Rheological behavior study of Marine Lubricating oil on the amount of MGO (Marine Gas Oil) dilution (해상용 경유의 희석량에 따른 선박용 윤활유의 유변학적 거동연구)

  • This paper describes the rheological behavior study such as viscosity and change of shear stress regarding marine lubricating oil according to the amount of Marine Gas Oil (MGO) dilution. The viscosity reduction due to fuel dilution is crucially important characteristic to decreasing engine durability because of the abrasion of piston ring or liner. The lubricating oil used in this paper was blended with magnetic stirrer diluted High Sulfur Diesel (HSD, 0.05 wt%) ratio of 3 %, 6 %, 10 %, 15 % and 20 %. The viscosity and shear stress of diluted lubricating oil were measured with the temperature range from $-10^{\circ}C$ to $80^{\circ}C$ using a rotary viscometer (Brookfield Viscometer). As the amount of MGO dilution increasing in lubricating oil, the viscosity and stress of those decreased, because the lubricating oil diluted MGO with low viscosity show the trends to decreased viscosity and shear stress. Especially, the viscosity and shear stress of lubricating oil radically decreased at low temperature ($0{\sim}-10^{\circ}C$) and doesn't effect in MGO dilution at over $40^{\circ}C$. As temperature risen, the reduction of the viscosity and shear stress in lubricating oil shows the Newtonian behavior. The lubricating oil was required to check up periodically to improve engine durability since the viscosity reduction by MGO dilution accelerating the engine abrasion.

  • The provision and application of public safety network in Korea is still insufficient for security response to the mobile app of public safety network in the stages of development, initial construction, demonstration, and initial service. The available terminals on the Disaster Safety Network (PS-LTE) are open, Android-based, dedicated terminals that potentially have vulnerabilities that can be used for a variety of mobile malware, requiring preemptive responses similar to FirstNet Certified in U.S and Google's Google Play Protect. In this paper, before listing the application service app on the public safety network mobile app store, we construct a data set for malicious and normal apps, extract features, select the most effective AI model, perform static and dynamic analysis, and analyze Based on the result, if it is not a malicious app, it is suggested to list it in the App Store. As it becomes essential to provide a service that blocks malicious behavior app listing in advance, it is essential to provide authorized authentication to minimize the security blind spot of the public safety network, and to provide certified apps for disaster safety and application service support. The safety of the public safety network can be secured.

Affecting Factors on the Safety on School -Focusing on U.S Public School Security Guard Patterns- (학교 내 안전에 영향을 미치는 요인: 미국 공립학교의 경비활동 유형을 중심으로)

  • This research will incorporate cases from U.S public schools to analyze the factors which influences the security within the school and efficient security patterns to suggest an adequate suggestion to elevate domestic school security system. This study is divided into two following models: a serious criminal offense model, which considers crimes occurred on campus as subordinate variables, and a school violence model, which considers as subordinate variables after limiting an act of delinquency and an a group action that can harm the safety of students, although they are not included in the categories of crimes. First, from analyzing the factors which influences security within school, the explanation power of serious crime offense safety model and school violence safety model is measured 12% and 11.3%. In serious crime offense safety model, the safety education for students, among the safety programs provided by schools(t=2.548, p=0.011), parent participation to school management(t=10.694, p=0.000), Security activities on campus(t=3.643, p=0.000), and CPTED activity(t=6.467, p=0.000) are statistically significant, as affecting factors on the safety from serious crimes. Similarly in school violence model, the safety education for students, among the safety programs provided by schools(t=3.228, p=0.001), parent participation to school management(t=12.034, p=0.000), security activities on campus(t=2.663, p=0.000), and CPTED activity(t=3.928, p=0.000) are statistically significant, as affecting factors on the safety from school violence. Second, according to the analytic results on figuring out the optimal pattern to heighten the security activities, the serious offence model's explanatory power was 4.4% and school violence safety model rated 3.9%. With the serious offense safety model, the activity factors which showed statistically significant in influencing safety from serious offenses were cooperation with local police force (t=2112, p=0.035), school policy management (t=3.309, p=0.001), security patrolling activity (t=2.548, p=0.011). In the school violence model, security activities initiated by the school which showed statistically significant from serious offenses were cooperation with local police force (t=2.364, p=0.018) and policy management (t=4.142, p=0.000). In accordance with the result of this study, education for students rather than education for teachers is more positive in terms of the safety on campus, and parent participation, like education, is consistently needed for the safety on campus. In case of CPTED activity, reinforcing plans should be prepared by intactly accepting examples in the USA. In case of security activity, plans that can increase visibility and reinforce cooperation with local police in a smooth way will provide a positive effect to the safety on campus.

Public Safety Comparative Analysis for Night Park Users (1994/2008) (야간공원 이용자 공공안전성평가(1994/2008) 비교분석)

  • This study aims to find out negative factors against public safety in urban parks. Longitudinal data between 1994 and 2008 were analyzed to suggest management implication for high quality security and safety in urban park. Results are summarized as follows. Firstly, investigation of visitor to the park at night reveals that visitors who were elderly, walking out, and family group increased, and that most visitors took a stroll for one hour around 8:00pm. Olympic park (e.g. leisure facility 66.7%), Hyo-won park (e.g. vacant lot 23.8%), Jang-an park (e.g. near hedge 30.1%), and Mae-tan park (e.g. leisure facility 20.8%) were revealed as latent places of serious criminals. Secondly, both in 1994 and in 2008, principal factors of public safety were summarized as fear for violence(X1) and fear for closed space(X3). These factors took 3.22 followed by 3.07 respectively in the overall mean of public safety of parks. Thirdly, overall mean of public safety takes 2.22 in 1994 and 2.96 in 2008, which shows uncertainty of effective management of facilities with a viewpoint of visitors. All parks shows negative trend in public safety, in short.

Policy Plans for the Maintenance of Public Security of Living During the War (전시 국민생활안정 유지방안)

  • Government duties in the cases of crisis are aimed at supporting efficient military operations in the fields of non-military affairs and resource mobilization, maintenance of government functions, and search for the public security of living during the war. In crisis, the government must change its functions into the total-war system with all resources available for the efficient performance of military operations, war economy, public safety and security as well as government continuance. The main contents of "Chung-Mu Plan" include the alternative measures to control the circulation of life necessities, emergency electricity, water and gas; recover public facilities from the disaster; and accommodate the wounded and refugees. Governments have practiced Ul-chi and ChungMoo exercises to improve government's management capabilities and master standard operating procedures including systematic distribution plans in the national and local level. However, such plans have not yet sufficient enough for the maintenance of public security of living. In addition to the conceptual ambiguity, major problems are the inappropriate system of the war economy, legal institutions, and administrative SOPs for the efficient maintenance of it. Thus, for the betterment of national crisis management system, the government should have the manual stated from every step and level dealing with crisis to the legal institutions. It is important to empower the National Emergency Planning Commission for the policy consistency and efficient/effective implementation. The comprehensive plans must have an integrated cooperative system of the central/local governments, military and civil society with actual practices and exercises for the maintenance of the public security of living.

  • Certificateless public key cryptography is a technique that can solve the certificate management problem of a public key cryptosystem and clear the key escrow issue of ID-based cryptography using the public key in user ID. Although the studies were actively in progress, many existing schemes have been designed without taking into account the safety of the secret value with the decryption key exposure attacks. If previous secret values and decryption keys are exposed after replacing public key, a valid private key can be calculated by obtaining the partial private key corresponding to user's ID. In this paper, we propose a new security model which ensures the security against the key exposure attacks and show that several certificateless public key encryption schemes are insecure in the proposed security model. In addition, we design a certificateless public key encryption scheme to be secure in the proposed security model and prove it based on the DBDH(Decisional Bilinear Diffie-Hellman) assumption.

  • Recently, each country should operates a integrated disaster safety management system in order to reduce the damage, such as the world-natural disasters. In particular, research on digital signage use has been mad e by a method for transmitting a disaster warning message. In this paper, we tried to examine the security requirements that are required by the disaster safety netwo rk by looking at the digital signage concept and disaster safety management system. Also, in order to be tra nsmitted to the safe digital signage terminal a common alarm message in the disaster safety services using d igital signage, we propose a protocol that uses a public key authentication mechanism. The proposed protocol is to be safely displayed a common alarm message to the appropriate area.

  • Today, in many countries of the world, the problems of forming and implementing anti-corruption policies are among the most pressing, since the scale of the spread of corruption poses a real threat to national security and democratic development. Without a victory over corruption as a system of social relations, any country will never be able to ensure the safety of its citizens, have a high standard of living, build an efficient economy and a democratic state based on the rule of law, protect its sovereignty, and become competitive among the developed countries of the world community. The main purpose of the article is to analyze the key aspects of the anti-corruption policy of ensuring public order in the state security system. The research methodology includes methods for researching aspects of the anti-corruption policy of ensuring public order in the state security system. Based on the results of the study, the main aspects of the anti-corruption policy of ensuring public order in the state security system are characterized.

The Current VIP Guard System and Its Development (요인의 안전을 위한 경호조직 분석 및 발전 방안)

  • In modern society, there are diverse sorts of VIPs including a king and individuals. Some like a king or president are in need of professional secret services, and others become VIPs by being guarded by a bodyguard company at their own request. The former is called a public guard, and the latter is a private one. In the field of the public guard, the nation should be furnished with a guard system in consideration of political circumstances to protect VIPs. That is, the parliamentary cabinet system and presidential system call for a different guard system, and the guard system's professional features vary to some degree with political situations and cultural climate. If the ultimate goal of guard is to protect the chief of the democratic and open state in a most efficient and safe manner, it's mandatorily necessary to set up a professional and specialized guard organization to provide democratic and efficient secret services. It's desired that the domestic presidential guard division should be staffed with not only expert guards but other personnels dispatched from the military and police. In the police, guard mission is splitted among various guard and security agencies, including the National Police Agency's public security bureau or the Seoul Metropolitan Police Agency's public security division, 101 security unit, mobile police and 22 special guard division. As a chain of command is separated and it's difficult to manage such organizations effectively, the National Police Agency should be exclusively in charge of VIP guard and security. In the area of private guard, the private police system has shared national security task as a middle organization between the private police and private guard. But now its intent has gradually weakened, and its mission should be redefined. In addition, the way people look at private guard should change, and they should be well informed that it could serve to prevent possible crimes, protect them against crimes and get rid of their inconveniences. To make a good impression on people, the guard associations and businesses should put their efforts into reinforcing publicity activities, and the government, academic circles and press should team up with them as well.

A Study on System Development for Ship's Integrated Safety and Security

  • As the faithful performance of ISPS of IMO, nowadays actually applicable an integrated safety and security system in and out of vessel should be organized in views of seafarers. Therefore, this paper is aimed to design a fundamental system for ship's integrated safety and security. The system of integrated grabbing will affect efficiently in any maritime field of material and human flow. Therefore this research will be expected to affect economical side by securing all the risk of maritime issues. In addition to the passenger ship and merchant vessel, it is applicable to other public and private vessels either. As a result of this paper, the system designed collecting various data through integrating the system including RFID reader, PIR sensor, and CMOS camera by putting an individual number into each unit that could be control at easy.
