Developing a New Risk Assessment Methodology for Distribution System Operators Regulated by Quality Regulation Considering Reclosing Time

  • In the restructured electricity market, Performance-Based Regulation (PBR) regime has been introduced to the distribution network. To ensure the network stability, this regime is used along with quality regulations. Quality regulation impose new financial risks on distribution system operators (DSOs). The poor quality of the network will result in reduced revenues for DSOs. The mentioned financial risks depend on the quality indices of the system. Based on annual variation of these indices, the cost of quality regulation will also vary. In this paper with regard to reclosing fault in distribution network, we develop a risk-based method to assess the financial risks caused by quality regulation for DSOs. Furthermore, in order to take the stochastic behavior of the distribution network and quality indices variations into account, time-sequential Monte Carlo simulation method is used. Using the proposed risk method, the effect of taking reclosing time into account will be examined on system quality indicators and the cost of quality regulation in Swedish rural reliability test system (SRRTS). The results show that taking reclosing fault into consideration, affects the system quality indicators, particularly annual average interruption frequency index of the system (SAIFI). Moreover taking reclosing fault into consideration also affects the quality regulations cost. Therefore, considering reclosing time provides a more realistic viewpoint about the financial risks arising from quality regulation for DSOs.

  • Quality science may be defined as the subject promoting both quality and productivity, which may include quality management, quality engineering and technology innovation. The research and application of quality science have been in existence for many years in China. This report first reviews its recent history as well as the analysis of the status quo. Finally, a prospectus and comments section for the future of quality science points out the development trends and its significant effectiveness on China's modem economics.

Simultaneous Optimization of Multiple Quality Characteristics in Laser Beam Cutting Using Taguchi Method

  • Taguchi methods have been used for a long time to improve the product quality and process performance of a manufacturing system, Few researchers have applied this methodology in laser beam cutting (LBC) of sheet metals and found the considerable improvement in cut qualities. In all experimental investigations of LBC so far, the objective was to optimize the single quality characteristic at a time. In this paper the simultaneous optimization of multiple quality characteristics such as Kerf width and material removal rate (MRR) during pulsed Nd:YAG LBC of thin sheet of magnetic material (high Silicon-steel) has been presented using Taguchi's quality loss function. The results show the considerable improvement in multiple S/N ratio as compared to initial cutting condition. Also, the comparison of results from single and multi-objective optimization have been presented and it was found that the loss in quality is always possible shifting from single quality to multiple quality optimization.

  • The issues of “Integration” in quality management and related fields have been discussed for a few years. Literature review reveals that this is a large and multi-disciplinary topic. Although there are many publications on this issue, very few well-cited articles show direct illustration to why, what and how to implement the “Integration” strategy in quality management. This paper presents a panoramic review and vision on “Integration” issues of quality management, in the perspectives of concept, scope, organization, information, process, and culture.

  • Since ISO 9001 quality system was established in 1987, many companies have adopted it for assuring the quality of their processes. Not only manufacturing companies but service industries such as hospitals, armies, educational institutes, banks are now implementing ISO 9001 quality management system. In this study, we proposed the definitions of customers, manufacturing processes, products, and quality characteristics of the ISO 9001:2000(E) quality management system in university. An implementation procedure of ISO 9001:2000(E) quality management system in university was also suggested. Furthermore, we dealt with the case study of 'C' College's ISO 9001:2000(E) quality management system and showed some of its effects.

Sources of Cost Saving Opportunities in Highway Construction Quality Assurance Practices

  • US transportation agencies are dealing with shrinking budgets, limited work forces, and deteriorating infrastructure. In order to cope with funding uncertainty, state highway agencies are now looking into their own organizations and identifying programs, practices, and processes that have potential for cost saving. A quality assurance (QA) program is an integral part of highway construction and ensures a project's contracted level of quality. The cost of quality (conforming and nonconforming) can constitute a sizable part of total construction cost. As the quality assurance programs evolved, various practices and processes were developed over time and later adopted by state highway agencies. These practices and processes include different QA standards and specifications, varying testing methods, central testing lab vs. on site testing, performance based vs. prescribed quality assurance practices, implementation of innovative quality assurance practices, etc. Therefore, there is an opportunity to assess different QA strategies and recommend those practices that are effective and cost efficient. A national survey was conducted by the authors, which provided a detailed mapping of various QA practices and processes used as part of QA programs and identified areas where agencies can focus on for cost savings. The survey found that QA sampling and testing plans, optimization of sampling plans, optimization of QA standards and specifications, and implementation of innovative test methods and processes are the main areas the agencies should focus to lean the current QA programs.

품질 4.0: 개념, 요소, 수준 평가와 전개 방향 (Quality 4.0: Concept, Elements, Level Evaluation and Deployment Direction)

  • Purpose: This article aims 1) to propose Quality 4.0 concept through surveying related literature, 2) to suggest key elements of Quality 4.0 by arranging the elements of Quality 4.0 that appeared in the literature, 3) to determine the levels of Quality 4.0, and 4) to suggest ideas for effective deployment of Quality 4.0. Methods: Eleven papers or documents are reviewed for Quality 4.0 concept; two papers and one document are investigated for key element extraction of Quality 4.0; and smart factory roadmap and industry 4.0 maturity model are studied to determine the levels of Quality 4.0. Results: 1) Quality 4.0 definition is proposed. 2) Three key elements are determined: data acquisition and analytics, connection and integration, and leadership and culture. 3) Six Quality 4.0 levels are determined. 4) Some suggestions are addressed for effective deployment of Quality 4.0. Conclusion: 1) Definition, key elements, levels, and some suggestions on effective deployment of Quality 4.0 are addressed. 2) Specific contents of Quality 4.0 education and training courses should be provided in the future. 3) Two future research directions are proposed.

  • Traditional quality control for manufacturing or service sector is not suitable for the quality control of a project as the project is one-time task constrained by time, cost, and quality. To meet the internal and external customers' requirements, quality costs approach to the project will be effective. Hence, we propose PONC (price of nonconformance) estimation procedure and a mathematical model, which are focused on activity-based prevention in the execution step and warranty step of EPLC (extended project life cycle). This procedure and model will help project manager develop preventive action plan for project quality costs minimization from nonconformance risk activities and PONC estimates information.

  • This paper proposed a new method to evaluate service quality attribute of perceived service quality in public sectors, using triangle fuzzy numbers and hamming distance. Our method measured the ratio of the expected and perceived service for the customers' perceived service quality. By using fuzzy numbers, This method not only overcomes linguistic variable problems but also provides more objective and direct information for service quality attributes. The discrepancy rate between expected service and perceived service that is perceived service quality is evaluated by hamming distance. To evaluate the discrepancy rate from hamming distance, we induced general solutions to compute the intersection area between two triangle fuzzy numbers and the weak or strong attributes in public sectors are clarified.

  • Data on nearly one hundred thousands of Korean quality circles, registered with KSA(Korean standard association), are classified by regional groups, size, and industry. The classified data are analyzed in order to investigate the actual state of quality circles. Some international comparisons such as managerial objectives for introducing quality circles are also included.
