A Comparative Study by Subject on the New R&D Planning Process (신규 R&D 기획 프로세스에 관한 주체별 비교연구)

  • The purpose of this study is to pro-actively respond to changes in government R&D policy and start to supplement the limitations of previous KIGAM R&D planning process. We looked out through the existing literature for a variety of R&D planning process, and analyzed the R&D planning process characteristics of each institution through the interview. As a result, we can be derived conclusions and implications from three sides, environmental analysis, demand excavation methods, R&D project configuration and selection method. In the case of environmental analysis and the overall need to enhance the skills and mega trend analysis by market trend analysis. And in the demand side, the institute need to establish challenging and specific R&D goals. In addition, in case of configuration and selection of R&D projects we derived several implications, such as convergence, SME support, resource analysis, selection of long-term project.

  • Based on analysis of trend and development of industrial and technical information such as patents and scientific data, using industrial and technical information in the process of planning can be a important factor to reduce budget and opportunity cost. This study aims to investigate needs to collect and analyze industrial and technical information in planning of R&D project. To do it, this study examines definitions, needs and types of industrial and technical information for planning of R&D project. And then this study investigates the importance of use of industrial and technical information in the process of planning of R&D and performs case study in domestic and foreign countries. Lastly, this study investigates a method to analyze industrial and technical information for R&D planning and proposes the role of a library for R&D planning.

Suggestions on How to Improving Planning Process for Governmental R&D Projects (국가 R&D 사업의 계획단계 강화를 위한 분석 및 제언)

  • In spite of increased R&D budget, the government has not produced outstanding and notable outcomes that have widespread effects on industries and economies. Lacking of solid planning for the R&D projects before they implement is one of the leading reasons. This study conducted case studies for the R&D projects implemented in Korea and other foreign countries, and made suggestion on how to improve the planning practices for the large-scale governmental R&D projects. The purpose of this study is to provide an implications on the policies about the nation-wide R&D planning system.

  • Under circumstances with increasing uncertainty, strategic flexibility has become an essential point on which my R&D management system should be based. Unfortunately the present R&D management system for government sponsored R&D programs cannot be said to be so flexible to adapt appropriately to various threatens such as technological failure, a severe change in competition environment, and so on. In this paper a new scheme for R&D planning and economic assessment with strategic flexibility is suggested and applied to a real R&D program. In the newly suggested R&D management system, economic valuation based on real option theory is performed for various alternative scenarios which have different strategic scheme for R&D process each and the result of the assessment is fed back to R&D planning to choose more superior strategic scheme. Introducing strategic flexibility into R&D planning and economic assessment, the value of R&D project could be remarkably enhanced.

  • The purpose of this research is to find a better knowledge service R&D management process. There are four basic characteristics in service : intangibility, inseparability, inconsistency, and no inventory. These intrinsic characteristics require us to change the traditional manufacturing sector based R&D management process. It is necessary to develop an effective knowledge service R&D management model to improve the competitiveness of the service industry and Korean economy. A model case knowledge service R&D has been performed to find a better R&D management model. The whole cycle of R&D process, such as planning, selection, performing, and evaluation has been reviewed by real experience. Several important aspects of R&D process are compared between manufacturing R&D and service R&D. A knowledge service R&D management framework has been suggested. The results of this research can be used for building a better service R&D management process.

  • The aim of this study were to investigate the process of national R&D project planning by using the industry quantitative analysis(especially supply-chain enterprise ananlysis). In the selection process of funding project, the role and significance of the industry analysis can be identified as the effective guideline of using this methodology. Across the study, the following is noted : the factors of R&D effectiveness and R&D necessity are found reliable and valid. On the other hand, the emptiness of supply chain and the positive effect of foreign trade balance did not influence the selection of project. The information gained from this study will help us to define better expectations and industry analysis employing to the National R&D Project Planning.

  • This paper analyzes the strategic planning process of NASA (National Aeronautics and Space Administration) including its center, GSFC (Goddard Space Flight Center) in the framework of strategic planning in publicly funded R&D organizations. To construct this framework, theories have been considered mainly focused on strategic management and planning, its application on public sector, and characteristics of R&D activities. As a result, the framework could be set up in accordance with the process of strategic planning. Also, as a case study, we explored the practice of strategic planning process and organizational implementation of NASA and GSFC. During the analysis on the strategic process of NASA and GSFC, we could draw some lessons out as follows: First, we should consider the differences between private and public sectors when we establish strategic planning in public sector. Second, the stakeholder analysis should be involved in setting the mission, goals, and strategies of an organization. Third, it is necessary to identify and assess the socio-economic effects or public benefits by R&D programs of the organization and use the feedback on its goal. Fourth, to implement strategic planning effectively, planning process should be closely integrated with the management process such as setting goals, securing budgets, and evaluating the organization. Conclusively, the analysis on NASA and GSFC contribute to implementing strategic planning in publicly funded R&D organizations by providing the appropriately modified framework. As an extension of this study, more deliberate analysis on various practices of strategic planning and performance indicators should be followed.

A Study on R&D Project Planning Selection Evaluation Indicators based on CIPP model (CIPP모형을 활용한 R&D과제기획 선정평가 도구 개발 연구 : K연구원 중심으로)

  • The purpose of this study was to develop an evaluation tool for selecting new projects for R&D project planning level of K Research Institute. For this purpose, items and questions for R&D project selection evaluation were developed based on the CIPP model and previous studies on selection evaluation and evaluation indicators for research project evaluation, and then two Delphi surveys were conducted. The developed evaluation tool was surveyed by 13 experts to verify contents validity ratio, convergence and consensus. The finally selected evaluation tool for R&D project planning consisted of 21 questions in 8 items, including 5 questions for context evaluation, 2 questions for input evaluation, 8 questions for process evaluation, and 6 questions for product evaluation. The evaluation tool developed will contribute to the solution of problems in the bottom-up planning process and to the improvement of the planning competence of the researchers. It will also contribute to improve the consistency and efficiency of evaluation during the selection process.

  • This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.

  • The potential of roadmapping systems in updating, maintaining and sharing technology roadmaps has been argued in many articles but the systems have not been dealt with as a research topic. Therefore, this research purposes to develop an online roadmapping system, which is called an e-TRM system, to improve the efficiency of roadmapping at the national level in Korea. For the purpose, the roadmapping process for national R&D planning and its main activities were analyzed, based on which system requirements and main functions were identified. After the functions were successfully implemented in the TRM system, the system was applied to the 2009 national roadmapping process to verify its feasibility and utility. The system will enable to digitalize R&D planning in Korea and share the planning results nationwide. Also, the research results are expected to provide useful guidelines for those who are in charge of developing TRM systems.
