Surveying and Analyzing the Occupational Low Back Pains in General Hospital Nurses (종합병원 간호사의 직업성 요통 실태조사 및 요인분석)

  • Despite improved working environment with increased automation in industry, the nursing professions are subject to great deal of potential occupational risks, including chemical exposure, occupational stress, and musculoskeletal stress. In this study, we investigated the work-related Low Back Pains(LBPs) among hospital nursing profession by questionnaire survey. The results showed that over 89% of nursing personnel answered had experienced work-related LBPs. Among these personnel, patient handling caused more than 78% of the incidents occurring at work. This study will thus contribute as a basic reference to the hospitals and ergonomic practitioners for nursing profession training program development, facility and equipment redesign, and for guiding future research concerning prevention of this very important occupational health problem.

  • According to the result of recent studies, it was revealed that the error of safety-related personnel still plays a significant role in the accidents and/or incidents of a railway system. Accordingly, in order to reduce as well as prevent human errors, it is necessary to: (1) identify the root cause of accidents/incidents, and (2) conduct a research that can provide a systematic as well as an effective way to deal with the identified human errors. To this end, it is essential to suggest appropriate countermeasures based on the result of a task load analysis, which can soundly reduce a high level of the task load put on safety-related personnel. In the light of this concern, about the tasks of railway traffic signallers, a detailed task analysis was conducted in this study. After that, the associated task load scores were quantified by NASA-TLX technique that is one of the most well-known subjective workload measurement techniques. As a result, a set of significant tasks that could put a high task load on railway traffic signallers was identified.

  • The financial industry in South Korea has witnessed a paradigm shift from selling traditional loan/deposit products to diversified consumption channels and financial products. Consequently, personification of financial services has accelerated and the value of finance-related personal information has risen rapidly. As seen in the 2014 card company information leakage incident, most of major finance-related information leakage incidents are caused by personnel with authorized access to certain data. Therefore, it is strongly required to confirm whether there are problems in the existing access control policy for personnel who can access a great deal of data, and to complement access control policy by considering risk factors of information security. In this paper, based on information of IT personnel with access to sensitive finance-related data such as job, position, sensitivity of accessible data and on a survey result, we will analyze influence factors for personnel risk measurement and apply data access control policy reflecting the analysis result to an actual case so as to introduce measures to minimize IT personnel risk in financial companies.

The Establishment of Roles and Titles of Quality Control Personnel for Construction Project Quality Assurance (건설공사 품질확보를 위한 품질관리 관련자의 역할 및 호칭 정립)

  • The quality control personnel of the construction work shall establish and execute the quality control plan or the quality test plan and check the qualification of the used materials according to the process, the management of the test and inspection equipment, the quality education, the own quality inspection and measures. Management and quality test of Korea and plays an important role in preventing accidents. However, related organizations did not explicitly disclose their roles in quality testing and quality control tasks while changing the names of quality control personnel to test personnel and quality managers when revising related laws and regulations and the application of labor costs. Therefore, a research of this is needed to improve conflicting situation. In this study, the ambiguous title relation to the quality control persons is improved to meet the requirements of the construction work based on related laws and regulations, and each role and title is classified as 'quality tester' and 'quality manager'. In other words, the person who carries out the quality test of the "Construction Quality Test Standard" specified in the Guideline for Quality Management of Construction Projects shall be the "Quality Tester" and the person who performs the quality control plan establishment and execution work specified in the Enforcement Rule of the Construction Technology Promotion Act shall be referred to as the 'Quality Manager'.

A Survey of the Image Conveyed by Different Types of Nurses따 Uniforms (간호사의 복장 형태에 따른 간호사 이미지에 대한 조사 연구)

  • This study is a descriptive study to provide basic data related to types of uniforms worn by nurses. Nurses, other medical center personnel, patients and their famillies were asked for their opinion on changing nurses’ uniforms and how the image of nurses is 1 elated to the type of uniform worn by the nurses. The data for this study were collected during the period from Feb. 25, 1993 to Mar. 26, 1993 at Y-University Medical Center from 132 nurses, 137 other medical center personnel, 117 patients and their families. The instruments used for this study were the Nurses’ Image Scale(NIS) developed by Bown(1986), and an instrument to measure opinions of uniform and cap using photographs of nurses’ uniforms that was developed by the researcher through a literture review. Data were analyzed using the SPPS / PC package, Statistics used for analysis were frequencies, percentages, paired t -test, and oneway ANOVA The results of this study are summarized as follows ; 1. Of the nurses, 84.3%, along with, 51.5% of the medical center personnel, 39.1% of the patients and their families agreed to a change in the color of nurses uniforms. 2. Similarly, 87.4% of the nurses,27.7% of the medical center personnel, 19.3% of the patients and their families were in favor of nurses not wearing caps. 3. Only 11.8% of nurses answered that a white uniform was important to the professional image of nursing. Only 2.4% of the nurses answered that a cap was very important to the professional image of nursing. 4. Only 1.6% of the nurses answered that a white uniform and cap were important to show the role of nurses in the twenty first century. 5. About 1/3, 36.5%, of the medical center personnel, the patient and their families answered that changing the color of the nurses' uniform will make a change in the image of nurses. 6. A White uniform and cap were seen as being im-portant in distinguishing nurses from other medical personnel in the hospital by 76.5% of the medical personnel, the patients and their families. 7. Nurses gave high marks to the idea of no cap regardless of the color of the uniform which would still portray the symbol of the nurses’ role, identity and would differentiate the role from other jobs. The patients and their families gave high marks to a white uniform with cap. 8. Generally, nurses, medical center personnel and patients and their families thought that a colored uniform with cap presented a good image of nurses. 9. There was a significant difference in the response among the three groups(F=24.65, P〈.001) to the figure in a white uniform with a cap, and the patients and their families thought it was the best portrayal of the image of nurses. There was a significant difference among the three groups(F=9.03, P〈.001) to the figure in a white uniform with no cap and the nurses indicated that it was the beat portrayed of the image of nurses. There was no significant difference among the three groups to the figure in a colored uniform with cap. There was a significant difference(F=17.50, P〈. 001) to the figure in a colored uniform with no cap, and the nurses indicated that it was the best portrayal of the image of nurses. In summary, the nurses wanted to change the color of uniform and not to wear a cap. But many of the medical center personnel, patients and their families indicated they did not agree with this idea. Therefore, changing the type of uniform worn by nurses should be done only after consideration has been given to the relation of the change to the professional role of nurses and the image of nurses held people in general. Suggestions arising from this study are as follows : 1. The relation between the role of nurses and their uniform was surveyed, and these results can be used as data when considering a change in uniforms. 2. A change in uniforms should be tried based on the norm established about uniforms. 3. The nurses did not want to wear a cap, but before a decision is definitely made it is necessary to study the philosophy related to the symbol of the cap because the figure of a nurse with a cap portrayed a positive image of the nurses. If the cap is kept, the symbol of the cap should be redefined. 4. In this study, only the image related to the uniform was examined, but in future studies it will be necessary to examine the practicality of various types of uniforms.

A Study on the Development of Training Model by Enforcement of the IP Code(SOLAS Chapter XV)

  • Through the 106th session of the International Maritime Organization(IMO)'s Maritime Safety Committee(MSC), a mandatory safety training requirement for all personnel transferred or accommodated for offshore industrial activities was established and adopted under the name of SOLAS Chapter XV, IP(Industrial Personnel) Code. This regulation mandates pre-boarding safety training to enable individuals to anticipate and mitigate hazardous risks in navigation and operational environments. Consequently, the IP Code includes provisions regarding the training content for industrial personnel and regulations for the refusal of master who has a full responsibility for individuals who have not completed the required training(non-qualified industrial personnel). Referred to as the IP Code, this agreement is set to enter into force in July 2024, necessitating the establishment and operation of safety education for industrial personnel boarding ships before that date. Accordingly, this paper reviews the legal requirements related to training within IP code and analyzes the details of models including training objectives, target audience, duration, and course structure of safety trainings such as STCW, OPITO, GWO training, and other delegated training related to current ships. Additionally, it aims to propose a curriculum model for IP training courses which consists of a total of 16 hours over 2 days, offered by the Korea Institute of Maritime and Fisheries Technology, including teaching objectives, duration, and course structure.

Legal Review of Medical Practice Related to Orthopedic Surgery (정형외과 수술 관련 의료행위에 대한 법적 고찰)

  • This study examined the levels of satisfaction from medical staff and patients by analyzing 691 Supreme Court precedents on medical practice from legal disputes in Korea, which are developing into a dual medical system. In addition, the issues that can be prevented in the medical field through the flow and judgment of legal disputes in medical practice after the revision of the medical law are discussed. The concept of medical practice not specified in the Medical Law was examined and compared with the medical-legal systems of Germany, Japan, and the USA through international comparative analysis to assess the illegal factors occurring in the medical field by analyzing the legal approach, medical practice, and medical personnel qualifications of each country. An analysis of the Supreme Court's case law revealed the timing analysis of issues in legal disputes related to medical practice, the incidence rate among the subjects of the cases, and medical personnel to be significant. The meaning was studied by finding the law that applied to it. Important cases were identified, and their meaning was reviewed. The legal issues of medical practice in orthopedics were divided into five sections based on precedents, such as problems in consent to information at the start of treatment, problems in prior radiography before treatment, explanation of the consent process for surgical treatment, problems related to the qualification of operators in the operating room, and the responsibility for postoperative results. In the wake of the recent major crisis in the government's medical reform policy (Essential medical package), procedural problems and legal reviews of illegal medical practices and their qualifications in the medical field were conducted because of the lack of medical personnel.

Prevalence of Methicillin-resistant Staphylococci Isolates from Horses and Horse-related Personnel in Korea (말 및 말관련 종사자의 methicillin 내성 포도상구균의 유병율 조사)

  • Methicillin-resistant staphylococci (MRS) are emerging as important pathogens in humans and animals worldwide. The aim of this study was to investigate the prevalence of MRS in the racehorse population and in horse-related personnel in Korea. A total of 195 horses and 18 humans (eight veterinarians, three veterinary hospital staff, and seven horse-handlers) from racehorse farms in Korea were included in the study. The samples were collected from nasal cavities using bacterial transport medium and were cultivated on tryptic soy agar with 5% sheep blood for 3 days at $37^{\circ}C$ to confirm the presence of Staphylococcus spp. Presumptive Staphylococcus spp. isolates were identified by 16S ribosomal RNA gene analysis. The coagulase test and oxacillin susceptibility tests were performed using the tube dilution and disk diffusion methods, respectively. The presence of the mecA gene was determined using a polymerase chain reaction assay. Of the 195 horses, 29 (15.6%) yielded 29 MRS isolates. Twelve (66.7%) of the 18 horse-related personnel yielded 12 MRS isolates. All of the MRS isolates from horses or horse-related personnel were identified as methicillin-resistant coagulase-negative staphylococci (MRCNS). The result of this study suggest that the prevalence of MRS increased with the duration of antibiotic use (p = 0.002). This study also provides evidence for the zoonotic transmission of MRCNS between horses and humans, although further investigations are needed.

Analysis of Community Health Status and Related Factors Using Community Health and Social Indicators (지역사회 보건사회지표를 이용한 지역사회 건강수준 관련 요인 분석)

  • Purpose: The purpose of this paper was to investigate community health status and related factors using community health and social indicators. Method: Data sources were reviewed and data for 10 categories, 75 indicators were collected. Community health status and health-related factors were categorized, and the means and standard deviation of individual indicators were obtained and standardized scores were calculated. In addition, through factor analysis of individual indicators by category using the scores and using the resultant factor coefficients as weights, indexes were calculated by area. Correlation and regression were analyzed. Result: Each indicator was highly correlated with each index, and the indexes were highly correlated with one another. Correlation coefficients were above 0.8 between community health index and population, education, housing, and economy, between population and education, housing and economy, between education and housing and economy, and between housing and economy, environment and industry. But multicollinearity was not found in the result. Significant factors on community health index were population, health personnel and facilities, education, housing and economy, and R-square were 92.4%. Conclusion: Health determinants such as population, health personnel and facilities, education, housing and economy could be influencing factors on community health in community level. These results showed the importance of intersectoral collaboration within a local government. Overall community health can be enhanced by intersectoral collaboration.

Improvement Plan of the Local Government Audit System (지방자치단체 감사제도의 개선방안)

  • Audit system of local self-government has a problem in many sectors, for the development of local autonomy, improvement of these issues is essential. The purpose of this study was to improve the present problems by looking at the problems of local governments audit system. The problem with local governments audit system are as follows. First, the non-efficiency and redundancy of internal and external audit exist. Second, in terms of audit organization and mechanism of local government, independence is deficient. Third, the expertise is lacking in terms of audit personnel. Fourth, it is insufficient effectiveness ensure regarding the processing of the Audit Office at the time and results. Improvement plan of the problems of local governments audit system are as follows. First, the unification of the country and local governments of the audit and there is a need to establish a legal system on the local audit. Second, the establishment of independent internal audit mechanism for ensuring the independence of the internal audit mechanism. Third, introducing a variety of personnel system related to the human resources of audit personnel and there is a need and strengthening of education and training to the audit personnel. Fourth, the public of the audit, community participation, and etc results in the effectiveness and democratic ensuring of audit.
