융복합 시대의 국가 SW R&D 프로젝트에 대한 품질활동관리 적정성 평가 방안 연구 (A study of appropriateness evaluation method for quality activity management of Software R&D Project)

  • 최근에 소프트웨어(SW) 융복합 시대를 맞아 SW품질관리의 중요성에 대한 관심이 높아지고 있다. 이에 본 연구에서는 품질관리전담기관의 SW품질활동관리 적정성을 객관적으로 평가 할 수 있는 방안에 대하여 기존의 품질 활동관리 적정성 사례를 기반으로 새로운 적정성 평가 방안을 제안하고자 한다. 이를 위하여 다음과 같이 연구 목적을 세 가지로 설정한다. 첫째, 기존의 국가 SW R&D 프로젝트의 SW품질활동관리 적정성 평가의 문제점을 도출하고 분석한다. 둘째, 기존의 SW품질활동관리 적정성 평가에 대한 문제점을 극복할 수 있는 새로운 적정성 평가 방법을 제안한다. 셋째, 새로운 적정성 평가 방법을 WBS(World Best Software) 프로젝트를 대상으로 적용해서 그 가능성과 효과성에 대하여 살펴본다. 본 연구에서 새롭게 제시한 국가 SW R&D 품질활동관리 적정성 평가 프레임워크를 대형 SW R&D 프로젝트인 WBS 프로젝트의 2개 과제에 실질적으로 적용해봄으로써 새로운 품질활동관리 적정성 평가 프레임워크의 효과성과 실무 적용 가능성을 입증하였다.

  • Researchers, institutes, and government involved in research & development (R&D) are faced with the problem of performing R&D project evaluations. As a real-word case of evaluation, we elicited and reproduced the evaluation process of the national nuclear R&D projects, using a specific case study of Korea. In the methodology, the analytic hierarchy process (AHP) is employed to evaluate and rank the selected nuclear R&D projects which have a wide range of evaluation objectives and characteristics. As a result, we obtained relative ranking for research projects and importance of evaluation criteria. The method and implications can be easily understood and applied by practitioners since it follows naturally the standard practice of evaluating and relative comparisons of performance using evaluation procedures. By applying particular R&D project output to the procedures, project evaluators can compare and prioritize evaluation objectives.

  • This study suggests the applicability of an AHP(Analytic Hierarchy Process) to improve the validity and fairness of evaluation index to assess the defense core-technology R&D projects. This study focused on the design of the proposal and performance evaluation index to structure them into a hierarchy using AHP which can be applicable to take the opinion of the defense R&D experts. Using the refined evaluation index, we propose a technique to enhance the reliability of the defense R&D projects evaluation system.

  • 본 연구는 투자계획의 경제성분석 계산과정의 변화가 어떻게 R&D 투자결정에 영향을 미치는지를 분석하고자 한다. 이를 위해 본 논문에서는 목재칩 발전소 건설의 국가 R&D 산학연협동연구의 투자 계획안 경제성 평가를 위해 자본적 지출의 역할을 탐색한다. 연구 결과 자본적 지출항목을 수익성분석에 포함시키는 것만으로도 건설계획의 투자전망에 영향을 미치는 것으로 나타났다. 본 연구결과는 국가 R&D 과제의 예비타당성 평가에 여러 산업의 특성을 고려한 계산의 표준화가 필요하다는 것을 시사한다.

  • The striking characteristic of the contemporary global security environment is that the nature of threats has become diverse and complex. For example, transnational and non-military threats including terrorism and proliferation of weapon of mass destruction has increased. In this security environment, Advanced countries funnel their investments for defense budgets into the assurance of key force capability and R&D of cutting-edge core technologies, in consideration of future battlefield environments so as to get an edge on not only defense science and technology but also intelligence capabilities. As shown by past practices of the korea's defense acquisition, the ministry of national defense has tried to enhance its force capabilities in the short-term by purchasing foreign weapon systems rather than by investing in domestic R&D. Accordingly, the technological gaps between the korea and advanced countries were widened due to both insufficient investment in development of domestic technologies and avoidance of technological transfer by advanced countries. Thus, for the effective execution of the R&D budget and the successful performance of the projects, the importance of selection, management and evaluation of the R&D projects is emphasized. So, The objective of this study is that the analysis of the proposal-selection evaluation system for the realization of the successful defense core technology R&D projects. This study focused on the improvement of the proposal-selection evaluation model which can be applicable to the national defense core R&D projects. Using the improved proposal-selection evaluation system, we propose a model to enhance the reliability of the national defense core technology R&D project evaluation system.

  • A perfect evaluation for scientists and engineers is impossible unless the R&D process is fully explored. But the study in this area is being intencified, and consequently progress is being made. In this paper an evaluation method for scientists and engineers in project-oriented R&D organizations is developed. That is, a method that the evaluation for the job performance directly influences personnel management such as promotion, and the evaluation for their potential, characteristics influences indirectly. Further systematization of evaluation process, which is no less importatant than evaluation itself, is attempted.

  • Technology Management and Research & Development(R&D) have been one of the most difficult divisions for measurement and evaluation. In spite of these difficulties, the importance of R&D has been dramatically increased. It is very difficult to manage more efficiently and effectively than any other departments of production, finance, marketing and so on. As criticizing the shortcomings of the traditional evaluation system in making decisions for corporate management which has only been focused on financial indices, so Kaplan & Norton has suggested the Balanced Scorecard(BSC) which can be managed Critical Success Factors(CSF) in accordance with corporate's strategy. The Analytic Network Process(ANP), based on the Analytic Hierarchy Process, allows the decision makers to leap beyond the traditional hierarchy to the interdependent environment of network modeling. Based on BSC, this study has developed the evaluation system for R&D which has used ANP transforming quantitative and qualitative indices to the quantifying scales in evaluating R&D.

  • 정부는 최근 연구개발 패러다임 변화에 따라 미래 성장잠재력 확충 및 국가경쟁력 제고를 위하여 선진기술을 모방하는 추격형 R&D에서 탈피하여 선도형 R&D로의 변환을 추진하고 있다. 이에 따라 국가연구개발사업을 통한 기초 원천 연구분야 및 국가 중요핵심 기술에 대한 연구가 활발히 이루어지고 있어 이에 대한 보안의 중요성이 부각되어 다양한 보안진단 및 평가가 시행되고 있다. 그러나 기존 연구보안수준 평가는 보안관리 관점에서 도메인으로 분류하고 그에 따른 평가지표를 제시하여 연구자의 자율적인 연구보안평가 시 한계점을 노출하였다. 이에 본 논문에서 연구관리 프로세스 관점으로 도메인을 설정한 후 그에 따른 연구보안 평가지표를 설계하여 연구보안 수준의 자가진단에 효과적으로 활용할 수 있는 평가모델을 제시하였다.

  • This paper proposes the systematic design approach for developing the evaluation indicators that evaluate the candidate proposals in the national defense core-technology R&D projects. To improve the validity and fairness of the evaluation indicators, the existing evaluation process in a military and a public sector are surveyed and also the existing evaluation system of the core-technology R&D programs for the national defense is analysed and discussed. A new system for the evaluation indicators is designed by using the axiomatic design, factor analysis and the analytic hierarchy process. It is expected that the proposed evaluation indicators contribute to enhance the fairness and the reliability of the evaluation process for the proposal of the national defense core-technology R&D projects.

  • In this paper we develop a model for the performance evaluation of defense R&D test development projects based on analytic hierarchy process. First, evaluation indicators are collected through the related literature survey and a delphi inquiry method. Second, stepwise multiple linear regression is used for developing a hierarchical structure for analytic hierarchy process in the evaluation model, which can make the selected evaluation indicators of the hierarchical structure independent. Also we verify the effectiveness of proposed indicators of the performance evaluation by comparing with the existing evaluation indicators. The developed indicators for the performance evaluation is more reasonable and practical than the previous indicators on defense R&D test development projects.
