Understanding and the Orientation of the Standardization Policy in the Field of R&D Convergence (융합 R&D 부문의 표준정책 이해 및 정책 방향성 고찰)

  • This study examines how scientists understand standardization and standardization policy in the Korean national R&D context and analyze future policy direction of standardization policy. Interview with 15 scientists at universities and government-funded research institutes who have participated national R&D (particularly in the field of technology convergence) were conducted. The results show that considerations of standardization at the process of technology convergence is somewhat different from them at the process of general R&D. Also, considerations of standardization at the process of technology convergence is needed at the later time within the R&D time schedule because of low visibility and forecasting on the technology convergence outcome. It finds that "standardization by private sector" is the future policy direction in Korea. The government needs to be remained as "helper" for private sector to lead standardization in a globalized market

  • Assessing the effectiveness of R&D organization is hampered by the lack of measurable goals and identifiable outcome criteria. In this review, key issues In evaluating effectiveness are identified and Insights on the application of major assessment approaches are provided. This paper presents System-Process Model on assessing the effectiveness of R&D organization(Korean Government-supported Research Institutes). System-Process Model has attempted to integrate different approaches. It is useful In sensitizing evaluators to the importance of goal, internal process, system resource and feedback in improving organizational effectiveness.

  • 본 연구는 CMP 공정 중의 Conditioning 최적화에 관한 내용이다. CMP Pad Conditioner의 역할은 CMP 공정 중 Slurry 및 연마 잔유물에 의해 Pad 표면에 눈막힘 현상(Glazing)이 발생하여 Wafer의 연마속도가 급속히 저하되는 현상을 방지하여 공정의 안정성을 향상시키는 데 있다. 본 연구 중 Conditioning은 In-situ 방식으로 진행되었으며, Conditioning 비율을 Polishing Time 대비 50%만 진행하여도 연마속도 저하현상은 나타나지 않음을 확인하였다. 이로써 Pad 마모랑 감소 및 Conditioner 교체 주기연장이 가능해져, CMP 공정의 Cost를 절감할 수 있다.

  • The aim of this paper is to show the process of R&D Project-Priority Ordering in the Defense Technology field. We propose specific methods (Delphi, Analytic Hierarchy Process (AHP), Scoring) to order the R&D Project-Priority. In general, to decide the priority of R&D projects most of researches depend on questionnaires which are surveyed by experts. However, it is criticized that this process cannot reflect the limitation of experience and knowledge of experts. In this process, we separate evaluators in two parts: the first is strategic experts, the second is technical experts. Evaluators can choose and evaluate the alternatives which they are familiar with, so we can obtain reliable results. Finally, based on our process of the R&D Project-Priority Ordering we formulate policy implications for managing the defense technology.

  • In case that R&D results from R&D projects are well managed and archived, the research institutes can transfer the valuable technologies related to R&D results with some costs to corporations. However, it is still difficult to maintain and reuse R&D results because they are managed by each person or each department and not integrated between R&D results. Therefore, the government should undertake to manage R&D results overall by collecting meta data and distribute analyzed information from meta data. Each researching institute also makes an efforts to manage R&D results focusing on their reusing. For this purpose, in this paper, we present a process to manage R&D results; insert meta data of R&D results to the system, upload files of R&D results to the database of the system, inquire, and use meta data of R&D results. Based on the process, we design a system architecture for managing R&D results. In addition, it should be mainly considered to design a global schema for integrating R&D results into one database. The system shows detailed information on R&D results and provides R&D results conveniently to users. We expect that we may reduce the cost of reusing R&D results and improve the quality of R&D results with designing efficiently a process and a global schema of R&D result management system.

  • With the rapid change in today's R&D environment and the enlargement of the expected quality level for R&D outcomes, it has become increasingly necessary to effectively define the R&D standard processes tailored for our organization and projects. To meet this needs, we defined the R&D standard processes based on the standards for systems and software engineering and our traditional work methods and applied them to our ongoing projects. We will improve our defined R&D standard processes continuously by monitoring of the processes and the feedback of the application results. In this paper, we introduce the R&D standard processes developed by E Research Institute and the requirements and approaches used for their development. We compare our defined R&D standard processes with ISO/IEC 15288 which is the first international standard for systems engineering.

  • Highly reliable packaged 64kbit ferroelectric memories with $0.8{\;}\mu\textrm{m}$ CMOS ensuring ten-year retention and imprint at 125^{\circ}C$ have been successfully developed. These superior reliabilities have resulted from steady integration schemes free from the degradation, due to layer stress and attacks of process impurities. The resent results of research and development for ferroelectric memories at Hynix Semiconductor Inc. are summarized in this invited paper.

  • There is insufficient effective management systems to achieve project goalsin disaster and safety R&D. Therefore, to develop an R&D performance management system, this paper develops a R&D performance management matrix based on PMBOK to systematize a process and to enhance efficiency of performance management. Also, this paper identified vulnerable procedures in disaster management by analyzing related laws, work process and performance. Analysis results found that the performance management matrix in disaster management R&D consists of 5 process groups, 7 knowledge areas and 47 processes. Also, the performance of the diffusion knowledge process was evaluated as weak in the present management system. This study defined ITO and developed a data flow diagram for applicationto related work. The suggestions of this study include the related work to enhance R&D performance, contribute to improving diffusion of R&D performance, and enhance the utilization of developed technologies.

  • 향후 개발되어질 Digital Power IED (Protection & Measuring, Control, Supervision etc.) 에서 제작된 H/W 및 Simulation용 Target Board 의 Firmware Process Flow 지침으로서 개발 경험을 바탕으로 보다 안정적이고 효율적인 Programming 을 가능하게 하고, 실시간 연산 Process 의 기준 확립 및 이해를 통한, 개선 아이디어 도출 및 수정 필요시 빠른 Trouble-Shooting 능력을 배양할 수 있다. 새로운 Process 아이디어의 Simulation 적용 및 확인으로 호환성과 안정성에 기반하는 F/W Optimization을 항상 유지 관리할 수 있으며, Measuring Element (전압, 전류, 전력, 주파수 등), Protection Element (OC, OCG, OV, OVG, UV, UC, DOC 등) 의 기준을 정함으로서 새로운 개발자에게는 개발 실무를 위한 교육 자료로 이용하고, 기존 개발자들에게는 안정된 F/W 모듈을 제공한다. 본 논문에서는 개발 시간을 단축하고, 다양한 진보 Process 접근을 원활히 할 수 있는 F/W 및 S/W 시뮬레이터를 제시한다.
