Probabilistic Location Choice and Markovian Industrial Migration a Micro-Macro Composition Approach

  • The distribution of economic activity over a mutually exclusive and exhaustive categorical industry-region matrix is modeled as a composition of two random components: the probability-like share distribution of jobs and the dynamic evolution of absolute aggregates. The former describes the individual activity location choice by comparing the predicted profitability of the current industry-region pair against that of all other alternatives based on the available information on industry-specific, region specific, or activity specific attributes. The latter describes the time evolution of macro-level aggregates using a dynamic reduced from model. With the seperation of micro choice behavior and macro dynamic aggregate constraint, the usual independence and identicality assumptions become consistent with the activity share distribution, hence multi-regional industrial migration can be represented by a set of probability evolution equations in a conservative Markovian from. We call this a Micro-Macro Composition Approach since the product of the aggregate prediction and the predicted activity share distribution gives the predicted activity distribution gives the predicted activity distribution which explicitly considers the underlying individual choice behavior. The model can be applied to interesting practical problems such as the plant location choice of multinational enterprise, the government industrial ploicy to attract international firms, and the optimal tax-transfer mix to influence activity location choice. We consider the latter as an example.

  • The purpose of this study is to reinforce employment improvement of engineering college students and the industry-university collaboration of regional industries. In order to achieve the object of this study, we inquire and analyze the general requirements for engineering college students and specific requirements for each major of engineering college. In addition, we survey and analyze the industry-university collaboration programs and awareness of them. When regional companies hire new workers affiliated engineering students, they significantly consider executive ability related to their majors and self-confidence. The education and research area by each department and the status and the intention of industry-university cooperation are also investigated. Eventually, we propose the education plan to meet the industrial requirements and industry-university cooperation strategy.

Regional Strategic Industry (RSI) Promotion Projects and Their Impact on Regional Economic Growth: Focused on Chungbuk Province Cases (지역전략산업육성사업과 지역경제성장 파급효과: 충북 사례를 중심으로)

  • This study tries to measure the direct and indirect effects of the Regional Strategic Industry (RSI) promotion projects in Chungbuk Province in Korea. In specific, it critically examines whether there exists policy consistency and connectivity between the hardware-oriented Stage I (2002~2007) and the software-centered Stage II (2008~2012) RSI promotion projects. Applying System Dynamics (SD) techniques, this study examines complex system characteristics of RSI promotion projects, all of which have been derived from the causal and stock-flow models and their simulated results. Major findings are as follows: Firstly, 'the continuous investment' is regarded as the most crucial policy leverage for the strategic industry promotion and regional economic growth. Secondly, without exceptions, the RSI promotion projects should switch their evaluation criteria to performance-oriented ones. Thirdly, in selecting their subprojects, the RSI promotion projects should pay due attention to evaluating technology value and marketability. Fourthly, it should put policy priority in strengthening cluster networking and interconnectivity among projects, inevitably supporting a selective number of virtuous network systems. Fifthly, auxiliary projects such as marketing, technology aid, and knowledge-based services should not be overlooked.

  • A technopark is an industrial and technological complex where personal, material and technological resources, scattered to businesses, academic institutions, research facilities and governments are gathered into a single place. Technopark's role is facets. The aim of this study is to offer new policy services for firms by utilizing the exploratory methodology for Chungnam Technopark's performance for three year (2011 ~2013). Through the findings, this study suggests that policy support for firm's growth in Chung Nam Region have been effective and fruitful in terms of total sale and increase of employees. But, technological performance measured by patents has not enough to catch the innovation. Chungnam Technopark should be more focused on technological policy supports including R&D as well as commercialization. Ultimately in order to have sustainabilities for own firm's growth, firms should keep going on ceaseless create the new technological performance. In that sense, for regional specific industry Technopark's role has been critical for not only firm's current growth but firm's innovation competency.

  • In this study, We will find approach to improve the efficiency of business support policies for small-medium enterprises(SMEs) in the regional strategic industries. Especially, based on the customized needs of SMEs in strategic industries, we intend to find directions of the business support policy. we can use the decisions criteria(for example, business strategy, business portfolio, effective budget allocation, core business plans, etc.) by research results. To achieve the research objectives, we surveyed from 243 SMEs in regional strategic industry. we found the differences of industry characteristics, strategy and industry-specific by growth stages. Thus, this result implies the necessity of creating a customizing policy for SMEs. We found implications about the efficiency improvement of regional industrial policy. In conclusion, regional industrial policy must reflect the central government's policy direction of regional industries and the demand of SMEs.

  • Development of policy incentives and policy direction in the innovation economy is always important. Innovations policy have characterized industrial dynamics, leading to a transformation of the market structure of the specific industry. The paper explores the development of industry convergence for understanding the change of the wireless industry in Daejeon. Although its initial focus is R&D center, The business model has become the research and development of external demand than its own product research and development. For regional innovation, the wireless industry policy should be provided with their own product development pattern.

South Korea's Shipbuilding Industry: From a Couple of Cathedrals in the Desert to an Innovative Cluster

  • After the publication of the competitive advantage of nations by Porter in 1990, the competitiveness of regional concentrations of industries has been often explained by the cluster concept. There are many definitions of clusters, but they mainly boil down to a geographically proximate group of interconnected companies and associated institutions in a particular field, linked by commonalities and complementarities. The shipbuilding industry in Korea can for sure be regarded as a competitive industry, as the spectacular rise of its world market share from 2% in the early 1970s to the current 38% impressively testifies, but can it be considered a cluster? Based on an analytical framework consisting of a typology of clusters and a context-sensitive evolutionary approach, the paper will show that over the last thirty years Korea's shipbuilding developed from a mere number of isolated, large shipyards (cathedrals in the desert) established by large conglomerates (chaebol) in close collaboration with the central government into an innovative cluster. The cluster is on the one hand characterised by a strongly developed supply industry and specialised universities and research institutes, but on the other hand by a weak, yet increasing role for local and regional institutions The specific and context-dependent characteristics of this innovative cluster are more important explanations for its competitiveness than the financial interventions by the central government, which are repeatedly put forward by European policy-makers in their trade war with Korea.

  • This study aims at identifying the industrial distributional characteristics of creative industry in Chungnam Province. It finds that there are 11 sectors of creative industrial in Chungnam region. In order to find out the specific characteristics of creative industry in Chungnam, it firstly carried out LQ analysis on the 11 sectors by the 16 counties of the region. It turns out that the distributional characteristics differs between county by county in terms of RCC, BQ and IG effect. These results may imply the needs of regional specific industrial development strategy by the 16 counties in Chungnam Province.

  • Causing by economic stagnation and financial management difficulty of the domestic small and medium business company, the actual condition which enlarges the plan of politic funds increased from the government. The government authority as the SBC (small and medium business promotion corporation) evaluates the domestic small and medium business company, and directly executes a governmental politic funds. Financial analysis is a important factor of enterprise evaluation among various valuation bases. However because of applying to the whole domestic manufacturing industry on financial evaluation, Current financial evaluation index effectively cannot reflect the feature of a regional industry. A whole manufacturing industry index considers a standard for the comparison evaluation of domestic manufacturing industry and compares with the other industries and the world-wide nation industry change, But, there is a difference from indexes of corresponding industry in specific regions. This paper proposes a model of evaluation index for the efficient execution of politic funds. We considers three manufacturing industries for proposed model which are shipbuilding, machine tool and airline industries in Gyeongsangnam-do region.
