A Development of Use Districting Management Using GIS (GIS를 활용한 용도지역 관리방안)

  • An improved model of 'use' or 'region' districting(or regional zoning) scheme has been proposed. GIS based prototype model of managing the semi-agricultural region is implemented in a PC based platform focusing the Yongin, Kyonggi-Do area. Throughout the process of users' requirement analysis, database design, and user interface design, it has been shown that the integrated system may shed light on the prospective usage by the city or county government officials regardless of the short functionalities and user interface. This study aims first at identifying the needs in the area of districting at local level and at suggesting a basic framework of database design and system implementation in regard to region districting. The ARC/INFO, ArcView/Avenue based PC-based decision supports system presented herein is hoped to be supplemented with the inclusion of time factor in its database to cover and reflect the temporal variations associated with the plans.

Establishing Guidelines for Implementing and Operating Makerspaces in Public Libraries (공공도서관 메이커스페이스 조성 및 운영을 위한 가이드라인 개발)

  • The purpose of this study is to recommend practical guidelines for developing and operating makerspaces in public libraries. Using the results of prior research, this study examines eight public library makerspaces across key elements, including space, size, staff, equipment, programs, and budget. This study finds that public library makerspaces should be built according to the library's size, budget, and purpose, and should also employ sustainable operating strategies. On that basis, this study suggests three models of guidelines for implementing and developing makerspaces in public libraries: the "craft" makerspace at the basic level, the "studio" makerspace at the intermediate level, and the "platform" makerspace at the regional level.

Brittle Deformation History Based on the Analyses of Dikes and Faults within Sedimentary Rocks on Geoje Island, SE Korea

  • Kinematic analyses of magmatic intrusions and faults can provide useful information on stress conditions and chronological relationships between dike emplacement and brittle deformation events. We studied structures in rocks exposed on a coastal platform in Geoje Island off the southern Korean Peninsula because of its well-developed dikes and faults. The geology of the study area includes the Cretaceous Seongpo-ri Formation, which is composed mostly of shale, sandstone, and hornfels intruded by magmatic dikes. Most of the dikes are developed along pre-existing structural features (faults and fractures), indicating that their emplacements were structurally controlled. Because dikes commonly open along the direction of the minimum principal stress, the direction of this stress can be obtained from dike geometry and orientation through the matching of piercing points on either side of a dike. In addition, the deformed dikes can give information regarding later deformation. On the basis of the kinematic analyses, we identified five deformation events in the study area, which are kinematically related to changes of the regional maximum principal stress. Results indicate that the structures in the study area have been controlled predominantly by episodes of reactivation of the NNE-trending Yangsan strike-slip fault, located to the northeast of the study area, under different stress regimes. In a wider tectonic context, the brittle deformation of the rocks of Geoje Island was probably induced by interactions among the Philippine Sea, Pacific, and Eurasian plates, including changes in subduction parameters with respect to the latter two plates over time.

An Analysis of Instagram Hashtags Related to the Exhibitions in Korea

  • The purpose of this study is to analyze the characteristics and meanings of Instagram hashtags related to the exhibitions as a online communication platform of museums. At the same time, it focuses on efficiency of hashtags as a reference framework of inferring viewing experiences. We collect and visualize Instagram hashtags of exhibitions held in Korea for the past two years including 'Paper Present (2017)', 'YOUTH (2017)', 'Monet, Draw Light Exhibition (2018)', 'Van Gogh Inside (2016)', 'Drawn by the Wind: Shin yun-bok & Jeong Seon'. To sum up, significant data related to viewing experiences are not derived, and hashtags as a reference framework of inferring viewing experiences are turned out to be inefficient. Meanwhile, we conclude that potential for distributing information about the exhibitions is inherent in hashtags. In terms of informational characteristics, we notice that the influence of hashtags related to regional information is presented more than the response toward the viewing experiences. This result shows that Instagram users in the exhibitions are worthy of place making rather than viewing experiences.

  • The International Atomic Energy Agency (IAEA) entails independent decision-making for the safety supervision of civil nuclear facilities. To evaluate and review the safety of nuclear facilities, the national regulatory body usually consults independent institutions or external committees. Technical Support Organizations (TSOs) include national laboratories, research institutions, and consulting organizations. Support from professional organizations in other countries may also be required occasionally. Most of the world's major nuclear power countries adopt an independent nuclear safety supervision model. Accordingly, China has continuously improved upon the construction of such a system by establishing the National Nuclear Safety Administration (NNSA) as the decision-making department for nuclear and radiation safety supervision, six regional safety supervision stations, the Nuclear and Radiation Safety Center (NSC), a nuclear safety expert committee, and the National Nuclear and Radiation Safety Supervision Technology R&D Base, which serves as the test, verification, and R&D platform for providing consultation and technical support. An R&D system, however, remains to be formed. Future endeavors must focus on improving the technical support capacity of these systems. As an enhancement from institutional independence to capability independence is necessary for ensuring the independence of China's nuclear safety regulatory institution, its regulatory capacity must be improved in the future.

The Evaluation of an additional Weight Shoe's Function developed for the Improvement of Aerobic Capacity (유산소 운동능력 향상을 위한 중량물 부가 신발의 기능성 평가)

  • The purpose of this study was to evaluate the function and the safety of an additional weight shoe developed for the improvement of aerobic capacity, and to improve some problems found by subject's test for an additional weight shoe. The subjects employed for this study were 10 college students. 4 video cameras, AMTI force platform and Pedar insole pressure distribution measurement device were used to analyze foot motions. The results of the study were as follows: 1 The initial achilles tendon angle and initial rearfoot pronation angle of an additional weight shoe during walking were 183.7 deg and 2.33 deg, respectively, and smaller than a barefoot condition. Maximum achilles tendon angle and the angular displacement of achilles tendon angle were 185.35 deg and 4.21 deg respectively, and smaller than barefoot condition. Thus rearfoot stability variables were within the permission value for safety. 2. Maximal anterior posterior ground reaction force of additional weight shoe was appeared to be 1.01-1.2 B.W., and was bigger than a barefoot condition. The time to MAPGRF of an additional weight shoe was longer than a barefoot condition. Maximal vertical ground reaction force of additional weight shoe was appeared to be 2.3-2.7 B.W., and was bigger than a barefoot condition in propulsive force region. But A barefoot condition was bigger in braking force region. The time to MVGRF of an additional weight shoe was longer than a barefoot condition. 3. Regional peak pressure was bigger in medial region than in lateral region in contrast to conventional running shoes. The instant of regional peak pressure was M1-M2-M7-M4-M6-M5 -M3, and differed form conventional running shoes. Regional Impulse was shown to be abnormal patterns. There were no evidences that an additional weight shoe would have function and safety problems through the analysis of rearfoot control and ground reaction force during walking. However, There appeared to have small problem in pressure distribution. It was considered that it would be possible to redesign the inner geometry. This study could not find out safety on human body and exercise effects because of short term research period. Therefore long term study on subject's test would be necessary in the future study.

The Spatial Characteristics on the Mobile Industry's Value Chain in Daegu-Gyeongbuk Region (대구.경북지역 모바일산업의 가치사슬 구조와 공간적 특성)

  • This paper was to examine the spatial characteristics on the mobile industry's value chain based on the structure of value chain, the process of development, and the industrial linkages of mobile industry in Daegu-Gyeongbuk region. The mobile industry's value chain in Daegu-Gyeongbuk region consists of the infrastructure, mobile device, platform & embedded SW, and mobile contents sector. Among these sectors, the leading value chain sector in mobile governance is the mobile device sectors, especially the finished products sector. These sectors have developed by policies as well as networks with large enterprises such as Samsung and LG, and it forms a hub-and-spoke cluster. The infrastructure and mobile device sector are located in Gumi, Gyeongbuk, the embedded SW and mobile contents sectors are located in Daegu, which means decentralized agglomeration. The sectors of infrastructure and mobile device form the strong forward-backward linkages with firms in Daegu-Gyeongbuk region. For the embedded SW sector, the forward-backward linkages are active with firms located in Seoul metropolitan area. For mobile contents sector, the backward linkages are formed with firms in Daegu and the forward linkages are formed with firms in Seoul metropolitan area.

  • Due to the coronavirus pandemic and diplomatic disputes, governments are actively developing a policy to revitalize·reshore manufacturing and to diversify international cooperations. In order to develop such a policy, it is very important to compare and analyze domestic·international geospatial information. Over the decade, the US·EC governments have conducted a series of national researches to build data-based tools that can monitor·analyze regional geospatial information driven by government R&D investments. In the case of the EC system, it can compare geospatial information in domestic and international(including Korea) regions. Compared to US·EC cases, Korean examples of national researches with available data analplatform need future improvements. Current study is investigating an automated analysis methodologies using "National Institute of Science and Technology Information (NTIS)" DB, which was national security data until recently. Research on data-mining regional geospatial information can contribute to support policy fields that need to discover new issues in response to unexpected social problems such as recently faced corona and trade disputes.

Content Analysis on the Characteristics of News-related Videos and Users' Reactions in the Local Broadcasting YouTube News Channels (지역 방송사 유튜브 뉴스 콘텐츠 특성과 이용자 반응에 관한 내용분석)

  • This study aims to examine the characteristics of news content and users' reactions in local broadcasting Youtube news' channel, and explore how the local media should response in the new online video environment. YouTube Open API sampled 3,950 news-related videos uploaded over a month on 31 YouTube news channels nationwide. The content analysis was performed on the basis of the analysis of individual videos, such as characteristics of each content and users' reactions. As a result, a few news channels have produced digital-only content, but the ratio has been very low, most were broadcast replay videos with titles and formats uploaded as they were. In some cases, it still operates as a comprehensive channel, which failed to show its expertise as an independent digital news platform. This shows that theses YouTube channels lacks differentiation from TV or its own web page, and is still skewed to the auxiliary role or online archive function of TV platform. Nevertheless, digital-only content, which can be a national issue based on regional expertise, has led to a higher number of views and users reactions, suggesting that is a realistic and effective strategy with expandability in online space in the future.

  • China has been developing a new auto industry growth plan since 2004. In line with this initiative, China actively adopted its policy favoring foreign companies' investment which had a competitive edge over their technologies and manufacturing methodologies. To meet this demand in policy and market change, many foreign auto companies and their parts' manufacturers including Korean auto companies joined this stream. Policy change favoring higher technologies applicable in China requested auto companies' swift adaptation to meet the policy requirements by higher technologies with innovation and introduction of those foreign technologies to China. The spatial (excellence) strategy was followed by the increase in its efficiency and competiveness of each region, which were materialized by or in the form of; Firstly, strategic partnership with China auto companies and encouragement of Korea auto parts manufacturing companies to set up its own factories in China. Secondly, modularization and platform sharing strategy by applying enhanced technologies. Thirdly, strategic utilization of China local government's incentive policies. As production management methodology, JIS was adopted all across the board to meet the on-demand market requirements in the manufacturing processes. Auto part manufacturers had been integrated regionally based on forward linkages and modules. As a result, regional-specific auto industry complexes have been made in the places such as Beijing-Hyundai in the north, Dongfeng-Yueda-Kia in the south, common auto parts at central area like Qingdao, and other parts and raw materials in the vicinity of Shanghai.
