R&D Strategic Planning Support Service Focused on the Relationships Between Technology and Actor (기술과 주체 간 상호 관계 중심적 R&D 전략 수립 지원 서비스)

  • R&D Strategic Planning plays a crucial role in determining success or failure of R&D. However, current automatic services for supporting the purpose merely provide fragmentary quantitative/qualitative analytics, and force domain experts to carry out further manual analysis by themselves. Thus, this study aims at automatically supporting R&D strategic planning with efficiency and effectiveness. To achieve the goal, we design major services in the viewpoint of the relationship between technology and R&D actor, which are essential elements in R&D. 'Trends and Predictions', 'Technology Levels', 'Relationship Paths', 'Roadmaps', and 'Competitors and Collaborators' services were designed and implemented on about 15 millions papers and patents. Future works will include the support of higher level in the hierarchy of strategic intelligence.

A Study on R&D Project Planning Selection Evaluation Indicators based on CIPP model (CIPP모형을 활용한 R&D과제기획 선정평가 도구 개발 연구 : K연구원 중심으로)

  • The purpose of this study was to develop an evaluation tool for selecting new projects for R&D project planning level of K Research Institute. For this purpose, items and questions for R&D project selection evaluation were developed based on the CIPP model and previous studies on selection evaluation and evaluation indicators for research project evaluation, and then two Delphi surveys were conducted. The developed evaluation tool was surveyed by 13 experts to verify contents validity ratio, convergence and consensus. The finally selected evaluation tool for R&D project planning consisted of 21 questions in 8 items, including 5 questions for context evaluation, 2 questions for input evaluation, 8 questions for process evaluation, and 6 questions for product evaluation. The evaluation tool developed will contribute to the solution of problems in the bottom-up planning process and to the improvement of the planning competence of the researchers. It will also contribute to improve the consistency and efficiency of evaluation during the selection process.

A Study on the Establishment of Reliability Growth Planning for One-shot System (원샷시스템의 신뢰도 성장 계획 설정 방안)

  • In this paper we proposed to develop the reliability growth planning for the One-shot system using the PM2-Discrete model. The PM2-Discrete is the methodology specifically developed for discrete systems and is the first quantitative method available for formulating detailed plans in the discrete usage domain. First, the parameters RG, RI, T, MS and d of the PM2-Discrete model are set. Second, the case analysis was performed on One-shot system A. Third, the input parameter values were applied to drive the R(t) equation. Finally, using RGA 11 Software, the reliability Growth Planning Curve of One-shot system A was constructed. Also, the sensitivity analyses are performed for the changes of model parameters. The results of this study can be usefully used in establishing the reliability growth planning curve of the One-shot system.

Building an e-TRM System to Increase the Efficiency of National R&D Planning (효율적 국가 R&D 기획을 위한 e-TRM 시스템 구축)

  • The potential of roadmapping systems in updating, maintaining and sharing technology roadmaps has been argued in many articles but the systems have not been dealt with as a research topic. Therefore, this research purposes to develop an online roadmapping system, which is called an e-TRM system, to improve the efficiency of roadmapping at the national level in Korea. For the purpose, the roadmapping process for national R&D planning and its main activities were analyzed, based on which system requirements and main functions were identified. After the functions were successfully implemented in the TRM system, the system was applied to the 2009 national roadmapping process to verify its feasibility and utility. The system will enable to digitalize R&D planning in Korea and share the planning results nationwide. Also, the research results are expected to provide useful guidelines for those who are in charge of developing TRM systems.

Design of Probabilistic Model for Optimum Manpower Planning in R&D Department (연구개발 부문 적정인력 산정을 위한 확률적 모형설계에 관한 연구)

  • Purpose: The purpose of this study was to design of a probabilistic model for optimum manpower planning in R&D department by Montecarlo simulation. Methods: We investigate the process and the requirement of manpower planning and scheduling in R&D department. The empirical distributions of necessary time and manpower for R&D projects are developed. From the empirical distributions, we can estimate a probability distribution of optimum manpower in R&D department. A simulation method of estimating the probability distribution of optimum manpower is considered. It is a useful tool for obtaining the sum, the variance and other statistics of the distributions. Results: The real industry cases are given and the properties of the model are investigated by Montecarlo Simulation. we apply the model to the research laboratory of the global company, and investigate and compensate the weak points of the model. Conclusion: The proposed model provides various and correct information such as average, variance, percentile, minimum, maximum and so on. A decision maker of a company can easily develop the future plan and the task of researchers may be allocated properly. we expect that the productivity can be improved by this study. The results of this study can be also applied to other areas including shipbuilding, construction, and consulting areas.

A Study on the Application of Scheduling & Planning for Nuclear R &D Projects : Cas of LMR Project (원자력연구개발사업의 공정관리 적용 사례 연구)

  • This study attempts to provide an efficient method for managing the Nuclear R&D projects. It should be noted that the technology and experiences to develop a well-balanced plan and mon-itoring for the R&D project are not yet well established when compared with the commercial con-structionand engineering projects. This study recommends that the R&D project manager utilize the scheduling techniques to establish an integral management system taking in to account the un-certainties in the research environment. Based upon the results of a case study for the Liquid Metal Reactor Design Technology Development Project which is led by the KAERI this study also con-firms that it is possible to run the national nuclear R&D projects with the Scheduling & Planning.

  • Defense R&D is an essential investment for the national security. Recently our nation has also begun to initiate a number of defense R&D projects. As a lot of fund and resources are allocated to these projects, we need to identify which projects to initiate and then how to manage these projects well. Though there have been a number of studies on R&D projects in commercial sector, there are only a few studies in defense R&D sector. Moreover, these existing defense R&D studies mainly deal with the former issues, which are occurring at the stage of project planing. We are more concerned with project management issues, such as how to manage projects that had already been evaluated to undertake at the planning stage. Specifically our study aims to identify project management factors leading to the success of defense R&D projects. Results of the empirical analysis indicate that management support, user-driven requirements management, and project planning capability are key elements for project performance.

  • This study examines a normative model of project management systems, PPMS, to provide information for directing R&D activity in order to increase R&D productivity. The PPMS (Project Process Management System) is a disciplined and systematic framework to manage R&D projects effectively and efficiently under the assumption of a strategic decision making and long-range planning. The purpose of PPMS is to provide for the management of research organization at different levels an effective management tool; first, for the planning system which deals with rational selection and authorization of R&D projects, second, for the control system which concerns monitoring and controlling the execution of R&D projects, and finally, for the evaluation system which attains evaluation of the performance results of R&D projects and determination of the necessary follow-up. A view for the future development of project management within the context of a project-performing organization is also elaborated to exhibit the progress and phase description of the project management system.

  • Government spending on research and development increased continuously is much more important to decision-making methodology for rational investment. Rely on a group of minority experts in the application of a general methodology, a tipping effect occur in specific technology field or difficult balanced procedure and objective control to maintain. This paper presents a qualitative-quantitative methodology to avoid such risks by utilizing Technology-Tree pertaining to energy R&D planning of the government Energy Technology Development program. Especially Energy Technology Development program "energy storage system" is applied to the analysis of Technology-Tree, mapping and analysis of existing government-supported projects during the recent 5 years, is derived essential missing elements of the technology value chain. This study suggests that significant evidence is utilized for improving efficiency of government R&D budget considering the importance of technology, domestic research-based and so forth, could be used to implement the R&D project planning.

A Case Study on Strategic Planning in NASA In the Perspective of Strategic Planning in Publicly funded R&D Organizations (미 항공우주국 (NASA)의 전략기획에 대한 사례 연구 - 공공 연구개발 조직의 전략기획의 관점에서)

  • This paper analyzes the strategic planning process of NASA (National Aeronautics and Space Administration) including its center, GSFC (Goddard Space Flight Center) in the framework of strategic planning in publicly funded R&D organizations. To construct this framework, theories have been considered mainly focused on strategic management and planning, its application on public sector, and characteristics of R&D activities. As a result, the framework could be set up in accordance with the process of strategic planning. Also, as a case study, we explored the practice of strategic planning process and organizational implementation of NASA and GSFC. During the analysis on the strategic process of NASA and GSFC, we could draw some lessons out as follows: First, we should consider the differences between private and public sectors when we establish strategic planning in public sector. Second, the stakeholder analysis should be involved in setting the mission, goals, and strategies of an organization. Third, it is necessary to identify and assess the socio-economic effects or public benefits by R&D programs of the organization and use the feedback on its goal. Fourth, to implement strategic planning effectively, planning process should be closely integrated with the management process such as setting goals, securing budgets, and evaluating the organization. Conclusively, the analysis on NASA and GSFC contribute to implementing strategic planning in publicly funded R&D organizations by providing the appropriately modified framework. As an extension of this study, more deliberate analysis on various practices of strategic planning and performance indicators should be followed.
