Trend Analysis and National Policy for Artificial Intelligence (인공지능 동향분석과 국가차원 정책제언)

  • This paper proposes Korean national science and ICT policies in artificial intelligence (AI) field. After analyzing the AI trends in major countries as an initiative for global competitiveness, we suggest for new solutions for nutcracker threats and provide policy recommendations for strengthening competitiveness and commercialization in AI field of Korea. Korea's AI status was diagnosed in the order of governance, research and development (R&D), technology commercialization, law and legislation, and human resources strategy. In conclusion, it proposes improvement of governance, procession of long term future market initiative R&D, development of AI commercialization platforms, preparation of research friendly law and environment, and the nurturing of practical and converging human resources system.

  • 우리나라는 R&D투자 정책을 적극적으로 추진한 결과 과학기술 발전을 통한 경제성장을 이룩하여 왔고, 세계 선진 각국에서도 과학기술을 중요한 국가 아젠다로 삼으면서 신기술 개발이나 사회문제 해결을 위한 해결책으로 과학기술 정책을 적극적으로 펼치면서 R&D에 대한 적극적인 투자를 시행하고 있다. 우리나라의 경우도 2014년 기준으로 정부의 R&D투자 예산은 17조 7천억원의 거대한 규모로 확대되고 있으며, 각각의 연구주체들에 의해 수행되어진 결과로 나오는 다양한 종류의 연구성과에 대한 성과관리의 중요성은 점점 더해가고 있는 실정이다. 한편, 연구개발 투자에 대한 성과의 효율성이라는 측면에 있어서 염려의 목소리도 만만치 않은 실정이다. 이는 연구성과를 창출하기 위한 프로세스, 즉 연구기획, 선정, 수행관리, 결과평가, 사후관리 및 사업화 등의 과정들을 철저하고 효율적으로 관리하여야 한다는 측면에서 접근할 수도 있겠으나, 중소기업을 지원하는 정부의 R&D 지원형태에 있어서는 정부의 지원방식에 따라, 즉 출연(국가 등이 반대급부 없이 예산이나 기금에서 지원하는 방식)지원이나 융자지원(일정한 금리와 상환기간을 정해놓고 지원하는 방식)에 따라 도출되는 성과의 차이가 있을 수 있다는 점에 착안하여 그 두가지 지원방식에 따른 성과에 있어서의 차이점을 비교해 보고, 그 결과에 따라 정부가 중소기업을 대상으로 지원하는 방식에 대한 방향성을 제시해 보고자 한다.

A Proposal of New Policies for Improving the Performance Analysis on Government R&D Expenditure in ICT Industry (ICT 분야 국가연구개발사업에 대한 성과분석 개선을 위한 정책제언)

  • This paper proposes various policies for improving the process of performance analysis on R&D expenditure of the public funds in the Korean ICT industry. In order to do so, this paper figures out the present issues relating to performance indicators, methodologies for performance evaluation, release and comparison of evaluation results, follow-up study, integrated management system for performance analysis in ICT industry. In this paper, we suggest some new policies such as consulting an expert for improving performance indicators, maintaining the pre-determined performance indicators, introducing the qualitative performance indicators for measuring effectiveness, adopting the new methodologies reflecting R&D characteristics, introducing the new performance index for comparing annual performance, requiring follow-up study for major ICT R&D, introducing the independent and temporary organization for R&D performance analysis in ICT industry. In conclusion, these new policies will raise effectiveness and efficiency of the government R&D expenditure in ICT industry as well as strengthen the industry competitiveness.

A Study on Activation factors of Social Return for Government R&D supported SMEs (정부 R&D 지원 중소기업의 사회 환원 활성화 요인에 대한 연구)

  • In this paper, government R&D supported 310 small and medium enterprises in three main sectors were surveyed and examined the relationship between major factors related to social return using the structural equation model. The main results show that although the level of public awareness of social return and willingness of government R&D supported SMEs are established to some extent, the internal culture and system of SMEs for social return implementation are insufficient, and therefore policy aiming should be placed on establishing internal system of SMEs. In addition, this study suggests that the government policy delivery mechanism should be supplemented to positively increase willingness of SMEs and it is important to pay attention to the growth of SMEs must precede for activation of social return.

A Study on the Stereotype of ICT SMEs' R&D: Empirical Evidence from Korea (ICT 중소기업 R&D의 스테레오타입에 대한 연구 : 한국의 사례를 중심으로)

  • The ICT industry has been the main driver of Korea's economy with international competitiveness and is expected to be the growth engine that will revitalize the currently depressed economy. A broad range of different perspectives and opinions on the industry exist in Korea and overseas. Some of these are stereotypes, not all of which are based on objective evidence. Stereotypes refer to widely-held fixed opinions on a specific group and do not necessarily have negative connotations. However, they should not be viewed lightly because they can substantially affect decision-making process. In this regard, this study sought to review the stereotypes of ICT industry and identify objective and relative stereotypes. In the study, a decision-tree analysis was conducted on a survey result of 3,300 small and medium-sized enterprises (SMEs) in order to identify Korean ICT companies' characteristics that distinguish them from other technology companies. The decision-tree analysis, a data mining process based on machine learning, took a total of 291 variables into account in 10 subjects such as: corporate business in general, technology development activities as well as organization and people in technology development. Identifying the variables that distinguish ICT companies from other technology companies with the decision-tree analysis, the study then came up with a list of objective stereotypes of ICT companies. The findings from the stereotypes of Korean ICT companies are as follows. First, the companies are in need of technology policies that help R&D planning and market penetration. Second, policies must better support the companies working to sell new products or explore new business. Third, the companies need policies that support secure protection of development outcomes and proper management of IP rights. Fourth, the administrative procedures related to governmental support for ICT companies' R&D projects must be simplified. It is hoped that the outcome of this study will provide meaningful guidance in establishment, implementation and evaluation of technology policies for ICT SMEs, particularly to policymakers or researchers in relevant government agencies who determine R&D policies for ICT SMEs.

  • The shortage of R&D personnel and the lower productivity of SMEs are critical issues in strengthening SMEs. Government provides various policies to deal with these issues. The aim of this paper is to analyze current status and policy issues of R&D personnel and to suggest policy alternatives to improve the availability of R&D personnel in SMEs.

  • 콘텐츠·미디어 기술은 기존의 평면 중심의 서비스에서 가상 증강현실, 홀로그램, 라이트필드 등의 입체·공간 서비스 적용이 점차 확대되고 있으며, 정보를 직관적으로 인지하는 시각과 청각 중심에서 디지털 기술의 발전에 힘입어 촉각, 후각 등 오감의 영역으로도 확장이 진행되고 있다. 코로나 19 장기화로 비대면이 필요해진 산업과 일상생활에 3차원 공간을 활용한 메타버스의 구현으로 국민 누구나 용이하게 새로운 콘텐츠·미디어 서비스를 활용할 수 있는 기술을 확보하는 것이 매우 중요해졌다. 본 고에서는 우리 정부의 콘텐츠·미디어 분야 주요 정책 현황과 R&D 투자동향에 대해 짚어보고, 2022년도 콘텐츠·미디어분야 R&D 과제기획 현황을 살펴보고자 한다.

Development of an Strategic Model for the Selection of a National IT R&D Strategic Project (국가 IT R&D 전략과제 선정 모형개발)

  • In this paper, we offer a new strategic Portfolio Model for national IT R&D project selection in Korea. A risk and return (R-R) Portfolio Model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R Portfolio Model to solve the non-strategy and subjectivity problems of the existing national R&D project selection Model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technology level Survey (TLS) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic Portfolio project and balancing the allocation of resources effectively and objectively.

The Role of Internal R&D and R&D Cooperation in Technological Innovation (기술혁신성과에 있어서 R&D협력과 내부R&D투자의 역할에 관한 연구)

  • This study provides an empirical analysis based on 2012 Korea Innovation Survey (STEPI) to investigate the relation between R&D cooperation and in-house R&D investment. The study further analyzes the effect of the R&D cooperation and in-house R&D investment on technical innovation. First, the relation between company's in-house R&D investment and R&D cooperations is estimated with the two equations using SUR models. Second, the effect of in-house R&D investment and R&D cooperation on the company's technical innovation is estimated using Probit model. This study differs from other existing R&D studies using Korean data in that empirical models are based on structural relationships among in-house R&D, R&D cooperation, and technical innovation. The results can be summarized as follows; the R&D cooperation expands the in-house R&D investment and the in-house R&D strengthen the R&D cooperation. Furthermore, In-house R&D investment increases the chances of success in innovation. As we obtain evidence of complementary relation between R&D cooperation and in-house R&D investment, it is necessary to develop environment conducive to this complementarity in order to have more efficient R&D system.
