본 연구에서는 중소벤처기업부 벤처기업정밀실태조사 결과 산출된 원데이터(raw data)를 구득하여 2016년~2021년 데이터를 이용하여 대전지역의 벤처기업을 중심으로 정부의 자금지원 정책효과를 실증분석하였다. 대전 지역은 경제 규모를 고려하였을 때 전국에 비해 경제에서 차지하는 벤처기업의 비중이 매우 크며 기술개발 지향적 특성을 갖고 있다. 벤처기업 데이터를 pooling하여 회귀분석한 결과, 대전 벤처기업에 대한 자금지원 효과의 주요 특징은 다음과 같다. 첫째, 기업 전체에 대한 회귀분석의 결과, 매출 및 시장점유율 개선을 위해서는 융자 및 보증서 지원이 효과적이고 기술개발을 ㅣ럴 위해서는 R&D 지원이 효과적인 것을 발견하였다. 성장단계별로, R&D지원 및 융자지원은 4단계(성숙기)에서 매출에 가장 큰 영향을 주지만 보증서 지원은 3단계에 가장 큰 영향을 준다. 지재권에 대한 영향은 R&D지원과 융자지원 모두 2단계(초기성장기)에 큰 영향을 미친다. 또한 산업별로 수치들을 통합한 패널데이터를 구축하여 분석한 결과, 자금지원의 효과가 기업데이터 분석의 경우보다 산업데이터 분석에서 더 크게 나타나고 있다는 점을 발견하였다. 이는 자금지원 정책이 단순히 해당 수혜기업의 성과 개선에만 그치지 않고 산업내의 다른 기업에도 확산되는 효과가 있다는 것을 의미할 수 있다. 이러한 실증분석 결과들에 근거하여 다음과 같은 정책적 시사점을 제안하였다. 첫째, 벤처기업에 대해서는 자본시장에 맡겨두어 투자가 이루어지도록 하는 것보다는 정부가 적극적인 자금지원을 해야한다. 둘째, 자금지원의 목적에 따라 지원 방법과 대상을 달리 해야 한다. 셋째, 개발된 기술을 상업화할 수 있도록 벤처기업과 민간투자자를 연결하는 플랫폼의 구축이 필요하다. 넷째, 기술집약적 벤처기업에 대한 벤처캐피탈의 자금지원이 확대되어야 한다.
This study is aimed to present measures for stable supply of fishmeal and to develop fish farming into a food industry and an export industry. The study analyzed current domestic and international supply and demand for fishmeal and suggested future prospects. The results of the study suggested the basic directions for the stable supply of fishmeal in Korea as follows: first, stable securing of fishmeal importers and establishment of the supply and demand monitoring system; second, policies to boost using of compound feeds and expansion of relevant fishmeal use; third, higher competitiveness of fishmeal and compound feeds through selective and intensive R&D investments. Based on the basic directions, the paper suggested implementation measures such as strengthening of cooperations with fishmeal suppliers abroad, expansion of overseas local market entrance, diversification of fishmeal trading countries, revision of relevant laws and polices on the fishmeal and feeds, organization of domestic fishmeal, promotion of group purchase, improvement of domestic fish meal quality, development of fish meal alternatives, etc.
본 연구는 ICT 분야 중소기업을 대상으로 유일하게 융자금을 지원하고 있는 ICT 융자사업 수혜기업을 대상으로 정책융자금에 대한 전반적인 수요조사를 실시하였으며, 특정 수혜기업을 대상으로 융자지원 받은 기술개발과제의 연구배경 및 연구성과, 파급효과, 기대효과, 에피소드 등을 살펴봄으로써 융자금 지원이 실제적으로 얼마나 ICT 중소기업의 기술적 경제적 성과 제고에 도움을 주고 있는가를 보여주고 있다. 실제로 ICT 분야의 중소기업들은 더 많은 규모의 정책융자금을 요구하고 있으며, 안정적인 자금조달이 기술개발 성공의 핵심요인이자 가장 어려운 과제라는 응답결과를 보여주고 있다. 결과적으로, 기술경쟁력을 지닌 ICT 중소기업들의 기술개발 필요자금을 융자해 주고 나아가 개발된 기술을 사업화함으로써 영세한 기업재정의 건전성을 회복할 수 있는 자금지원 정책을 마련할 필요가 있음을 시사해 주고 있다.
세계의 대표적인 국가 과학기술정보기관들은 국가 경쟁력을 증진하기 위하여 연구자들에게 연구개발정보를 제공하고 있다. 장서개발정책은 과학기술정보기관이 연구개발을 위한 정보자원을 선별하고 정보자원을 상호 연계하여 정보네트워크를 구축하기 위한 가이드라인이다. 본 논문은 국가 과학기술정보기관의 장서개발정책의 주요 요소를 도출하기 위해서 미국의 국가의학도서관 (NLM), 영국국립도서관 (BL), 캐나다과학기술정보연구원 (CISTI), 한국과학기술정보연구원 (KISTI)의 장서개발정책을 분석하였다. 본 연구의 결과는 과학기술정보기관들이 장서개발정책 수립시 가이드라인으로 활용할 수 있을 것이다.
Objectives The aim of this study is to contribute to the establishment of the Traditional Korean Medicine (TKM) policies in future, which is through the assessment to predict the realization by diagnostic subjects. Methods First, we evaluated 8 subjects that were deduced by professionals in 1996 regarding whether or not to be realized in 2013. Second, the governmental and private research projects, reports, articles, domestic patents and products were reviewed and investigated. Third, the Subjects in domestic fields of TKM were investigated on the followings: importance, time of realization, domestic Research and Development level, principal agents and methods for the realization, and hindrance factor on the realization. Results Of the 8 forecasting subjects, one subject was realized, two subjects were partly realized and five subjects were unrealized. Thus, their realization rate was 12.5%. The realized subject is the 'Standard naming of the TKM diagnosis'. Conclusion Continuous researches are necessary to realize the TKM subjects and moreover, professionals should predict new feasible TKM subjects, based on this study.
This study identifies the necessity and importance of innovation in rural communities and highlights the role of rural revitalization support centers in facilitating the diffusion of community innovation. The study provides a literature review and employs the survey method to verify the arguments. There is an urgent need for rural communities to be distinct, attractive, and competitive in the wake of globalization. It is clear that they must recognize the need to facilitate innovation under growing trends toward trade liberalization, environment-oriented life styles, diversified consumer needs, and a knowledge-based society. The results provide support for the legitimacy of establishing rural revitalization support centers to help community leaders and local stakeholders develop their communities. More specifically, rural communities should employ R&D outcomes from diverse fields and capacity building by community members, leaders, and local governments to foster sustainable growth by overcoming limitations in spatial access and resources. The results suggest that rural revitalization support centers can be established as intermediary organizations that can be operated to facilitate community innovation in rural development. In addition, these centers should play key roles such as empowering communities, facilitating region-specific rural development policies, motivating R&D applications for rural development, encouraging rural development networks. Further, close attention should be paid to facilitate mutual learning by expanding networks and interactions between these centers.
The problem Japanese universities face is exactly the same as that of German universities: no international recognition in world rankings of universities despite their high levels of postwar economic and technological developments. This was indeed one reason why world-class Japanese firms, such as Toyota and Sony, have avoided working closely with Japanese universities for R&D partnership and new technology commercialization. To resolve this problem, the Japanese government has continuously implemented aggressive policies of the internationalization, privatization, liberalization, and privatization of universities since the onset of the economic recession in 1989 in order to revitalize the Japanese economy through radical innovation projects between universities and firms. National projects of developing medical robots for Japan's ageing society are some of the ambitious examples that emphasize feed-forward learning in innovation. However, this paper argues that none of these programs of fostering university-firm alliances toward feed-forward learning has been successful in promoting the world ranking of Japanese universities, although they showed potentials of reinforcing their conventional strength of introducing $kaizen$ through feedback learning of tacit knowledge. It is therefore argued in this paper that Japanese universities and firms should focus on feedback learning as a way to motivate firm-university R&D alliances.
Exploring innovations for latecomers to catch up has been a popular concern in industry and academia. Over the last decade, more and more East Asian latecomer firms have moved beyond imitation and are delivering innovative products and services to the market. However, the semiconductor latecomers from China have limited success in catching up with more mature semiconductor firms. Our study examines how semiconductor latecomers to break through the latecomer's dilemma by innovation and achieve catch-up. We use a single-case approach for the Semiconductor Manufacturing International Corporation (SMIC) vertical development process to analysis its innovation path of catching up. The study's results showed that SMIC relied on the government's policy and funding support, and based on the strategic endurance of entrepreneurs, it persisted in technology R&D investment and independent innovation for 20 years. SMIC finally smashed the dilemma of latecomers and successfully achieved catch-up. With these findings, we believe that the path of catching up innovation for semiconductor latecomers should be equipped with independent innovation of technology, strategic leadership of entrepreneurs and support of government policies. As these factors are combined, latecomer firms' position is expected to rise and catch-up will become visible. Our study contributes to some enlightenment on the innovation path for latecomers in China and global semiconductors to achieve their catch-up.
공공의 자금을 통해 산출된 연구 성과물을 온라인으로 공개하여 공유, 활용하는 오픈 사이언스 정책이 확산되고 있다. 오픈사이언스를 활성화기 위한 정책으로 공개되는 성과물을 쉽게 검색 및 액세스하고 재사용할 수 있도록 하는 연구 지원 서비스에 관심이 증대되고 있다. 연구자에게 풍부한 정보를 제공하기 위한 서비스 지원을 위하여 흩어진 다양한 성과물 데이터들 사이의 관계를 의미적으로 표현하기 위한 연구리소스 지식그래프 모델을 제안한다. 본 논문에서는 지식 그래프 구축을 통해 국가 R&D 과제정보, 연구자정보, 성과정보, 연구데이터정보 등을 의미적으로 연결해 연구개발에 필요한 전반적인 연구리소스 정보 탐색이 가능하도록 하여 국가연구데이터플랫폼 DataON의 서비스 향상에 기여한다.
광양항 해양산업클러스터는 현재 실질적으로 운영되는 국내 유일의 해양산업클러스터이나, 개장 이후 다양한 활성화 정책을 추진함에도 불구하고 현재까지 입주율은 낮은 실정이다. 이에 따라 입주기업 활성화를 저해하는 현행 제도의 제약요인을 식별하고 활성화 방안을 마련하는 것이 본 연구의 목적이다. 이를 위해 우선적으로 광양항 해양산업클러스터의 핵심산업인 해운항만물류분야 연구개발(R&D)사업 현황을 분석하고, 광양항 해양산업클러스터 입주가 예상되는 기업을 대상으로 설문조사를 수행하였다. 그 결과 항만·해운분야 R&D 비중이 타 분야 대비 낮고, 국내 연구개발 사업은 민간 중소기업을 중심으로 추진되고 있다. 또한 실증을 위한 항만시설 필요성이 높지 않으며, 광양항에 대한 기업 접근성 부족이 제약요인으로 도출되었다. 이를 바탕으로 본 연구에서는 입주기업 확대를 위한 개선방안을 다음과 같이 4가지로 제시하였다. 첫째, 현재 광양항 해양산업클러스터에 입주가능한 핵심산업을 해운·항만·물류분야에서 해양수산업 전체로 확대하여 해당 산업에서 R&D를 수행하는 기업이 입주할 수 있도록 개선이 필요하다. 두 번째, 현재 기업 입주 자격으로 제시되고 있는 업종코드 변경을 통해 실제 연구개발사업을 수행하는 기업이 등록된 업종을 반영함과 동시에 해양수산업 전체로 확대되는 핵심산업군을 모두 포함할 수 있어야 한다. 따라서 본 연구에서 향후 광양항 해양산업클러스터 입주기업 모집 시 활용할 수 있는 확대된 기업코드를 제시하였다. 세 번째, 현제 광양항 해양산업클러스터는 연 1~2회 입주기업을 모집하는 방식을 취하고 있으나, R&D 수행기업이 실증을 위한 항만 활용 수요가 발생한 시점에 맞추어 유연하게 입주할 수 있도록 해야 하며, 이를 위해 상시모집 체계로 전환을 제시하였다. 마지막으로 입지적으로 낮은 접근성을 극복하기 위해서는 보편적인 재정적 지원보다는 민간기업 또는 중소기업이 실질적으로 필요로 하는 연구개발에 특화된 기술개발 지원사업이 필요하며, 이를 입주 유인책으로 활용해야 한다.
