  • In Korea we didn't have fundamental legal system on telecommunication until 'Communication Act'(Act No. 923) of Dec. 1961. After then, with rapid advances of technology and increases of request to telecommunication services in the field of telecommunication, circumstances around the telecommunication market have been changed. The market has been enlarged and slowed. Regulating of that field has been diverse and complex, Specially, as WTO went into effect, it's been recognized that standardization is more important for correspond to openness and liberalization in the field of telecommunication. In our country, national industry standardization began with 'Industry Standard Act of 1961', but it put mainly importance in manufacturing standard or industry standard till 1980's. Telecommunication standardization began to be active as TTA was set up in 1989. Now regulating rules to telecommunication standard are including 'the Fundamental Act of Information Promotion', 'Telecommunication Act', 'Act relating to Telecommunication Network Use Promotion, etc:, 'Software Industry Advancement Act','Knowledge Information Resource Act'. In this paper, we will survey regulating rules to telecommunication standard and Produce the future proposal to that.

Studying a Regulation for Real-time Broadcasting Services in Smartphone - the Case of CJ's Tving Service (스마트폰에서 제공되는 실시간 방송서비스 규제방안에 관한 연구 - CJ 티빙서비스를 중심으로)

  • There is a growing controversy on whether and how to regulate real-time broadcasting services carried on smartphone. Some advocates strict regulation on them but the others minimal regulation. This study aims to suggest guiding rules for how to regulate broadcasting services in smartphone. For this, the study interviewed fourteen (14) executives of broadcasting companies, content providers, policy research center and regulatory body. The analysis indicates that linear channel service in smartphone is similar in form to traditional broadcasting but they should not be regulated at this moment. The supporting reasons are 1) regulating them is technically not effective, 2) they were already regulated in their primary service platforms, 3) they don't have a significant impact on a society. Consequently, the study suggests that the service providers are categorized as value added common carriers as defined in the Telecommunication Business Act.

A study on the impact of host's personalized offline services and platform ease of use on shared homestay consumers' purchase intention

  • Different from previous studies, this study focuses on accommodation providers' personalization services and platform convenience variables, identifying how these prior factors affect perceived value and trust in accommodation services on a shared homestay platform, and how consumers' innovation plays a role in the process. Through this, we would like to identify the mechanism of interaction between accommodation service providers and consumers mediated by the shared homestay platform and present implications for a more customer-centered platform operation strategy. This study has an extended meaning for prior research, empirically confirming that the increase in personalized offline service quality of personalized hosts in shared economic models has a positive impact on perceived value and platform trust of consumers. At the same time, we confirm that under the shared economy model, consumers' innovation propensity plays an important positive role in regulating their perceived value aspects as well as their confidence in the platform.

Development and Feasibility of Indicators for Ecosystem Service Evaluation of Urban Park (도시공원의 생태계서비스 평가지표 개발 및 측정가능성 검토)

  • A human in urban areas has depended on ecosystem for well-being, so it is important to evaluate urban ecosystem services which contribute significantly to human well-being. In this study we classified ecosystem functions and set indicators used for evaluating ecosystem services of urban park by Delphi method. As a result, it derived 12 items and 14 indicators of ecosystem services to evaluate them such as vegetable garden, canopy cover, biodiversity, and educational programs. Based on the derived evaluation indicators, the feasibility of the indicators was examined by applying to two urban parks, Maetan park and Seoho-Ggotme park, in Suwon City. We also suggested strategies to improve each ecosystem services based on the results of evaluation. It is significant to recognize unknown services in urban parks. The results can be used for improving urban ecosystem services consistently in response to current rapid urbanization. In the future, the city should make a master plan on ecosystem service on urban area, beyond urban park, considering both of quality and quantity.

New Framework for Convergent Services between Telecommunication and Broadcasting: Public Goods and Interactivity (방송.통신 융합서비스의 적정 규제 방안: 서비스의 공공재적 속성과 양방향적 특성을 중심으로)

  • As we know, broadcasting implies a unilateral transmission by one sender to several recipients of information generally produced by third parties. Contrary to that, telecommunications implies an exchange between participants. Participants exchange information they produce during an interaction. However, in the age of convergence between telecommunication and broadcasting, it becomes difficult to determine exactly the boundary between services classified under telecommunications and those classified under broadcasting services. This means that new regulatory regime should be introduced to meet the convergence between telecommunication and broadcasting. In this article, we try to overcome the existing framework for understanding and regulating convergent services. In order to develop more powerful and useful framework for dealing with new convergent services, we focus on the original characteristic of "cast services," which could give us very significant basis for further discussion. "Cast services," such as traditional broadcasting services, have the characteristics of both public goods (non-exclusivity and non-rivalry in consumption) and non-interactivity. Depending on the existence of these three characteristics, we are able to apply different regulatory regime to those convergent services.

Contract Awarding Process and its Reasonable Improvement for Defense Acquisition (공공사업 경쟁입찰에서 낙찰자 결정방법분석 및 국방획득사업의 합리적인 사업자결정 방안)

  • The current contract awarding process regulated by laws and ordinances is analyzed and more reasonable processes are suggested. To this end, the principle of economic analysis is described with emphasis on the cost-effectiveness analysis, and the laws and ordinances regulating the process are thoroughly examined. The current contract awarding rule is based on the weighted sum of effectiveness score and cost score. This may not conform to the framework of economic analysis where effectiveness is supposed to be measured as an output and cost measured as an input. An improvement is attempted to the defense acquisition system and it is recognized that the economic analysis and policy consideration should be performed separately. Concept of statistical testing is introduced to see if the results of the cost effectiveness analyses show the significant difference between the alternatives. It is suggested that the contract awarding process can be improved by performing significance test followed by the aggregation of the two analyses. A minor improvement is also suggested on the application of current rules.

Service Issues and Policy Directions for Promoting the O2O Industry in Korea (국내 O2O 서비스 이슈 진단 및 산업활성화 정책 방향 제안)

  • A variety of O2O (Online to Offline) services such as Uber, Airbnb, and KakaoTaxi that create new values by connecting offline and online have emerged in the world. O2O services support the convenience of online services and the real-life capability of offline services simultaneously. Thanks to the development of ICTs such as mobility, IoT (Internet of Things), Fin-tech, and big data technologies, the market size of O2O industry is growing very rapidly. This paper reviews various O2O services and industry trends in Korea. In addition, important issues on O2O services and industry promotion are reviewed and presented. Specifically, legislative issues regulating the O2O industry in Korea, interest conflicts between new O2O platform providers and existing traditional offline service providers, current technology infrastructures for O2O services, and negative or side effects of O2O services are reviewed and summarized. Finally, comprehensive policy directions are proposed based on these reviewed issues. It is expected that the proposed policy directions would be adopted by the government and this research could consequently contribute to strengthening the competitiveness of the O2O industry in Korea.

Assessment and Enhancement of Ecosystem Service on Hasidong Anin Coastal Sand Dune of Ecological and Landscape Conservation Area (하시동·안인사구 생태경관보전지역의 생태계서비스 평가와 증진 방안)

  • This study aimed to evaluate the ecosystem services and environmental sustainability index(ESI) of the Hasidong-Anin coastal sand dune ecological and landscapes conservation area using rapid assessment tools. As a result, the analysis of the environmental sustainability index, derived from the evaluation of ecosystem services in the Hasidong-Anin coastal sand dune ecological and landscapes conservation area, revealed that regulating services, cultural services, and supporting services were all rated below 50%. Especially, cultural and supporting services were identified as lacking. With these results, a SWOT analysis was conducted to develop strategies for enhancing ecosystem services in the Hasidong-Anin coastal sand dune ecological and landscapes conservation area. Six approaches were formulated, involving leveraging strengths as opportunities (SO strategy), minimizing threats using strengths (ST strategy), utilizing opportunities to address weaknesses (WO strategy), and mitigating weaknesses and threats (WT strategy). In the future, when promoting projects to enhance ecosystem services in the Hasidong-Anin coastal sand dune ecological and landscapes conservation area, it will be essential to address issues such as the restoration of currently damaged areas and prevention of future erosion-related damages. This will lead to an elevation of the value of the Hasidong-Anin coastal sand dune ecological and landscape conservation area.

Communities' Perception of the Effect of Ecosystem Services on the Forest Rehabilitation of Abandoned Mine Areas: A Case Study in Taebaek-si and Jeongseon-gun (강원도 폐광산 산림복구지의 지역사회 생태계서비스 인식조사: 태백시 및 정선군을 중심으로)

  • Rehabilitation of mining areas can reduce damage to ecosystems. However, the effects of rehabilitation on ecosystem services (ESs) and its contribution to local communities are not well known. Thus, the aims of this study were to clearly identify the ES beneficiaries affected by mining activities, to determine how the beneficiaries profit from surrounding areas in cooperation with local stakeholders, and to manage the rehabilitation areas for the ESs that the beneficiaries want. This study chose 18 ESs (4 provisioning, 7 regulating, 5 cultural, and 2 habitat services) based on The Economics of Ecosystems and Biodiversity. A semi-structured questionnaire survey using an 11-point Likert scale was conducted among 87 community residents to investigate social awareness and identify key ESs. The survey results from two local communities showed high awareness and demands mainly on cultural (mental and physical health, aesthetic appreciation, and recreation) and regulating services (local climate and air quality, and moderation of extreme events). These services were related to the daily lives of residents in local communities, provided positive benefits, and potentially improved the residents' future livelihoods. However, the average questionnaire scores were limited to 6-7 points, indicating that the benefits to local communities were meager. The residents' awareness of provisioning service was negative, even if it provided goods and profit opportunities. This indicated a disconnection between local communities and provisioning services due to forest rehabilitation that did not consider local communities that traditionally relied on specific provisioning services before the onset of mining activities. Future forest rehabilitation in abandoned mine areas must consider the welfare of local communities for sustainable use of rehabilitated forests and enhancing ESs. In this study, only a qualitative evaluation based on frequency analyses was conducted. The quantification and valuation of key ESs are warranted in the future to promote ESs from forest rehabilitation in abandoned mine areas. The study results would be useful for developing site-specific ES promotion strategies for reforesting mine areas.

Web-Based Data Analysis Service for Smart Farms (스마트팜을 위한 웹 기반 데이터 분석 서비스)

  • Smart Farm, which combines information and communication technologies with agriculture is moving from simple monitoring of the growth environment toward discovering the optimal environment for crop growth and in the form of self-regulating agriculture. To this end, it is important to collect related data, but it is more important for farmers with cultivation know-how to analyze the collected data from various perspectives and derive useful information for regulating the crop growth environment. In this study, we developed a web service that allows farmers who want to obtain necessary information with data related to crop growth to easily analyze data. Web-based data analysis serivice developed uses R language for data analysis and Express web application framework for Node.js. As a result of applying the developed data analysis service together with the growth environment monitoring system in operation, we could perform data analysis what we want just by uploading a CSV file or by entering raw data directly. We confirmed that a service provider could provid various data analysis services easily and could add a new data analysis service by newly adding R script.
