A study on the Frequency Allocation of Terrestrial UHDTV Broadcasting in 700MHz Band (700MHz 대역 지상파 UHD 방송 주파수 배치 방안 연구)

  • The purpose of this paper is to propose the frequency allocation plan for the terrestrial UHDTV in 700MHz frequency band. Currently 700MHz frequency band is being requested by broadcasting, communication, and public safety sites for the use of UHDTV, LTE/LTE-A and PPDR (Public Protection and Disaster Relief) by each site. Validity and proper timing of each request is examined by references, and the frequency allocation plan is proposed. As results 9 channels and guard bands are allocated for the UHDTV service, under the consideration of two 10MHz frequency bands of the PPDR in700MHz band.

Compact Spatial Triple-Band-Stop Filter for Cellular/PCS/IMT-2000 Systems

  • We propose a novel spatial multi-band-stop filter using modified multiple loop array elements to block electromagnetic waves or signals of mobile phones in public facilities. It operates at the following frequency bands: Korean cellular (824 MHz to 894 MHz), Personal Communication Service (PCS) (1.75 GHz to 1.87 GHz), and IMT-2000 (1.92 GHz to 2.17 GHz). Two frequency selective surfaces with modified multiple-loop elements are printed on the top and bottom of a pair-glass pane, which is a pair of glass panes with an air gap between them. A modified multiple-loop element with a meander line is used to make the size of the filter compact. The simulated and measured results show good agreement, which confirms the usefulness of the proposed tri-band spatial filter.

A Maximum Data Allocation Rule for an Anti-forensic Data Hiding Method in NTFS Index Record

  • An anti-forensic data hiding method in an NTFS index record is a method designed for anti-forensics, which records data as a file name in index entries and thereafter the index entries are made to remain in the intentionally generated slack area in a 4KB-sized index record[7]. In this paper, we propose a maximum data allocation rule for an anti-forensic data hiding method in an NTFS index record; i.e., a computational method for storing optimal data to hide data in an index record of NTFS is developed and the optimal solution is obtained by applying the method. We confirm that the result of analyzing the case where the number of index entries n = 7 is the maximum case, and show the screen captures of index entries as experimental results.

A study Note on the Production Process of the Year-end Special Documentary on the Inter-Korean Summit of KTV

  • This paper is about KTV special documentary "Baekdu to Halla, It's Peace Now" which looks back on the journey of President Moon Jae-in to the 3rd inter-Korean summit following former Presidents Kim Dae-jung and Roh Moo-hyun, following the 2018 inter-Korean summit held under the slogan of 'Peace and a New Future'. The documentary was produced in the form of a road documentary that looked back at the meaningful results of the summit meeting with the MC through related places and various people, narrated by singer Kang San-Ae. Based on this case, the difference between the development of road documentaries and general informational documentaries about the existing production process is identified, and the differences between the production format, production characteristics, and development method of road documentaries are described. I would like to present an example of how it can be desirable to set the format of the road documentary according to the production environment of broadcasting companies and planning factors.

  • From the perspectives of regulation and convergence, several debates on the industrial definition of smart TV service in the Korean broadcasting and communications market are currently in progress. The most heated controversy mainly depends on whether smart TV is controlled under broadcasting regulations or under communications regulations. This Korean- specific problem is summarized in regulation fairness or asymmetric regulations between smart TV and IPTV operators. Although both operators utilize very similar technology and share the same business model, the regulations for only smart TV operators are unfettered. This would be an intrinsic cause that prohibits fair competition in the new converging market. Currently we confront the matter of asymmetric regulations between smart TV and others including IPTV or ISP. The purpose of this study, thus, is to provide the strategic, regulatory guidance and theoretical definitions on smart TV service, as one of converging services, based on a qualitative approach through subjectivity methodology. The study identifies three issues net neutrality, regulation fairness and new media and new market and proposes desirable promotion plans regarding those issues. The study draws lessons learned through a Korean smart TV case and provides directions to strategic-policy studies for future emergent converging services.

A Study on the Limitation on the Right of Public Performance in the Individual Watching Cinematographic Works in Public Libraries (공공도서관 영상저작물 관내열람의 공연권 제한에 관한 연구)

  • Article 29 in the copyright law of Korea, public performance and broadcasting for non-profit purposes will be revised. The copyright agency has tried to impose copyright fees on the use of cinematographic works such as DVDs in public libraries. The paper studied that the individual watching cinematographic works in public libraries is included in the concept of public performance in the copyright law. Also, the study conducted a survey on the situation of use of cinematographic works in public libraries. As a result of the study, watching DVDs in facilities for 1~3 persons in public libraries could be included in the concept of public performance. But the main purpose of most of DVD users was for circulation or reading. The library service for individual DVD watching will therefore not affect the commercial income of the copyright holders. Finally the study suggested that if the service for the individual watching of cinematographic works in libraries is included in the concept of public performance, the copyright law needs to be revised so that the service is included in the exception to the right of public performance.

A Study on Improvement of Call Admission Control using Wireless Access Point Sharing (무선 AP 공유를 통한 호 제어 방안 연구)

  • Recently, as artificial intelligence technology becomes popular, demand for wireless traffic is rapidly increasing. In order to provide services in response to the increase in demand for wireless traffic, telecommunication companies are generalizing the installation of public APs. In order to provide convenience of using wireless APs between communication companies, it is necessary to share the use of APs in public places to efficiently use wireless resources in a public place, to pre-authenticate between wireless APs in a mobile communication service, So as to increase the convenience of the user. In this paper, we propose to share APs in public places through handoff between APs and pre-authentication between carriers in mobile communication services. The simulation results show that the handoff latency is improved by 35.1% and the bandwidth used by the AP selected by the pre-authentication method can utilize more bandwidth than the method of automatically selecting the AP.

  • In recent years, major security data such as research data and confidential documents have been leaked to the outside due to the carelessness of the companies and research institutes performing IT related services such as information technology projects and research and development of financial institutions, companies and public institutions is. Leakage cases are caused by leakage of personal information due to lack of security management of information system maintenance companies, such as unauthorized leakage or storage of related materials in outsourcing service process. In this paper, we analyzed the types and management status of service business through the environmental survey of corporate informatization business and analyzed the problems in development and maintenance using external service companies. Furthermore, in this paper, we provide an information system service that focuses on the business activities based on the items considered, and at the same time, it provides the informatization service for companies that can prevent infiltration of viruses and hacking from the outside. This paper presents a methodology for enhancing security for the system construction.

  • As the number of public institution web sites and civil services based on electronic government has increased from the past until now, there is an increasing demand for security of the overall electronic civil services such as possibility for forgery and falsification of electronic documents. Existing studies proposed security threats and response methods on an electronic government service (G4C) from the perspective of service provider. In this study, the scope of analysis was expanded to analyze security technology used for each service type on 289 web sites providing civil services and to present response methods on security threats. The aim of this paper is to discuss practical responses to civil services and core problems of civil services in electronic government that need to be resolved.

Protection of Diversity through the Control of the Delimitation of the Audience Share in German Television (독일에서의 시청점유율제한을 통한 다양성 보호 연구)

  • The regulation of media concentration which is provided in the German Interstate Treaty on Broadcasting (RStV) is part of the rules forming the "positive broadcasting order" required by German Constitutional Law. This control ensures that the diversity of viewpoints can be articulated to the public. Broadcasting must operate independently from the state and from particular social groups if it is to be a genuine service to the public. One risk of economic competition in the media is a tendency towards the concentration of business enterprises. Moreover, economic competition is no guarantee for journalistic diversity. The aim of balanced diversity in the broadcasting sector can only be pursued by creating conditions under which different voices obtain the chance to be heard in an equitable manner. Within the framework of the meaning of section 26, it shall be assumed that there is a predominant impact on public opinion if the programs attributable to one company reach an annual audience share of 30 percent. The same shall apply if the company reaches an audience share of 25 percent and holds a dominant position in a related media-market or an overall assessment of its activities in television. The restriction of audience shares has limits such as that the audience shares of news programs and education and entertainment programs are pooled. Therefore, there is a vagueness about the productivity of different program branches.
