing the draft required spectrum and system characteristics parameter reports/recommendations, developing draft CPM reports, and examining the various views of transmission specifications in Resolution 284 (WRC-19). Focusing on candidate bands in Region 1 (Europe and Africa) and Region 2 (America), the current status of use in Korea is investigated and future countermeasures in Korea are investigated. In addition, we would like to examine the trend of narrowband mobile satellite through satellite frequency and service status and planning of satellite IoT operators, such as EchoStar, Omnispace, and Sateliot that are participating in the ITU-R study.

In this study, to expand and develop the policy information portal (POINT) of the National Library of Korea Sejong. This study conducted a survey and in-depth interview with government officials and policy researchers. The suggested ways to support the policy information portal (POINT) in the future. As a result of the analysis, the use of the current policy information portal service was found to be low, and it was found that improvement of information access, integrated search, and expansion of information provision data were more necessary. It was suggested that a one-stop service should be implemented to provide various information, systematic information on related data for each task, overseas trend data, core service data, promotion activation, data linkage by strengthening cooperation with various government ministries and research institutes, and easy information provision and menu composition.

As the global energy and climate crisis has complicated interests of each country, the agenda that requires a global response has recently been revived. In particular, Korea is highly dependent on energy imports and continues to have high energy consumption, low efficiency of energy consumption, and high greenhouse gas emissions, so innovative and effective energy policies are urgently needed to achieve energy efficiency and carbon neutrality. In this study, among the changes in distributed district energy policy after the integrated energy method was introduced in Korea in the mid-1980's, the case of the "National Heat Map Project" policy implementation is analyzed with a modified multi-flow model. The 10 years of the Lee Myung-bak and Park Geun-hye administrations, the period of study, was a period in which the main paradigm of energy policy shifted to a "distributed energy platform" and policy transitions such as policy agenda setting, policy drift, and policy revision were made. A study on the process would be meaningful.

The concept of social media is top of the agenda for many business executives and decision makers, as well as consultants try to identify ways where companies can make profitable use of applications such as Netflix, Flixster. The social media is playing an increasingly important role as the information sources for customers making product choices etc. With the flourish of Web 2.0 technology, customer reviews are becoming more and more useful and important information resources for people to save their time and energy on purchasing products that they want. This paper proposes the Bayesian Probabilistic Classification algorithm to mine the social media review, and evaluates it by different splits and cross validation mechanism from the real data set. The explored study experimental results show the robustness and effectiveness of proposed approach for mining the social media review.

해상교통관제사(VTSO; Vessel Traffic Service Operator)는 IMO RESOLUTION A.857(20) on Guidelines for Vessel Traffic Services와 IALA Recommendation V-103 on the Standards for Training and Certification of VTS Personnel에 의거 업무 수행에 있어 훈련되고 검증된 능력을 주기적으로 검증받고 만족스러운 수준을 유지할 수 있도록 갱신해야 한다. 또한, IMO Nav. 56th session Agenda item 8 Development of an E-navigation strategy implementation plan에 E-navigation 이행 전략 및 개발 프로그램에 의하면 육상에서 지원/제공해야 할 해양안전정보의 중요성이 대두되고 있으며, 향후 해상교통관제의 역할이 증대될 것으로 기대된다. 이에 본 연구에서는 현재 VTS Hardware에 집중된 관심과 초점이 인적 요소에 모아져야 함을 강조하면서, 해상교통관제 운영자의 자질 강화에 중점을 둔 교육 훈련프로그램 개발 방안을 제시하였다.

The electronic trade(e-Trade) revolution is changing the international trade processes dramatically. It permits new kinds of interactions among exporting and importing firms as well as internally within the firms. Ever since the Internet became a popular communications medium in the 1990s, lawmakers have struggled to develop rules for determining which courts can hear disputes involving parties in different choice of law and jurisdictions. In conclusion, I suggest an ongoing research agenda for further refining and developing a more comprehensive cosmopolitan approach. Certainly, as these cases make clear, reconceptualizing the principles underlying court to-court relations is essential in a world where the idea of a transnational community of courts is fast becoming one of the dominant realities of twenty-first century law.

The aim of this study was to introduce the history and development of German organic farming(Bio-dynamic Agriculture and organic agriculture) which has a worldwide reputation and initiative in organic agriculture. And also the organization of organic producer's or farmer's group such as AGOL, POB, OSL, ALOG & Schweisfurth Stiftung and its regional distribution, the basic standard of organic farming and certification system for organic food, an actual cultivated area for organic forming and organic livestock were also shortly reported. The government subsidizing programmes and Agenda 2000, the extension services for organic farming by government and private level, the research activities of organic agriculture by governmental research body(FAL) and universities, the education system for organic agriculture in the German universities(University of Bonn, Gesamthochschule Kassel, University of Hohenheim, University of Gie$\beta$en and etc) were also explained. In the conclusion it was suggested several issues what should be considered to facilitate an organic farming in Korea in the view of organic production, marketing, distributing, extension and organic processing.

We collected national newspaper articles on the largest Chinese investment project in Malaysia, Forest City, and examined media sentiment polarity using alternative automated sentiment analysis tools. We further checked the robustness of these results using content analysis, and consistently found that sentiment polarity for mainstream news is more volatile than independent online journalism. We also found that the sentiment polarity of Malaysian mainstream media towards Chinese investments is aligned with government interactions between the two countries. This suggests that the sentiment of Malaysian mainstream media towards Chinese investments complies with local government attitudes, while independent online media are less constrained by government control. In light of this, foreign investors looking to more effectively estimate risks should monitor both independent and mainstream media to calculate the sentiment of the host country towards their foreign direct investment projects.

Objectives: This paper aims to give a review on the concept, the type, and the purpose of intersectoral collaboration, to provide a framework of intersectoral collaboration, and to review the effectiveness of intersectoral collaboration. Methods: Peer-reviewed journals were searched in Pubmed using the terms of 'intersectoral collaboration,' 'multi-sector policy,' 'intersectoral partnership,' and 'cross-sector collaboration.' In total, 240 papers were identified. After reviewing the abstracts of these papers, 59 papers were chosen to be reviewed in full-text. Contents were extracted from these papers that were pertinent to the research questions. Results: Intersectoral collaboration has been advocated since Alma Ata Declaration. However, it has been largely ignored in practice. Various factors including context, support, task, team, interactional process, individual, and overarching factors can affect the success and the failure of intersectoral collaboration. Conclusions: Some strategies to facilitate intersectoral collaboration activities and future research agenda were suggested.
