Rice is one of the most important crop in the world and is a major export of Thailand. Optical sensors are not useful for rice monitoring, because most cultivated areas are often obscured by cloud during the growing period, especially in South East Asia. Spaceborne Synthetic Aperture Radar (SAR) such as RADARSAT, can see through regardless of weather condition which make it possible to monitor rice growth and to retrieve rice acreage, using the unique temporal signature of rice fields. This paper presents the result of a study of examining the backscatter behavior of rice using multi-temporal RADARSAT dataset. Ground measurements of paddy parameters and water and soil condition were collected. The ground truth information was also used to identify mature rice crops, orchard, road, residence, and aquaculture ponds. Land use class distributions from the RADARSAT image were analyzed. Comparison of the mean DB of each land use class indicated significant differences. Schematic representation of temporal backscatter of rice crop were plotted. Based on the study carried out in Pathum Thani Province test site, the results showed variation of sigma naught from first tillering vegatative phase until ripenning phase. It is suggested that at least, three radar data acquisitions taken at 3 stages of rice growth circle namely; those are at the beginning of rice growth when the field is still covered with water, in the ear differentiation period, and at the beginning of the harvest season, are required for rice monitoring. This pilot project was an experimental one aiming at future operational rice monitoring and potential yield predicttion.

During disaster response, prioritization of limited resources is one of the most important bust challenging tasks. At the same time, it is imperative to timely provide the rescuers with the adequate equipment to facilitate lifesaving operations. However, supply of high demand equipment was insufficient during the initial phase of disaster response, challenging lifesaving operations in the case of the 9-11 terrorist attacks. In respond to the Haiti Earthquake, spatial information of the geographic area was not sufficient to support the search and rescue operations in the early phase of disaster response. However, with the help of civilians, information such as road names, infrastructure damage, and victim locations were updated into the spatial data repository. At the same time, resource outside of the disaster affected zone converges into the area to assist the response efforts, which is the effect of convergence that often made resource coordination challenging in large scale disasters. To efficiently collect information and utilize the converging resources, this paper proposes a flexible data repository for information update for equipment utilization in large scale disaster response scenarios.

Expressways are often upgraded by widening the lanes and/or by reshaping the roads to be more linear for faster travel time. However, during the process of improving the route of the expressways, the areas where the old expressways used to be are often unused and abandoned. When these neglected sites are left alone, they often become dump sites causing pollution and impacting the surrounding environment. Therefore, it is important to restore the abandoned expressway sites to its full natural beauty. In this study, the abandoned expressway at the Soksa interchange in Pyungchang county, located in Kangwon province was studied for establishing the model of ecological restoration project. Considering the characteristics of the site, the target flora species was chosen to be Quercus species and the target fauna species as amphibians. After the target species were carefully chosen, each species' habitat requirements were studied in order to figure out the appropriate methods toward habitat restoration specifically for these species. In addition, to determine the most efficient method toward restoration of abandoned expressways, the study utilized the planting hole techniques, the crack techniques, and the colonization techniques. In terms of the spatial organization, public education program is incorporated at the main entrance area and the programs for experimenting, and developing vegetation and habitat restoration techniques are placed in the vicinity. In the master plan-to provide natural ecosystem at the site-ASCON (asphalt concrete) was removed first, then plans for restoration including species' habitat restoration were established. Furthermore, the project included plans for improving water quality polluted through non-point source considering the surrounding nearby road and farm lands. Finally, the study established a planning process that will experimentally apply to the abandoned expressway restoration method. In the future, there will be a continuous monitoring of the methods applied to verify if the restoration methods are effective. Also, new restoration techniques should be available according to a variety of abandoned expressways' characteristics.

In this age, where the social environment is changing rapidly and unpredictably, interest in safety from crime is increasing in Korean society. As the desire to live a life free from the fear of crime increases, interest in the construction of safe cities is also rising nationwide. To meet the national demand, the Korean government is promoting a project to link public disaster safety systems by involving municipalities, 112, 119, and other emergency services and institutions through the Smart City Integrated Platform in order to construct a smart safety net. This study investigates the linking of theSmart City Integrated Platform and theIntelligent Security Project. The results are as follows. 1. The linkage's objective is clear. 2. The system sector can provide information to accident-related organizations. 3. The scenario area can be expanded to a crime-prevention sector, and a long-term urban information integration infrastructure can be created. 4. Product testing is enabled by a smart city road map and through continuous consultation with relevant organizations. 5. Project diffusion to other local governments can be promoted with the continued addition of commercial products.
In order to supply the residential land for the promotion of public welfare, it must take a land of city suburb. That land have the difference in thinking is large for the determination of land prices to a variety of development pressure and land use regulations. In the process of executing a public project, the difference of these ideas has become a cause of conflict. Therefore, through objective study for the determination of land prices, to reduce the difference of ideas is going to be a clue of conflict resolution. This study selected the case area that is typical public district of many conflict, and then fix a compensation unit price like fair price as dependent variable. The selected variables through previous studies and expert consultation was an independent variable. To analyze the impact factors of land prices in the hedonic price model. The results were analyzed by distinguishing the group on the basis of the zoning and using, whether or not the site of the building in part that there is influence variable, the aspects of accessibility and regulation in part degree of influence variable came out different results for each group. It is analyzed that it reasonable results. Add selected site assimilation of the building that have not been presented in previous studies as a variable and which was applied at a rate to a variable of road have improved in more expliction of the influence of variables.
Cold in-place recycling (CIR) using emulsified asphalt or foamed asphalt has become a more common practice in rehabilitating the existing asphalt pavement due to its cost effectiveness and the conservation of paving materials. As CIR continues to evolve, the engineered emulsified asphalt was developed to improve the field performances such as coating, raveling, retained stability value and curing time. The main objective of this research is to compare the laboratory responses of the engineered emulsified asphalt (CIR-EE) mixtures against the foamed asphalt (CIR-foam) mixtures using the reclaimed asphalt pavement (RAP)materials collected from the CIR project on U.S. 20 Highway in Iowa. Based on the visual observation of laboratory specimens, the engineered emulsified asphalt coated the RAP materials better than the foamed asphalt because the foamed asphalt is to create a mastic mixture structure rather than coating RAP materials. Given the same compaction effort, CIR-EE specimens exhibited lesser density than CIR-foam specimens. Both Marshall stability and indirect tensile strength of CIR-EE specimens were about same as those of CIR-foam specimens. However, Marshall stability and indirect tensile strength of the vacuum-saturated wet specimens of CIR-EE mixtures were higher than those of CIR-foam mixtures. After four hours of curing in the room temperature, the CIR-EE specimens showed less raveling than the CIR-foam specimens. On the basis of test results, it can be concluded that the CIR-EE mixtures is less susceptible to moisture and more raveling resistant than CIR-foam mixtures.

The purpose of this study was to analyze the types and characteristics of public complaints caused by the landscape architecture projects in the case of apartment complex. Furthermore, its purpose was also to propose as the basis data for the minimization of complaints in the course of future landscape architecture projects. To analyze and categorize the apartment complex civil complaints, we collected basic and case study data from LH Corporation, SH Corporation and GICO from 2009 to 2012. We also categorized 672 landscape complaints to 73 categories and conducted a survey from residents and landscape architecture. This Survey is to use IPA can collect character(public-private), handling of civil affair(easy-hard) and analyze typical characters and difference of civil complaint awareness between landscape architecture and residents. First, we were categorized 73 civil complaints by type in 5 categories such as park, green space and street trees, pedestrian road, facilities, and others. Second, the most common landscape complaints appear in green spaces, street trees, facilities, pedestrian roads and park orders. Third, results of the analysis conducted for each item which are publicity and measures the ease. 'Facilities', 'landscape and greenery', 'pedestrian road' and others were commonly appears from residents and professional awareness of the complaints. However, complaints of park appear different awareness between landscape architecture and residents. Fourth, 35 from 73 civil complaints(47.9%) are having high publicity and easy to measure, 25 civil complaints(34.2%) has analyzed to individual and difficult to measure so about the these complaints need to check from the design step so that it is necessary to minimize the problem of additional expense by civil complaints burden and decrease the confidence of residence problem were considered.

As car-oriented road policies have been made forward so far, relatively pedestrians' walking conditions are so in poor environments that more than two thousand pedestrians die from car accidents every year. Pedestrians' walking right has been severely invaded like that. Pedestrians' walking right is a right that people are able to walk safely and comfortably in pleasant surroundings as long as they don't threaten the public safety, order maintenance, and welfare. The government has an obligation to provide safe, comfortable, and pleasant environments to pedestrians. Recently interests in pedestrians' safety are increasing, government-driven supports have been made to make safe, pleasant, and healthy walking surroundings. As poor walking condition improvement projects cost high, they should be progressed to accomplish maximal effects using finite finances efficiently, and post feasibility evaluations of the projects should be severely estimated. However site selecting indicators which satisfy with the goal for composing safe working surroundings have not been decided yet, though currently it has a legal basis to specify walking condition improvement sites by the Law for Pedestrians' safety and Comfort Increasement. Therefore this study focuses on suggesting improved ways for selecting sites where pedestrians' safe environment project by reviewing previous research. When project sites are selected, evaluation indicators related to awareness survey of residents and history should be excluded, and disaster safety assessments for walking safety facilities, latent human hazards and natural disasters like a strong wind are proposed besides evaluations on pedestrians' safety and walking environment for matching with the purpose of the project to make safe working surroundings.

Objectives: The purpose of this manuscript was to propose the policy and perspectives of prevention and management for hypertension and diabetes in Korea. Methods: Authors reviewed the chronic disease prevention and management projects and models were executed in Korea until now, and analyzed and evaluated their performances. Results: In the circumstances of Korea, the following several requisites should be improved ; Specific Korean strategy for development and pursuing of national level policy agenda for chronic disease management must be established. There are a need to establish several means of supplementing the weaknesses of the current chronic disease management policies and programs. Firstly, development and distribution of contents of guidelines on the systematic project execution regime (regarding systematization of local community, subjects and contents of the projects) with guarantee for the quality of chronic disease prevention and management are necessary. Secondly, there is a need for development of information system that can lead the chronic disease management programs currently being implemented. Thirdly, there is urgent need to develop resources such as cultivation of manpower and facilities for provision of education and consultation for the patients and holders of risk factors of chronic disease. Fourthly, there is a need for means of securing management system and financial resources for operation of policies and programs. Conclusions: The results can be able to use as a road map, models, and direction and strategies of policies for chronic disease prevention and management of Korea.
Around 70% of Korea is mountainous, an increase in tunnel construction. It's due to the growing interest of the public for the environment and land required for the road construction is very scarce. During construction of 'Daedong 1 tunnel' in the expressway expansion project between Naengjeong and Busan, there are shallow shaft due to this tunnel located in the valley and the shafts are separated, and penetrating location change was inevitable for construction was delayed because of complaint. So, we change the position of the penetrating by applying multi-channel TSP, and conducted a stability analysis. The analysis results showed that there is no problem on the stability of the tunnel. To secure the construction of additional stability, We installed instrument, performed mechanical excavation, added reinforcement at shallow shaft and conducted bench cut.
