The purpose of this study was to propose the urban regeneration project model that reinforce public functions and contribute effectively to urban development. The results of this study were as follows. First, this study developed objective 22 different types of evaluation indexes. The indexes allows to figure out the necessities, business value and conditions of certain urban regeneration project. Second, the urban is divided to 6 types by characteristics of functionality and location. So, each regeneration project model can be applied to meet the condition of the urban.. Third, this study proposed 5 types of urban regeneration project model to fulfil roles of public and encourage the urban development. The urban regeneration project model is supposed to perform the evaluation of urban condition using the index, typological analysis under the law and scheme and analysis of function and urban location.

This study performed an economic analysis and tested the viability of a public computerization project to create a comprehensive information system for public e-procurement for small and medium-sized businesses (SMBs). The study found that the estimated costs of the project included 4.3 billion won to build the system and 710 million won per year to maintain the system once it is built. The project's estimated total benefits amounted to 6.66 billion won per year, including 5.871 billion won per year in increased convenience for SMBs that use the system, 406 million won per year in benefits for public institutions, and 383 million won per year in benefits for the institution "A" to adopt the system. We used the contingent valuation method (CVM) to estimate the benefits to SMBs, which would be the main participants of the project. The survey found that the SMBs were willing to pay an average fee of 170,136 won. we conducted an economic analysis by applying a 5.5% social discount rate over an analysis period of 10 years and found a benefit-cost ratio of 5.02 and a net present value of 40.201 billion won, which indicated a very high economic viability of the project. The results of this study can be an important reference when deciding whether to pursue computerization projects in the public sector.

Dongseong-ro public design was reformed for a short time to be short of connection and riffle effect of another project and to have limitation on long term and integrated development, so that systematic plan from beginning of the project was needed to produce synergy effects. The purpose of the study was to investigate reformation of Dongseong-ro public design and to check on existing development project again and to take actions against future projects in advance and to reexamine and make long term plan from point of view of development of downtown. This study investigated reformation of Dongseong-ro public design of Junggucheong office of Daegu that was done from May 2007 to December 2010. The study consisted of purpose of the project, scope, time, the committee of promotion, questionnaire survey, residents' participation and follow up to suggest reformation based on questionnaire survey. This study had limitation of investigation into internal materials of 'Dongseong-ro public design reformation's master planning service' of Junggucheong office of Daegu. Further studies were needed to investigate empirically.

보금자리주택 건설에서 분양가 인하의 하나의 방안으로 직할시공제가 도입되었다. 특정 발주방식을 대규모 공공건설사업에 적용 할 경우 본격적인 적용이전에 해당 발주방식에 대한 각계의 논의를 수렴하고 해당 발주방식이 사업성과에 미치는 영향을 다각도로 분석할 필요가 있다. 이에 본 연구에서는 공공건설사업에의 직할시공제 적용에 따른 공사비, 공사기간, 품질, 리스크 등 사업성과에 미치는 영향을 전문가 면담과 해외사례 조사를 통해 분석하고, 이러한 문제점들을 해결하고 공공건설사업에의 직할시공제의 효율적 적용을 위한 방안을 제시하였다. 먼저 직할시공제하에서는 발주자의 업무가 대폭적으로 증가하므로 해당 공공발주자 조직에서 증가된 업무 수행이 가능한지를 점검해야 하고, 이에 따른 발주자 조직과 업무절차의 변화가 필요하다. 아울러 직할시공제의 효율적 적용을 위해 다중시공기반 CM방식 등 다양한 수행방식을 적용 할 필요가 있으며, 공사관리 절차 및 시스템 구축, 협력업체 강화 등이 필요하다.

최근 지자체 및 정부 기관에서 소외지역 생활환경 개선 및 문화 복지를 위한 도시 재생사업의 일환으로 공공미술 프로젝트를 시행하고 있다. 따라서, 공공미술 프로젝트는 공공미술 자체의 담론에만 빠져있을 것이 아니라 도시 재개발 속에서의 그 의미를 생각해야 한다. 즉, 공공미슬 프로젝트를 통해 소외지역에 문화 예술을 입히는 것이 궁극적으로는 지역 주민들의 경제를 활성화할 수 있는 장소마케팅의 목적으로 시행될 필요가 있다. 본 논문은 과연 최근 5년간 진행된 부산의 공공미술 프로젝트들이 그 목적성을 달성했고, 장소마케팅 관점에서 성공적이었는지, 공공미술의 성격과 전체 마을의 설립 양상이 비판적으로 재검토될 필요는 없는지에 대한 의문에서 출발하였다. 먼저, 공공미술의 개념 및 공공미술 프로젝트의 효과와 장소마케팅의 개념 및 전략에 대해 이론적 내용을 문헌을 통해 고찰한다. 이를 바탕으로 분석틀을 도출하고 부산시의 최근 5년간 진행된 대표적인 공공 미술 프로젝트 사례를 공공미술적 차원의 요건과 장소마케팅 차원에서의 실효성에 대해 분석하였다. 분석결과를 토의함으로써 공공미술 프로젝트의 실질적이고 궁극적인 목표이어야 하는 장소마케팅 차원에서 향후 공공미술 프로젝트의 나가야 할 방향에 대해 시사점을 제시하였다.

These days Construction Industry is one of the major industry in public project and it has many problems. And Construction Industry highly respond to a chage of IT, politics, economy, domestic and international situation. And it causes an uncertainty in Korea economy. The goal of this paper is showing the efficiency application of BIM in Public Project. And this paper follow three steps. First, these day's trend of BIM and delivery method are researched. Second, major factors are thrived to appreciating BIM Third, delivery method based on BIM is proposed. Major factors of delivery method are researched to make guide line of delivery method in public project in the future.

Conflicts in public construction projects become more serious and complex so that they have a negative effect on performance of projecets. Conflicts in public construction projects are defined as expanding in complaints. This study analyzes the relationship structure and effect on performance between complaints and conflicts. First of all, 219 survey data collected from industry experts were used to derive complaints arising from the project and to understand the characteristics of each complaint. In the case of environmental damages, rather than environmental damage during construction, harmful substances or effects that can occur in completed facilities cause complaints from local residents, and opposition from environmental groups has a great effect on time and cost increase. As for safety damage, civil complaints related to prevention and countermeasures for safety accidents occur frequently, and additional construction affects cost increases. Through this study, it is possible to understand the serious complaints that are prone to conflict in public construction projects, their frequency, and the performance of the project.

The purpose of this study is to find what causes make public projects hold off, going beyond the planned deadline and budget. Using System Dynamics(SD) and their derivative Urban Dynamics(UD) models, it intends to analyze major feedback loops based on VENSIM and to simulate them with STELLA software, all of which are interrelated with various causes of project delay. To prevent or ameliorate project delay, first of all it advises to focus on endogenous delaying factors not exogenous ones. These factors either reinforce or balance certain loops in complex causal structure, In the case example on the Cremation Building Project in Cheongju, Residents’ participation demand make negotiation put off and delayed negotiation reinforces administrative-expediency planning in order to observe a time limit, on the other hand, once building consensus, it increase both the level of planning performance and public trust. In the meantime, the real planning process used to neglect residents opinions and manage public grievance only through compensation, he a result of simulation, visible fruit of negotiation in the initial phase seems to be not satisfactory owing to funds and time consumed, but after reaching an mutual agreement among stakeholders, planning performance is effective and strategic than administrative-expediency planning viewed in both financial and time angle. It proposes to devise specific tools schematizing project implementation. In order to upgrade the quality of project management, it recommends for planners to adopt key concepts based on SD/UD diagrams and causal loops, which would contribute to enriching Planning abbots.

건설공사는 복잡화, 다양화, 대형화되고 있으며 이러한 다변화된 건설 환경에 대응하기 위해 건설 선진국에서는 다양한 발주방식을 도입 적용해 오고 있다. 국내에서도 지속적으로 발주제도를 개선해 오고 있으며, 최근에는 공공건설공사의 발주방식을 보다 다양화하려는 취지에서 국가계약법시행령 개정을 통해 "기술제안입찰", "설계공모 기술제안입찰"을 새로 도입하였다. 하지만 이러한 정부의 노력과는 달리 몇몇 발주기관에서는 발주방식 선정기준 부계로 인해 공공건설공사에 있어서 획일적인 발주방식을 적용하고 있다. 이에 본 연구는 공공기관에서 기 발주된 건설공사 실태 및 현황분석과 설문조사를 통하여 발주방식 적용에 있어서의 문제점을 도출하고, 개선방안으로 발주기관이 객관적인 자료로 활용할 수 있는 사업유형별 발주방식 선정기준을 제시하고자 한다.

정부 재정지출의 효율성 제고를 위해 도입된 총사업비관리제도는 그간 대형 신규 공공투자사업 추진 시 적정한 절차를 순차적으로 거치도록 의무화하고, 총사업비 증가율을 억제하는 등 일부 성과가 있었다. 도입 18년이 지난 시점에서 공공건설사업의 사업비 관리의 근간이 되는 총사업비관리제도에 대한 적용 실태 및 제반 운영에 대한 사업참여자들의 인식을 조사하고, 설문을 통하여 운영상의 문제점을 도출하여 이에 대한 개선방안을 제시하였다. 기본적으로 공공건설사업의 사업비 관리는 사업 초기 단계에 예산을 정확히 산정하고, 후속 단계에서 이를 지키려는 노력을 시행하며, 확정된 예산에 가장 부합하는 사업의 가치 확보라는 개념에 입각해서 계획하고 관리하여야 한다. 공공건설사업의 총사업비관리의 체계화하고, 담당자의 전문성을 제고하는 한편 발주처의 자율성을 확대하여야한다. 무엇보다도 총사업비관리 대상사업의 적기 준공을 유도하여 사업기간 지연으로 인한 총사업비의 증액을 방지 할 수 있는 여건 조성이 필요하다.
