A variety of approaches are being applied to improve the existing ex-ante evaluation by expert panels in publicly funded R&D. While the objective evaluation criteria are constantly being improved to screen and select the superior projects, alternative approaches such as random prioritization and logical modeling are also underway to overcome the conservative bias of reviewers and to secure disruptive innovation. This study intends to find critical implications for ex-ante evaluation of public R&D system from the comparison of Indonesia and Korea. For the comparative analysis, literature review and expert in-depth interviews are conducted on the national R&D system and the selection evaluation process. In Korea, the selection criteria of projects are legally promulgated for establishing an objective evaluation system, and at the program level, the major considerations in the planning process are specified by Presidential Decree. On the other hand, while Indonesia conducts R&D in 47 strategic fields largely by public research institutes (PRI) based on the non-competitive government contributions. This study draws out implications of institutionalizing the planning process at the level of program, and of increasing the ratio of contract-based competitive funding at the level of project in the national R&D portfolio.

This paper examines the effects of intellectual property protection policies on upstream firms' R&D investments in order to derive policy implications in relation to the fostering of the intermediate goods industry. To that end, the dependence on import of intermediate goods and the degree of protection of intellectual property rights are introduced into the model to analyze the effects of R&D investments on the dependence on imports and the effects of intellectual property rights protection policies on the level of R&D investments in order and the social welfare effects are also checked. The policy implications derived in this paper, which used an oligopolistic market model with a vertical specialization structure, are as follows. As R&D investments expand, upstream firm begins to have price competitiveness, the dependence on import of intermediate goods by downstream firm decreases, and social welfare increases. That is, in order to strengthen the independence of the intermediate goods industry, R&D investments by upstream firm should be expanded, and to promote this, the government should strengthen the protection of intellectual property rights.

This study aims to develop a framework to measure MOT competitiveness of enterprises while proposing a concept called management of technology competitiveness (MOTC). The framework of MOTC based on both resource-based view and competence-based view is consisted of technology competitiveness and management competitiveness. A variety of metrics to measure MOTC are extracted through substantial literature review. As technology competitiveness metric, this study examines R&D investment, R&D workforce, R&D facilities, intellectual property assets, and utilization of information and communication technology; as metric of management competitiveness, leadership competitiveness, maturity of the R&D systems, collaboration and partnership, learning and innovation, and commercialization are considered. We then confirm and derive the multi-dimensions of MOTC through its reliability and validity analysis. The study is expected to provide useful guidelines and references for enterprises' self-evaluation of technology and management competitiveness that is equally applicable to small, medium, and large enterprises that must compete in the global marketplace.

Quality is defined as several terms of fitness for use, conformance to requirements or specification, and loss of social effect. And the quality can be classified into design, production and service quality according to its formation of product (or servece). To be satisfactory product, the product must be controlled to maintain the specified level of quality at the whole life cycle of R&D step through disposal step. And the wrong design is one of the great source of cost. Therefore, the quality assurance on the R&D step is very important. This paper suggests a general procedure for the R&D quality assurance and discusses the methods for the reliable design. And a telecommunication equipment is considered as an applied example. Finally, it is discussed some subjects on the R&D quality assurance as further researches.

본 연구는 우리나라 국가경제에서 중요한 역할을 맡고 있는 원자력부문의 연구개발투자가 국가경제에 미치는 효과를 분석하기 위해, 사례연구로서 한국원자력연구소의 연구개발투자 지출이 국가경제에 미치는 파급효과를 소비, 투자, 수출, 수입, 생산, 부가가치로 구분하여 분석하였다. 분석을 위해 2000년도 산업연관표에 기반을 둔 공급유도형 및 수요유도형 산업연관모형을 구축하였으며 각 모형으로부터 연쇄효과 승수를 도출하여 파급효과를 분석하였다.

System on Panel (SOP) can integrate many functions by Thin Film Transistor (TFT) circuits on an insulator substrate without using external driver LSIs. However, to make practical SOP has become more and more difficult because of rapid cost reduction of the driver LSIs. This paper will review the circuit design technology trend for SOP and introduce an example of a practical SOP, 2.0inch QVGA full color active matrix OLED with 8bit source driver.

최근 시장의 글로벌화가 가속되고, 기업경쟁이 심화되는 환경에서 R&D는 기업의 지속적인 성장과 발전에 중요한 경영요소로 대두되고 있다. 이에 성공적인 R&D 활동을 위한 프로세스 및 세부활동들을 제안하고 검증하는 연구들이 활발하게 진행되고 있고 있으며 기업의 R&D 프로세스를 평가하고 개선하고자 하는 노력 또한 지속되고 있다. 그럼에도 불구하고 대부분의 기존 연구에서는 R&D 프로세스의 평가에 대한 구체적인 평가체계가 부재한 실정이다. 이에 본 연구는 프로세스의 성숙도 평가 모델로 개발된 CMMI 평가체계를 기반으로 R&D 프로세스에 적합한 평가체계를 개발하고자 한다. 특히 본 연구에서는 R&D 프로세스를 3가지 유형-신제품, 서비스, 원천기술 개발을 위한 R&D-로 구분하여 유형별 맞춤화된 프로세스 평가체계를 제안한다. 이를 위해 첫째, 유형 별 R&D 활동의 특징을 분석하고 이를 토대로 R&D 프로세스를 정의하고, 문헌 연구를 통해 각 유형에 적합한 R&D 프로세스별 세부활동을 도출한다. 그 후 CMMI 평가기법을 기반으로 한 R&D 프로세스 평가방법을 제안하며, 마지막으로 제안된 평가체계가 적용된 시스템을 구현하는 순서로 진행된다. 본 연구결과는 기업의 R&D 프로세스를 평가하고 개선하기 위한 구체적인 지침으로 유용하게 활용될 것으로 기대된다.

본 연구는 R&D시스템의 효율성을 체계적으로 평가하려는 목적을 가지고 있다. 구체적으로는 R&D투입(R&D투자, R&D인적자원관리), 과정(R&D계획, 외부네트워크 및 내부협력) 및 산출(기술혁신) 간의 관계를 실증적으로 규명하는 것이다. 대구경북지역 154개 IT 중소기업들을 대상으로 조사한 설문자료의 분석결과 IT중소기업의 R&D 인적자원관리는 R&D계획에 긍정적으로 유의한 영향을 미쳤다. R&D계획은 외부네트워크, 내부협력, 그리고 기술혁신에 긍정적으로 영향을 미치는 것으로 나타났다. 내부협력 역시 기술혁신에 긍정적으로 유의한 영향을 미치는 것으로 나타났다. 그러나 R&D투자가 R&D계획에 미치는 영향과 외부네트워크가 기술혁신에 미치는 영향은 유의하지 않는 것으로 나타났다. 이와 같은 연구결과는 IT 중소기업들에 있어서 R&D 인적자원이 매우 중요함을 제시하고 있다. 나아가 내부적인 협력이 타부서의 특유의 자원에 접근하게 하고, 새로운 자원을 개발하는데 소요되는 비용을 공유하게 함으로써 R&D 투입을 기술혁신에 효과적으로 연결시키는 것으로 나타났다. 그러나 IT 중소기업의 경우 R&D 투자는 R&D 계획에 유의한 영향요인이 아니며, 외부네트워크도 내부협력에 비해 혁신과정에서 덜 중요함을 암시하고 있다. 그 이유는 IT 중소기업의 경우 R&D 활동이 비공식적으로 이루어지는 경우가 많으며, 혁신성공에 있어서 외부요인보다는 내부요인이 더 중요하다는 것을 상기시키는 것으로 볼 수 있다.

R&D 성과이전은 좁은 의미의 기술이전 형태이다. 본 연구는 기술개발 아이디어 탐색으로부터 시장진입에 이르는 R&D 성과이전을 효과적으로 수행하는데 유용한 관리시스템의 구성을 연구하였다. 이를 위해 본 연구는 기술이전의 특성과 성공요소를 분석하고 실험실 연구결과를 사업화 하는 학술적 기업가의 실험실 창업프로젝트의 수명주기를 7단계로 구분하고 사례연구를 통해 위험유형을 각 단계별로 탐색하였다. 이를 바탕으로 학술적 기업가의 R&D 성과를 성공적으로 이전하기 위한 전략으로 마케팅 지향적 사고, R&D 참여 당사자간 역할 명시, 학술적 기업가의 역동적 리더십 발휘 시스템 구축, R&D 성과이전 관리시스템 구축, 그리고 프로젝트 위험관리기법의 사용 등을 제시하였다.

본 논문은 연구개발투자의 지방경제에 대한 효과와 관련한 논문이다. 연구개발투자는 구체적으로 피투자자의 고용증대와 생산성 증대를 통해 지역경제에 기여한다. 투자를 받은 기업과 기관(피투자자)은 증가된 생산성과 매출액, 고용증가로 만족할 수 있다. R&D 차원에서는 중앙정부 R&D 펀드나 기업의 자체투자 등이 해당된다. 혁신은 기업 내에서만 존재하는 것이 아니라 regional innovation도 연구대상이며 연구개발투자가 한 지역에서 중앙정부 펀드건 기업체 자금이건 진행되면 지역 내 연구 인력, 연구기관 등이 작동되고 성과로 지역 내에 특허, 지적 재산권 등이 증가될 것으로 가정할 수 있다. 좀 더 진전된 긍정적인 효과는 지역산업과 내재적인 관계에서 출발한다. 이 연구는 한국의 panel 데이터를 사용하여 연구개발투자의 지방경제에 대한 효과와 관련한 실증분석 사항이다. Lag 종속변수를 가진 Autoregressive 모형을 통해 Dynamic Panel 추정치가 구해졌으며, Da Silva 방법을 사용하여 혼합된 Variance-component moving average error process가 추정되었다. 연구개발투자는 지역의 생산성을 향상시키는 데 매우 중요한 요소이며 효과의 크기는 한국경제 역사에서 기간에 크게 의존한다.
