This study was conducted to research the status, history and prospects of farm scale milk processing and to develop a management strategy for small scale milk process plant in Korea. Also it aims to provide ways to apply it so as to vitalize the farm made milk products market practically. This study was also treats the practical development of dairy farm school programs through the farm scale milk processing. Farm-scale milk plant (FMP) should be some of the ideas to develop small scale and using the resources according to the local features, limited expanding in regional market, produce by consumers order amounts, management policy will be transferred organic dairy farm. A few policy suggestions to put FMP system of financial support would not from beginner, it is better to settled FMP system by government or co-operation group in practical support programs were proposed. What the state needs to do through direct involvement were to put efforts at demand expansion on FMP system products, to certificate and safety the farm made milk products marketing system settings, to build more variation chance of the milk products. What was more important, however, was support policy, to create the network of FMP market and to develop of training program contents for each FMP operation unit. The ideal FMP model for the development of Dairy Farming proposed in this research will be applied as a relevant reference in managing and realizing environmental friendly and sustainable dairy industry at the national level.

Industrialization has accelerated the expansion of mobility to the urban areas, land use for function of residence and consumption. With the urbanization, the management and distribution of the physical space of the city and rational design have also become major issues. Rapid and widespread urbanization has consistently accumulated problems of natural, physical, environmental, and psychological circumstances, and most of urban areas have begun to focus on restoring an efficient, safe and healthy urban environment to improve of the quality of life since the latter half of the 20th century, New-Urbanism is a new urban development paradigm that resembles the practical implications of a shared economy for social, economic and environmental cost reduction.. The geographical significance of the sharing city's concept of the alleys is to revitalize sustainable cities while restoring the attractive elements of the city. This study examines the lessons of New-Urbanism in those traditional urban space comparing with each East Asia's cities such as golmok (alley or backlane) in Seoul, Huton in Beijing, Lilong in Shanghai, and Roji in Japan. This study diagnoses whether main principals of New-Urbanism such as development of good community and walkable pedestrian route, restoration of regional identity and sense of the place, and mitigation of climate change strategy can be practiced in the community of alley as well.

The core of the university policy pursued by the Moon Jae-in administration is to strengthen university competencies through the diagnosis of universities. To this end, the word structural reform evaluation is changed to strengthening the basic competencies of universities, and is trying to escape from the past reduction of pro-class capacity. Deputy Prime Minister Kim Sang-gon insisted, "We will improve the university structure evaluation, which is biased toward quantitative quota adjustment, with a diagnosis of basic university competency to support the autonomous development of the university." The Ministry of Education expressed its intention to strengthen the capacity of local universities by saying that it would also consider regional conditions in reducing the university quota due to the decrease in the school-age population so far. In the meantime, as the school-age population declined, the Ministry of Education promoted the reform of the university structure by dividing it into three cycles from 2014. This paper focuses on the problems of diagnosis of education reform and improvement measures, and tries to find out what is the desirable direction for education innovation. This paper studied the structural reform of universities following the decline of local universities. The policy alternatives in this paper are as follows. First, the contents of the government's push for university structural reform were analyzed. Second, we considered the problems of university structural reform. Third, they sought ways to develop local universities and enhance their competitiveness.
Ironically, marine bioresource production in Chungnam Province is the second-largest in the country. The province's marine bioresource production puts its lack of a marine bioindustry in the spotlight despite the region's favorable conditions to produce representative value-added and (ultra) high value-added products such as neutraceutical and/or pharmaceutical function. This juxtaposition is to be expected, as there are no institutions for training professionals in the field of marine biology or in the fisheries industry in the West Sea area. The unique features of the region require individuals with specialized training who have been educated in accordance with regional development and the specificity of the region. Recently, however, a plan has been initiated at the national level to foster the growth of the marine biology industry in the Chungnam Province on Korea's west coast. This plan includes increasing funds to the marine biology market to 1.2 trillion by 2030. If the Chungnam region wants to successfully revitalize the marine biology industry and put the increased funds to efficient use, it must first establish various research and (business) development (R&(B)D) plans regarding local marine biology infrastructures and marine biology programs at local universities. It must also focus on training specialists to protect, maintain, and develop the region's marine bio-resources to increase the growth of the region's bioindustry.

For the government of president Moon's AI SW HRD policy, he proclaimed AI democracy that anyone can utilize artificial intelligence technology to spread AI education for the people of the country. Through cognitive map analysis, this study presents expected policy outcomes due to the input of policy factors to overcome crisis factors and utilize opportunity factors. According to the cognitive guidance analysis, first, the opportunity factor is recognized as accelerating the digital transformation to Covid 19 if AI SW HRD is well nurtured. Second, the crisis factor refers to the rapid paradigm shift caused by the intelligence information society, resulting in job losses in the manufacturing sector and deepening imbalance in manpower supply and demand, especially in the artificial intelligence sector. Third, the comprehensive cognitive map shows a circular process for creating an AI SW ecosystem in response to threats caused by untact caused by Corona and a circular process for securing AI talent in response to threats caused by deepening imbalance in manpower supply and demand in the AI sector. Fourth, in order to accelerate the digital circulation that has been accelerated by Corona, we found a circular process to succeed in the Korean version of digital new deal by strengthening national and corporate competitiveness through AI-utilized capacity and industrial and regional AI education. Finally, the AI utilization empowerment strengthening rotation process is the most dominant of the four mechanisms, and we also found a relatively controllable feedback loop to obtain policy outputs.
The objective of this study is to analyze the relationships among support for farm village development work, farm village's brand equity and social and economic performance. The questionnaire was performed for 380 villagers in Jeollabuk-do Province. The surveyed data was analyzed by structural equation model analysis and Sobel test. Support for farm village development work such as living environment improvement project, income foundation creation project, rural tourism facilities project, and regional competency education project showed statistically significant positive effects on the farm village's brand equity. The farm village's brand equity also showed a statistically significant positive effect on the social and economic performance. The support for farm village development work such as living environment improvement project, village landscape improvement project, income foundation creation project, rural tourism facilities project, and regional competency education project showed no statistically significant effects on the social and economic performance. But, they showed statistically significant effects on the social and economic performance in indirect manner with the mediating effect of the farm village's brand equity. In this study, the effect factors on the farm village's brand equity and social and economic performance was verified in farm village development strategy, and then, it is meaningful to present the role and importance of support for farm village development work.
This study analyzes the current status and performance of regional industrial policy in the face of the weakening industrial competitiveness under the global trend of the 4th industrial revolution and suggests the policy direction that regional industrial policy as a new national growth strategy. This study focuses on the suggestion of new regional industrial policy framework under new policy environment based on literature review. We propose a new industrial policy framework that simultaneously pursues equality between regions and efficiency within the region at the same time. As a core policy recommendation, we suggest first, establishing the region-centered industrial policy governance, second, strengthening planning function of local government through human resource development and institutionalized national government consulting, and the third, constructing lifestyle industry-ecosystem based on cultural asset and identity of region, fourth, utilizing Smart City, as a platform for participatory innovation, entrepreneurial and capital attraction, and cultivating new industry based on public procurement and data. Main suggestions of this study would be a new guideline coping with the declining industrial competitiveness and the Fouth Industrial Revolution. Details would be necessary.
This study analyses support policy and structural change of textile industry in Daegu Kyungbuk region, and suggests major issues for textile industry's innovation. In Daegu Kyungbuk, it was 1999 that a policy, so called Milano Project, in order to promote a textile industry was devised. In 2004, the Regional Industrial Promotion Plan was devised. The plan was born from a view point of establishing a regional innovation system and of promoting the innovative clusters under a knowledge based economy. After then, the Regional Industry Promotion Project or Regional Strategic Industry Promotion Project became a core of regional textile industrial policy. Research results indicated that the first stage Milano project (1999-2003) showed both positive and negative effects. There were no long-term development plan, clear vision and strategy. But, core industrial infrastructure for differentiated product development, such as New product Development Support Center and Dyeing Design Practical Application Center, was constructed. The second stage Daegu Textile Industry Promotion Plan (2004-2008) displayed a significant technological performance and new product sales with the assistance of Kyungbuk province. Also, textile industry revealed positive fruits such as financial structure, productivity, and profitability as a result of strong restructuring. In industrial structure, there was a important change from clothe textile material to industry textile material. Most of textile companies did not showed high capability in CEO's technology innovation intention, entrepreneurship, R&D and human resource competency in compare with other industry. We suggested that Daegu Kyungbuk has to select and concentrate on the high-tech textile material and living textile for sustainable development and competitiveness. We also proposed a confidence and cooperation based innovation network and company oriented innovation cluster.

In this paper, we propose a marketing strategy for traditional markets that lays the foundation for regional economic development by developing traditional markets as regionally specialized tourism resources. This study conducted a survey of local residents and tourists, who are market users, and conducted a factor analysis to establish a market brand strategy using SPSS 25 and a reliability analysis to verify internal consistency. In addition, correlation analysis was performed to verify the significance to confirm the relevance. The analysis results of Anyang Central Market brand tourism products for traditional market marketing strategies are as follows. First, it is necessary to establish a brand identity that activates brand elements and brand criteria and brand positioning. Second, it is required to improve brand awareness, which can elicit brand awareness and brand information and brand memory. Third, it is necessary to improve the brand image that can increase brand association and brand loyalty. Fourth, it is necessary to make efforts to improve brand equity, which can improve brand value, brand concern, and brand life. By developing and proposing marketing policies for traditional markets by utilizing market brand strategies, it can be expected to revitalize traditional markets and local economies as specialized local tourism resources.

The objectives of this study are to examine and propose a method for establishing a seed story regarding residents of Yongdam 1-dong and to utilize storytelling in establishing town development strategies. Globally, major cities seek urban restoration based on their regional culture and history. Yongdam 1-dong is a downtown area located in Jeju City, South Korea. This study attempts an innovative approach to town-making by storytelling about the residents' lives. The storytelling method may be utilized to establish town development plans in the following ways: 1) To make use of the storytelling method in the town to be introduced in various ways; 2) As an important reference in establishing town development plans; 3) To establish various town-making plans. For example, the method may be used to decide the direction, prepare program contents, plan related festivals, and conduct regional facilitator education programs; and 4) To help experts who participate in voluntary work in the region to understand the town. Using these contents, we can create one of various fields in town development.
