Research on the Industrial Policy in China's 14th Five-Year Plan and China-Korea Cooperation: Based on Global Value Chains (중국 제14차 5개년 계획 산업 정책 및 한중 협력에 관한 연구 - 글로벌 가치사슬 측면으로 -)

  • China adopts the "Outline of the 14th Five-Year Plan for National Economic and Social Development of the People's Republic of China and the Long-Range Objectives Through the Year 2035" in the context of tremendous changes in the international environment. A new development paradigm is proposed to prioritize domestic circulation, reinforcing both domestic and international circulations. The industrial policies of China's "14th Five-Year Plan" will have an impact on Korea. Thus it is necessary for Korea to cooperate with China to actively respond to changes in the industrial chains and value chains in Asia and the world. Over the past 29 years since the establishment of diplomatic relation between China and South Korea, the two countries have enjoyed close economic and trade relations. China-ROK cooperation is critical to regional economic development in the Fourth Industrial Revolution and the era of remarkable changes in the world's political and economic structure. China is a robust developing country, while Korea is a developed one in with steady foothold in the world economy. China and South Korea should work together to contribute to the rapid recovery and development of the world economy instead of becoming competitors.

Urban Economic Regeneration Strategies of Local Initiative through the Analysis of Regional Strategic Industry Policy Cases (지역전략산업 육성 사례 분석을 통한 지역주도의 도시경제기반형 도시재생 추진 방안)

  • This study aims to find implications for urban economic regeneration strategies of local initiative by analyzing of promoting regional strategic industries, both Seongnam and Goyang in terms of regional industrial policy, institution and specialized service agency. The main results based on the case studies are as follows. First, It is a top priority to formulate the policy direction, such as selecting strategic industries and prepare means for improving it. It should keep reliability and continuity for inducing economic units. Second, It is necessary to consider the effectiveness and diversity of institutions. The institutions to be formalized by municipal ordinance and rules for making the successful implementing system of policies. It is necessary to implement strategic industry policy linked with the central government or public organizations for expanding of a diversity of policies. It is necessary to change in viewpoint on the deregulation and tax break for the private sectors as inducements to achieve the regional economy activation. Third, It is necessary to introduce the specialized service agency to improve an effectiveness and efficiency of institutions and accelerate a network within economic units.

Determinants of Residence Intention and Its Policy Implications in Urban-Rural Complex Area : Focusing on the Endogeneity Between Regional Identity and Residence Intention (도농복합시 거주민의 거주의향 결정요인과 그 시사점 : 지역정체성과 거주의향 간의 내생성을 중심으로)

  • The urban-rural complex area in Korea has a distinctive spatial structure where the urban area and rural area coexist. Therefore, in order to cope with the over-depopulation in the rural region of the urban-rural complex area, it is necessary to explore various policies that can prevent the existing residents from leaving, and in fact support them to remain where they currently reside. In this context, this current study analyzed the factors affecting the existing residents' continuous intention to remain by employing the '2017 Chuncheon City Social Survey' as a countermeasure for the over-depopulation of the rural region in the urban-rural complex area. Especially, since a regional identity is determined endogenously, this study used a simultaneous bivariate ordered probit model with giving consideration to the endogenous relationship between a regional identity and a regional residents' intentions. As a result, it was found on analysis that the regional residential intention was higher as the regional identity was stronger. Furthermore, the regional identity was stronger as a householders' age and residence period were longer, and also as the residents were satisfied with their work leisure and life residence balance. It was also found that the residents' intention was higher as the residents' satisfaction with the local medical service and their work was increased. Thus, supporting policy is needed that can provide appropriate quality-of-life services in a timely manner, but only after identifying the demand for these services by the rural residents in the urban-rural complex area.

The Formation and Characteristics of Gwangiu Photonics Agglomeration (광주 광(光)산업 집적지의 형성과 그 특성)

  • The purpose of this paper is to investigate the formation and characteristics of Gwangju photonics agglomeration as a new agglomeration with a new industry. Data used in this study are locally investigatedfirm related data and the result of questionnaire surveys. Major findings are as follows. First, in the viewpoint of policy, national government suggested the whole policy frameworks and financial support for the strategic industrial development. Regional government picked up and fostered the strategic industry. The initial support of the national government and role of regional government triggered the initial development of the agglomeration. Second, in the spatial perspective, Gwangju photonics agglomeration is based on the externalities of knowledge and technology as well as the input-output network within value chains of production. There is a possibility that Gwangju photonics agglomeration will be developed as an innovation cluster of knowledge-based economy in the future beyond a mere production base of photonics.

An Analysis on Traffic Networks of Local Metropolitan area Based on Express Bus and Car O/D (고속버스, 승용차 O/D를 활용한 지방도시권의 교통네트워크 분석)

  • This study examined flow between regions based on the spatial structure of the territory and characterized the flow patterns by analyzing regional networks via transportation connectivity. To accomplish this, transportation connectivity of the entire nation was examined using 2010 national express bus OD data from the Korea Transport Database. After the initial analysis, 2010 car OD data describing networks in seven regions (125 cities and districts), Gangwon-do, Gyeongsangnam-do, Gyeongsangbuk-do, Jeollanam-do, Jeollabuk-do, Chungcheong-do and Seoul, were analyzed to identify transportation connectivity. The results revealed that Korea has strong triangular-belt-shaped transportation connectivity that connects among metropolitan areas in the Jeolla and Gyeongsang areas. Particular zones are set by regional characteristics and functional connectivity for each zone. The results of this study will be useful as a basic material to establish development strategies and customized regional policy development, as well as balanced development.

Analysis of Multi-branch Inventory Distribution System for an Item with Low Level of Demand : Lost Sale Model (다지점으로 구성된 재고시스템의 최적화 분석 : 저수요, 유실판매 모형)

  • This research is basically deals with an inventory distribution system with several regional sales branches. Under the continuous review policy, each sales branch places an order to its supplier whenever on hand plus on order inventory falls on the order point, and the order quantity is received after elapsing a certain lead time. This research first shows the method how to apply the product with low lever of demand into the continuous review policy. For the application, we use an order level as the maximum level of inventory during an order cycle. Also we analyze the lost sales case as a customer behavior. Further we use variable demands and variable lead times for more realistic situation. Based on the above circumstances, the research mainly discusses those methods to decide the optimal order level, order point, and order quantity for each sales branch which guarantees the system wide goal level of service, while keeping the minimum level of the system wide total inventory.

  • This paper deals with ordering policies of consumable goods which have large demand rates in a multi-level distribution system. The system we are concerned consists of one Central Distribution Center(CDC) and N non-identical Regional Distribution Centers(RDCs) which have different demand rates, minimum fillrates, leadtimes, etc. The customer demand on the RDC is stationary poisson and the RDCs demand on the CDC is superposition of Q-stage Erlang distributions. We approximate the RDCs and CDC demand distribution to nomal in order to enhance the efficiency of algorithm. The relevant costs include a fixed ordering cost and inventory holding cost, and backorder cost. The objective is to find a continuous-review ordering policy that minimizes the expected average costs under constraints of minimum fill rates of RDCs and maximum allowable mean delay of CDC. We developed an algorithm for determining the optimal ordering policies of the CDC and the RDCs. We verified and compared the performance of the algorithm through the simulation using the algorithm result as the input parameters.

  • This paper analyzes the effects of population aging on regional differentiation from the New Economic Geography perspective. The addition of old-age population variable affects the price index, income, nominal wage, and real wage derived in the short-run equilibrium. Using the new model, we can better explain industrial agglomeration patterns corresponding to the new long-run equilibrium. As the real wage criterion does not properly take the old-age group into account, we employ the indirect utility function as an additional condition for equilibrium. We further consider tax as a policy tool for achieving a better long-run equilibrium. This would enable the government to direct the economy toward a particular equilibrium desired in the face of population aging.

  • This study aims to explore the policy directions to apply and activate the appropriate technology in rural areas from the perspective of the endogenous and sustainable regional development theories. To this end, according to the analysis framework based on ideas, values, and strategies that are common to both endogenous regional development strategic theories and sustainable regional development theories, in this paper, various surveys and reviews were conducted on the study areas to explore the possibility of localization of the appropriate technology. The policy implications derived from research results are as follows; first, rural areas have high potential and scalability to apply and activate the appropriate technology, particularly in the field of renewable energy, due to their nature based on local resources. Second, for the practical application of the appropriate technology, first of all, together with the establishment of the role of public sector, it is necessary to plan the projects based on the cooperation network of the relevant innovation entities within and outside the regions and to build the implementation systems. Third, the training system for high skilled manpower and indigenous entrepreneurs should be stably built in order to create independent conditions, which are key elements for growth of the appropriate technology. Fourth, there is a need to find the market and establish policies that can solve the typical economic problems of rural areas such as aging population, depopulation and decline in youth, economic unrest. Fifth, in order for the appropriate technology to contribute to socio-economic innovations and the revitalization of the virtuous circle economy in the region, technical items and various business items suitable for the industrial infrastructures and autonomous conditions of rural areas are essential.
