In Korea, small and medium sized domestic enterprises (SMEs) play an pivotal role in the national economy, accounting for 99.8% of all enterprises, 87.9% of total employment, and 48.3% of production. and SMEs were driving a real force of the development of national economy in many respects such as innovation, job creation, industrial diversity, balanced regional development. Despite their crucial role in the national development, most of SMEs suffer from a lack of R&D capabilities and equipments as well as funding capacity. Government-Supported Research Institute (GRI) can provide SMEs with valuable supplementary technological knowledges and help them build technological capacities. so, In order to effectively support SMEs, government and GRI must be a priority to know about the factors influencing the performance related to technology transfer and technological collaborations. The paper analyzes the effects of Korean IT SMEs Venture external collaborations and technology transfer on their performances, according to their collaboration activities and technology transfer experiences. The results show that there was a significant difference between '3~5times' of technology transfer experience and 'zero technology transfer experience' in the case of technology transfer experience. In case of technological collaboration type, there was a significant difference between 'R&D manpower' and 'enhancement of technological capabilities including core technologies'. The results show that the effectiveness of technology transfer of Korean IT SMEs Venture depends on experiences, types of collaboration activities. so the results of this research will be useful for Government-Supported research institute (GRI)' policy makers when establishing technology commercialization support policies and strategic planning of small and medium sized domestic enterprises.

In this paper We analyze the correlation between investment and performance of Korean R&D programs, by six factors diversified, based on evolutionary economics of technology. National Science and Technology Information Service(NTIS) started from March, 2008 was used for collecting investment and performance data of national R&D program. We search the investment cost according to science-technology standard classification of Korea, research conductors, socio-economic objectives and cooperation types per year from 2002 to 2008, and we regard this data as "investment". Similarly, we search the number of papers, patents, commercializations, royalties and so forth according to science technology standard classification of Korea, research organizations, socio-economic objectives and cooperation types per year from 2002 to 2008, and this data is regarded as "performance". We expected analysis results of this investment and performance data confirm the diversified factors to affect advancement of science and technology. And we though, as a result, we will get some meaningful directions of investment of national R&D from the analysis results. But this study has several limitations because we did not consider enough microscopic characteristics of sector or technology, research organizations, cooperation network types, and external effect of social, politic, cultural factors.

The Industry-Academia Technology Holding Company has been established and operated in universities for supporting technology transfer and promoting commercialization since 2008. In the meantime, necessity for operating and methods for vitalizing of the Industry-Academia Technology Holding Company, reviews for legal and institutional requirements and case studies have been performed in various ways. However, a comprehensive actual survey for overall operation of the Industry-Academia Technology Holding Company was insufficient for researchers of universities who were participating in National R&D programs and the projects for the S&T policy. In particular, this is the very time for an interim and overall review now that it has been 5 years since the Industry-Academia Technology Holding Company was introduced. Accordingly, the comprehensive surveys and interviews were conducted on the status of driving the project by the Industry-Academia Technology Holding Company in this study. Based on this analysis result, we have suggested the improvement of Industry-Academia Technology Holding Company in three different ways - (1) expanding the basement of technological business development in universities (2) improving legal and institutional support system, and (3) expanding elites of organizations and securing responsibilities.

This study considers the improvement of R&D promotion program and its investment efficiency for regional industry. We find out some problems of R&D promotion program and suggest plans to improve investment efficiency of R&D through practical analysis of achievement. Since the 2000s, our country has implemented diverse policies for regional industry; R&D for regional industry has become a core part of business from the point of view of regional industry. As ever, these policies are highly supported for the purpose of securing industrial competitiveness by the central government and local governments. This study, through practical analysis of certain region (Jeonbuk), reviews some problems of R&D promotion program and suggests plans to enhance the achievements of a variety of policies, strategies, and projects. We perform practical analysis using three methods for three different aspects: shift-share analysis for each industry type, performance analysis for each investment type and characteristic analysis for each company type. Reviewing the results of practical analysis, we suggest some plans to promote the collaboration of main R&D support organizations and to minimize the doubleness caused sporadically by the central government and local governments. This research will be used effectively in setting up, implementing, and evaluating R&D investments for regional Industry.

본 연구는 연구개발의 기술적 성과에 비하여 상대적으로 저조한 경제적 성과를 제고하기 위해 중소기업의 기술사업화를 촉진하는 한국형 기술사업화 모델 및 이를 위한 과학적 연구방법론 제시를 목적으로 하고 있다. 먼저 기술사업화의 성공실패에 관련된 연구 중 하나인 신제품개발에서 경제적 성과에 긍정적인 영향을 미치는 요인들을 선행연구를 통해 확인하고 우리나라 중소기업의 기술사업화 추진실태와 과제를 진단한다. 다음으로 세계 R&D 동향과 국내 대기업에서 추진하고 있는 6시그마 연구혁신 모델 및 기술사업화의 경제적 성과를 제고하기 위한 과학적 연구방법론 벤치마킹 분석 등의 결과를 토대로 우리나라 중소기업들이 수행하는 연구개발의 기술적 성과는 물론 경제적 성과도 제고할 수 있는 시장중심 R&D를 위한 한국형 기술사업화 모델과 이를 위한 5가지 과학적 연구 방법론을 제시한다. 1990년대 후반부터 등장하기 시작한 새로운 R&D동향은 사업부나 고객뿐만 아니라 공급자 등 외부 파트너들과의 상호 긴밀한 협력 하에 이들의 명시적인 니즈는 물론 암묵지 형태의 니즈까지도 파악하여 이를 R&D 활동에 반영하기 시작하였다. 특히 기업은 1980년대 정보화 진전, 변화의 가속화에 따라 연구과제의 성공이 바로 기업발전으로 연결되지 않는다는 것을 자각하기 시작했다. 단순히 R&D 활동만을 중시하는 것이 아니라 기술을 어떻게 마케팅과 연계시킬 것인가가 더욱 중요하게 되었다. 신기술을 신시장에 연결시키는 것이 용이하지 않지만, 성공 시에는 높은 가치창출을 기대할 수 있으므로 기업들은 R&D활동 보다 높은 가치를 창출하려는 활동에 관심을 가져야만 한다. 이와 같은 글로벌 환경 변화에 능동적으로 대처하고 제4차 산업혁명시대 중소기업의 연구개발 투자가 경제적 성과로 촉진될 수 있도록 본 연구에서 제시된 시장중심 R&D를 위한 한국형 기술사업화 모델과 5가지 과학적 연구방법론이 크게 기여하기를 기대해 본다.

전기기술은 기술의 특성상 민간에 대한 유인이 적은 공유성 기술이나 대학 또는 기업이 감당하기 어려운 대형복합기술의 비중이 높으며, 최근 들어 전력산업의 구조개편 등에 따라 국가적 기술개발수요가 확대됨과 동시에 전기기술의 이용분야 확대와 타 기술과의 융합화 및 대형화로 신기술수요가 늘어나고 있다. 현재 우리 나라의 전기기술 R&D체제에서는 공공기술에 대한 사각지대가 발생하고 있음에도 불구하고 국가차원의 R&D 공급이 미약하여, 거대한 시험설비와 첨단고가장비를 필요로 하는 시스템기술로 일부 기기나 시스템운용을 제외하고는 개별기업이나 전력회사에 대한 기술개발 유인이 크지 않으며, 따라서 전기기술분야의 R&D 실태 파악과 역할에 대한 검토를 통해 R&D 주체별 기관특성에 맞는 국가 R&D체계의 정립이 필요한 실정이다. 따라서, 앞으로는 전기기술분야의 국가 R&D 목표 및 기본전략에 따라 국가 R&D 자원의 규모, R&D 주체간의 역할분담 등 전반적인 R&D 체계의 구축이 선행되어야 하며, 이를 통해 기관별 Mission 및 고유기능을 토대로 전문성 제고와 특성화를 유도할 수 있는 연구여건의 조성이 시급하다 하겠다. 특히, 장기대형연구, 원천기술연구, 기초기반연구, 연구기반구축, 인력양성 등 필수적 국가기능에 대해서는 기관별 특성에 따라 안정적인 역할수행이 가능하도록 역할분담 및 정책적 지원을 하되, 그 밖의 영역이나, 민간 및 전력회사의 독자적인 R&D에 대해서는 경쟁 및 협력을 통한 연구효율성 향상을 유도하는 방향으로 나가는 것이 바람직할 것이다. 국가적 전력기술 R&D의 효과적인 수행과 실효성 확보를 위해서는 재원확보가 선행되어야 하며, 이를 위한 방안으로는 기존의 전력사업자에게는 기술개발충당금 또는 전기요금 중 일정비율을 국가적 R&D 재원으로 설정할 수 있을 것이며. 신규 사업자에게도 규제비용의 차원에서 일정 부담금을 부과하는 방법이 가능할 것이다. 이러한 재원을 가지고 사업성격 및 R&D 유형에 따라 역할분담에 따른 지원, 정책적 사업, 경쟁적 사업공모 등을 통해 지원분야 및 규모, 대상기관 등에 대한 선별적인 지원이 이루어져야할 것이다.

This study aims to observe effects of global R&D cooperation outcomes and global business abilities of small businesses by a national aid program. This study selected a program, Industry Technical Global Cooperation Project launched from Korea Institute for Advancement of Technology (KIAT). Also, small businesses CEOs' roll and efficiency are very important to increase outcomes and improve abilities of their companies. In this study, CEO's global level or ability is regarded of small businesses' global level. Then, this study shows positive effects between a national aid program and global R&D cooperation outcome and between global R&D cooperation outcome and global business abilities.

The purpose of this research is to deduce the effects factor of R&D output and outcome in the aspect of the researcher's intellectual property capacity, and conduct an empirical analysis to see if there is intermediated effect between cooperation of a patent attorney and output. I applied three step, input (researcher's intellectual property capacity and intellectual property environment), output (number of patent and SCI paper), outcome (number of technology transfer, profit), and analyzed the effects of researcher's intellectual property factors on output and outcome through structural equation model. The results are as follows. First, there's no cooperation between a researcher and patent attorney, the researcher's knowledge on patent specification had direct effect on the output. Second, a researcher and an patent attorney cooperate, the cooperative activities have complete mediation effect on the output, and the researcher's will to commercialize the technology has direct effects on the output. Third, the intellectual property environment of the research organization gives direct effects on the researcher's intellectual property capacity, and gives indirect effects on the outcome. this study suggest that it is important to cooperate with external experts in order to excellent R&D outcome.

This paper aims to explore the relationship between organizational competencies and performance by analysing perception survey data of R&D management agencies in Korea. The regression analysis results show the perceived performance measured by policy contribution and R&D management efficiency may be enhanced by organizational competencies such as professionalism and efficiency of R&D management specialized agencies. The paper suggests several improvement measures for strengthening professionalism of R&D management agencies in Korea. First, expertise competencies for strategic planning, management, evaluation need to be empowered in the whole process of R&D cycles. Second, in order to stabilize financial resources of R&D management specialized agencies, the existing R&D budget for Planing, Evaluation and Management should be reformed. Third, R&D management specialized agencies need setting up special organizations for managing inter-organizational collaboration with other R&D organizations. And the agencies should employ special experts in each position for strategic planning, management, evaluation, performance and commercialization. Finally, different R&D management procedures of each R&D management specialized agency need to be standardized in order to promote innovative R&D culture.
