A Strategy of Technology Development for the Railway System based on Railway Network (철도망 구축을 고려한 철도시스템의 기술개발전략)

  • Studied was a strategy of technology development for railway system in terms of railway network. First, The successful launch of the Korean HST system has not only decreased logistics burden but also significantly transformed the Korean trunk-line railway network, revolutionizing the logistics and technology sectors and reinvigorating the Korean railway industry in one century. Korean railway industry sector is now investing to develop many different types of railway system(G7, Post G7, tilting train...) so that these kinds of various railway system development should be integrated with the National Inter-modal Transportation Network Plan. To secure sufficient capacity that is required by the National Railroad Plan, the railway industry needs to establish mid- and long-term train purchase and operation strategies in compliance with railway construction and operation policies. During a railway construction planning, train operators, based on their train operation strategies, should come up with measures to closely cooperate with project operators from the planning stage through to the opening of a railway system. To be more precise, train operators should establish long-term train procurement plans reflecting both long-term national railroad network plans and plans for each railway line in order to suggest appropriate roles and schedules for each line. Also, based on the long-term railway plan, directions should be decided concerning the research and development of trains in advance.

  • According to the Railroad Safety Act and section 42 of the Enforcement Ordinance, railway operators should conduct railway safety training regularly(6 or 3 hours per three months). But Overall Railroad Safety Audit conducted 2006 pointed out nonfulfillment of a regulations on railway worker's safety training to each of every 4 railway operators, which proved that the training management had not carried out properly. E-learning is used in various fields with development of Internet and IT technologies. It might be a good alternative tool for railway workers who is in shift working of the company 24 hours a day. Because it is difficult to collect those employees for training, e-learning could overcome obstacles of time and distance. In order to find out suitable e-learning model to railway sector, e-learning system for railway safety training has been researched through investigating e-learning technology and present railway safety training condition.

  • Purpose : The purpose of this study is to propose that domestic rail must the work to be done in the RCM system and railway operators are to present a direction to establish the efficient and systematic system based on this. Methods : In recent years, domestic railway accidents has decreased year rapidly every year. In particular, suicidal ideation was greater than 50% of the accidents is showing a larger decrease in the influence of the screen-door construction. However, the train delay has been maintained without major changes since 2010. The most important cause of the delay operation is a vehicle breakdown. This fact demonstrates that effective maintenance of the most important activities in the railway accident prevention activities. So we have to build a RCM system in which the characteristics of the domestic railway accident. Conclusion : We proposed what is necessary functionality and the function requires a railway operators in RCM railway systeml.

  • The considerable numbers of accidents have been occurred in railway industrials due to human errors by the railway operators, and we recognised that the design of work and the working environment influence the way people behavior. Human factors are a significant contribute to the occurrence of incidents, and that safety education and training guideline need to be designed to railway safety. In order to develop the education and training program guideline for railway operators, we performed investigation not only existing internal training programs and external railway and other industrial's training programs but also education engineering theory and expert interview. As a result we make up guideline to education and training program. The guideline are composed 10 section.

  • Recently, also in railway vehicles, related products are being designed and manufactured through RAMS activities in order to secure their reliability, availability, maintainability & safety. Subway operators are conducting R&D on various preventive maintenance methods and applying them to the field so as to establish a reliability centered maintenance(RCM) system. In this connection, manufacturers shall carry out R&D based on reliability from the first design stage of development to provide high quality products to subway operators. And operators shall have the products operated properly to their particular operating environment and managed based on the standard maintenance manual. Not only that, but the related field data shall be fed back into the manufacturers to upgrade upcoming products by organic cooperation between manufacturer and operators. However, the mutually beneficial cooperative relationship is not still developed in the domestic railway industry. In terms of methodology for life prediction, this study was intended to analyze field data on relays used for rolling stocks considering operational characteristics in the position of subway operators and predict parts reliability using reliability prediction program from the standpoint of manufacturers as well.

  • In recent years, energy prices have soared, which of course have increased costs for railway operators. Simultaneously, the energy market has considerably changed that in most developed countries, it is deregulated, giving railway operators an opportunity to define new ways of using energy. Efficient operation of the railway system is considered as an essential way to energy saving while an efficient management of power level helps to lower the reference subscribed power, giving access to better energy rates. It is studied on the relation between time and force for the energy efficient driving of train in railway when the train is braking according to several slips.

  • It is anticipated that, in cases in which different train operators share railway network, conflicts may occur among train operators with regard to train operation rate, train priorities, and arrival and departure time; besides this, during times when there is high demand for trains, operators will request train operations intensively, steadily increasing train conflict phenomena. In the present study, train operation sequence, minimum headway, arrival and departure time, train priorities, etc., were analyzed, and while using train departure times as decision variables in variably given train schedules, by adjusting train time requested by train operators, and finally rejecting the train times in cases in which conflict resolution is impossible, so that various constraints can be satisfied, a train slot allocation model was suggested to find the objective function, that is, the maximum number of train slots that can be practically applicable to railway operation.

  • The restructuring of Korean railway industry, separation of between train operators and an infrastructure manager, had been conducted in 2004 to increase the productivities of railway operations. However, the maintenance-staffs are still employed by Korail (train operator), not by the infrastructure manager, which led the maintenance of railway infrastructure to be conducted by the train operator. The infrastructure manager is now only taking care of financial transferring issues once the train operator requests expenses spent for facility maintenance. Such incomplete restructure may result in a lack of safety performance on railway operations as the roles and responsibilities are less likely to be assigned under the multiple train operators. Thus, this study proposes the way of structuring maintenance divisions and their roles and responsibilities to assure the safe work execution under the circumstance of multiple train operators on the same rail network.

Research on Data-Driven Railway Risk Assessment Criteria (데이터 기반 철도 위험도평가 기준에 관한 연구)

  • The Railway Safety Act of 2014 strengthened the 'Railway Safety Management System' to establish autonomous safety management for railway operators and railway facility managers. Accordingly, it is required to establish and implement risk assessment and safety measures for risk management. However, the current risk assessment system is carried out at the fragmented safety management level within individual fields, which has caused difficulties in establishing and implementing risk assessment and safety measures. In addition, the technical standards of the safety management system stipulate that risk assessment of railway operators is mandatory, so standardized standards for risk assessment of railway facilities and railway vehicle maintenance are needed. Therefore, in this paper, we first verified railway risks by analyzing railway accident data for the last 10 years, and proposed a standardized framework to effectively assess and manage risks through a case study of a condition-based smart maintenance system developed based on railway vehicle maintenance data.

Effect Analysis of Railway Accident due to Recognition for a Cheer Response (지적확인 환호응답에 대한 인식과 철도사고에 미치는 영향분석)

  • Questionnaire survey has been made for the above study. First, 65 question sheets have been distributed to railway operators and 55 sheets of them have been collected from them. SPSS 12.0 program package has been used to analyze those sheets concerning age, experience, school, background as a frequency analysis and t-test has been made to find out recognition level difference of a cheer response, depending on the operator's experience. T-verification has been made for two groups such as less than 10 years, and 10 years or more experience. Result from correlation analysis showed that there was no difference due to operators' experience.
